Abstract

Europe has been the preferred operational area for Middle Eastern terrorist groups—some 418 attacks from 1980–1989. Unlike European Marxist revolutionary or separatist terrorist groups, the Middle Eastern groups present Europe with a regional security problem. The most dangerous element in this Middle Eastern terrorist threat is the state‐sponsored activities of Iran, Libya, Syria, and Iraq. These countries provided the fuel for a decade of Middle Eastern terrorist bloodshed in Europe. Given the problems of solving the various political conflicts and feuds in the Middle East and the continuing attractiveness of Europe as a substitute battlefield for Middle Eastern terrorist elements, the threat of Middle Eastern terrorist activity in Europe should continue into the 1990s.  相似文献

The most widely used typologies of European local government systems are based on research conducted in the 1980s. The most popular are those of Page and Goldsmith (1987), distinguishing between Northern and Southern European systems, and Hesse and Sharpe (1991), distinguishing between Southern, Northern and Anglo-Saxon models. The rare attempts to include the Eastern part of the continent are far from comprehensive or satisfactory. They usually view the whole region as a distinct group, referring to its specific historical background and recent radical decentralisation (Bennett 1993, Heinelt and Hlepas 2006). Disappointingly, the same approach is presented in the most recent comprehensive analysis of European local government systems (Loughlin et al. 2010). This article tries to fill the gap produced by this simplification, by offering a comprehensive picture of the variation within the Eastern European region and suggesting a first attempt at a typology of around 20 countries of the region. The criteria for this typology refers to those used in earlier classifications of the Western European systems and include: (i) territorial organisation and tiers of elected local governments, (ii) scope of functions provided by local governments (functional decentralisation), (iii) financial autonomy, (iv) horizontal power relations within local government institutions (election systems and relationships between mayors and councils).  相似文献

A great Eastern European shortfall is in trained managers for free market operations. While many management training programs have been offered for former communist countries, some of the most effective have been internships that immerse managers in the business environments of free market countries. This article examines the effects of an internship program on fifty-three managers from Romania who were interns in the United States and compares their experience with undergraduate student interns from Bulgaria who had a somewhat similar internship.  相似文献

The paper reviews recent socio-economic changes in the 10 new EU member states of Central and Eastern Europe and the earlier and latest debates on the emergence of the post-communist welfare state regime. It asks two questions: are the new EU member states more similar to each other in their social problems encountered than to the rest of the EU world? Do they exhibit enough common socio-economic and institutional features to group them into the distinct/unified post-communist welfare regime that deviates from any well-known welfare state typology?The findings of this paper indicate that despite some slight variation within, the new EU countries exhibit lower indicators compared to the EU-15 as it comes to the minimum wage and social protection expenditure. The degree of material deprivation and the shadow economy is on average also higher if compared to the EU-15 or the EU-27. However, then it comes to at-risk-of-poverty rate after social transfers or Gini index, some Eastern European outliers especially the Check Republic, but also Slovenia, Slovakia and Hungary perform the same or even better than the old capitalist democracies. Latvia, Lithuania, Estonia, Romania, Bulgaria, Poland, however, show many similarities in their social indicators and performances and this group of countries never perform better than the EU-15 or the EU-27 averages. Nevertheless, the literature reviews on welfare state development in the CEE region reveal a number of important institutional features in support of identifying the distinct/unified post-communist welfare regime. Most resilient of it are: an insurance-based programs that played a major part in the social protection system; high take-up of social security; relatively low social security benefits; increasing signs of liberalization of social policy; and the experience of the Soviet/Communist type of welfare state, which implies still deeply embedded signs of solidarity and universalism.  相似文献

In many former Eastern Bloc countries, economic transition has been responsible for drastic declines the social and economic well-being for both men and women. In general, however, women have tended to experience relatively greater losses since 1989. Through a detailed case study of women's employment in the tourism sector of post-Communist Bulgaria, this chapter will argue that state support for certain economic sectors can help improve the relative economic welfare of women. Using both qualitative and quantitative data, this study finds that state support for viable economic sectors with relatively high wages that employ a critical mass of women can help to ease the difficult transition from centrally-planned to free-market economies.  相似文献

Do Eastern European courts effectively constrain politicians and uphold the rule of law? Criminal prosecution of grand (high-level) corruption can further the central principle of equal responsibility under the law by demonstrating that even powerful political actors have to submit to the laws of the land. This article introduces the Eastern European Corruption Prosecution Database, which contains entries for all cabinet ministers (927 in total) who served in a government that held office in one of seven post-Communist Eastern European countries since the late 1990s. The systematic data collection reveals that Bulgaria, Romania and Macedonia consistently indict more ministers than Croatia, the Czech Republic, and Poland; Slovakia has barely indicted anyone. We aim to start a research agenda by formulating hypotheses about which countries will see more corruption prosecutions and which ministers' characteristics would make them more likely to face the court. We use the database to begin testing these hypotheses and find some evidence for several associations. We find no strong evidence that EU conditionality or membership raises the profile of the grand corruption issue or leads to more indictments. Party politics seems to affect the frequency of corruption indictments more than the structure and behavior of legal institutions. Indictment rates are lower when a former Communist party controls the government and individual ministers from junior coalition partners are more vulnerable to indictment than other ministers. The existence of a specialized anti-corruption prosecution or a more independent judiciary do not seem to lead to the indictment of more ministers on corruption charges. Finally, we discuss avenues of future research that our database opens, both for the analysis of country-level and individual-level variation.  相似文献

