Elite corruption may have a significant role in ending conflicts and shaping post-conflict development. This article enquires into the legitimacy accorded to such corruption. It reviews literature on post-conflict Cambodia, seeking evidence that academic commentaries, public opinion or elites themselves regard elite corruption as a legitimate Machiavellian tool for achieving other ends. Corruption has been an element of the style of government adopted by the dominant party in Cambodia, shaping both the achievement of peace and the uneven economic development that followed. Academic commentaries provide some implicit and explicit legitimation of corruption as a means to secure peace and to resist neoliberal policy settings by affording government discretionary resources and power. Meanwhile, public dissatisfaction with elite corruption appears to the most likely source of renewed violent conflict in Cambodia. How elite actors rationalise and legitimise corrupt behaviour remains poorly understood, and is deserving of more attention.  相似文献

The International Fund for Ireland and the European Union (EU) Peace III Fund have provided external economic resources to local community projects in Northern Ireland and the Border region to support intercommunal relations, community development, economic development, peacebuilding and reconciliation. The British and Irish governments, the EU, and the USA see the economic aid as their commitment to support the peace process, nurture the local voluntary sector, and build the peace dividend. The research findings demonstrate that the reality on the ground is more complex. Some believe that the economic assistance has created employment opportunities, built capacity, and localized peacebuilding knowledge. Others are more sceptical and perceive that the aid has created dependency, facilitated a competitive milieu, and has not transformed relationships in a sectarian environment.  相似文献

Inclusiveness in economic development has lately emerged as a critical factor for development. This paper adopts an analytical concept of inclusive growth to evaluate East Asia’s economic success. It contests the Western conceptualization of the critical role of public participation in development, and argues that it has played a limited role in terms of inclusive growth in East Asia. Several factors have influenced the outcome of research in this area including the choice of methodology adopted, the challenge of defining and measuring inclusive growth, and the unclear mode and impact of public participation in the process.  相似文献

This article focuses on the concepts of peace, education and research, and the ways in which they combine to form the field of peace education and peace education research. It discusses the ways in which each can be said to be facing a crisis of legitimation, representation and praxis, and the structural and cultural violence that inhibit efforts towards a more inclusive global conception of peace. It will review some ways in which it may be possible to rise to Gur-Ze’ev’s challenge to respond to post-structural critiques of the field. Drawing on participatory, auto ethnographic and arts-based research methodologies, it suggests ways of creating synergies between research and aspirations towards positive (rather than negative) peace.  相似文献

Gender and development (GAD) has become a transnational discourse and has, as a result, generated its own elite elements. This elitism has tended to be attributed to a Northern hegemony in how feminism has been articulated and then subsequently professionalised and bureaucratised. What has received less attention, and what this paper highlights empirically, is how Southern-based feminisms might themselves be sites of discursive exclusion. The paper interrogates these concerns through an analysis of how professionalisation is evidenced in feminist engagement among civil society organisations working on gender in New Delhi. The analysis suggests that efforts to create spaces for subaltern voices are constrained not only by the disciplining effects of neoliberal frameworks but also – and in tandem – by Southern elite feminist priorities. The implications of these findings are significant: processes of professionalisation and the elitism they engender may have the effect of potentially precluding the engagement of those people on the margins whose voices are so sought after as part of efforts to facilitate inclusive development.  相似文献

While the canonical literature on oil wealth suggests that hydrocarbon windfalls encourage repressive despotism, Kuwait provides a case of an oil-rich autocracy governing instead through popular rentierism—that is, through a broad coalition of social forces, one that furnishes enduring loyalty from below while constraining abuses of state power from above. This paper provides a theoretically guided explanation for this exceptional outcome. I argue that the Kuwaiti regime’s coalitional bargains originated in the pre-oil era, when domestic opposition and geopolitical constrictions compelled it to forge new social alliances at the dawn of modern statehood. This inclusionary strategy mediated the subsequent effect of oil rents, which the regime used to institutionalize its mass base with costly material and symbolic side payments. Such popular incorporation bound large constituent classes to the regime’s survival, precluding the need for widespread repression. After 50 years, these coalitional bargains have also proven remarkably resilient, as social actors have continued to endorse the autocratic leadership despite economic crisis and wartime defeat.  相似文献

