Abstract

The transition and consolidation of democracy in Southeast Asia has proven fragile and tenuous some 30 years after the current wave of democratization began. A critical ingredient in the process of democratization is the role of public opinion and the extent that the public supports the democratic ‘rules of the game’. This study uses 2006 and 2007 public opinion data from the AsiaBarometer Survey of six Southeast Asian countries (Indonesia, Malaysia, the Philippines, Thailand, Cambodia and Singapore) to examine popular perceptions of democracy and democratic principles and practices. Specifically, it seeks to shed light on the following interrelated questions: Do democratic institutions in Southeast Asia work well in the short and long term? To what extent are citizens in these countries satisfied with various political and civil freedoms? Do citizens trust specific institutions to operate in the best interests of their society? Does the current political system and government perform well?  相似文献

This article integrates the dynamics within authoritarian elites into analysis of democratization in Sub-Saharan Africa. This variable has been excluded from nearly all analysis on the subject. Based on a comparison of three cases, this article concludes that only in cases where popular mobilization was accompanied by deep divisions within the ruling coalition did democratization ensue. The division of the authoritarian coalition in Benin and South Africa created a window of opportunity which enabled pro-democracy forces to push through democratic reforms. Furthermore, only when a majority of the authoritarian elite in South Africa favoured negotiations with the African National Congress and other anti-apartheid political organizations did the transition towards democracy in South Africa make any progress. In contrast, in the Togolese case, a united ruling coalition precluded any reform that would have challenged its political hegemony.  相似文献

This paper explores – through a geo-political perspective – the changes and continuities in South African foreign policy over the period 1990–2010, focusing on the themes of military relations, migration, democratization, and pan-Africanism. The demise of apartheid led to significant changes in South Africa's relations with southern Africa and the rest of Africa, including: transition of South Africa from pariah state to a key leader of the continent; an end to South Africa's destabilization of its immediate neighbours; transition toward more humane treatment of migrants; and transition toward a commitment to democracy promotion in Africa. Yet, continuities among the apartheid and post-apartheid eras persist, including: the persistence of nationalism and realism as guiding principles; ongoing economic and political constraints imposed by neighbouring countries; the persistence of socio-cultural divisions amongst South African and migrant workers; and overall ambivalence about pan-African identity and policies.  相似文献

During the 1990s the North has increasingly used a new tool, political aid, to influence its relations with the South. More commonly known as 'democracy assistance', political aid is targeted at governmental structures such as parliament, the judiciary and local government, as well as civil society organisations, with the aim of strengthening the institutions and culture of liberal democracy. However, despite its increasing deployment, the shape and extent of foreign political aid in individual countries in the South remain largely undocumented. This article shows the importance of political aid in South Africa since the pivotal elections of 1994. It then critically examines the role assigned to civil society by donors within the 'democratisation' process. Unlike most writers on the new political aid regime, who are often both its chroniclers and mandarins, this author questions the emancipatory potential of the kind of democracy being 'helped along' by democracy assistance.  相似文献

This article analyzes the relationship between political and social democratization in recent democratic transitions by illustrating how the two processes were at odds in the case of labor reform in Chile (1990–2001). Labor reform served simultaneously to consolidate political democracy and slow down the momentum of social democratization. It was a tool for signalling policy change to legitimate the democratic regime, but at the same time leaving the liberal economy intact. The Chilean case calls into question the thesis of a natural progression from political to social rights prevalent in democratic theory, and allows us to generalize about the way marketization places limits on democratic deepening. The article first discusses what would be appropriate criteria of social democratization considering contemporary labor issues and labor relations in Chile. It then investigates the political process of labor reform. Ongoing legal debates through the 1990s show the extent of path dependence set in motion by the timid nature of the first social reforms in Chile’s new demoncracy and their muting effect on citizenship. Louise Haagh obtained her doctorate from the University of Oxford (St. Antony’s College) in 1998, and for the next three years held a British Academy Postdoctoral Research Fellowship at the College. Abstract

In recent years, there has been a rise of interest in the concept of autocracy promotion, with scholars questioning whether the efforts by authoritarian governments to influence political transitions beyond their borders are necessarily pro-authoritarian. An extension of this question is whether some authoritarian governments may at times find it in their interest to support democracy abroad. This article aims to answer this question by focusing on the case of Turkey. It argues that, despite its rapidly deteriorating democracy since the late 2000s, Turkey has undertaken democracy support policies with the explicit goal of democratic transition in the Middle East and North Africa (MENA) region during the Arab Spring and, while not bearing the intention of democratic transition, has employed democracy support instruments in the form of state-building in sub-Saharan Africa since 2005 to the present day. Based on original fieldwork, the article finds that non-democracies can turn out as democracy supporters, if and when opportunities for strategic gains from democratisation abroad arise. The article further suggests that even in those cases where strategic interests do not necessitate regime change, a non-democracy may still deploy democracy support instruments to pursue its narrow interests, without adhering to an agenda for democratic transition.  相似文献