Democratization studies endorses a liberal view of democracy and political culture. Insufficient notice is taken of alternative models of democracy. I argue that a ‘multiple democracies’ approach that takes potential variety in democratic political cultures into account has three advantages over the conventional approach: it is sensitive to the historical and contextual nature of democratic regimes, it takes a dual imaginary into account, and it is able to conceptualize the emergence of innovative forms of political culture. Instead of a ‘model approach’, I suggest a multiple democracies approach that identifies political cultures by means of available patterns of cultural repertoires or ethics of democracy.  相似文献

This paper attempts to explain the process of institutional transition of post-communist countries applying conceptual framework proposed by D.C. North, J. J. Wallis, and B. R. Weingast. The first part of the article is devoted to outline the theory of North, Weingast, and Wallis. The second part the theory is used to analyze transformation processes in post-communist countries. An important conclusion of this paper is that cultural, religious and historical factors have crucial impact on formation of new coalitions of elites in the transitions countries. In the countries where Western values were present the transfer of the market and democratic formal institutions was easier. Also, the process of transformation was strongly influenced by external factors, especially the prospect of integration with the European Union, which encouraged elites to take action that benefited the opening of both political and economic markets. These observations suggest that, in general, the success of transformation in transition countries did not depend on the intentional actions of ruling elites.  相似文献

This article sets within a qualitative framework part of the social sciences research that has been carried out on Central and Eastern Europe since 1989. This qualitative study relies upon quantitative data from journal monitoring carried out on a number of thematic journals on post-Communist Europe. What the article demonstrates is that political science research on post-Communist Europe has advanced from the stage of transitology to methodological approaches more deeply entrenched within the European whole. Sociological research, on the other hand, has recently started to position the East European regional inside the European or global more emphatically.  相似文献

The accession of the CEE states to NATO and the European Union has put an end to the geopolitical ambiguity and implicit insecurity in the region between Russia and the so-called ‘Old Europe’. Instead of being an area of great powers' rivalry, elements of ‘buffer belts’ lacking meaningful strategic options, objects of raw Nazi-Soviet deals, or zones under Russian occupation and domination, the three Baltic States and the Visegrad group countries became full-fledged members of the European Union and were given NATO's security guarantees. By the middle of the 2000s, one would conclude that traditional geopolitics had ended in this region.However, the changes in the strategic situation in CEE have not changed the deep rooted moving forces and long-term strategic goals of the Russian policy toward the region. Moscow seeks to have the position, as its official rhetoric says, of an ‘influential centre of a multipolar world’ that would be nearly equal to the USA, China, or the EU. With this in view Moscow seeks for the establishment of its domination over the new independent states of the former USSR and for the formation of a sphere of influence for itself in Central Eastern Europe. If it achieves these goals, then Europe may return once again to traditional geopolitics fraught with great power rivalries and permanent instabilities radiating far beyond CEE borders.Yet a few questions remain. Has Russia come to the conclusion that attempting to restore its privileged position of influence in Central-Eastern Europe is wrong? Has Russia enough power to threaten the CEE countries? How credible are NATO's security guarantees? How may Russian behavior in CEE affect a wider European geopolitical context? These questions are appropriate in the light of Russia's ‘resurgence’ as a revanchist power and because Russia is, and most probably will remain in the next five to ten years, a weighty economic and strategic factor in areas along the Western borders of the former USSR.  相似文献

The purpose of this article is to clarify the relationship between forms of political legitimacy employed by communist regimes in East and Central Europe and subsequent models of revolutionary change in 1989. The conceptual basis of the analysis lies in Max Weber's theoretical framework of legitimacy. The four cases selected for comparison are Bulgaria, Hungary, Poland and Romania. The attempts of de-Stalinization and reformation of these party-state regimes through the introduction of paternalistic and also more goal-oriented measures could not prevent their disintegration in the 1980s and their subsequent collapse in 1989. But, I argue, it was the withdrawal of ideological support by elites that ultimately brought communism to an end. The differences in revolutionary scenarios and transitions to democracy in the four cases indicate the importance of a shift in both rulers and masses towards interest in dialogue and compromise. Hungary and Poland represent the clearest scenarios in which communist parties acted as agents of regime change in a rational-legal direction. The Bulgarian case stands as an intermediary case between these two and Romania. Finally, Romania represents an extreme case of violent revolution and the overthrow of a traditionalist and sultanistic regime and illustrates the difficulties following a complete collapse of political authority.  相似文献

