This article uses household survey data from Madagascar to examine water supply choice and time spent in water collection. We find that the choice of water source is strongly influenced by a number of household characteristics, as well as distance to sources. There are also strong substitution effects across sources. For example, increasing the distance to a public tap by 1 km increases the probability of using a well by 43 per cent in urban areas. With regards to time spent gathering water, we focus on the effects of gender, age, and distance to water. Women and girls spend the most time gathering water. The response to reducing distance to water sources differs in rural and urban areas, as well as by gender and age of household members. Investments to reduce to the distance to water sources will have larger impacts on adults than children, and on men than women.  相似文献

Demand for decentralisation of provision of public services is gaining ground in developing countries. Also, the policy advice to decentralise given by international agencies to the developing countries is turning into pressure. However, the benefits of decentralisation are not as obvious as the standard theory of fiscal federalism predicts. This article examines the effect of decentralisation of provision of drinking water in central India. The efficiency of water utilities under the control of the state government and those under the local governments is compared in terms of expense and asset utilisation. It is found that the decentralised provision of water supply is less efficient. The possible reasons for this counter intuitive result are analysed.  相似文献

The ‘80s were the decade in which scholars in such diverse fields as ethical philosophy, political science, and public administration rediscovered the importance of character in public life: what another generation called civic virtue. The ‘90s, I hope, will be the decade in which this insight passes from academic journals into the legislative and administrative arenas. Why is the subject so urgent? Reason one. As even James Madison, the theorist of “pitting ambition against ambition,” knew and admitted - and as recent ethical disasters in public life have reminded us - it is simply impossible to design an administrative system that will run both justly and efficiently without any need for civic virtue on the part of the people who run it. Reason two. It is one thing to talk about civic virtue; it is another to do something about it. The practical difficulties are enormous, and need to be both deeply studied and widely discussed. After all, civic virtue is a scarce commodity. To what extent can it be cultivated? And to what extent can it be supplemented with such administrative devices as “pitting ambition against ambition” without, in the end, undermining it? This article addresses both questions, but especially the second, giving particular attention to the unanticipated consequences of state intervention in the development of civic virtue.  相似文献

The effect of immigration on host and origin countries is mediated by the way migrants take their labour supply decisions. We propose a simple way of integrating the traditional random utility maximisation model used to analyse location decisions with a classical labour demand function at destination. Our setup allows us to estimate a general upper bound on the elasticity of the migrant labour supply that we take to the data using the evolution of the numbers and wages of temporary overseas Filipino workers between 1992 and 2009 to different destinations. We find that the migrant labour supply elasticity can be very large. Temporary migrants are very reactive to economic conditions in their potential destinations.  相似文献

Across the social sciences in America analysts routinely employ the so-called “functional“ model of the urban political machine in their explanations of the development of American urban government. They do so, however, with little knowledge of the intellectual history of this model or the actual history of American urban politics. This essay reviews the development and spread of the functional model through the social sciences and argues that it is an historical construct developed in the nineteen fifties by analysts who were admittedly more interested in creating a “usable past” for liberal political economy than in understanding urban political history. Having done this the essay then reviews recent work by urban historians and sociologists which have put the propositions of this model to the test in its ideological, political, and fiscal contexts for the years from 1830-1930. This work reveals that the image of the “all-powerful” political machines is demonstrably false. On this basis the essay argues that the persistence of this image has led to a unrealistic historical standard against which contemporary urban public administration has been unfairly judged.  相似文献

The issue of EU gas supply security has become more and more important in the 2000s in the context of gas market liberalisation and the question of the reliability of Russia as a supplier. One answer to these problems is EU gas diversification, specifically the opening up of a fourth gas corridor to supply the EU with gas from Central Asia via the ‘Caucasus’ or ‘southern’ route. The feasibility of this strategy might now be called into question. This article reviews the new strategies that could emerge in the producing countries as well as those of international oil companies, and then examines what the consequences might be as far as the EU's diversification strategy is concerned. The conclusion of the World Trade Organization’s (wto) ninth ministerial meeting – held in Bali 3–7 December 2013 – is at one and the same time momentous, marginal and business-as-usual. It is momentous because it marks the first multilateral agreement reached in the wto since the organisation began operations on 1 January 1995; it is marginal because the deal reached will have only a limited impact on the global trading system; and it is business as usual because the Bali package will be of disproportionally greater value to the industrial states than to their developing and least developed counterparts. We examine what happened in Bali, covering the principal issues at stake and the content of the outcome, what this means for the wto and for the Doha Development Agenda (dda), and why it all matters. We argue that, while the Bali ministerial is significant and the agreements reached important, the conclusion of the meeting and the package agreed represent only a limited movement forward in addressing the fundamental problems and inequities of the wto system.  相似文献

