We present a test of the crime-deterrent effect of police-monitored street-viewing CCTV cameras using viewsheds of areas that were visible by cameras via direct line-of-sight and that were digitized using easily replicable methods, Google Maps, and standard GIS tools. A quasi-experimental research design, using camera installation sites and randomly selected control sites, assessed the impact of CCTV on the crimes of shootings, auto thefts, and thefts from autos in Newark, NJ, for 13 months before and after camera installation dates. Strategically-placed cameras were not any different from randomly-placed cameras at deterring crime within their viewsheds; there were statistically significant reductions in auto thefts within viewsheds after camera installations; there were significant improvements to location quotient values for shootings and auto thefts after camera installations. There was no significant displacement and there was a small diffusion of benefits, which was greater for auto thefts than shootings. The system of cameras in Newark is not as efficient as it could be at deterring certain street crimes; some camera locations are significantly more effective than others. Results of a system-wide evaluation of CCTV cameras should not be the only basis for endorsing or contesting the use of CCTV cameras for crime control or prevention within a city. Future research should test whether the effectiveness of CCTV cameras are dependent upon the micro-level attributes of environments within which they are installed.  相似文献

There has been extensive research on the value of closed-circuit television (CCTV) for preventing crime, but little on its value as an investigative tool. This study sought to establish how often CCTV provides useful evidence and how this is affected by circumstances, analysing 251,195 crimes recorded by British Transport Police that occurred on the British railway network between 2011 and 2015. CCTV was available to investigators in 45% of cases and judged to be useful in 29% (65% of cases in which it was available). Useful CCTV was associated with significantly increased chances of crimes being solved for all crime types except drugs/weapons possession and fraud. Images were more likely to be available for more-serious crimes, and less likely to be available for cases occurring at unknown times or in certain types of locations. Although this research was limited to offences on railways, it appears that CCTV is a powerful investigative tool for many types of crime. The usefulness of CCTV is limited by several factors, most notably the number of public areas not covered. Several recommendations for increasing the usefulness of CCTV are discussed.  相似文献

Crime-Reduction Effects of Open-street CCTV: Conditionality Considerations   总被引:2,自引:0,他引:2  
This study addresses the conditional nature of the effectiveness of open-street CCTV (closed circuit television) by examining the differences in the effects (1) between daytime and nighttime crime, (2) between weekday and weekend crime, (3) across specific-crime offenses, and (4) depending on CCTV site characteristics, including location type (e.g. downtown, business district, school/university, or residential area) and the site’s base rate of crime. This study used HLM (hierarchical linear modeling) with 84 repeated measures across 34 camera locations in Cincinnati, Ohio, while also accounting for overlapping camera areas. Overall, the findings provided minimal evidence of the effectiveness of CCTV in reducing crime, though some types of crime were reduced in residential areas especially, and effectiveness was clearly interdependent with an area’s base rate of crime. Finally, WDQ analyses showed that diffusion of benefits occurred much more often than displacement in cases where there was a crime reduction, post-CCTV.  相似文献

This paper begins by charting the remarkable rate of growth of public space closed circuit television (CCTV) surveillance in Britain during the 1990s, and proceeds to discuss the reasons for that growth. During the course of this discussion, a diverse range of problems associated with the expansion and use of CCTV in public places is identified. Thereafter, the paper concentrates on issues relevant to civil liberties.It considers the relationship between CCTV,fear of crime and concern for civil liberties by examining the findings of British public attitudes surveys which have focused on public space CCTV.Public concerns regarding the implications of CCTV for civil liberties which are common to those surveys are identified. The paper then examines the available evidence relating to those concerns. It is contended that the evidence uncovered and discussed in this paper substantiates the public's concerns regarding CCTV's threat to civil liberties. The paper concludes by calling for the statutory regulation of public space CCTV systems, on the ground that some of the uses to which they and their videotape evidence are being put infringe the civil liberties of many individuals and in particular, of members of certain social and minority groups.  相似文献

