Judged by the media reports and statements by US officials in recent months, the USA is seriously considering, or at least thinking about, taking military action against Iran, if it refuses to forgo its legal right to enrich uranium for its nuclear energy programme, which Washington claims is a cover for making nuclear weapons. Iran denies the allegation. The effects of such an attack on Iranian society and the political ramifications beyond Iran's borders are discussed and analysed here. The irony of the present dispute between the West and Iran is that, for three decades up to the Iranian revolution in 1979, the Europeans and Americans helped, in fact earnestly encouraged, Iran in the development of its nuclear programme. The article explains the reasons for the failure of talks between Iran and the European trio to resolve the issue. It argues that, even if the question of Iran's nuclear programme were resolved, the 27-year conflict between the two countries would be unlikely to end in the near future. For Washington the name of the game is ‘regime change’ in Iran, either through military means or through fomenting internal chaos, hoping for implosion. But considering the political and military difficulties that Washington is experiencing in Afghanistan and Iraq, achieving either of these options is highly problematic.  相似文献

ABSTRACT

This article examines three cases of infanticide committed by slave women in the Americas – Margaret Garner (1856) of Ohio, Ignácia (1868) of Paraná, Brazil, and Justina (1878) of Rio de Janeiro. The article argues that each woman sought to dislodge their own as well as their children's place in what I term slavery's ‘genealogy of horror’, making the act of killing their children into an expression of black female agency, love, and insurgence against slavery. The cases of Justina and Ignácia's, I argue, provide a counternarrative to the myth of Brazil's genteel and harmonious slavery, propagated throughout the nineteenth century, by exposing the violence and desperation in which slave women and their progeny lived. In the second half of the article, I examine how cases of infanticide were depicted and used in the nineteenth-century abolitionist poetry of Brazilian poet Castro Alves and noted African American writer Frances Harper.  相似文献

Abstract

The dichotomy of Self/Other prevails in shaping identity. This article asks how and to what extent the elements of the EU’s image produced by media discourse shape the national identity of Kazakhstan. It contends that a state’s identity can be formulated not in opposition—that is, not ‘Us against Them’—but rather, ‘Us as One of Them’. It argues that, in the case of Kazakhstan, the predominantly positive media discourse about the EU ‘Other’ contributes to a positive formulation of the Self via the legitimisation of the domestic regime on the national and international levels.  相似文献

The labelling career of the Lebanese armed group and political party Hizbullah is an interesting case with which to investigate the epistemological consequences of the politics of naming. Having found itself since its inception in the mid-1980s on the receiving end of mainly US and Israeli policy makers' and analysts' scorn for being an archetypical terrorist organisation, Hizbullah has been surprisingly successful in achieving its stated aims and in enduring the verbal and military onslaught against it. Although it is not the intention here to reduce explanations for Hizbullah's durability to discursive politics, this article suggests that both the labelling of Hizbullah as terrorist and, conversely, its identification as a ‘lebanonised’ political force that is about to make its conversion into an unarmed political party are misleading and incapable of grasping this organisation's complexities. In fact, both ‘terrorist’ and ‘lebanonised’ labels produce a quality of knowledge inferior to that produced by Hizbullah's own conceptualisation of its enemies. But most importantly, the debate on Hizbullah's alleged terrorist nature has obscured several of its traits that many should register before passing judgement on it. Our analysis shows that the variety of institutions Hizbullah has been carefully elaborating and readapting over the past two decades in Lebanon operate today as a holistic and integrated network which produce sets of values and meanings embedded in an interrelated religious and political framework—that of the wilayat al-faqih. These meanings are disseminated on a daily basis among Shi'a constituencies through the party's institutionalised networks and serve to mobilise them into ‘the society of the Resistance’ (mujtamaa’ al-muqawama), which is the foundation of the hala al-islamiyya (Islamic sphere) in Lebanon. Accordingly, any prospect of Hizbullah's transformation away from armed ‘resistance’ should be firmly placed in an analysis of its hegemony among the Shi'a of Lebanon and of the tools it uses to acquire and sustain this status.  相似文献

Drawing on Laclau’s concept of populist discourse and Gramsci’s ‘national–popular collective will’, and using the case of Iran, this article puts forward the idea of the legacy of subalternity in the context of post-revolution governments. The concept of ‘national–popular collective will’ facilitates an understanding of how the popular subject is constructed and the meanings embedded in that process. It is argued that Islamic Republic elites articulate a populist discourse that constructs the ‘self’ (the Islamic Republic) as synonymous with ‘the people’. Embedded in this discursive construction is a legacy of subalternity that goes back to the 1979 Revolution’s populist discourse.  相似文献

