This paper focuses on what can be done during emergency and transition periods to promote sustainable peace, in the aftermath of complex political emergencies in Africa, with particular reference to issues of reconciliation and justice. There is no common understanding of the political conditions under which efforts at reconciliation should be minimal in relation to a focus on justice in order to achieve the 'best' peace, or of those where the pursuit of justice should become paramount. There is also not even a common language of what justice and reconciliation mean in the context of post-conflict peace-building. The paper concludes that there is a much greater potential role for outsiders with regard to justice, while reconciliation is considered to be more of an internal affair in which international actors can only be present as supporters of domestic initiatives, and even then with great caution.  相似文献

Rwanda is not a traditional provider of troops for peacekeeping missions, yet since 2004 it has been the second largest contributor to both the African Union Mission in Sudan (AMIS) and its successor the hybrid African Union–UN Assistance Mission in Darfur (UNAMID). This paper analyses some of the key motives for Rwanda's contribution to these missions, situating its actions within a wider framework in which African states benefit in specific ways from being seen to contribute to ‘African solutions to African problems’. Highlighting changing narratives on Africa's role in international security, I argue that Rwanda's ruling party has been able use its involvement in peacekeeping to secure its position domestically and to attract or retain the support of key bilateral donors. I briefly explore the implications of these dynamics for Rwanda's political development, suggesting in conclusion that the focus on building military capacity for peacekeeping purposes may contribute to future African, and Rwandan, security problems as much as to potential solutions.  相似文献

The challenges presented to the UN and the international community following the Cold War demand new responses and thinking with regard to peacekeeping operations. The situation in the former Yugoslavia provided a forum in which to develop a new approach to peacekeeping. The UN operated in a humanitarian role within a civil war, and a much greater level of enforcement was required than in other peacekeeping missions. The Security Council mandates defined the aspirations and limitations of the international community. Although at times the UN peacekeepers used high levels of force, it was not, and did not allow itself to be seen as, unacceptably partial or applying undue force. In a peacekeeping situation, there is still a clear need for a campaign plan to ensure cooperation between all organizations and the delivery of humanitarian aid. A UN mission cannot operate in a political vacuum; gains made on the security front will be lost if political momentum is not maintained.  相似文献

This article analytically compares complex humanitarian emergencies with natural disasters, concentrating on disaster responses and interference with society. There are some important analytical differences between the responses to these two types of disaster, like overlapping and interactions, persistence and duration, access and timing, assistance involvement and intervention, physical and societal recovery, and others. However, the fundamental difference between natural and politically induced disasters is the way institutions are affected. In natural disasters, there can be some significant interference with society and therefore institutional change arising from both the impact effects and the responses, but this is infrequent, mostly incidental and not normally widespread or long-term. In complex emergencies, most aspects of the impact and effects have deliberate institutional aims and overtones. Likewise, the response to this type of calamity is also bound to cause significant interference with society, which may be intense, long-term and mostly deliberate.  相似文献

The local government 'modernisation agenda' has important implications for research in local government, a function which has been neglected in recent years. This article argues that modernisation, especially Best Value, requires authorities to develop as 'intelligent learning organisations' and to build the capacity for research to support processes of learning and improvement. Based on the findings of recent research, the article discusses lessons for local government in enhancing research capacity and utilisation, referring both to internal factors and to the potential for collaborative arrangements. It is concluded that central government might do more to assist the development of such capacity but ultimately authorities' approach to research must be developed to support achievement of their defined purpose, role and objectives.  相似文献

In recent decades the nature of large-scale violent conflict has fundamentally changed from an era of 'wars' to one that is characterised by complex political emergencies (CPEs). A number of conceptual shifts have occurred in the attempt to better understand the nature of these multiple 'small wars'. Classic analytical frameworks focusing on the relationships between states, military capacities and strategies and international political economy are being put aside for more eclectic frameworks. These draw heavily on social and cultural theory, blend different theoretical elements together to analyse different situations, relate conflict to development and point to the inherent unpredictability of conflict processes and outcomes. This paper reviews these contemporary approaches to conflict and peacebuilding and comments on their implications for external agencies seeking to resolve conflict.  相似文献

Foreign exchange shortages have been considered by many economists as the effective restraint to growth in the developing world. This is especially the case insofar as less developed countries (LDC's) are limited in their capacity to purchase imports from abroad that are needed to complement domestic factors of production. Exports obviously play an important role in this context since they constitute the primary source of foreign exchange for most LDC's. It is for this reason that a number of projections of future export earnings of LDC's have been made. These projections are presumably useful in decision making of various kinds. However, there is not much evidence that would indicate ways in which the projections have been or might conceivably be used. The purpose of this paper, accordingly, is to examine two such possible uses of export projections in connection with: (i) the allocation of foreign aid by donor countries among LDC's; and (2) the allocation of resources over time in individual LDC's.  相似文献

