Modern liberal citizenship is a failing design, and this is nowhere more apparent than in the contemporary US. Currently there is a frenzy around US citizenship – who has it but shouldn't have it, who should have it but doesn't have it, who had it but renounced it. The sheer volume of ideas, images, and events and their mass circulation makes it almost impossible not to notice how unsettled and unsettling contemporary US citizenship has become. If, as designer Bruce Mau suggests, the success of a design is its invisibility, then it seems that the design of contemporary US citizenship is anything but a success. Taking seriously the claim that modern liberal citizenship is a failing design, this article focuses on how citizenship is designed and redesigned through history. Its central research question is: what are the design principles of modern liberal citizenship, and how are they experienced in the contemporary US? Noting that modern liberal citizenship emerged from state security debates and that security concerns preoccupy those in the contemporary US, this article investigates not only how citizenship is designed but how safe citizenship is designed. As such, it is less concerned with the legal definition of citizenship than with the practical packaging of citizenship as part of a design for safe living.  相似文献

This article develops the concept of “Functional Regulatory Space” (FRS) in order to analyze the new forms of State action addressing (super) wicked problems. A FRS simultaneously spans several policy sectors, institutional territories and levels of government. It suggests integrating previous policy theories that focused on “boundary-spanning regime,” “territorial institutionalism” or multi-level governance. The FRS concept is envisaged as a Weberian “ideal-type” of State action and is applied to the empirical study of two European cases of potential FRS: the integrated management of water basins and the regulation of the European sky through functional airspace blocks. It will be concluded that the current airspace regulation does match the ideal-type of FRS any better than the water resource regulation does. The next research step consists in analyzing the genesis and institutionalization of potential FRS addressing other (super) wicked problems such as climate change and economic, security, health and immigration issues in different institutional contexts as well as at various levels of governance.  相似文献

What implications do emerging spaces, concepts and identities of security have for the practice of citizenship? This article examines security and citizenship in the UK. As its focus it takes a recent White Paper published by the British government called Secure Borders, Safe Haven (2002). Two arguments are developed. First, it is argued that with this document, and the reforms it proposes for immigration, asylum and citizenship in the UK, we are in the presence of ‘domopolitics’. Whereas political economy is descended from the will to govern the state as a household, domopolitics aspires to govern the state like a home. Consequently, domopolitics and liberal political economy exist in tension with one another. Second, we need new forms of comparison if we are to adequately map domopolitics. To this end, the article compares the domopolitics of the homeland and similar securitizations not with the interstate security games of the Cold War, but with the governmentality of social security.  相似文献

In the past decade countries and donor agencies have endorsed health policies which (1) give a very broad definition of health, (2) see the pursuit of health as part of the development process, and (3) emphasize the local community's and local decision-maker's participation in the planning of health projects. Despite these broad principles, health delivery systems in developing countries have access to a very limited set of resources. Health planners are faced with the dilemma of creating cost-effective programmes while recognizing the need to take into account the broad definition of health and the importance of local participation in planning. This dilemma has led to a division between those planners who put greater emphasis on the use of cost analysis techniques in which the decision-making process rests more with professional planners (often outside consultants) vs those who emphasize greater local control of the decision-making process. The purpose of this paper is to present a study in which two alternative approaches to cost utility analysis were used. Consideration was given both to the actual cost analysis strategy and to the integration of the cost variable into the total decision-making process. Finally, major emphasis was placed on including local decision-makers in the planning process and providing them with feasible and understandable decision-making tools.  相似文献

Integration of climate change adaptation with development planning at multiple scales is widely seen as preferable to reactive, fragmented, or highly centralized responses. At the same time, there are growing concerns on when intervention is most appropriate, the transaction costs of coordination, and the adequacy of institutional capacity at local levels, especially in developing countries. This article examines entry points and mechanisms for integrating concerns with climate change into local development planning in Cambodia. An institutional ethnography of the planning process indicates that subnational planning is participatory and flexible; and thus, provides plausible entry points to integrate climate change concerns. Case study methods applied to two externally supported, climate‐resilient development projects identify promising mechanisms and strategies, as well as obstacles to integration. A vulnerability reduction assessment tool and top‐up grant scheme both included promising deliberative and participatory elements from which lessons for future and elsewhere can be drawn. At the same time, key stakeholders concede that local integration more widely is hampered by multiple obstacles, including weak institutional capacity, low community participation, and lack of resources and incentives. Addressing these challenges requires political commitments for good governance, capacity development, and additional resources.  相似文献

This study attempts to assessthe success of MPOs in four fast-growing areas- Dallas/Ft. Worth,Denver, Phoenix, and Seattle-in meeting regional transportationneeds.
