Abstract

Examined here are recent contributions to an important and longstanding debate in political economy, about the link between capitalist development and the employment of unfree labour. These contributions maintain that, because Marxist theory failed to understand the centrality of unfreedom to modern capitalism, a new explanation of this link is needed. However, it is argued here that many of these new characteristics are in fact no different from those identified earlier by Marxist theory. The exclusion of the latter approach from the debate is thus unwarranted.  相似文献

Post-development theorists have declared development obsolete and bankrupt and have called for ‘alternatives to development’. What do they mean by such calls and what should be the African response to such calls? In this paper I will attempt to address three important questions: first, what is meant by post-development theory's call for ‘alternatives to development’? Second, why consider post-development theory from an African perspective? Third, what contributions can a consideration of African difference and diversity make towards debate on ‘alternatives to development’? I conclude by arguing that increased consideration of the African experience would be valuable for all who are seeking alternative ways of dealing with the problems that development purports to address.  相似文献

Along with ‘anti-development’ and ‘beyond development’, post-development is a radical reaction to the dilemmas of development. Post-development focuses on the underlying premises and motives of development; what sets it apart from other critical approaches is that it rejects development. The question is whether this is a tenable and fruitful position. Taken up first in this article are major overt positions of post-development—the problematisation of poverty, the portrayal of development as Westernisation, and the critique of modernism and science. The argument then turns to discourse analysis of development; it is argued that, in post-development, discourse analysis from a methodology turns into an ideology. Next the difference between alternative development and ‘alternatives to development’ is examined. The reasons why this difference is made out to be so large are, in my interpretation, anti-managerialism and dichotomic thinking. The article closes with a discussion of the politics of post-development and a critical assessment.  相似文献

This essay revisits the historical development of a concept – tecnologia social – as one avenue for discussing alternatives to post-development, arguing that the Western-based historical path of technology development is one of the main sources of growing human impoverishment, social inequalities and economic dependency. The concept of tecnologia social points towards political processes that create opportunities to redefine the arrangements among social groups, artefacts and methods used in everyday life, particularly for production and consumption. Because the post-development debate has been criticised for formulating a sound and strong critique to mainstream development but failing to propose concrete empirical alternatives, we seek to foster the debate through the Latin American concept of tecnologia social.  相似文献

Post-development theories have successfully challenged many of the ways in which we think about development but have yet to substantially influence development practice. In this paper I explore what opportunities exist for applying post-development ideas within the current development apparatus of Timor-Leste. Four types of community-focused programmes are analysed: sectoral project-based initiatives, institutional capacity-building programmes, community partnerships and small grants programmes. While alternative opportunities are clearly shown to be present, it is argued that they are rarely realised because of the overwhelming priority to produce better agents of development, rather than those able to pursue ‘alternatives-to-development’. The paper concludes by suggesting that the development apparatus itself may not be inherently faulted; instead this apparatus could be usefully utilised by those inspired by alternative imaginaries to pursue post-development goals.  相似文献

Abstract

The conflation of Stalinism with socialism was a key aspect of the relationship between Stalinism and capitalism. The Russian Marxist Nodari Simoniya exposed that conflation in his book What We Have Built, which is discussed in this essay in the context of Russian historiography about Stalinism. The main themes of Simoniya’s critique of Stalinism as a historical reversal are elaborated and linked to political images during the Cold War that distorted the meaning of socialism. Stalinism is revealed as a negative satellite of capitalism, constituting an external economic zone, not an alternative form of world order.  相似文献

Post-development, the most recent radical reaction to the problems of postwar development efforts, has been the focus of both strident criticism and restrained defence in Third World Quarterly . This article shows that addressing post-development's shortcomings is more useful than dismissing or limiting its potential. By using the work of Foucault, one of post-development's theoretical departure points, a clear distinction is drawn between the operation of power in colonial and development eras. This requires a shift away from repressive views of power, ideas that a singular force directs development, and the colonisation metaphor used by some post-development writers. This article then shows that combining Foucault's notion of dispositif with his concept of normalisation is useful for understanding the operation of power in the postwar development project, and for comprehending how power operates through the World Bank. In this way a critical engagement with post-development can improve our understanding and analysis of development.  相似文献

This article sets out to establish the links between classical military doctrine as applied to general war and the empirical development of any doctrine with regard to insurgency and counterinsurgency. The theme is developed by covering both the attrition theory and the maneuver theory of warfare in outline, and then by examining the essential tenets of maneuver warfare in detail and applying these tenets to the experience gained by the United Kingdom in countering insurgency. The scope and role of the newly fashionable “information warfare” in counterinsurgency operations is examined, followed by an assessment of the important task of integrating all the separate aspects of these operations into an overall plan of action for a counterinsurgency campaign. The author concludes that there is a clear and positive link between classical doctrine for the application of force in general war and doctrine that can be usefully applied in counterinsurgency operations.  相似文献

ABSTRACT

Local authorities have long sought for solutions to the numerous service delivery challenges arising out of increasing demands from the general public coupled with budgetary constraints. One such solution is inter-organisational cooperation which has been found as an alternative cost-effective way of providing services to the general public. Drawing on resource-dependency theory, this paper explores the possibilities and challenges of cooperation among Assemblies in Ghana by adopting a qualitative approach. The findings reveal that inter-district cooperation is still at its development stages in Ghana despite the respondents’ recognition that it has the potential to address most of the problems faced by District Assemblies in Ghana.  相似文献

Post-development theories have been accused of not having a future programme, and a number of authors has concluded that we are better off pursuing development as we know it. But the lack of instrumentality is not in itself a weighty argument against the analysis. At its best, 'post-development' offers an explanation of why so many development projects seem to fail. Two contributions are emphasised here: that transformation through development is linked to the agencies of elites, and that technical constraints imposed on developers shape the way in which they construct the problem. There is a need for extending the analysis, however. Including how development interventions are transformed in encounters with target populations gives a less rigid picture of the power of development, and can expose some of the problematic premises on which development interventions are based. In this way, post-development can offer a contribution to the practitioners of development.  相似文献