Recent studies point to the potential theoretical and practical benefits of focusing police resources on crime hot spots. However, many scholars have noted that such approaches risk displacing crime or disorder to other places where programs are not in place. Although much attention has been paid to the idea of displacement, methodological problems associated with measuring it have often been overlooked. We try to fill these gaps in measurement and understanding of displacement and the related phenomenon of diffusion of crime control benefits. Our main focus is on immediate spatial displacement or diffusion of crime to areas near the targeted sites of an intervention. Do focused crime prevention efforts at places simply result in a movement of offenders to areas nearby targeted sites—“do they simply move crime around the corner”? Or, conversely, will a crime prevention effort focusing on specific places lead to improvement in areas nearby—what has come to be termed a diffusion of crime control benefits? Our data are drawn from a controlled study of displacement and diffusion in Jersey City, New Jersey. Two sites with substantial street‐level crime and disorder were targeted and carefully monitored during an experimental period. Two neighboring areas were selected as “catchment areas” from which to assess immediate spatial displacement or diffusion. Intensive police interventions were applied to each target site but not to the catchment areas. More than 6,000 20‐minute social observations were conducted in the target and catchment areas. They were supplemented by interviews and ethnographic field observations. Our findings indicate that, at least for crime markets involving drugs and prostitution, crime does not simply move around the corner. Indeed, this study supports the position that the most likely outcome of such focused crime prevention efforts is a diffusion of crime control benefits to nearby areas.  相似文献

Analyzing the Influence of Micro-Level Factors on CCTV Camera Effect   总被引:1,自引:0,他引:1  

Objectives

Despite the popularity of closed circuit television (CCTV), evidence of its crime prevention capabilities is inconclusive. Research has largely reported CCTV effect as “mixed” without explaining this variance. The current study contributes to the literature by testing the influence of several micro-level factors on changes in crime levels within CCTV areas of Newark, NJ.

Methods

Viewsheds, denoting the line-of-sight of CCTV cameras, were units of analysis (N = 117). Location quotients, controlling for viewshed size and control-area crime incidence, measured changes in the levels of six crime categories, from the pre-installation period to the post-installation period. Ordinary least squares regression models tested the influence of specific micro-level factors—environmental features, camera line-of-sight, enforcement activity, and camera design—on each crime category.

Results

First, the influence of environmental features differed across crime categories, with specific environs being related to the reduction of certain crimes and the increase of others. Second, CCTV-generated enforcement was related to the reduction of overall crime, violent crime and theft-from-auto. Third, obstructions to CCTV line-of-sight caused by immovable objects were related to increased levels of auto theft and decreased levels of violent crime, theft from auto and robbery.

Conclusions

The findings suggest that CCTV operations should be designed in a manner that heightens their deterrent effect. Specifically, police should account for the presence of crime generators/attractors and ground-level obstructions when selecting camera sites, and design the operational strategy in a manner that generates maximum levels of enforcement.  相似文献

This article reports results obtained in an English national quasi-experimental multi-site evaluation of 14 closed-circuit television (CCTV) projects in residential areas, town and city centers, a city hospital, and car parks (parking lots). Both police and victimization data were collected before and after the installation of CCTV in target, control and buffer areas, and police Divisions. The results showed that CCTV was effective in reducing crimes in train station car parks but not in city centers or residential areas, seemed to be effective in reducing vehicle crimes (but not other types of crimes), and was most effective when the degree of coverage by CCTV was high and when CCTV was combined with other interventions such as improved lighting. Implications for situational crime prevention theory are drawn. There was no evidence of displacement or diffusion of benefits. It is concluded that CCTV needs to be implemented more effectively, based on an analysis of the crime problem and its causes, and needs to be evaluated using a randomized experimental design.

In recent years, there has been a marked and sustained growth in the use of closed circuit television (CCTV) surveillance cameras to prevent crime in public places in the USA and other Western nations. Amidst this expansion and the associated public expenditure, as well as concerns about their efficacy and social costs, there is an increasing need for an evidence‐based approach to inform CCTV policy and practice. This paper reports on an updated systematic review and meta‐analysis of the effects of CCTV on crime in public places. Evaluations were included if CCTV was the main intervention and the design was of high methodological quality. Forty‐four evaluations met the inclusion criteria. The results suggest that CCTV caused a modest (16%) but significant decrease in crime in experimental areas compared with control areas. This overall result was largely driven by the effectiveness of CCTV schemes in car parks, which caused a 51% decrease in crime. Schemes in most other public settings had small and nonsignificant effects on crime: a 7% decrease in city and town centers and in public housing communities. Public transport schemes had greater effects (a 23% decrease overall), but these were still nonsignificant. Schemes evaluated in the UK were more effective than schemes evaluated in the USA and other countries, but this was largely driven by the studies in the car parks. The study examined the broad crime trends and patterns, and the conditions under which crimes flourish, the crime incidence rates per 1,000 of population, and crime among the four police divisions of Accra, Ghana. Where crimes clustered the most and the times some crimes were committed were examined using the official police data. The study suggests that crime in Accra has been accentuated by rigid centralization of government bureaucracy, the nature of Ghana's economy, routine activities, lifestyles, and opportunities fostered by social change. Overall, the Accra Central Police Division recorded the highest volume of crimes, followed by the Nima, Kaneshie, and Kpeshie Divisions. The highest property offenses were recorded within twelve miles of the city center—the area most congested and heavily concentrated with socio-economic and routine activities. Calls for the adoption of situational crime prevention methods and strategies to reduce the incidence of crime in Accra have been made.  相似文献