This article explores the politics and ethics of scale in reading women’s movements in the Global South—how they have always been simultaneousy regional, national and transnational in scale (materially if not imaginatively) and read through the twin lens of the global and the local. The first part of the essay underscores the constitutive internationalism in the history of feminism. From the ‘second wave’ of the women’s liberation movement, attempts at recognizing the internationalism in ‘global feminism’ have poorly served feminists in the ‘third world’. In more recent times, transnationalization has become the dominant signifier of women’s movements with renewed attempts at capturing the shifting scales of feminist politics in ‘transnational feminism’. Recent processes of transnationalization and NGOization bespeak an ontology of relatedness and a scalar epistemology as has been mobilized in recent writings in postcolonial sociology. The second part of the essay uses the mass protests around the rape and murder of a young woman in Delhi in 2012 as a way of thinking through the changing scales and sites of contemporary feminist protest in the Global South. I use the spatial concept of the assemblage to emphasize the multi-scalar dimensions of this protest especially through the determining influence of the media. Such a ‘protest assemblage’ produced endless possibilities of mobilization in the name of women but not always in clearly recognizable ‘feminist’ ways.  相似文献

During the last three decades, the Dominican Republic has experienced a rapid process of transformation in its export structure and an acceleration of economic growth. Since the mid-1980s, the government promoted export processing zones (EPZs) and the tourism sector aggressively, providing generous incentives and creating effective institutions to regulate them. These vertical policies succeeded in developing pockets of excellence. Lack of accumulation of social- and firm-level capabilities in the rest of the economy, however, contributed to a parallel increase in structural heterogeneity that may hamper the Dominican Republic's long-term performance. The Dominican experience has at least three significant implications for the way we conceptualize and apply industrial policy in small countries: (a) the need to overcome sterile debates between horizontal and vertical policies, (b) the advantages of conceptualizing the process of development as one of continuous elimination of structural constraints to upgrading, and (c) the urgency of policy adaptation in the era of rapid globalization and Chinese competition.  相似文献

This article explores the activities and experiences of a women’s peace museum in Japan which especially tries to pass on the history of Japan’s military sexual slavery, or the ‘comfort women’ issue. The system of Japan’s military sexual slavery had not been written as a part of history until courageous survivors testified and documentary evidence was unearthed in the 1990s. With few material exhibits of sexual violence, testimonies play a significant role in the exhibitions. Panels displaying the testimony of both survivors and former soldiers try to represent the person as a whole, situating sexual enslavement or crimes as part of their overall life, rather than extracting the harsh experience in an isolated way. The concrete and detailed activities of this privately run museum show the challenges faced by museums dealing with the dark history of their own country.  相似文献

The rise of authoritarian great powers has raised questions about the dominance of the liberal democratic model and has led to a perception that the relative balance between democracy and authoritarianism is shifting. Consequently, there is increasing interest in and concerns about the diffusion of alternative ‘models’ of political and economic development. Given that China's impressive economic development has led to growing military strength and geopolitical prestige, evaluating perceptions of the legitimacy, effectiveness, and applicability of that country's model of ‘illiberal capitalism’ is a good place to start. This paper evaluates whether the ‘China Model’ or ‘Beijing Consensus' is gaining traction internationally through a content analysis of eight years of US and non-US media sources. It finds that concerns about the beginnings of an anti-democratic ‘reverse wave’ are exaggerated and that at the present time there does not appear to be a decisive shift in favour of a model of authoritarian-capitalism.  相似文献

2011 saw an unprecedented wave of popular protests shake the foundations of many Arab regimes across the Middle East and North Africa. While many observers welcomed the uprisings as movements for greater freedoms and democracy, Iran celebrated the unrests as an ‘Islamic awakening’ – the first steps in a process that would eventually result in the realignment of the Greater Middle East. This article will examine the official narrative of the Iranian regime and will contextualise the apparent contradiction in the Islamic Republic's support for the Arab uprisings despite its brutal suppression of its own people and the incitement of the same practise in Syria. The article will then assess Iran's actual role in the Arab unrests and whether the Islamic Republic has, and will retain, the ability to exploit the ‘Arab Spring’ as part of its broader revisionist struggle to weaken the forces of status quo in the region.  相似文献