Since the middle of the 1990s the concept of social capital has provoked rapidly growing interest. Social theorists, policy makers and those ngos working on the edge of theory and practice became fascinated with social capital. International organisations like the World Bank, undp and the oecd upgraded social capital to the ‘missing link’ in understanding (under)development. However, it did not take long before the critique cast shadows on this euphoria. Initially the critique was concerned with problems of defining and measuring social capital and its inadequate theoretical elaboration. In a later stage the critique accused social capital of forming part of the anti-politics machine of the post-Washington consensus. Social capital would reflect a point of view in which there was no room for an analysis of power inequality and struggle over access to resources. This article starts with an overview of the most important problems attached to the notion of social capital. The focus is then shifted to the contours of the global political crisis, which acts as a frame of reference for an attempt to reassess the politico-emancipatory potential of social capital.  相似文献

What was the origin of the commitment of international institutions to promote economic development in poorer countries? A popular view in “post-development” scholarship has been that this international development project was born with Truman’s Point Four program of 1949. This article suggests instead that it emerged for the first time in a significant way out of the Bretton Woods conference of 1944, with US-Latin American relations in the early 1940s acting as a key incubator for this innovation in international governance. This historical reinterpretation leads to a different view of the initial content of the international development project and the politics that generated it. It also challenges those who have downplayed the significance of the development content of the Bretton Woods negotiations.  相似文献

The structure for local economic development is an important part of the development process. In recent years, local governments have been switching structures, leading to debates about the most appropriate structure for an effective economic development delivery. Based on in-depth interviews with practitioners of local economic development, the paper examines the strengths and drawbacks of the two primary structures in the Province of Ontario: In-house and Arms-length. In doing so, the paper accomplishes two things: first, it adds to the empirical discussion on organisational approaches to economic development; second, it provides an informed perspective to assist communities that might be considering switching their structures.  相似文献

Abstract

This essay examines the development of anarchist theory by radical intellectuals such as Peter Kropotkin and Elisee Reclus in response to certain acts of violence in late nineteenth‐century Europe. It argues that propaganda by the deed, as a strategy for political action, became central to the elaboration of anarchist theory and that a philosophical justification of individual, as well as collective, violence developed logically out of it. This becomes especially apparent in the thought of Reclus whose writings, until recently largely neglected, reveal important dimensions of European anarchism and help to clarify how propaganda by the deed fits into the larger framework of anarchist theory. Those anarchists who were frequently ambivalent when confronted with the reality of acts of violence, notably Kropotkin, but also Most and even Goldman, misunderstood the nature of their own conception of such “propaganda.”  相似文献

This article aims to add a new line of research to the post-development school of thought. Drawing on the many evident yet rarely noticed parallels between post-development and (post-)anarchism, I develop an understanding of ‘anarchistic post-development’ as a politics based on what French philosopher Jacques Rancière calls ‘the presupposition of equality’. I further connect this with Arturo Escobar and Marisol De la Cadena’s concept of political ontology, suggesting that we can make sense of and analyse both contemporary ‘Development’ projects as well as anarchistic post-developmental ‘alternatives to Development’ through the lens of what I call ‘the ontological politics of (in-)equality’. To substantiate my points, I will draw on the recent case of a Mâori tribe who won a historical legal battle to declare the Whanganui River a living entity.  相似文献

After discussing the various points of departure suggested by scholars of development, this paper argues that, in the context of India, one way out of the post-development impasse lies in shifting the focus from development politics to the workings of the developmental state on the ground, and to change the methodological vantage point to ethnography. It is suggested that this change in approach would provide fresh insights into the workings of the developmental state and into the process of development in India.  相似文献

Abstract

Is there a distinctive Antipodean approach to development? In this introduction I take up Raewyn Connell's challenge to explore the possibilities for knowledge production that reflects Australia's and New Zealand's geographical situation of rich peripheral countries and their history of settler colonisation. While Antipodeans' contributions to development theory have been limited, their work is characterised by close connections between theory and practice. The Antipodes' positioning as global North in the geographical South has stimulated a search for alternative approaches to development knowledge. This is variously pursued through collaborative research relationships with indigenous communities, close engagement with non-Western cultural frameworks, and a focus on marginal spaces and positions. As the centre of global economic power shifts to the South, existing development relationships and established ways of doing development are increasingly challenged by newly constituted subject positions and coalitions.  相似文献

Note from the Editor: From time to time, there are opportunities to report informally to readers of SCID on matters of interest that do not fall neatly into our usual categories of development theory, research, and policy. One such occasion presented itself recently when, participating with an international team, I observed the Taiwanese campaign and elections of December 1991. Subsequently, the team presented recommendations in both Taiwan and the United States, and in addition to the following article, a more orthodox academic publication is also being readied. ABSTRACT

paper analyses a case of contract reversal in the market for ambulance services. The paper suggests that the sociology of markets-literature provides insights into market institutions of importance to relations between government and contractors that will benefit contracting out theory. Building on document analysis and interviews with 19 key stakeholders, it is demonstrated how a regional government in Denmark tried to wrestle the service provision from a long-time private provider and create a competitive market, only to discover that the implementation of the new contract was beset by obstacles largely stemming from informal norms in the market and attempts of the existing provider to hamper market entry for challenger firms. The result was a contract reversal: from private provision to government-provided service delivery. The paper contributes to the contracting out literature by providing a more elaborate understanding of the institutional conditions under which contract reversals can take place.  相似文献
