Northern donor policies relating to building a common future and building peaceful states and societies go to the heart of national and international security agendas. This article critiques the concept of commonality between donors and recipients and within recipient countries. It argues that the policies are problematic from the perspective of security theorising, both in their mooted ‘commonality’ and in terms of the political intervention that they imply. Historically security has been competitive and founded on compromise rather than commonality, and the internal legitimacy of states has been contested domestically, rather than ‘built’ from outside. Using the example of the Democratic Republic of Congo, the article argues that the ahistorical assumptions of these policies and the activities they license have entrenched specific forms of insecurity. There have been some returns to the donors and implementing partners but also some costs, which had not been calculated, as lessons have not been drawn from past experiences.  相似文献

This article argues that there is a close link between security sector reform (ssr) and state building. Focusing on UK approaches to state building and ssr, it argues that these are an extension of liberal models containing a number of assumptions about the nature of states and how they should be constructed and that any analysis of ssr approaches needs to be seen within a broader framework of the international community, which tends to see the replacement of ‘dysfunctional’ societies as desirable both for the people of those states and for the international community. As a result, state building has largely been carried out as a ‘technical-administrative’ exercise focusing on the technicalities of constructing and running organisations rather than on the politics of creating states, leading to a lack of overall political coherence in terms of where ssr is, or should be, going and of what kinds of state are being constructed. Politics is frequently cited by practitioners as representing a set of obstacles to be overcome to achieve ssr rather than a set of assumptions about actually doing it. The effect of development and security policies working closely together in insecure environments is an overarching emphasis on security at the expense of the harder, more long-term process of development.  相似文献

This article presents an analysis of two post-Soviet states, Kazakhstan and Azerbaijan, which can be identified as post-Soviet rentier states. Both countries are characterised economically by enormous national resources of gas and oil and low economic diversification as well as politically by strong autocratic presidentialism with neopatrimonial structures. These two factors, combined with further post-Soviet legacies such as a low level of political interest in the respective societies and a basically hierarchical orientation of the population, lead to a specific post-Soviet variety of rentierism. From a political science perspective, this article reveals the impact of resource policies on these comparably new political systems and concludes with a summary of core features of these post-Soviet rentier states.  相似文献

This article examines the EU's role in the emergence of international development policy in the 10 member states from Central and Eastern Europe (CEE). Development policy provides useful insights into policy making as it is a key way that states operationalise their foreign policy. Thus, development policy gives us insights into the foreign policy priorities of the new member states. This article reviews the emergence and elaboration of policy relating to international development in the new member states and explores how far we have witnessed the Europeanisation of development cooperation in CEE states.  相似文献

This article is interested in the nature of the neoliberal project's expansion in Africa. The starting point for this exploration is a need to reflect on how the concept of neoliberalism is defined, especially the way it signals an economic doctrine which can only be realised as a broader sociopolitical project. The article goes on to show how, inasmuch as neoliberalism has consolidated itself in African states, it has done so by expanding its boundaries from macroeconomic fundamentals into broader concerns of state reconstruction. Most profoundly the full realisation of neoliberal social transition relies on expectations about the way societies behave. Here neoliberal approaches reveal themselves as nothing so much as faith statements, or convictions about the market-like sociability of African communities. The article ends by reflecting on more historical and structuralist approaches to the way markets have evolved within societies, concluding with an entreaty to ‘bring accumulation back in’ as a way of understanding markets and their developmental possibilities.  相似文献

The Internet is rapidly changing how states and international businesses operate and deliver services and goods to citizens and customers. This global information medium, however, has also become the vehicle for a new set of malicious activities carried out by hackers, terrorists, and rogue states. This article discusses a possible course of action to counter this growing international security threat: the development of an international regime for information assurance. Still, this regime cannot arise exclusively from the cooperative efforts of national government, but requires the active involvement of international businesses. This article, therefore, postulates that this regime can arise only if states and international businesses fully appreciate their respective interests in the areas of information security and assurance.  相似文献

A significant theoretical and empirical question underlying much of the literature on post-conflict state building is which institutions offer the best prospect for peace and democracy in divided societies recovering from conflict. This debate is highly relevant for many developing countries. With much invested by third parties in post-conflict reconstruction and a mixed track record of success at best, the question explored by this article is whether consociational institutional designs—widely applied in policy practice and severely criticised in academic discourse—can accomplish the twin goals of peace and democracy in divided post-conflict societies. Examining the claims of supporters and detractors of consociationalism, the article finds substantial conceptual and empirical evidence that consociational institutions hold significant promise for building democratic states after conflict in divided societies.  相似文献