In the absence of effective formal means for controlling crime in the Western world, community crime prevention has emerged as a major alternative and supplement to the criminal justice system. This article attempts to review what is known currently about the nature, extent, and effectiveness of community-based efforts to prevent residential crime. Included in this assessment are citizen actions to protect themselves, their property, and their neighborhood, as well as efforts to prevent crime through changes in the physical environmental and through innovations in community policing. The historical, theoretical, and empirical rationale for community crime prevention strategies are discussed, but primary attention is given to the results of evaluation research in the field. Although community-based efforts are supported widely by theory, studies of natural covariation, and by numerous poorly designed evaluations, there is a paucity of strong demonstrations and evaluations showing that such interventions can alter the behavior and local environments of persons who are not already predisposed to crime prevention. Substantially more research is needed to determine the collective benefits of community crime prevention strategies, but a number of promising approaches currently are being developed.  相似文献

Research Summary Police officials across the United States are increasingly relying on place-based approaches for crime prevention. In this article, we examine the Safer Cities Initiative, a widely publicized place-based policing intervention implemented in Los Angeles's “Skid Row” that focused on crime and disorder associated with homeless encampments. Crime reduction was the goal. The police division in which the program was undertaken provides 8 years of time-series data serving as the observations for the treatment condition. Four adjacent police divisions in which the program was not undertaken provide 8 years of time-series data serving as the observations for the comparison condition. The data are analyzed using a generalized additive model. On balance, we find that this place-based intervention is associated with meaningful reductions in violent, property, and nuisance street crimes. There is no evidence of crime displacement. Policy Implications This study provides further evidence that geographically targeted police interventions can lead to significant crime prevention benefits, with no evidence that crime is simply displaced to other areas. Criminologists and the media have given the Los Angeles Police Department (LAPD) little credit for major reductions in crime that have occurred during the past 5 years following a number of major policy reforms. We suggest that researchers should look more closely at the targeted interventions the LAPD has undertaken for evidence-based examples of effective policing. Importantly, this work suggests that crime associated with homeless encampments can be meaningfully reduced with targeted police actions. However, law enforcement actions do not address the roots of homelessness nor most of its consequences. Getting tough on the homeless should not be confused with policies or programs that respond fundamentally to the social and personal problems that homelessness presents.  相似文献

Using social disorganization, broken windows, and routine activities theories as guides, this study considered how perceptions of crime in the neighborhood influenced business owners' decisions on the use of various crime prevention (guardianship) strategies. The analysis revealed that perceptions of a crime problem were influenced by the presence of disorder. Drug offenses and vandalism were particularly tied to disorder with drug offenses more often related to guardianship strategies than other offenses. In addition, several strategies were used as prevention measures counter-intuitively for crimes not affected by these strategies, suggesting the need for increased awareness and training for business owners on effective guardianship strategies.  相似文献

Few criticisms of situational crime‐prevention (SCP) efforts are as frequent or prevalent as claims of displacement. Despite emerging evidence to the contrary, the prevailing sentiment seems to be that crime displacement is inevitable. This study examined 102 evaluations of situationally focused crime‐prevention projects in an effort to determine the extent to which crime displacement was observed. The results indicate that of the 102 studies that examined (or allowed for examination of) displacement and diffusion effects, there were 574 observations. Displacement was observed in 26 percent of those observations. The opposite of displacement, diffusion of benefit, was observed in 27 percent of the observations. Moreover, the analysis of 13 studies, which allowed for assessment of overall outcomes of the prevention project while taking into account spatial displacement and diffusion effects, revealed that when spatial displacement did occur, it tended to be less than the treatment effect, suggesting that the intervention was still beneficial. Research summary

