The Russian Economy in 2008: Testing the "Market Economy"

In Russia, the market system that arose out of the financial crisis of a decade earlier faced its first major challenge in the second half of 2008. The Russian response to this crisis provides a defining event for the Russian market economy. Drawing on macroeconomic statistics and newspaper coverage, the article uses the crisis as a lens for focusing on the nature of the Russian economy in 2008, and on the defining characteristics behind its response to the crisis. The beginnings of a systematic response that tells us much about the state of the Russian economy in 2008 is already evident.     

Tomás Gutiérrez Alea and the Art of Revolutionary Cinema

Tomás Gutiérrez Alea has been widely acclaimed for his cinematic production and for his role as a key figure in the elaboration of a distinctively Cuban aesthetic. Drawing on notions such as Martín-Barbero's mediations, Billig's banal nationalism, and Gutiérrez Alea's own viewer's dialectic, consideration is given here to the mutual influences of the Revolution's cultural policies on cinema, and of cinema on the Revolution. Analysis will focus on the films Memorias del subdesarrollo (1968), Hasta cierto punto (1983), Fresa y chocolate (1993) and Guantanamera (1995), which will allow for discussion of some of the director's key themes, including gender issues, the place and role of intellectuals and artists in relation to the Revolution, and the defence of a critical space in which to explore such issues.     

Parliament on “the Wireless” in Australia

Australia's parliament allowed the radio broadcast of proceedings in 1946, a decade after New Zealand, but well before the “Mother of all Parliaments” in 1978. In keeping with Australia's reputation as a pioneering democracy, early interest in broadcasting parliamentary debates can be traced to the 1920s. In the formative years of “wireless” it was imagined radio might close the gap between parliaments and the public. Proceedings of the New South Wales parliament were actually broadcast for several weeks during 1932 (and before the New Zealand parliament institutionalised this practice). Tasmania experimented with parliamentary broadcasting in 1934. Australia's embrace of parliamentary broadcasting in 1946 was less carefully planned than has been suggested. It was an opportunistic, caucus‐initiated Chifley government measure driven by a long‐held ALP concern about newspaper bias. It was however generally justified as reform to bring the people to their Parliament and, remarkably, did have bipartisan support.     

On the political consequences of privatisation: the case of Teléfonos de México

This article examines the political consequences of the most important single privatisation in Mexico, that of the national telecommunications company, Telmex. During the late 1980s and early 1990s, diverse observers of Mexico claimed that, as the government pursued a dramatic privatisation programme as part of a broader plan to liberalise the economy, democratic growth would be encouraged. This argument is challenged in the case of the Telmex privatisation. It is shown how privatisation generated new resources that were channelled to lubricate corporatist relations and that the so‐called new unionism emerging from the telephone workers’union did not represent a departure from, but a culmination of, traditional state‐labour relations in Mexico.     

“People the North”: Nation‐building in 1960s Australia

The People the North Committee, founded in Townsville in 1962, was true to its name. It wanted to treble the population of northern Australia in a decade. Putting people before profits, the committee insisted that Australians had a moral obligation to prolifically populate their northern lands. Neither the ambition nor the rationale was new. In fact, the People the North Committee was the last gasp of a grand demographic aspiration that went back more than a hundred years. Thereafter, through to the present day, proposals for northern development have prioritised economic over demographic gains: profits before people. This article examines the ambitions and advocacy of the People the North Committee, setting them in the longer historical trajectory of the aspiration to people the north. In doing so, it offers a window onto a neglected facet of the nation‐building project in Australia.