This paper explores possible legal responses to the Taliban's 'other' crimes--those inflicted against Afghans during Taliban rule. This criminality largely has been rendered invisible by virtue of the international community's focus on punishing the Taliban's support of transnational terrorists, in particular al-Qaeda. This invisibility is problematic given that carefully constructed prosecutions of these 'other' crimes could play an important role in post-conflict reconciliation and national reconstruction in Afghanistan. Such reconciliation and reconstruction can legitimise a representative post-conflict state and curb terrorist recidivism.  相似文献

This article examines the practice of male circumcision among the migrant Yao people in Zimbabwe with the goal of showing circumcision's importance as a platform for social mobilisation against HIV and AIDS. The work looks at how the practice has health benefits and creates a new form of identity to fight AIDS. It therefore examines the role of the rite in the creation of a collective Yao identity that facilitates mobilisation against the pandemic within the community. This mobilisation is a complex and contentious process, which involves various levels of negotiation, reconstruction and reconfiguration of Yao identity and the circumcision practice (the surgical act and teachings about it), both within and outside the group. The article argues that the practice can be viewed as a form of an African social movement that is largely driven by a complex but self-conscious collective identity and is also induced by the global donor interest in the circumcision–AIDS debate.  相似文献

This article examines the UN Security Council's 1267 counterterrorism sanctions regime. Initially adopted in 1999, this sanctions regime targets individuals and entities suspected of associating with Al Qaeda and/or the Taliban and it requires UN Member States to freeze their assets and implement travel bans. Central to the operation of the sanctions regime is a “Consolidated List,” which is maintained by the so-called 1267 Committee, a sub-committee of the Security Council. This Committee possesses discretionary powers to list and de-list targeted individuals and entities that have been criticized as incompatible with internationally recognized due process guarantees. Reviewing recent developments, including a landmark decision by the European Court of Justice, the article addresses the need for additional safeguards and discusses reform options available to the Security Council. It examines the most recent reform efforts introduced by Security Council resolution 1904 (2009) and argues that a comprehensive review and reform of the 1267 sanctions is crucial if the regime is to provide an “essential tool” in the UN counterterrorism efforts.  相似文献

The United Nations (UN) peacekeeping operation in Mali (MINUSMA) has become among the deadliest in UN history, suffering from attacks by violent extremists and terrorists. There are strong calls to give UN peacekeeping operations more robust mandates and equip them with the necessary capabilities, guidelines and training to be able to take on limited stabilisation and counter-terrorism tasks. This article conceptually develops UN counter-terrorism operations as a heuristic device, and compares this with the mandate and practices of MINUSMA. It examines the related implications of this development, and concludes that while there may be good practical as well as short-term political reasons for moving in this direction, the shift towards UN counter-terrorism operations will undermine the UN’s international legitimacy, its role as an impartial conflict arbiter, and its tools in the peace and security toolbox more broadly, such as UN peacekeeping operations and special political missions.  相似文献

EU agencies have emerged as entities offering technical coordination to member states and support to the European Commission in different policy areas. Their expertise may play a role in responding to unexpected crises. Against this backdrop, we examine under which circumstances EU agencies, through their specialized expertise, are involved in transboundary crisis responses, and when they acquire a leading position in coordinating those responses. To do so, we study four agencies which faced crises: the EBA and the 2012 banking crisis; the ECDC and the 2014 Ebola outbreak; EFSA and the 2011 E. coli outbreak; and Frontex and the 2015 refugee crisis. Our findings discuss to what extent agencies' involvement in transboundary crises is related to functional (sector characteristics) and institutional (delegation of authority) variables. We also identify that under certain political conditions EU agencies' coordination capacity is activated, allowing them to emerge as leading institutions in transboundary crisis resolution.  相似文献

Abstract

This study examines the reasons fiscal emergencies occur in Ohio local governments and the strategies that local governments use to recover. In Ohio, fiscal emergencies have regularly occurred predominantly at the local level. This study aims to reveal the internal process that both bring on and ameliorates fiscal emergencies. Previous studies failed to differentiate between fiscal stress and fiscal emergencies and did not include the role of the Ohio Fiscal Emergency Law in assisting local governments in restoring long term fiscal health. This study finds fiscal emergencies in Ohio were caused by: (1) the increased costs associated with unfunded state-mandated programs and, (2) major economical downturns brought on by local plant closings. Local governments were found to have responded in the short run by strategies such as targeted expenditure cuts and in the long run by increased the use of economic development.  相似文献

