This paper explores the relevance of the autonomy of migration approach for understanding the role of citizenship in the sovereign control of mobility. There is an insurgent configuration of ordinary experiences of mobility emerging against this regime of control. At its core is the sharing of knowledge and infrastructures of connectivity, affective cooperation, mutual support and care among people on the move. The sovereign regime of mobility control is displaced on the level on which it attempts to take hold: the everyday movements of migrants. The frenetic fixation with security is challenged by the creation of common worlds of existence; the obsession with governance is replaced by inhabiting social spaces below the radar of existing political structures. This paper attempts to contribute to a reconstruction of this mundane ontology of transmigration, an ontology which we will describe as the mobile commons of migration.  相似文献

This essay argues that our unsustainable degradation of the natural environment violates fundamental, democratic obligations to children. I argue, first, that obligations to children are clearer and more determinate than obligations to future generations. I then argue that our democratic obligations to children alone, which can be derived from a theoretically modest, procedural conception of democracy, demand substantial institutional reforms. Finally, I propose that commons trusts – which have received very little attention in the theoretical literature – are the best way of meeting these obligations.  相似文献

Wicked policy problems—those that resist resolution and continuously cycle through different administrative jurisdictions—are time-consuming for the practitioner and expensive. In these wicked policy environs, interest group narratives contribute to this intractability through the continued construction of a policy loser’s tale. Central to our study is the analysis of group maturation with that of policy narrative elements. We explore whether there is a relationship between lobby tactics, financial resources, and professionalization of authorship of narratives and policy narrative elements. We content analyze the policy stories of the Buffalo Field Campaign (BFC) over a 10-year period (1999–2008), using the Yellowstone National Park bison and brucellosis controversy as case material and track how this new interest group’s fundamental policy story has changed over the course of its lifespan. As demonstrated through their choice of lobby tactics, the group does evolve from an unconventional to a conventional interest group, with two out of three of their constructed policy beliefs remaining unchanged and their political tactics consistently focusing on spinning the loser’s tale aimed at expanding the policy arena. Suggestions on the importance of this work to scientists, administrators, and academics are included.  相似文献

This paper explores the conjecture whether the Leviathan motive of politicians — to tax for the purpose of raising revenues rather than for benevolent, Pigovian motives — helps to overcome the inefficiency of international pollution spillovers such as in the cases of acid rain and global warming. It turns out that this conjecture is true in a static context that captures flow externalities, e.g., acid rain, as long as environmental damages are not too high. In contrast, Leviathan motives aggravate the already existing inefficiency in the case of stock externalities (e.g., global warming) despite probably high taxes at the beginning.  相似文献

There are various limits to what is politically possible. The exigencies of economic production and exchange represent one crucial limit to possible political structures. Inherited Marxist and liberal conceptions of the relation between economic systems and political structures are incoherent; these relations need to be reconceived, yet recent socialist political thinking has preferred to focus mainly on the political domain, pursuing a theory of self-governing community. Can there today be a coherent account of such a theory? One way of showing there cannot is by pressing the question of the contours an dsubstance of modern political community. Optimistic theorists of self-governing community rely on a self-enclosed, determinate conception of community that has its imaginative roots in a vision of ancient liberty: the demos exercising legitimate and effective agency over a particular territory. But modern political community cannot be conceived of in this way: because of the presence of global processes of economic causality, there is today no fit between the territorial identity of a political community and its effective powers of agency. Modern liberty (unlike its ancient counterpart) has no specific or determinate location: its availability depends upon an elaborate division of economic and political labour. In these circumstances, it no longer makes sense to heighten the stakes of membership in a political community, as optimistic theorists of democracy do when they call for a more active and participatory civil society. ABSTRACT

The arrival of migrants on Italian coasts following the so-called Arab Spring in 2011 has led to a multiplication of housing struggles. These struggles are widespread across the country and focus on the occupation of abandoned buildings and their transformation into collective housing spaces to provide an alternative to the formal reception system. This article will focus on the housing struggles in Rome, as the place with the highest number of occupations and the longest tradition of campaigns for the right to housing of migrants in the country. These struggles are the outcome of the encounter of recently arrived migrants with local solidarity movements and build on existing occupation movements and housing struggles. The article explores how the mobilizations over the right to housing intersect with issues such as the social appropriation of urban commons, the regeneration from below of unused areas, freedom of movement, and the contestation of Italian government policies on the relocation of migrants and refugees. The paper argues that housing struggles not only appropriate and regenerate urban commons, but also challenge the reception governance of migration and the policies of border control.  相似文献