There is growing evidence that some proactive policing strategies have shown promising results in reducing crime. Most of these strategies are generally applied separately to address specific components of criminal behavior, while the involvement in the crime itself may be caused by different factors. This raises the question of whether an integrative approach that addresses these factors could be an appropriate approach to reduce involvement in the crime. Furthermore, most of these policing strategies have been applied toward regular crime; this leaves us with the question of whether these strategies would show similar results when political offenses are involved as well. Our study focuses on the political offense of stone-throwing in East Jerusalem, usually by Palestinian teenage boys. We applied an integrative approach in one of the Palestinian neighborhoods in East Jerusalem, which included strategies such as focused deterrence, place-based policing, cognitive behavioral therapy, diversion to nonenforcement tracks, and interventions at the community level. We found a large and significant reduction in the targeted neighborhood compared to similar Palestinian neighborhoods. We have not found evidence of displacement, but rather evidence of significant diffusion of crime-control benefits.

Policy implications

The results of the study suggest that an integrative approach that addresses the risks and needs of minority youth can help reduce their future involvement in political offenses. Furthermore, the implementation of promising strategies in the wider context of policing regular crimes may also be effective in responding to political offenses.  相似文献

On May 1, 2002, the Philadelphia Police Department launched Operation Safe Streets, stationing officers at 214 of the highest drug activity locations in the city 24 hours a day, 7 days a week. Interrupted time series (AutoRegressive Integrated Moving Average) models on weekly data isolated citywide and local program impacts on all violent crimes, murder, and reported drug crimes. Results showed no significant impacts on citywide weekly counts for drug crimes, homicides, or all violent crimes. Geographically focused analyses showed significant localized intervention impacts for both violent and drug crimes. Analyses of high‐drug‐activity non‐intervention sites suggest: the program impacts seen were not an artifact of history or local history; significant spatial diffusion of preventive benefits for violent crime; and probably significant spatial displacement for drug crime. Stationary targeted drug‐enforcement interventions like Operation Safe Streets may differentially affect the locational selection processes behind violent crime versus drug crime.  相似文献

This study compares crime reportage in the two major newspapers in Nigeria, Daily Times and New Nigerian, from August 1 to October 31, 1983, utilizing a content analysis methodology. The Daily Times (jointly owned by the Government and the private interest) exceed the New Nigerian (totally owned by the Government) in total crime reports, average daily reports, average number of lines per report and the ratio of space-utilization for crime vs. non-crime reportage. It is likely that newspapers totally owned and controlled by the government, e.g., New Nigerian, are less likely to publish crime reports in general and political crimes in particular than newspapers owned and controlled in part by the private sector, e.g., Daily Times. Both newspapers covered political crimes more frequently (36 percent of total reports) than any other type of crime and its subcategory “riots and demonstrations” comprised 44 percent of all political crimes. This finding reflects Nigeria's problems of neo-colonization and ethnic, religious, political, economic and regional heterogeneity, resulting in a series of violent coups and counter-coups since the country's independence in 1960.  相似文献

This paper reviews existing literature and examines three questions : a) the nature and extent of criminal victimization of the elderly, b) the impact of crime on the lives of the elderly, and c) suggested crime prevention measures. One finds that contrary to popular opinion the elderly are less frequently criminally victimized than persons in younger age groups. The 1966 NORC survey, 1972 Denver Victimization Survey, and the 1973 LEAA Survey, all show that the elderly in comparison to younger age groups are victimized less frequently for most personal crimes. However, there is variability in regard to who among the elderly are more likely to be victimized. In profile the elderly at highest “risk” are single females who are socially isolated, have physical or mental impairments, incomes below $3000 per year, and live in or near high crime areas. Despite the fact that the elderly are less frequently victimized than others their “fear of crime” is greater, and has been increasing since 1965, than other age groups. Many factors are important in fueling their fear. Some of the more important concerns are the elderly’s physical and emotional vulnerability, especially in high crime areas, and their isolation (both socially and self-imposed) from others within a community. There are, however, efforts being made to further protect the elderly against crimes and to reduce their fear. Several examples of existing programs established in an effort to ameliorate the problems are specified. Also, suggestions, based on research findings, are made which could further deter crimes against the elderly and lessen the insidious fear of crime that exists.  相似文献