A case study of the Mozambican conflict is used to illustrate the need to integrate a gender perspective which is historically grounded and which encompasses social relationships between women and men rather than the existing 'impact of conflict on women' approach. This is demonstrated first by examining ways in which postcolonial states have continued constructions of gender which assign women to the private/domestic sphere and then by establishing how security in Southern Africa has been mediated by gendered constraints, whether in peace or war. The specific character of the Mozambican conflict is summarised, as are its outcomes in terms of gender relations which have intensified women's vulnerability. This is then related to an examination of the nature of some of the major humanitarian responses to the Mozambican emergency, where there was a wide divergence between stated policies on gender and practice. It is argued that this 'gender gap' is being perpetuated in some aspects of the reconstruction phase, despite women's enormous contribution to the task of rebuilding Mozambican society.  相似文献

The election of a 'New Labour' UK government in 1997 promised a new era of central-local relations facilitated by a programme of local government reform which recognised local government's 'community leadership' role. Other aspects of the agenda supported the development of multi-level governance, for example, the establishment of sub-national institutions such as the Scottish Parliament and the promotion of neighbourhoods as key sites for action. Despite these actions this paper will argue that in England the central state retains considerable influence over the key agents of local governance. Using the example of public participation policy, and drawing on the findings of a recent study in two English cities, the paper will explore how national policy aspirations were reflected locally. It concludes that while local action generally complemented national priorities, there were important points of contrast, and that localities' capacity to act in their own interests is supported by the opportunities presented in a multi-level governance environment.  相似文献

In July 2000 the UN Committee on Economic, Social and Cultural Rights issued a General Comment on the Right to the Highest Attainable Standard of Health. At paragraph 10 the Committee makes the following admission: 'Since the adoption of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights in 1966 the world health situation has changed dramatically and the notion of health has undergone substantial changes and widened in scope. More determinants are being taken into consideration, such as resource distribution and gender differences. A wider definition of health also takes into account such socially related concerns as violence and armed conflict. Moreover, formerly unknown diseases, such as HIV and AIDS, and others that have become more widespread, such as cancer, as well as the rapid growth of the world population, have created new obstacles for the realisation of the right to health which need to be taken into account when interpreting article 12.'¹ The need to understand why and how 'the notion of health has undergone substantial changes and widened in scope', the forces that are contributing to this redefinition, and the implications for governments, multinational pharmaceutical companies and ordinary people is the subject of this article. In particular global health is assessed according to the extent of global access to life improving-medicines, and the surmountable barriers that prevent this.  相似文献

The human rights agenda of the United Nations has faltered over recent years. An examination of conditions in a country such as the Philippines highlights some of the reasons. The appallingly high number of political killings in that country was investigated by Philip Alston, UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, early in 2007. Following a well-defined process of review, he spent a short but difficult time examining the situation. His report condemned repressive elements of the Philippine state and directed specific criticisms at the armed forces, noting the omnipresent role of counter-insurgency. He found that a culture of impunity prevailed within the military and that the Arroyo administration had not done enough to address the problem or to protect the rights of its citizens. Alston's visit provided an insight into both the Philippine government's inadequate human rights record and the failure of UN mechanisms established to redress such poor performance.  相似文献

This article examines whether reform ideas that gained influence in national-level bureaucracies in the 1970s were also on the United Nations’ internal agenda. The Joint Inspection Unit (Bertrand) Report of 1971 is the focus of this analysis, as it addressed personnel problems in the UN Secretariat and identified structural shortcomings. Our analysis shows that New Public Management ideas were in circulation in the UN at this time. It also demonstrates the different pressures that international bureaucracies face in regard to their personnel. This is likely to make their responses to reform pressures, such as those experienced in the 1970s, unique.  相似文献

This article examines five contemporary areas of development concern that have become major drivers of global transformation since the turn of the millennium: the plight of fragile states; the emergence of new powers and new development funds in a changing aid landscape; the need for developing countries to manage the growing resources at their disposal; encroachments on the political sovereignty of states; and new global challenges that demand global action, including climate change, migration, and food security. These drivers of change call for responses from the UN – and in particular its development system of some 30 organisations. The ongoing protracted debate on the future UN development agenda should take cognisance of these changes if the system is to remain relevant after 2015. But the signs are not promising that either the agenda or the UN development system are up to the task.  相似文献