Food production has been changing significantly in recent years as a result of climate change and of growing demand for food. This article aims to understand the link between food security and international security in the context of climate change, applying a systematic and qualitative analysis of the literature using the bibliometric method. This research observes that climate change tends to affect agricultural productivity, exposing societies to risk and the need for migration. However, good governance, together with international cooperation, can reduce the hazards of food insecurity, strengthening ties between countries and stimulating a fairer and more inclusive form of international trade.  相似文献

As majority Muslim societies with significant minorities and dominant militaries, Indonesia and Egypt experienced strikingly similar political trajectories between the early 1950s and the late 1990s. Yet, their respective democratic transitions have seen vastly different outcomes: while Indonesia solidified its democracy by extracting the military from politics, Egypt's democratic experiment ended after only two years with the return of the armed forces to the apex of government. This article highlights the reasons for this divergence. Contrary to existing scholarship that exclusively focuses on different geographical or economic circumstances, this contribution emphasises dissimilarities in the patterns of authoritarian rule, military organisation, intra-civilian conflict and international support. Conceptually, the discussion locates the Indonesian and Egyptian cases within the broader debate on civilian control in post-authoritarian states, arguing that this discourse needs to pay more attention to the creation of intra-civilian agreements on fundamental issues of governance as the best strategy to establish strong democratic oversight over the armed forces.  相似文献

Lasswell’s original vision of the garrison state was spurred by the increasing militarization of states in the industrial age. The advent of the Cold War seemed to confirm Lasswell’s predictions. In the post-industrial age, conventional warfare and the attendant mobilization of societies seem less probable, but the changing threat of terrorism may lead to a variation of Lasswell’s construct. While states no longer appear likely to evolve into a system of armed camps directed at one another, this article argues that the threat of terrorism may necessitate the garrisoning of society and enhance the role of military and police organizations, as Lasswell warned.  相似文献

How international organizations influence the domestic politics and foreign policies of states is often ignored in the study of international cooperation. This article develops an approach focusing on how states may influence the international agenda, which then shapes the position‐taking opportunities and constraints politicians face as they try to maintain their domestic political positions. This article is a preliminary exploration of how agenda setting works, what kinds of agenda‐setting strategies are available, and under what conditions agenda setting matters. Aspects of past secessionist crises will be used to clarify the discussion. The interaction between domestic position taking and international agenda setting will then be applied to the current crisis in Yugoslavia to determine why Greece, in particular, has been more influential than one might have expected.  相似文献

If diaspora communities are socialized with democratic values in Western societies, they could be expected to be sympathetic to the democratization of their home countries. However, there is a high degree of variation in their behavior. Contrary to the predominant understanding in the literature that diasporas act in exclusively nationalist ways, this article argues that they do engage with the democratization of their home countries. Various challenges to the sovereignty of their homelands explain whether diasporas involve with procedural or liberal aspects of democratization. Drawing evidence from the activities of the Ukrainian, Serbian, Albanian and Armenian diasporas after the end of communism, I argue that unless diasporas are linked to home countries that enjoy both international legal and domestic sovereignty, they will involve only with procedural aspects of democratization. Diasporas filter international pressure to democratize post-communist societies by utilizing democratic procedures to advance unresolved nationalist goals.  相似文献

‘Corruption in the aftermath of war’ brings together an interdisciplinary group of scholars to enquire into the dynamics of corruption in post-conflict societies. This introduction discusses five themes, problematising and summarising key findings from the 10 articles included. First, we discuss the problems with the corruption concept, related to its moralising connotations and definitional vagueness, and propose viewing corruption as a collective action dilemma as a way of avoiding these moralising aspects. Second, we discuss post-conflict societies, and highlight the great varieties of ‘peace’ that that label can refer to. We suggest that the causes, dynamics and effects of corruption in post-conflict societies bear many similarities with those in other societies, but that the post-conflict situation often generates an intensification and entrenchment of corruption-related problems. Third, we analyse the dynamics between international interveners and domestic actors, and show the contradictions and tensions in international–domestic relations. Fourth, we argue that the inter-linkages between inequality, mistrust and corruption deserve consideration in the study of post-conflict societies, and that inequality in particular merits more attention. Finally, we discuss some methodological challenges encountered by the contributors in their studies of corruption in post-conflict societies.  相似文献

The article argues that property redistribution was a major tool of democratization and nationalization in Poland and the Baltics. It provided governments with a means to give peasants a stake in the new democratic states, thus empower the new titular nations and at the same time marginalize former elites, who became national minorities. The most significant acts of property redistribution were the land reforms passed between 1919 and 1925, which achieved the status of founding charters of the new states. Activists of the disenfranchised minorities conceptualized minority protection as the “Magna Carta” of the international order, which should contain the principle of national self-determination and thus safeguard private property, the protection of which was not clearly regulated by international law. By examining the contingencies of the aftermath of the war in East Central Europe as well as discussions about changing conceptions of property ownership in both East Central and Western Europe, the article shows that land reform was meant to counter Bolshevism, but, at the same time, created the impression abroad that the new states themselves displayed revolutionary tendencies and did not respect private property – an image that became a significant argument of interwar territorial revisionists.  相似文献

