Israel is one of the few democracies where no environmental party has emerged. This article addresses the reasons for this conspicuous absence. There are four explanations for the emergence of such parties: economic affluence, environmental degradation, public awareness of environmental problems, and a political setting favouring the establishment of new parties, namely, a proportional electoral system and party funding. In Israel all these conditions are prevalent, but environmental parties have failed to emerge owing to two additional explanations: a successful environmental movement reluctant to turn into a party, and a value system relegating the environment to a low place on the political agenda. The prominence of security, the anti-ecological tradition, and the search for identity has ruled out mobilization for an environmental party.  相似文献

In recent years, a plethora of research studies have attempted to delineate the grief experiences associated with suicide from those of other sudden traumatic deaths. The emerging consensus suggests that bereavement through suicide is more similar than different to other bereavements, but is characterized by the reactions of shame, stigma, and self-blame. The causal nature of these reactions has yet to be fully understood. This study reports on the lived experiences of eight adults bereaved by suicides, which were obtained through in-depth interviews. Data were analyzed using interpretative phenomenological analysis. Four main themes dominated the relatives' grief experiences. First, the early months were checkered by attempts to "control the impact of the death." The second theme was the overwhelming need to "make sense of the death" and this was coupled with a third theme, a marked "social uneasiness." Finally, participants had an eventual realization of a sense of "purposefulness" in their lives following the suicide death. Overall, the findings suggest that suicide bereavement is molded and shaped by the bereaved individual's life experiences with the deceased and their perceptions following social interactions after the event. The findings from this study suggest that "meaning making" may be an important variable in furthering our understanding of the nuances in suicide bereavement.  相似文献

Public administration literature usually assumes that citizens' participation in administrative decision-making (PDM) processes can improve public sector performance and trust. In this article, we question the universality of this assumption, arguing that PDM processes will have positive results in terms of performance and trust only when there are available channels to influence policy outcomes and democratic participatory behavior. We construct theoretical arguments based on a mechanism of social learning and illustrate them by reference to the case of Israel. The framework highlights the centrality and importance of culture and social characters for the study and planning of public administration reforms.  相似文献

The aim of this article is to analyse what makes local government in Israel, which enjoys only minimal formal power, so attractive to many political parties and other organisations. The article offers a typology of the contestants in the local government electoral arena: old parties, parties attempting to penetrate local government from parliament and parties using local government to enter parliament. The primary goal of every type is then identified: party formation, institutionalisation and survival. From this typology an explanatory model is developed which looks at the local government as a ‘linkage agent’ from which the national parties can mobilise various important resources thus achieving their primary goals.  相似文献

This article examines the degree of efficacy of Israel's antiterror policies and ability to cope with terrorism using seven parameters that fall into seven parameters: reduction in civilian casualties among Israelis and Palestinians, Israel's ability to cope economically, Israeli social cohesion, the status of international and domestic support for the Israeli government and the extent of weakening of international and domestic support for the Palestinian leadership. The article concludes that based on most of these parameters, Israel has been successful in coping with terrorism, although greater security must be attained through a change in Palestinian policies.  相似文献

A modified grounded-theory (qualitative) study was undertaken in an attempt to discover the psychosocial processes involved when psychiatric/mental health nurses provide care to suicidal people, and in so doing, to induce the first comprehensive theory of psychiatric nursing care of the suicidal person. The findings highlight that the key psychosocial process (or core variable of the theory) is "reconnecting the person with humanity" and that this has three stages: reflecting an image of humanity, guiding the individual back to humanity, and learning to live.  相似文献

This article deals with the question of why the Israeli military played a major role in the design and implementation of the Oslo Accords in the years 1993–2000 even though this process was originally initiated as a diplomatic move. It is argued that the explanation lies in the army's role in politically mobilizing the anti-Oslo front comprised of religious and peripheral groups, most of whom had a nationalist agenda, as a strategy to counter their resistance to the Accords. The ‘people's army’, through which many of these groups attained social mobility and which they had traditionally trusted, was inherently the most effective mechanism for achieving this goal. This role was further intensified in light of the government's social policies that made these groups ‘peace losers’. Political recruitment took the form of the army's role in designing the Oslo arrangements as military ones.  相似文献

This paper considers the ramifications of the fact that a majority of (Jewish) Israeli citizens no longer considers the Israeli military occupation of the Palestinian territory of the West Bank to be an ‘occupation’. Informed by qualitative research conducted in Israel and the occupied territory of the West Bank, the paper argues the case for understanding of this process of social legitimation as being rooted in complex structures of cultural processes and practices grounded in ideological and religious beliefs. Identifying Zionism as an ethno-national ideology, located within the wider ethno-national impulse of nineteenth century Europe, the paper further investigates a number of cultural processes that have led to the domestic justification and rationalisation of occupation in the Israeli public consciousness and consequently, the legitimisation of continued occupation. These cultural practices are inherently highly political, constituting a long-term strategy aimed at maintaining the occupation. The paper argues that this strategy is articulated not only by cultural practices of ethnonationalism and identity politics, but ultimately by various acts and facets of violence.  相似文献

How does terrorism affect land control in intrastate conflicts? This article explores this question in the case of the Israeli–Palestinian conflict during the Second Intifada (2000–2005), and shows that Palestinian attacks led to an expansion of Israeli outposts in the disputed territories of the West Bank. Following suicide attacks, there is an increase in outposts in home districts of the perpetrators. The number of outposts also increases following deadly attacks against Israelis in West Bank districts where these attacks take place. These results suggest that Israeli settlers use outpost expansion as retaliation against Palestinian communities they perceive to be involved in violence, and this shifts territorial control against Palestinians.  相似文献

In attempting to explain Israel's retaliatory policies toward Palestinian violence, new institutionalist and rational choice theories vie for dominance. This article argues that both approaches can contribute to understanding the severity of Israel's response if they are viewed as nested explanations appropriate to different threat levels. The article makes its case using data from 74 interviews with senior Israeli counterterrorist experts (2006–07), counts of Israeli and Palestinian fatalities due to state and collective violence (1987–2007), and a database of collective violence events during the Second Intifada (2000–05). Institutional effects are evident at low threat levels, as new institutionalists predict, but these effects are overwhelmed at high threat levels, as rational choice theorists assert.  相似文献

Abstract

Taking Palestine as the focus of inquiry, and drawing on our experiences as co-directors of Karamah, a judicial education initiative focused on dignity, we reflect on the attributes of colonisation and the possibilities of decolonisation in Palestine through development aid. We conclude that decolonisation is possible even within development aid frameworks. We envision the current colonial condition in Palestine as a multi-faceted, complex and dynamic mesh that tightens and expands its control over the coveted colonial subject but that also contains holes that offer opportunities for resistance or refusal. We turn to Karamah to illustrate how some judges have insisted on a professional identity that merges the concepts of human dignity and self-determination and ultimately rejects the colonial condition inherent in both occupation and development aid. We conclude that in this process of professional identity (re)formation, members of the Palestinian judiciary have helped reveal the demands of decolonisation by demonstrating their commitment to realising human dignity through institutional power, and bringing occupation back into international development discourse.  相似文献
