Whitfield's essay seeks to identify and explain a tendency that emerged in the United States in the 1940s and extended through the 1950s. It was then that a notion became commonplace, especially among liberals, that the victims of prejudice were interchangeable and that bigotry was undifferentiated. Before the 1940s, the problem of prejudice was not widely believed to be urgent; but the war against the Third Reich heightened awareness of the price of an irrational hostility to minorities. American liberals in particular came to the understanding that bigotry was indivisible; and, for its objects, the cards of identity could easily be shuffled. Whether the victims were Jews or Negroes or homosexuals, the hatred that they elicited appeared to be formed without making any distinctions among them. Evidence can be found in the culture of those two decades, in novels, plays and films. The unitary view of the character of prejudice had some support in social science, including in the authoritative volume The Authoritarian Personality. The theory would also be reflected in a major shift in the agenda of Jewish civil rights organizations, which redefined their mission as promoting the democratic rights of all minorities rather than the particular interests of American Jews. This distinctive tendency vanished in the 1960s, however. One reason for the change was a fuller appreciation of the hostility that minorities could harbour towards other minorities. The realization also deepened of the singular vulnerability of black Americans under the pressure of racism, which demonstrated a tenacity as well as a proclivity for violence that had been largely absent from other forms of bigotry. Finally, a broader legitimation of difference itself emerged in the 1960s to bury the notion that minorities were fungible.  相似文献

The existence of contradictions within the Ricardian system is by now well established. It remains, however, to consider the necessity of those contradictions. In this essay certain of the central paradoxes of Ricardian economics are treated not in terms of the deficiencies of Ricardo's analytical ability, the lack of proper ‘tools’, or the presence of ideological blinders, but in terms of their intrinsic necessity within the Ricardian conception of the capitalist economic system as a whole. We indicate how Ricardo's own insight into the functioning of the capitalist economy drives him to adopt principles of value which he himself considers to be in conflict. In light of this discussion it is possible to approach more closely to a determination of the essential character of Ricardian economics and of classical political economy as a whole.  相似文献

Abstract

Does recognition matter for a region as much as it does for a state and a person? This article examines the power of recognition in shaping regional cooperation. Rather than focusing on the behaviours and interactions between member states, which most studies have done, this article introduces a recognition model to investigate how the social practices of a region with non-member entities promote regional cooperation. By viewing recognition as a tradable commodity and an independent variable, the framework illustrates how the contest for recognition permeates beyond interpersonal and interstate interactions to include the struggle for recognition by regions. The model hypothesizes that the extent of recognition accorded to a region has an influence on its development. Drawing on newly released US declassified diplomatic records, this article tests the soundness of the proposed recognition model for regions by analysing the Association of Southeast Asian Nations’ (ASEAN) struggle for recognition in the 1970s. It discusses how recognition was traded between ASEAN and three foreign powers, namely the USA, Japan and the European Economic Community, during the grouping's formative years. The findings suggest that the strengthening of a regional concept is influenced by the willingness of, and the extent to which, foreign powers recognize the entity. The central theme of this article is that recognition plays an important function in the development of a regional concept.  相似文献

Traditionally the domain of federal agencies, authority to select sites for the disposal of commercial high-level nuclear wastes has recently been expanded to include a role for host states. State opposition to earlier siting efforts had demonstrated the dificulties federal agencies faced in resolving conflict between the local population bearing the costs and the dispersed population receiving the benefits. The new model defines the agency and the state as adversarial representatives of these competing interests. An outstanding weakness, however, is that it does not clearly specify who should speak for the state, and may actually promote intrastate conflict. The adversarial approach does not provide a generic solution to the problem of federalism, but it may prove useful at the state level for selecting disposal sites for low-level radioactive wastes and hazardous chemical wastes.  相似文献

This special issue reviews patterns of policy stability and change at the International Monetary Fund (IMF) since the Great Recession and attempts to explain their causes. The contributors show that the crisis ignited a reassessment regarding how the IMF would position itself as a pivotal player in global economic governance. Some new ideas and evidence definitely found their way into IMF decision making, but this process was often tempered by the nature of the institution and the powerful interests that control its governing structure. Where change did occur, its causal generators could be found in some combination between IMF staff politics, a string of innovations coming from academic and IMF economists, and the emerging economic powers' creative leveraging of institutional fora both within and inside the Fund.  相似文献

ABSTRACT

Struggles for peace, self-determination and demilitarization are common near military installations around the world. Increasingly, these struggles have become linked in globe-spanning assemblages of activism. Based on interviews in South Korea, Okinawa, Puerto Rico, Hawai’i, and Guåhan (Guam) this paper analyzes how activists in these locales develop a sense of shared oppression that serves as a basis for connecting geographically distant activist communities. Through visiting each other’s places – and participating in activities such as direct action protests, eating together and dancing – activists develop a recognition of shared circumstance not only through intellectual discussion, but also through the production of shared visceral and emotional states. This shared feeling of mutual oppression then serves as a basis for solidarity and mutual aid among social movements that protest militarization and challenge traditional conceptualizations of security in international relations.  相似文献

Hödl attempts to show how deeply the medical views of Blacks and Jews were embedded in racial theories in the nineteenth and early twentieth centuries. Concepts of racial distinctiveness formed the framework that purportedly explained a specific liability of African Americans and Jews to various ailments. In particular, he compares the prevailing perception of the susceptibility of Jews and Blacks to tuberculosis in the United States from the 1840s to the early twentieth century, and shows that physicians advanced widely differing explanations for the proclivity to this disease, explanations that fall into three distinct periods. Within the same time span, however, there is continuity in the concepts of the 'sick Negro' and the 'healthy Jew'. The aetiologies were largely dependent on stereotypes of the bodily constructs of Jews and Blacks. Hödl thereby demonstrates the interdependence of racism and medicine.  相似文献

The symposium aims to analyse the politicisation of the European issue following the onset of the Eurozone crisis, in particular its impact on individual attitudes and voting both at the national and supranational level. By way of an introduction, we address the state of the art on the importance of the Eurozone crisis for EU politicisation, as well as outlining each article and its contribution. While our authors may sometimes focus on different dependent variables, they all speak to the question of whether the Great Recession made a lasting difference, and whether EU politicisation matters. Most articles are longitudinal, and test for changes due to the crisis (Dassonneville, Lewis- Beck and Jabbour; Ruiz-Rufino; Talving and Vasilopoulou; Jurado and Navarrete). But preoccupation with the Great Recession is also present in the articles assessing the political learning that unfolded from it (Ruiz-Rufino), or the ones which investigate whether EU effects can be detected during the post-crisis years (Talving and Vasilopoulou; Lobo and Pannico; Heyne and Lobo). Despite the diversity of approaches, and certain differences in findings, each article contributes to a major debate ongoing in the literature, especially three key debates which have arisen: the crisis’ impact on European party systems, economic voting, and the degree of legitimacy of democratic systems.  相似文献

To bail out the banks, and more generally Wall Street, and as a result of their profiteering, the nation faces a great deficit. It is premature to deal with it, but when the time comes, it should not be closed by scaling back social programs and entitlements. Such a way to deal with the deficit would in effect amount to a two-step major wealth transfer from the most vulnerable Americans to the most endowed. (First the funds were given to Wall Street; next they will be taken from the poor and working-class Americans, to cover the shortfalls). There are other sources for reducing government expenditures and for new revenues.  相似文献