Over recent years African states have become increasingly prominent actors in high-level international politics. This article makes the case for studying Africa's international relations from the point of view of agency. The article outlines contemporary contexts within which questions of African agency have come to the fore and argues a need to think conceptually about agency in international politics in a way that accommodates the range of different agencies at work. The article outlines three elements as foundations for the analysis of African agency: first, a conceptualisation of different dimensions of agency; second, a recognition of the importance of sovereignty in differentiating between state, or state-enabled agents, and others; and third, a temporally embedded approach to agency that historicises contemporary agency. Combined, these elements suggest that future work on African agency would be able to engage seriously with the continent's role in international politics in a way that presents Africa as actor not just acted upon, historical agent not just history's recipient.  相似文献

This article aims to highlight the connection between academic studies and international politics and to provide an academic justification of foreign policies with particular reference to the case of democratisation studies. It embodies a two-way relationship. On the one hand, the conjunctures of international politics influence the nature of academic studies in the discipline of Political Science; on the other hand, academic studies may sometimes be employed as sources of legitimisation of the foreign policies of states. The article discusses these connections, providing particular examples of academic studies of the democratisation process during the Cold War and the post-cold war era.  相似文献

This article is intended to analyse two leading approaches that have guided international efforts to promote peace and development in conflict-afflicted fragile states since the 1990s, namely peace building and state building. In a relatively recent development a growing number of donors has sought to bring these two closer together, based upon the perception that the challenges posed by (post-)conflict fragile states need to be addressed through an approach that combines both—‘state-building for peace’, as the undp has put it. The article thus seeks to explore how the processes of building peace are related to the processes of building more resilient, effective and responsive states in (post-)conflict settings. It provides an overview of the evolution of these two concepts and analyses key complementarities between peace building and state building. It also explores the challenges that arise for both on the basis of these complementarities. The article goes on to examine some of the most significant tensions that arise between the two, and what these tensions may imply for the international assistance community. By way of a conclusion the article offers a few key lessons that emerge from the analysis for improved donor policy and practice in state building for peace efforts.  相似文献

International peace building in post-conflict societies has helped to bring armed conflicts to an end and reduced the recurrence of war. According to some scholars, peace building has therefore contributed to the apparent downward trend of major intra-state conflict in recent years. However, the liberal institutionalist values which underpin international peace building—emphasising democracy, free market economics and the liberal state—have raised a range of criticisms and challenges from scholars as well as local stakeholders in the societies in which peace-building programmes are deployed. In particular, the prevailing approaches to peace-building give insufficient attention to basic and everyday human needs, and promote externally conceived models of state institutions which are not always appropriate. This article explores the problems of contemporary peace building and argues that an alternative vision which draws upon the concept of human security and gives greater emphasis to welfare, livelihoods and local engagement can make peace building more legitimate and sustainable.  相似文献

This article uses Bosnia and Hercegovina as a prototype of an emerging subset of weak states, the passive-aggressive state. Appearing as the result of agreements ending civil strife, the general characteristics of the passive-aggressive state include complex power-sharing arrangements at the centre and local institutions that are designed for capture by parties to the conflict, which in turn creates a weak and segmented civil society. As a result, only the international community can devise and financially support policy reform, but it must rely on the state to implement the reform. Dependent on international support for its own survival, the centre rhetorically embraces reform while local institutions engage in passive resistance to block it. This article uses three examples of health care reform in Bosnia to illustrate the difficulties of reform in these types of states. The paper concludes with observations on how strengthening the powers of the central government and reorienting international aid towards civil society might alleviate some of the structural problems of passive-aggressive states.

This article examines the appeal of Carr's theory of international relations, which has enjoyed a longevity matched by few other bodies of work in a discipline characterised by faddism. I attribute Carr's success as an international theorist to his subtle use of philosophy, history, and political theory. Carr's holistic and interdisciplinary approach achieves its best expression in his employment of a critical dialectics of international theory in The Twenty Years' Crisis. The article does not confine itself to this element of Carr's writings as I also examine several works, such as The Future of Nations. Independence or Interdependence?, Conditions of Peace, and Nationalism and After,that consider the transformation of the international society. The latter works also employ a dialectic of power and morality in order to envision a world very different from the international system that Carr observed, an international order that approximates the emerging relations among states at the beginning of the twenty-first century. The article concludes with an examination of the role relativism played in Carr's theory scheme and the extent to which his dialectics of utopianism and realism is an important precursor of critical and postmodern theories of international relations.  相似文献