‘Lovers’ rock' is a largely overlooked genre of ‘Black British’ reggae music that emerged in London during the 1970s through Caribbean nightclubs and ‘pirate radio’ stations. Lovers’ rock was an integral part of the reggae music scene of that period. However, lovers rock became gendered as genre that appealed particularly to the romantic aspirations of black teenaged girls growing up in ‘Thatcher's Britain’. Within the political context of the dancehall scene, both lovers rock and roots reggae are seen as binary opposites of each other – lovers being ‘soft’ feminised reggae concerned with romantic love, and roots as masculinised ‘serious’ reggae concerned with black oppositional politics. Using black feminist theories on love and the erotic, this paper challenges the gendering of lovers' rock by suggesting that the genre was part of a much broader and complex political expression of love and rebellion amongst Caribbean communities in Britain. Indeed, while the gendering process is highly problematic, this paper also argues that Caribbean communities had also used the erotic and political intersection of both genres to reconfigure racist and sexist representations of their identities. As such Caribbean males and females had created their own ethic of ‘loving blackness’ as a way of restoring and validating their experiences within Britain's often hostile urban centres.  相似文献

Women and girls are currently positioned as highly visible subjects of global governance and development, from the agendas of the United Nations and the World Bank to the corporate social responsibility campaigns of Nike, Goldman Sachs and Coca Cola. This paper examines the representations of empowerment in visual (image and video) material from the Nike Foundation’s ‘Girl Effect’ campaign. Drawing on the works of Angela McRobbie and Lilie Chouliaraki, I suggest that this campaign is reflective of a mode of ‘post-feminist spectatorship’ that is now common to corporatised development discourses; it is manifested both in terms of the conservative mode of neoliberal empowerment proposed for distant others and the mode of ironic spectatorship imagined for the viewer. I conclude that the relations constructed in the ‘Girl Effect’ campaign between the (empowered) Western spectator and the (yet-to-be-empowered) Third World Girl work to erode bonds of solidarity and entrench structural inequalities by positioning economically empowered girls as the key to global poverty eradication.  相似文献

The article offers a genealogy of ‘deliberative governance’ in the EU—an important contemporary discourse and practice of ‘throughput legitimacy’ within that setting. It focuses on three key episodes: the late 1990s ‘Governance’ reports of the European Commission's in‐house think‐tank, the Forward Studies Unit (FSU); the Commission's 2001 White Paper on Governance; and the EU's ‘Open Method of Coordination’, which emerged in the 1990s and was widely studied in the early and mid‐2000s. The genealogy serves to highlight the particular intellectual lineages and political contingencies associated with such a discourse and in so doing points to its exclusive potential in both theory and practice. In particular, the article argues that it excludes, on the one hand, those championing the enduring sociological and normative importance of the nation state and an associated representative majoritarianism and, on the other hand, those (excessively) critical of a functionalist, neoliberal, market‐making status quo.  相似文献

This essay presents a micro-level analysis of ethnic identity construction among ethnic Germans resident in Ul’yanovsk. The essay explores the local and trans-local situation of this group within a historical framework which informs the group's understanding of how to ‘be German’. It shows respondents’ participation in ‘return’-based, family-orientated diaspora networks. Analysis of the divergent discourses that emerge around the theme and experiences of mutual visits and travel to the Federal Republic of Germany and the differing identity outcomes which result are discussed. This reveals the ways in which transnational links can be utilised by non-movers both to problematise and to augment their local identities. This, in turn, uncovers the continuing relevance of issues around post-Soviet ‘returns’ for contemporary identity-construction and highlights the potential for analysis of non-movers as participants in migration networks.  相似文献

The Comprehensive Performance Assessment (CPA) process introduced in the wake of the Local Government Act 2000 was in essence a managerial tool applied to a political environment. An analysis of the Commission's first tranche of CPA reports reveals a particular perspective on the role of politics and parties in local authorities which raises issues about the Commission's competence and legitimacy to make such judgements. Composite pictures of the ‘good political authority’ and the ‘poor political authority’ can be drawn up, which display a degree of political naivety and a failure to recognise the differences between political and managerial logic. It is concluded that the CPA process should have taken the political culture of an authority as a ‘given’ (at least in the short term), and evaluated the performance of the authority's management in the political circumstances in which they had to operate. Finally the role of the CPA process in contributing to the government-led pressures for depoliticisation of local decision-making is examined, with a particular concern about the substitution of the concept of ‘the good of the area’ for the different priorities and visions of different parties.  相似文献