This study establishes the causal impact of piped water access on child health in rural South Africa (2008–2015) through the use of a panel dataset and a quasi-experimental sample space. By employing an ordinal measure of child health as the dependent variable within linear fixed effects, logit, ordinal probit, and propensity-score matched linear as well as non-linear Difference-in-Difference, it is demonstrated that positive health benefits for children with access to piped water are observed if and only if the minimum level of educational attainment of the primary-caregiver is equal to or greater than seven years. This finding of complementarity is demonstrated to be a function of an individual’s (in)capacity to evaluate water quality: people below this threshold suffer from a piped water bias, place insufficient weight on the observable characteristics of water when determining water quality, and are subsequently less likely to treat piped water preceding consumption.  相似文献

This paper examines the association between stored drinking water quality and sanitation on diarrhoea incidence among under-five children in Ethiopia. Using primary household survey data and microbiological water quality testing for Escherichia coli, our results show that uncontaminated stored drinking water and safe child stool disposal are associated with decreased child diarrhoea incidences of 18 and 20 percentage points, respectively. In contrast, neighbourhood concentration of pit latrine shows an increased incidence of child diarrhoea of 16 percentage points. To protect rural children from the risk of contracting diarrhoea, improving household drinking water quality and changing people’s behaviour towards safe sanitation practices is needed.  相似文献

This study probes into the governing issues centering around the water use dispute and resolution between Richmond City and Henrico County in the Greater Richmond area, Virginia. For a variety of reasons, Richmond City strongly opposed the initiative by Henrico County to construct and operate its own water treatment plant in 1987. As a result of rigorous multi-party planning, mediation, and negotiation processes, Richmond City and Henrico County finally reached a compromise settlement in 1994. This study concludes that mediating and resolving public policy disputes between localities within the metropolitan area is a highly complicated and politically charged process, which can involve different levels of government, business community elites, and other stakeholders; driven by their common interests, the public-private intersectoral boundaries are increasingly blurred; and a planning process blends both political and technical factors together. In this case, the Henrico County's newly proposed water treatment plant project was environmentally cleared by the Water Review Panel's technical report.  相似文献

Most expert and public discourse on Middle Eastern water politics holds that water scarcities are of great, if often under-recognised, geopolitical importance. Pessimists and optimists alike tend to assume that water has, or soon will have, profound geopolitical implications. In this paper I argue to the contrary. Specifically, I contend that water problems should neither be understood in naturalistic nor in liberal?–?technical terms, but instead as questions of political economy; that water is structurally insignificant within the political economy of the modern Middle East; that in consequence water is generally unimportant as a source of inter-state conflict and co-operation; and that, notwithstanding this, water supplies are a crucial site and cause of local conflicts in many parts of the region. I submit also that given the worsening state of economic development within the Middle East, these local conflict dynamics are likely to further deteriorate.  相似文献

Policies are continually subjected to turbulence and crises. Interest in policy robustness as a fundamental way to deal with what cannot be foreseen is increasing. Thus, there is a flourishing stream of literature suggesting that policies need to be designed to be agile and flexible. However, the associated characteristics remain undeveloped. This article fills this gap by drawing on lessons obtained from the unplanned behaviors that were adopted in the management of the COVID-19 pandemic. Individual and organizational behaviors characterized by outside the box thinking, improvisation, and fast learning yielded solutions to unexpected problems. In this article, some of these emblematic unplanned behaviors are assessed, and the research builds on the literature on policy robustness, crisis management, and organizational theory to identify three enabling conditions to design more robust policies: coordinated autonomy, training for unplanned responses, and political institutional capacity.  相似文献

Research shows that violent and organized crime reduces foreign direct investment and that armed conflict lowers sovereign credit ratings. Building on these insights, I argue that violent crime reduces financial institutions’ confidence in the capacity of governments to repay loans, raising the costs attached to loans, and reducing government debt through a “supply-side” logic. Yet, this logic is difficult to test. Governments can render lenders indifferent to violent crime by accepting higher borrowing costs, resulting in no observed relationship between them. It is for this reason that analysis of the effect of violent crime on government credit ratings alone cannot tell us much about its effect on actual government debt. In this study, I explain how analysis of subnational debt from welfare-minded public banks and profit-minded private lenders can distinguish the supply-side logic from the null hypothesis. Cross-sectional time-series analysis of homicide rates and municipal debt in Mexico demonstrates support for the supply-side logic. Evidence of the supply-side logic reveals that those governments most in need of cost-efficient financing are most likely to be charged higher prices for it or priced out of capital markets altogether, signaling the need for market intervention in these cases.  相似文献

ABSTRACT

There is debate in the literature on whether or not general management principles are applicable to the study and practice of public administration. This research responds by exploring how local officials manage the performance of public services with private good characteristics, where general management principles could be embraced for service delivery. The relationship between operational and financial indicators is explored within the functional areas of water and sewer, with the hypothesis that operational outcomes impact financial outcomes similar to private enterprises. Because the findings do not support this hypothesis, the authors conclude that general management principles may not be applicable to all forms of administration given that public cannot be removed from the management of public services even with private good characteristics.  相似文献