Today options for digital communication exist in all Danish municipalities. But are local councils aware of the democratic potentials of the new forms of political communication? This article focuses on the democratic dimensions of web design. To what extent do the websites improve access to information on public affairs and stimulate participation of citizens in local politics? To answer these questions, a screening of all 275 Danish municipal websites was carried out on two dimensions: information/transparency and contact/dialogue. The findings show great variation between best and worst practice in terms of democracy. Furthermore, the findings show that size and income per inhabitant explain some of the variation, whereas the political colour of the party in office has no significance.  相似文献

This article discusses contemporary African democratic practices vis-à-vis politics of stomach infrastructure that debilitates sustainable infrastructural development in the region. In this article, clarifications are articulated within four interlinked phenomena: the enthusiasm for democracy, its collapse, and the resurgence of hybrid-democratic order that metamorphosed into politics of stomach infrastructure that facilitates corruption in African postcolonial state. It unravels the existing democratic prototype against ideal democratic order. The article considered the prevailing democratic inclination moseyed through citizens and political elite’s armistice that presage democratic peril. The article argued that unscrupulous political collaboration and democratic debauchery that exist between the political elites and the electorates craft an opportunity for institutionalized corruption in the region. Finally, the article found homogenous paradigms of corruption in the selected African states, including South Africa, Tanzania, Kenya, the Democratic Republic of Congo, and Nigeria.  相似文献

Abstract

The police response to terrorism in England, Wales, and Scotland is considered with special emphasis on the necessity for good police‐public relations in a democratic state. Legal and organizational developments related to preventing terrorism are evaluated by reference to the traditional view of the police and the police functions in Britain. The idea of a “third force” and the role of the Army in support of the police are also considered. The conclusions lay stress on the complexities of countering terrorism in a democracy.  相似文献

The South African transition from apartheid to democracy is one of the iconic developments of the late twentieth century coming soon after the fall of the Berlin Wall. The country, led by a universally admired Nelson Mandela, seemed to embody the world’s hopes for peace and democracy. In the aftermath of the first inclusive elections in 1994, South Africans adopted one of the world’s finest constitutions and set up a modern and representative system of governance. However, the euphoria was not sustained. Economic inequality rose; poverty appears intractable, and an increasingly angry citizenry seems less willing to adhere to the liberal norms of tolerance and respect for difference. This article lays out some dimensions of the new conflicts detailing the intolerance for outsiders and violence against women and gay and lesbian people. I argue that the quality of democracy is not measured by its formal institutions important they may be. Rather, it is in the interactions between citizens in the public sphere that we are able to ascertain the extent to which democratic values have become normalized. Viewed from this perspective, it is evident that the legacies of distrust and antagonism continue to shape the possibilities of democratic deliberation in the public sphere.  相似文献

This article explores how and why the church in South Africa became an important civil society space and actor at the height of the anti-apartheid struggle and yet its civil society role declined following the unbanning of the African National Congress (ANC) and the release of political prisoners such as Nelson Mandela. It does this by engaging in a discussion of the nature of the South African church as civil society, followed by a consideration of the church's role at various points during the democratic transition. Specifically, it explores the church as a “site of struggle” during the late stages of the anti-apartheid struggle, as engaging in mediation and negotiation during the democratic transition, and as returning to a predominantly religious organisation in the post-apartheid era. It concludes with a discussion of the reasons for and implications of the church's decreased role in public and political life following the transition from apartheid to non-racial democracy.  相似文献