When the costs of regulation are borne by individuals outside of their political jurisdiction, an elected politician arguably will vote in favor of socially costly regulations because from his/her narrow perspective even small marginal benefits outweigh zero marginal costs. Our empirical analysis of the environmental voting records of U.S. Senators from 1991 to 2002 reveals a pronounced tendency for Senators to vote against (in favor of) environmental bills that impose costs in their (other) states. The straightforward implication is that elected politicians overgraze the regulatory pasture.  相似文献

Important product and process innovations are often developed in “public spaces” that promote collaboration and provide shelter from market competition. Given that most collaborative spaces are costly to establish, the possible implications are bleak for economically strapped developing countries. This paper highlights a less conspicuous – if not unknown – source of collaborative space: the regulatory process. Regulators can induce innovation by promoting collaboration across organizational, sectoral, and disciplinary boundaries in the interest of regulatory compliance. This paper documents the innovative consequences of efforts to regulate the use of lead‐based glazes in the Mexican ceramics industry and reconsiders several recent studies of upgrading in other countries that appear to have been driven, at least in part, by the regulatory process. Drawing on these cases, this paper makes four primary points: (i) that innovation in regulatory spaces is more common than previously acknowledged and is producing meaningful improvements in product quality and working conditions in developing economies; (ii) that promoting innovation in these regulatory spaces is an important developmental tool for countries that are “regulation‐takers” and have many low‐tech sectors; (iii) that this dynamic extends current conceptions of regulatory discretion, as well as development literature on state‐society synergies; and (iv) that establishing collaborative public spaces as a common conceptual framework is a critical step toward understanding the consequences of social regulation on upgrading.  相似文献

Following visits to three less developed countries (LDCs) in Sub-Saharan Africa (Tanzania, Kenya and Zimbabwe) to study public sector personnel systems, the author offers a review of personnel practice in Civil Service and parastatal organizations. In the main, despite a recognition that personnel issues were crucial to organizational success and thereby, ultimately, to economic development, the personnel function was found to be a largely reactive administrative operation, often combined with non-personnel ‘housekeeping’ roles and lacking a strategic role within the organization. Reasons for this restricted role are suggested and include a lack of alternative models of best personnel practice, the historical legacy of colonial administration, and the continuing need for administrative controls in the face of favouritism and corruption. Prospects for reform are considered in the light of current conditions and the view is advanced that changes in the personnel practices and policy are most desirable and urgent in the parastatal sector, and that a reformed parastatal sector might serve as a model for selective improvements to personnel management in the Civil Service.  相似文献

Abstract

Polanyi's The great transformation remains one of the stand-out texts of twentieth-century political economy, yet it contains important conceptual ambiguities. Perhaps most significantly, the later chapters reveal the influence of Polanyi's own notion of an ‘always embedded economy’, whereas the earlier chapters are constructed around a much more abstract notion of ‘economy’ derived from an essentially Marxian history of economic ideas. Marx worked within the basic Ricardian conception of economy as a method of immanent critique, but then proceeded also to project that same conception backwards onto pre-Ricardian traditions of economics. Polanyi did likewise, I argue, consequently missing the opportunity to connect his own ideas about the non-market influences on all market outcomes to pre-Ricardian studies of the substantive basis of functioning economic relations. I use the following pages to try to restore one such link, in this instance to Adam Smith's account of the moral ‘sympathy’ underpinning the process of market co-ordination. This reconstruction also has implications for progressive possibilities today. Polanyian responses to the ongoing crisis have tended to be framed by the basic Ricardian conception of economy and have accordingly been restricted to a discussion of more market or less, more social protection or less, more austerity or less. By contrast, tracing the lineage from pre-Ricardian concerns to Polanyi's notion of an always embedded economy allows the potentially much more radical question to be asked of what sort of economic relations today best serve essential human needs.  相似文献

This article examines the theory and operation of development partnerships through an analytical study of the Making Belfast Work (MBW) Initiative in Northern Ireland. This initiative of the Northern Ireland Department of the Environment contributed to the building of the current Northern Irish Peace Process. It illustrates the difficulties faced by a government in engaging in socio‐economic development in one of the world's most difficult policy environments. The history of the MBW initiative also provides insight into the interaction of two contending models for organizing European Society, namely ‘Regulated Capitalism’ and ‘Neoliberalism’ and the relationship of these models to partnership theory. This study argues that motivations for the development of partnerships in Belfast defy easy theoretical classification; yet empirical evidence suggests that a twin‐track approach—one from above, the European Union; and one from below, of indigenous policy evolution—have together through policy diffusion made MBW a leading pioneer in partnership theory and practice. The article discusses the literature on partnership within New Public Administration outlining ideas on various classifications of partnerships operative in the public sector. Particular attention is paid to how partnerships of societal actors and government can effectively involve the local community through community development approaches.