This article examines the work of the UK government's Department for International Development (dfid) in the Great Lakes region of central Africa. It traces the formulation of policy and compares it with dfid's operations in Rwanda and the Democratic Republic of Congo (DRC) from 1997 to 2001. Drawing on research from the region and the UK, the article argues that dfid's ‘new humanitarianism’ offers little new, and that the spoken poverty agenda is misleading. It concludes that, while dfid's moral terminology suggests that there is a framework for response, in fact dfid defines what is ‘good’ and redefines events—including its own activity—to fit with it.  相似文献

One of the flashpoints of post-socialist life has been the conflict between indigenous peoples and energy developers in the Russian Federation North. As a result of tensions over land and resources, multiple identities and political rivalries have been revealed. Such tensions spark the uncertainties that are not only a hallmark of post-socialism, but also hallmarks of post-colonial and post-welfare societies. The many levels of social interaction in ‘transition societies’ provide a challenge for anthropologists accustomed to focus refined ethnographic lenses at the nomadic camp, village or ‘ethnic’ level. This article covers conflicts of values and expectations for several Siberian groups regarding ecology, land and homeland, as well as cultural rights and revitalisation. Featured cases derive from West Siberia (Yamal and Khanty-Mansi okrug) as well as the Far East (Sakha Republic), and highlight the author's field experience in Siberia for over 25 years. Conclusions urge greater sensitivity to internal debates and trans-national comparisons as we struggle to define a range of analytical categories that both embrace and go beyond ‘post-socialist’ and ‘post-Soviet’ studies. In the process, dilemmas of advocacy are probed, as well as dilemmas of defining ‘homelands’ for indigenous peoples.  相似文献

This paper explores recent efforts to ensure the participation of indigenous peoples in the making of the post-2015 development agenda. It is based on an examination of the UN’s global consultation process, conducted between July 2012 and July 2013. Using discursive analysis of consultation findings and reports, we argue that the UN’s approach to participatory development represents a pretence rather than an actual shift in power from development experts to the intended beneficiaries of development. Therefore the post-2015 consultation process aptly illustrates the recurring tyranny of participation, this time at a global level, as the UN maintains control over global development goals. Recognising that it would be unjust to ignore the ability of marginalised groups to challenge the UN’s dominant narratives of development, we suggest that there is still time for indigenous voices to be heard in the build-up to the post-mdg era through ‘invited’ and ‘uninvited’ forms of participation.  相似文献

Abstract

The status of France's ethnic minorities has become a major issue in recent years owing to the riots in October and November of 2005, as well as the National Assembly debates on the Taubira law,1 1. Christiane Taubira is a French female politician and activist born 2 February 1952, in Cayenne, French Guyana. She is a militant of the PRG (Parti Radical de Gauche) et ‘deputée’ (a member of the French National Parliament). She is best known for the law that she devised and proposed and bears her name, the Taubira Law. Voted in 21 May 2001, it recognizes the slave trades and slavery as a crime against humanity. ethnic statistics, affirmative action, and the memory and commemoration of slavery and the slave trade,2 2. The decision to commemorate slavery was taken on 30 January 2006, by the French President Jacques Chirac. The date for the commemoration is 10 May, each year. and communautarisme 3 3. Communautaire/communautarisme/communautariste refers to something along the lines of ‘multiculturalism’, although its connotations are almost entirely negative. Communautarisme, to the French, is what happens when you let immigrants form their own communities, speak their own languages, and practice their own religions. Consequently, France becomes less ‘French’ and more open to foreign values and cultural practices (http://inthefray.org/content/view/482/39). .The present paper shows how, against the aforementioned backdrop, the black community is creating itself as a visible group ‘endowed with value systems and representation systems’ (Champagne, P., 1984. La manifestation: La production de l'evenement politique. Actes de la Recherche en Sciences Sociales, 52–53(1), 18–41), and how the positions taken by the various actors (associations, journalists and politicians) have contributed to this process of legitimation. Thus, it appears that although France's Blacks are still a largely fragmented group, they are constructing an identity for themselves in the republic via a process that is a reaction to the apparent rigidity of France's republican system and to the real (albeit denied) stigmatization and discrimination that some Blacks say they are subjected to on a daily basis.

The origins of the powerful sugar lobby in Maharashtra date back to the 1950s. Post Independence, cooperatives formed an integral part of the Congress vision of ‘rural development with local initiative’. A ‘special’ status was accorded to the sugar cooperatives and the government assumed the role of a mentor by acting as a stakeholder, guarantor and regulator. Persistence of the maze of regulations instituted five decades ago, despite its stated rationale being thwarted, suggests that it is maintained by entrenched vested interests. This paper calls for a fresh start with minimal regulations. The teething problems and initial market failures that may occur cannot be worse than the continuing saga of government failure.  相似文献