Conventional wisdom asserts that Islam and tribalism dispose the countries of the Arab Middle East against democratization. Yet the local culture in the region resembles those in the ancient world where democracy was first established, and neither resembles the pattern of political development that occurred in Western Europe, today’s democratic paradigm. Kuwait, a city-state that has enjoyed a high level of collective wealth throughout the period following World War II, displays many of the attributes of the “positive liberty” that Isaiah Berlin, Hannah Arendt, and others see as characteristic of ancient democracies. Vigorous participation in a range of public spaces acts as a check on runaway state power. Kuwait’s record on “negative liberty” is poor, which is why it diverges from the western European model. Population growth and its effect on political development is eroding Kuwait’s qualities as a city-state and pushing it toward mass politics. It is not possible at this stage to predict with any confidence whether these new trends will result in further liberalization or a more authoritarian polity. In South Africa, 15 years into a new political order, higher education institutions are under pressure to create and sustain the conditions necessary for the consolidation of democracy. One of the more important of these conditions is the need to shift their academic staff profiles in ways that are more representative of a diverse democracy. This process is mediated by legislative and policy reforms that have as their aims the establishment of a more diverse community of academics (see, inter alia: White Paper, 1997; Employment Equity Act No. 55 of 1998; National Plan for Higher Education, 2001). While much current thinking is at the macro-level and focused on narrow human resource aspects related to “getting the numbers right,” there is limited research on what happens in the daily experiences of faculty. This article draws on a research project conducted at five universities in South Africa in order to explore how academics in their everyday micro-practices of governance, teaching, and research respond to this external systemic pressure. The findings are considered in terms of their implications for the democratization process, in relation to issues of governance, fairness, and trust, at the levels both of institutions and of society as a whole.  相似文献

Democratization in Poland has been heavily influenced by agents and structures external to the Polish state. However, the influence of these external agencies is mediated through domestic social and political institutions, the state foremost among them. The Polish state's response to and interaction with external agencies is heavily conditioned by the very process of democratization which these agencies seek to influence. Thus, the impact of external agencies on the democratic consolidation process cannot be understood without reference to the influence that democratization has played in reshaping Poland's foreign relations. ABSTRACT

Currently, interactive forms of democracy that bring local politicians into dialogue and collaboration with relevant and affected citizens are mushrooming. While some research has investigated how interactive democracy affects citizens and politicians, we know little about what interactive democracy means for public administrators. This article presents the results of a case study of role perceptions and coping strategies among public administrators assisting a new type of interactive political committee in two Nordic municipalities. Guided by a multi-paradigmatic conceptual framework featuring public administrators’ roles and coping strategies in interactive governance, the study shows that individual public administrators identify with different administrative roles, and that political and administrative leadership sentiments condition their choice of coping strategies. Moreover, the coping strategy that public administrators select to handle intra- and inter-paradigmatic role dilemmas can have dire consequences for the interplay between interactive democracy and local representative government.  相似文献

The success of democratic institutions at the grassroots level in allocating public benefits to the target groups depends on people’s political participation. Applying logistic regression, ordinary least squares (OLS), and the Heckman model based on a data set collected from 30 panchayats from three districts of Assam (India), this article addresses three questions: (a) who participates? (b) who gets the public benefits? and (c) whether participants get more benefits. The results suggest no overwhelming elite capture and clientalization, and contributes to the current debate on the association between democracy and development by way of establishing that democracy at the grassroots does, indeed, deliver.  相似文献

Many scholars of democratization have identified citizen support for democracy as an important determinant of democratic consolidation and deepening. Fewer have explored in depth what everyday citizens actually understand democracy to mean. If mass values shape democratic prospects, what specific notion of “democracy” are the masses inclined to support? This study addresses this question through focus groups conducted with 186 young people in Ecuador, a country that has epitomized challenges of democratic discontent and instability in Latin America. As compared to the dominant survey-based literature, interactive focus group conversations offer a more complex and complete picture of youth democratic perspectives, thus sharpening our analysis of the link between citizen attitudes and democratic performance. Findings have relevance for contemporary debates about “authoritarian drift” in the region, showing youth as strongly invested in democratic freedoms, though highly skeptical of the institutions that allegedly guarantee them. More broadly, the analysis provides a window into how youth conceive of and practice democracy in contexts of unstable democratization.  相似文献

The article argues that Bolivia, Colombia, Ecuador, Peru and Venezuela are political systems suffering from an acute deficit of democratic authenticity, that is, a loss of substance in democratic processes. The deficit in democratic authenticity is a product of malfunctions in the mechanisms of political linkage and multiple barriers that inhibit effective citizen participation in public life. Rather than acceding to minimalist interpretations of democracy that deemphasize the importance, of active citizen participation, the author stresses the importance of maintaining a rigorous normative definition of democracy as the standard by which to assess the state of democractic political development. The state of international democracy promotion is in flux. After more than fifteen years of increasing activity and with more organisations and resources devoted to promoting democracy than ever before, a mood of uncertainty surrounds democracy support's current performance and future prospects. The last decade has also seen the emergence of a new literature on global public goods theory, offering fresh analytical perspectives on pressing issues in international affairs like peace, security, development, and environmental sustainability. The future of democracy promotion will be determined chiefly by the realities of the political market place, in societies on both sides of the relationship. But could recent theorising about the market for global public goods offer some analytical support for making sense of its current condition and, by identifying the democratic peace as a global public good strengthen the case for greater international cooperation in promoting democracy as means to achieve that end?  相似文献
