The author looks into the chain of political violence, as well as into political discourse about past violence, experienced by ordinary Congolese from Independence up to the present. According to him, every major outburst of political violence underwent a discursive recuperation by Congolese/Zairian politicians and produced its own social memory. The Zairian state political culture of violence, blended with people’s experience of every day violence (economic and social), explains the generalisation of violence during the 1990s civil wars and lootings of all major and medium-sized cities.  相似文献

The tired old civilisational categories of ‘East’ and ‘West’, loosely identified with ‘Islam’ and ‘modernity’, are alive and well, nowhere more so than in contemporary Turkey. The Justice Development Party (AKP) currently in government employs them assiduously to political advantage but they have a long history, having defined the parameters of societal identity and political discourse throughout the history of the Turkish Republic. The paper takes the strength of the categories as its starting point but moves beyond them by asking if discourses, narratives and identities, individual and collective, exist in Turkey which question, overcome and ultimately undermine the categories of ‘East’ and ‘West’. The paper starts by investigating the evolution of ideas about East and West since the late Ottoman period and accepts that they are still dominant. However, since the 1980s in particular, they are being undermined in a de facto way by cultural developments in literature and music, new trends in historiography and novel ways of relating to the past. In some ways in contemporary Turkey, the paper concludes, culture trumps the inherently essentialist idea of ‘civilisation’ and Turkish society is ahead of its political and intellectual elites.  相似文献

This paper looks at the ways in which culturalist discourses have influenced our understanding and representation of the rise of the so-called Islamic State. It argues that, in keeping with older narratives on the motives of ‘bad’ Muslims, its political and economic objectives have been overlooked and/or downplayed. Instead, I propose, there has been a strategically efficacious focus on its appeal to Islam, on its sectarian rhetoric and on its use of violence. By continuing to emphasise the ethical over the political in these ways, the culturalism that underpins the dominant representation of the Islamic State’s emergence has, I conclude, served three key purposes – the mobilisation of the ‘good’ Muslim, the exculpation of Western foreign policy and the legitimisation of force.  相似文献

The end of World War II brought little relief to the lands it ravaged most. Mass wartime violence continued in the Soviet space beyond the ‘false peace’ of 1945. Historians have sought to explain this violence in terms of the ‘wartime brutalisation’ of state and citizens alike, though this approach is limited in explaining how and why violence continued after 1945. This article shifts focus from psychology to social history to argue that the disintegration of Soviet state control is central to explaining the enduring violence after 1945 and understanding its emergence as much ‘from below’ as ‘from above’.  相似文献

Recent discussions in development have moved away from holistic theorisation towards more localised, empirical and inductive approaches. In development practice there has been a parallel move towards local ‘participation’ and ‘empowerment’, which has produced, albeit with very different agendas, a high level of agreement between actors and institutions of the ‘new’ Left and the ‘new’ Right. This paper examines the manifestations of this move in four key political arenas: decentralised service delivery, participatory development, social capital formation and local development, and collective actions for ‘radical democracy’. We argue that, by focusing so heavily on ‘the local’, the see manifestations tend to underplay both local inequalities and power relations as well as national and transnational economic and political forces. Following from this, we advocate a stronger emphasis on the politics of the local, ie on the political use of ‘the local’ by hegemonic and counter-hegemonic interests.  相似文献

This paper develops the theme that the ongoing political polarization and political crisis in Bangladesh since its independence from Pakistan in 1971 reflect the fundamental weaknesses of the pillars of Bangladeshi society and national identity. The paper adopts an historical approach to explain why and how Muslim nationalism, which was the basis for the establishment of Pakistan, has re-emerged in contemporary Bangladeshi society and politics and is competing against Bengali ethnicity, language, culture and secularism (‘Bengali nationalism’) within an emerging ‘two-party’ political system. However, instead of establishing a stable political system following the Hotelling–Downs principle of democracy, the Bangladeshi society/polity has been polarized and divided almost vertically on the question of national identity and political philosophy and created sustained political instability and uncertainty. This has stifled the formation and consolidation of a national identity based on ethnicity/language/culture or religion/territory/political history or that have elements of both. Neither ethnicity/language/culture/secularism-based nationalism (Bengali nationalism) nor predominantly Muslim-territorial nationalism (‘Bangladeshi nationalism’) alone can dominate and flourish in Bangladeshi society and polity; instead, the objective conditions in the country dictate that a competitive democratic system of politics which accommodates aspects of secularism, language, Muslim identity and Islamic ethical–moral codes remains the feasible political discourse for forming and consolidating the country's multi-racial, multi-religious national identity over the long run and its survival as a sovereign state.  相似文献

