This paper examines the impact of development, including the impact of government and donor programmes, on ethnic minorities and indigenous peoples in Southeast Asia. Through an examination of government policy, it considers arguments that mainstream development strategies tend to generate conflicts between states and ethnic minorities and that such strategies are, at times, ethnocidal in their destructive effects on the latter. In looking at more recent government policy in the region, it considers the concept of ethno-development (ie development policies that are sensitive to the needs of ethnic minorities and indigenous peoples and where possible controlled by them), and assesses the extent to which such a pattern of development is emerging in the region. Since the late 1980s, it argues, governments across the region have made greater efforts to acknowledge the distinct identities of both ethnic minorities and indigenous peoples, while donors have begun to fund projects to address their needs. In many cases, these initiatives have brought tangible benefits to the groups concerned. Yet in other respects progress to date has been modest and ethnodevelopment, the paper argues, remains confined to a limited number of initiatives in the context of a broader pattern of disadvantage and domination.  相似文献

‘Women's empowerment’, as used by international development organisations, is a fuzzy concept. Historical textual analysis and interviews with officials in development agencies reveal its adaptability and capacity to carry multiple meanings that variously wax and wane in their discursive influence. Today a privileging of instrumentalist meanings of empowerment associated with efficiency and growth are crowding out more socially transformative meanings associated with rights and collective action. In their efforts to make headway in what has become an unfavourable policy environment, officials in development agencies with a commitment to a broader social change agenda juggle these different meanings, strategically exploiting the concept's polysemic nature to keep that agenda alive. We argue for a politics of solidarity between such officials and feminist activists. We encourage the latter to challenge the prevailing instrumentalist discourse of empowerment with a clear, well articulated call for social transformation, while alerting them to how those with the same agenda within international development agencies may well be choosing their words with care, even if what they say appears fuzzy.  相似文献

This short article explores the introduction of directly elected mayors in England and identifies that the case for mayors, as made within New Labour's agenda of 'modernisation', has proceeded on the basis of inconsistent arguments. The article suggests the failure of the reforms either to deliver empowered 'big hitters' or to transform levels of interest in local electoral politics. It explores the diminishment of the public discourse of mayoralty, from one of high ambition and capacity to a more beleaguered discourse of enfeeblement and disenchantment. It argues that while it is easy to explain the project's lack of early impact as being the result of effective resistance by vested interests, critical attention must be paid to the problematic nature of the proposals themselves and that the experience of mayors is symptomatic of a broader incoherence within the 'modernisation' agenda.  相似文献
