The purpose of this paper has been to explore some of the implications of single-issue voting. In general terms, single-issue voting has been shown to be a stabilizing influence on majoritarian decision making. In each case examined, stable equilibria exist under single-issue voting. On the other hand, the normative properties of electoral outcomes are less clear cut. Under pure zealotry, electoral equilibria are uniformly Pareto efficient. However, electoral outcomes are not necessarily Pareto optimal in the case of strategic voting by special interest groups. The results suggest that single-issue voting can, by itself, cause electoral outcomes to depart from the center of the distribution of voter ideal points. Special interest groups might, thus, be served in the ordinary course of electoral politics even if they had no recourse to campaign contributions or rent-seeking activities which induce principal-agent problems. Voters who cast their votes as if they were single-issue voters can affect policy at both the largely ignored margins and in the mainstream of policy formation. Voting is enough.  相似文献

What are the political conditions affecting male MPs’ willingness to represent women's interests in parliament? This paper explores the role of electoral vulnerability in this regard and analyzes whether male MPs’ re-election prospects affect their likelihood of paying attention to women's concerns. Theoretically, we expect that male MPs are not blamed if they do not represent women's interests but can gain additional credit for doing so. Thus, male MPs should be more likely to speak on behalf of women if their electoral vulnerability is high and if they need to win additional votes to be re-elected. Empirically, the paper analyzes the representation of women's issues in the British House of Commons, by using Early Day Motions tabled preceding the General Elections in 2001, 2005, 2010 and 2015. The results show that male MPs are more likely to represent women's interests when their re-election is at risk.  相似文献

Most studies of local autonomy and local democracy fail to distinguish adequately between the two terms. As a consequence, there is an assumed bilateral relationship between them in which changes in one are always deemed to affect the other – particularly in policy formulations. This article develops a stronger analytical distinction between them by considering local autonomy in three separate ways: as freedom from central interference; as freedom to effect particular outcomes; and as the reflection of local identity . Each of these conceptualisations raises different challenges for local democracy and its relationship to broader forms of democratic practice. When used to analyse the recent emergence of the 'new localism' as a policy approach within Britain, this separation also shows significant limitations in current policies towards democratic renewal and central policies that are supposedly focused on outcomes rather than processes. Although localities are being afforded some autonomy, most initiatives are not supporting the enhancement of local democracy.  相似文献

This article looks at the relationship between the political affiliation of local leaders and the distribution of government funds with the help of a new dataset on local elections from 18 European countries between 2000 and 2013. It finds that central governments are more likely to target regions with high density of local councils affiliated with the parties in government only under certain institutional arrangements. The relationship exists where local councils enjoy little power and thus are less able to claim credit for the funds independent of the central government. The relationship is also present where local leaders are involved in the selection of candidates for national office.  相似文献

This paper examines the provision of campaign contributions made by economic interests to incumbents seeking reelection in the 1984, 1986, and 1988 California Assembly elections. The study tests whether the distribution of campaign contributions by specific industrial sectors corresponds to legislator possession of the policy property rights associated with membership on relevant Assembly standing committees. A non-parametric statistical model compares the distribution of campaign contributions from groups within a given industrial sector to members of relevant policy committees with the distribution of contributions from all other contributor classes. The empirical analysis confirms that committee assignments significantly affect the allocation of special interest resources in Assembly elections, substantiating the importance of institutional considerations in influencing special interest activity.  相似文献

Abstract. The rarity of referendums in the United Kingdom makes them unusual events for voters, parties and students of voting behaviour. The 1997 devolution referendums in Scotland and Wales were highly significant since they led to major constitutional changes. In the novel circumstances of a referendum, political parties and the media played an important role in providing voters with information to guide their voting decisions. Longstanding identities and opinions relating to the pros and cons of the issue involved and attitudes towards the government influenced voting. Despite growing interest in decentralized governance, the local government systems that comprise the most common element of decentralization around the world have received little systematic attention. This article, drawing on the first systematic index of decentralization to local government in 21 countries, demonstrates a close relation between Social Democratic welfare states and an intergovernmental infrastructure that in important respects ranks as the most decentralized among advanced industrial countries. This empowerment of local government in these countries was less an outgrowth of Social Democratic welfare state development than a preexisting condition that helped make this type of welfare state possible.  相似文献

The ‘Europeanisation’ of domestic public policies has been among the key themes in recent reforms in EU member states. This article employs the analytical concept of ‘isomorphism’ to come to a better understanding of ‘Europeanisation’. Various mechanisms which might lead to isomorphic change are being identified and applied to the reforms in German competition and public procurement law. The application of the isomorphism framework suggests that ‘Europeanisation’ has multiple sources and cannot be understood as a uniform process nor as leading to uniform outcomes.  相似文献