Contemporary Africa is generally depicted as a ‘failure’. ‘Progress' has eluded the continent throughout the 20th century, and despite new ways of thinking about the reasons for failure and possibilities for success, allusions to the ‘natural weakness and incapacity’ of Africans and their social realities remain evident in theoretical, policy and political discourse on development in Africa. The practice of ‘reductive repetition’, as identified by Abdallah Laroui and Edward Said, has been imported into African development studies from Orientalist scholarship. Reductive repetition reduces the diversity of African historical experiences and trajectories, sociocultural contexts and political situations into a set of core deficiencies for which externally generated ‘solutions’ must be devised. In the field of development studies, the notion of development is introduced to Africa as a deus ex machina. In this article modern conceptualisations of development are challenged in three steps. First, it traces the history of development discourse over the post-Berlin Conference colonial and post-WWII development eras, suggesting that, while rhetoric of racial and cultural inferiority has been transformed, the notion of African deficiency remains at the conceptual and discursive levels. Second, the primarily liberal idea that ‘development for all’ is possible is challenged as being an ecological and economic, and therefore also social, impossibility. Third, given the problems of growth-based development, the article suggests that modern development theory ought to give way to post-developmental thinking which challenges standard a priori assumptions regarding rationality, linearity and modernity, thus offering some modest hope for a move ‘beyond’ the current development impasse.  相似文献

The private/personal sphere is perceived to be a channel of empowerment that fosters processes of acknowledgment and recognition during encounters between participants from different cultural groups. Drawing on ethnographic research at an inter-cultural program that offered a space for engagement for Palestinian and Jewish educational trainees’, we followed the role played by the private sphere in the process of articulating a perception of the ‘Other’. Most participants from both groups chose to locate their position toward the ‘Other’ in their private sphere. The different ways through which the private sphere was preformed and justified by the participants reveals that for the Palestinian participants the private sphere served as a way to create particularity, while for the Jewish participants it served as a way to construct universalized claims. These justifications, which were tightly coupled with each groups’ social position and social power, were working in both cases to isolate the discussion from immediate historical, social, and political contexts. Thus, these findings deepen our understanding of the meaning ascribed to the private sphere and the common epistemology that defines the personal as political and contributes to advance warm relations between Palestinian and Jewish individuals that these educational frameworks seek to foster.  相似文献

This article is an analysis of Israeli military snipers who served during the Al-Aqsa intifada. It takes issue with the scholarly consensus that, for such acts to take place, perpetrators have to somehow dehumanise their enemies. Based on interviews with 30 individuals, it shows that snipers do not always need to dehumanise their targets and that they experience killing in conflicting ways, both as pleasurable and as disturbing. The snipers simultaneously deploy distancing mechanisms aimed at dehumanising enemies and constantly recognise their basic humanity. The article ends on a cautionary note: violence should not be seen as only belonging to the realm of the pathological. Rather we must be aware of rules of legitimate violence, the culturally specific ideology of violence at work in specific cases. This kind of ideology may ‘humanse’ enemies but still classify them as opponents against which violence may be legitimately used.  相似文献

This article explores the activities and experiences of a women’s peace museum in Japan which especially tries to pass on the history of Japan’s military sexual slavery, or the ‘comfort women’ issue. The system of Japan’s military sexual slavery had not been written as a part of history until courageous survivors testified and documentary evidence was unearthed in the 1990s. With few material exhibits of sexual violence, testimonies play a significant role in the exhibitions. Panels displaying the testimony of both survivors and former soldiers try to represent the person as a whole, situating sexual enslavement or crimes as part of their overall life, rather than extracting the harsh experience in an isolated way. The concrete and detailed activities of this privately run museum show the challenges faced by museums dealing with the dark history of their own country.  相似文献