In the network of political and public administrative actors the public administration plays a key role. Countries previously influenced by socialism or communism, that joined the European Union in the two most recent accession waves, and are now undergoing strong change, are investigated to determine whether—and to what extent—public administrations influence transition processes to more democracy and market economies. With a regression analysis it is demonstrated that a qualitatively better functioning public administration makes a positive impact on transition, its effectiveness, and sustainability. The regression analysis also offers arguments for the view that public administrations are important actors when it comes to the implementation of EU standards.  相似文献

This article examines the changing security, economic and diplomatic components of the transatlantic link, with a particular focus on Washington's approach and implications for Central and Eastern Europe. The United States continues to play an essential role as security underwriter in the region, but the military dimension of the transatlantic relationship is transforming and will result in greater burdens on Europeans. Economic links between the U.S. and Central Europe are developing more strongly than generally understood, and the Transatlantic Trade and Investment Partnership is likely to drive both political and economic ties. Unconventional gas developments are enhancing U.S. engagement in European energy markets. Finally, the U.S. remains keen to engage its European partners on a broad agenda of global and regional issues and retains its own interests in working particularly with Central and Eastern European countries to lend stability to ‘wider Europe’.  相似文献

This article analyzes the role of organizational changes and contextual factors in explaining the operating performance of European privatized firms. We find that smaller and non-regulated firms and companies privatized by public offer perform better than bigger, regulated, and privatized by private sale companies. Also, privatized Eastern European companies are less profitable than privatized companies from other European countries. Our findings suggest that organizational changes are more difficult to introduce in privatizations by private sale and in bigger and regulated companies. They also suggest that less developed institutional contexts limit performance improvements after privatizations.  相似文献

Despite the long-standing normative assumption that, for individuals in transitional states, exposure to Western media cultivates stronger attachments to Western political and economic values, the evidence presented here suggests otherwise. Using mass public survey data from the mid-1990s in five Central and Eastern European countries, this article demonstrates a general lack of support for international media’s positive contributions to individuals’ democratic attitudes and preferences for market economies. This finding is particularly unexpected because the countries under investigation represent ideal cases based on their proximity to Western democracies and international (Western) media sources’ capacities for extensive transnational media penetration into the region. Yet this failure to find persuasive evidence of the influence of international media diffusion on the development of Western political values sharpens our understanding of the process of political socialization in democratizing countries by eliminating an assumed source and is thus relevant to students of democratization, international development, and mass media.

Comparative and international public administration research in the United States (US) has enjoyed moments of both prestige and inattention over the last several decades, variation that is important in that it reflects the efforts of a scholarly field to contribute to improved individual and organizational performance. These contributions are, in and of themselves, worthy of attention and critical reflection. This article examines public administration research focused on the Network of Institutes and Schools of Public Administration in Central and Eastern Europe region published in US-based academic journals from 1997 to 2012, discussing trends that have characterized empirical and conceptual research during that period. 中东欧民粹政党有大量社会底层支持者,农民是最有代表性的民粹主义基础。从历史制度主义的视角看,以农民为代表的中东欧民粹支持者与历史上保守势力的支持基础有类似的逻辑。在农业仍为关键产业的中东欧国家,当传统经济受到转型后突如其来的外部经济影响时,既有经济结构和生产关系受到严峻挑战,在本土保守势力的推动下,竞争力不足的中东欧国家呼吁保护传统经济,反对以西欧为代表的新自由主义的价值腐化、以威权整肃国内腐败、强调历史上的民族荣光、复兴宗教及家庭伦理等。这一思潮被民粹政党用以获取政治权力。在外部经济压力下,农民、城市底层民众、经济民族主义者、保守的政治精英、大文化中心论者共同构成支持民粹主义的基础,民粹政党的兴起是精英和大众共同推动的结果。中东欧民粹政党自该地区转型后就出现在政治舞台,其影响深度和广度是欧洲其他地区所不及的。有鉴于此,探索一条以民粹主义基础为导向的策略路径,整合政府、企业和民间机构三类实践主体,有助于强化中国在中东欧的影响力。积极推进民粹政党或执政党的对华合作,是中国强化和拓展中东欧地区利益的重要方向。  相似文献

Abstract

This paper will explore the complexity of the relationship between government and non-profit organizations in the context of Hungary on the cusp of accession to the European Union. First it will argue that the concept of a civil society is in fact not a unitary one but, rather, a cluster of linked concepts. It will argue further that it is essential to deconstruct this cluster of concepts in order to develop a common language. Without such a language it is not possible to debate the achievement of a civil society, or otherwise. This article is a contribution to the development of such conceptual clarity.  相似文献