One of the flashpoints of post-socialist life has been the conflict between indigenous peoples and energy developers in the Russian Federation North. As a result of tensions over land and resources, multiple identities and political rivalries have been revealed. Such tensions spark the uncertainties that are not only a hallmark of post-socialism, but also hallmarks of post-colonial and post-welfare societies. The many levels of social interaction in ‘transition societies’ provide a challenge for anthropologists accustomed to focus refined ethnographic lenses at the nomadic camp, village or ‘ethnic’ level. This article covers conflicts of values and expectations for several Siberian groups regarding ecology, land and homeland, as well as cultural rights and revitalisation. Featured cases derive from West Siberia (Yamal and Khanty-Mansi okrug) as well as the Far East (Sakha Republic), and highlight the author's field experience in Siberia for over 25 years. Conclusions urge greater sensitivity to internal debates and trans-national comparisons as we struggle to define a range of analytical categories that both embrace and go beyond ‘post-socialist’ and ‘post-Soviet’ studies. In the process, dilemmas of advocacy are probed, as well as dilemmas of defining ‘homelands’ for indigenous peoples.  相似文献

All parts of a country are rarely equally affected by political violence. Yet statistical studies largely fail to address sub-national conflict dynamics. We address this gap studying variations in ‘routine’ and ‘episodic’ violence between Indonesian provinces from 1990 to 2003. Within a grievance framework, the article focuses on the violence potential of resource scarcity and population pressure, as well as inter-group dynamics related to polarisation and horizontal inequality. Demographic pressure and inequality seem to have little effect in isolation. However, in provinces where population growth is high, greater levels of inequality between religious groups appear to increase the violence risk.  相似文献

Participation in political violence draws on identities and world views that have been shaped and influenced by emotion. This article uses data drawn from interviews conducted with 15 former members of the Provisional Irish Republican Army to highlight some of the ways that emotion is intertwined with decisions to use violence in pursuit of a substate political goal. Six themes emerge that help to demonstrate how participant's emotional lives have helped to build the identities, beliefs, and motivations that have led to violent acts. The study illuminates how the experience, elicitation, and management of emotions played an integral role in the participant's trajectory towards violence.  相似文献

This paper analyses the prominence of civilisational values in Korean political economy debates in the late 19th and early 20th centuries concerning their country's dramatic opening to the world economy at the time. Korean supporters of economic opening saw this policy change as part of a wider embrace of Western civilisational values, while opponents argued that their country's longstanding economic autarchy upheld traditional Neo-Confucian civilisational values that had been imported from China. For international political economy (IPE) scholars interested in the historical relationship between civilisational values and political economy, the analysis shows how these values shaped understandings of international economic relations outside the West in quite distinctive ways. For IPE scholars interested in the diffusion of ideas, the analysis highlights different dynamics involved in the ‘localisation’ of ideas emanating from dominant powers. More generally, the study of this Korean history also contributes to the building of a more ‘inter-civilisational’ approach to IPE today.  相似文献

Abstract

The largest migrant communities in Sweden come from Africa's most troubled region, the Horn. These are the Somali and Ethiop-Eritrean communities. This paper examines the not-so-obvious ways in which Ethiop-Eritrean and Somali communities in Sweden influence the political developments, particularly the conflicts at ‘home’. Many of these immigrants living in Sweden keep up with social and political developments in their countries of origin almost on daily basis and remain engaged, to a large extent, in the affairs of both their families and communities ‘out there’ while they ‘are here in Sweden’. This article therefore focuses on the particular forms of engagement that have either intended or unintended impact on the intractable conflicts in which the societies in these countries are engaged. I argue that ‘nostalgia underpins the immigrants’ sense of commitment to the affairs of their countries of origin, and therefore, providing moral and material support to warring groups derives the impetus largely from the affective dimension of migration.  相似文献

This article addresses the divergent cultures of silence and memorialisation about the civil wars in Sierra Leone and El Salvador, and examines the role that sites of remembering and forgetting play in crafting post-war citizens. In the formal education sector the ministries of education in each country have taken different approaches to teaching the history of the war, with Sierra Leone emphasising forgetting and El Salvador geared towards remembering war history. In both countries nongovernmental actors, particularly peace museums, are filling the memory gap. Drawing on ethnographic fieldwork in each country, the article documents how the culture of silence that pervades Sierra Leone enables a progress-driven ‘looking forward’ without teaching the past, while El Salvador is working on weaving a culture of memorialisation into its democratisation process. The article argues that knowledge about civil war history can raise young people’s awareness of the consequences of violence and promote civic engagement in its deterrence.  相似文献

This article explores the ways in which discussions of social capital have emerged within the World Bank, and how they interacted both with project practices and with larger debates in the institution. These debates are understood as a ‘battlefield of knowledge’, whose form and outcomes are structured but not determined by the political economy of the Bank. Understanding the debates this way has implications for research on the ways in which development discourses are produced and enacted, as well as for more specific discussions of the place of social capital in development studies. The article concludes with a reflection on implications of these debates for future research, policy, and practice.  相似文献

Spain and the United Kingdom have experienced similar types of political violence. Since the 1960s, both countries have suffered casualties as a result of long-standing ethno-nationalist conflicts as well as terrorist attacks by Al Qaeda–inspired groups. In spite of these similarities, the two countries display a striking variation in the attitudes to victims. In Spain, Associations of Victims of Terrorism have been highly visible and influential, whereas United Kingdom-based organizations have not captured the public's imagination and the attention of policymakers in the same way. Spanish associations of victims have been present in the public sphere and have routinely provided their opinions on counterterrorist policy and appropriate government legislation whereas this sort of political activity is difficult to trace in the United Kingdom. As a result of this puzzle, the article tries to answer the following question: Why are associations of victims of terrorism by Al Qaeda–inspired attacks more influential in Spain than in the United Kingdom? The article will argue that political and sociocultural variables account for the difference. More specifically, the article demonstrates that the experience of both ethno-nationalist and jihadist political violence has affected party systems and cultural frames differently, hence providing distinct sets of political opportunities for victims’ associations to carry out their lobbying strategies.  相似文献

This article explores the relationship between the politics of international development and the reproduction of global inequality. I argue that contemporary discourses about— and the practices of—‘development for developing countries’ represent an attempt to reconstitute the political utility of the ‘Third World’. In an era of globalisation the deployment of the notion of a Third World of ‘developing countries’ which require immediate, systemic attention through the discourse and practice of international development continues to provide a way of both disciplining and displacing the global dimension of social and political struggle. I refer to this dynamic in terms of the political utility of the Third World, which, I argue, has been conducive to the organisation of global capitalism and the management of social and political contradictions of inequality and poverty. I develop this argument by drawing on the historical implications and legacy of ‘international development’ as practised in and on the Third World and through a critical analysis of the methodological premises that constitute international development. I illustrate this by drawing on a key strategy aimed ostensibly at development: the Poverty Reduction Strategy Papers (prsp) approach, promulgated by the World Bank and the imf, which I discuss in relation to the ‘development agenda’ inaugurated during the 1999 wto meeting in Doha (Qatar). I argue that the ideology and practice of the global politics of international development reinforce the conditions of global inequality, and must be transcended as both an analytical framework and an organising principle of world politics. While the prsp and related approaches are currently presented as key elements in the building of the ‘architecture for (international) development’, what is emerging is a form of governance that attempts to foreclose social and political alternatives.  相似文献

Is empowering peace education primarily about providing individuals with skills to respond to violence they experience and capabilities to enhance their own lives? Or is inspiring social transformation to alter forms of injustice that contribute to violence an equally valid and important dimension of an empowering peace education program? This article draws upon the authors’ experiences researching peace education programs implemented by local nongovernmental organizations (NGOs) in two different contexts: Jamaica and Peru. The basis for comparison is grounded in the discourse key actors in these NGOs utilized in reference to their respective educational initiatives, explicitly emphasizing empowerment for marginalized groups. Using critical qualitative techniques and troubling the idea of ‘empowerment,’ the authors analyze the discourse of empowerment to look beyond explicit truth claims and unveil tacit assumptions regarding the purpose and desired outcomes for the beneficiaries of their respective programs. The authors interrogate what definitions of empowerment – social and/or individual – the program stakeholders envision as well as how they believe such empowerment comes about. The study’s findings contribute to the need to critically unpack the commonly uncritical use of the term ‘empowerment’ as necessarily directed toward addressing social inequalities and altering unjust power relations.  相似文献