The paper revisits the discourse on development in Africa, following in the footsteps of leading development thinkers and focusing on social policy. Some of the thinkers and scholars have specifically and directly discussed development discourse in Africa. Others have made insightful points regarding inclusive development in Africa even though not directly engaging with development discourse. The paper also acknowledges earlier thinking regarding development in Africa, including perspectives that deal with underdevelopment. The paper concerns itself with the critical role that social policy can play in ensuring inclusive development in Africa. The interface between economic and social policy is emphasised. Although Africa faces many intractable challenges, most of which are externally imposed, robust social policies will go a long way in bringing about effective social and economic development. In the main, though, Africa needs a comprehensive socio-economic development approach that can ensure lasting inclusive development. Social policies are critical for any development endeavour in African countries. Another main point that the paper makes is that economic transformation is not enough to fully advance wellbeing in Africa (and probably the world at large). By restructuring economies in Africa, not much would be achieved though some gains would be made.  相似文献

This article maps the key findings from empirical research on how local government mainstreamed new statutory duties to promote equality and good relations in a change implementation process emerging from reform introduced in 1998 to embed the Northern Ireland peace process. It departs from the elite political focus of much of the international literature on peace building and addresses organisational change developments in a context that was intensely politicised, highly contentious and required radical organisational change. Newry and Mourne District Council addressed their problem of perceived inequality in employment, by engaging in a lengthy process of change and development to achieve ‘product’ in the form of a more balanced workforce, power sharing in the Chamber and more participative democratic arrangements for decision-making, both inside the organisation and in external relations. The key factors that facilitated this change process included the availability of political will, change champions, appropriate resources and structural adaptation.  相似文献

Abstract

This article connects the literature on the political economy of conflict with the mediation of peace processes and elaborates the conceptual and practical value offered by this perspective. It shows that armed conflicts and groups have economic dimensions that should be recognised and managed in peace processes. An economic perspective helps to understand the multiple disputes within an armed conflict, the disposition of armed groups to engage, and the economic interests of the parties. Focusing on mediated states opens new avenues of engagement through perceiving alternative sub-state authorities and economic networks as an opportunity for dispute resolution. Overall the political economy of conflict and the mediated state offer new vantage points to shape the planning and management of peace processes.  相似文献

The research suggests there is a gap in the peace studies and conflict resolution literature, with little representation or understanding of Chinese perspectives. In a project to address this gap, the researchers conducted interviews individually with 30 participants identified as ‘ emerging leaders’, who came from diverse universities and parts of the Peoples’ Republic of China. This paper reports on the language used by young emerging leaders to talk about conflict, the main concepts that were discussed and what meanings may be communicated in the context of contemporary China. The research method was developed in collaboration with Chinese academics, was elicitive and dialogic, used context-grounded vignettes of conflict scenarios and aimed to build a foundation for deepening dialogue and engagement. The findings are important theoretically for a more inclusive peace and conflict studies literature and have practical implications for the way in which relationships with China may best be approached.  相似文献

This article seeks to critically examine the political economy of the Northern Irish “peace process.” When the principal paramilitary organizations in the region declared cease-fires in 1994, it was widely assumed that political progress would be followed by economic prosperity. However, this “peace dividend” has never fully materialized. Those working-class communities that were at the center of the Troubles have derived little economic benefit over the last two decades. Indeed, if anything the already substantial class divisions in the six counties have become more pronounced over the course of the peace process. The article concludes by suggesting that these widening socioeconomic disparities have the potential to undermine the prevailing political settlement in Northern Ireland.  相似文献

Motivated by a recent World Bank report on achieving of Millennium Development Goals which shows that poverty has been declining in all regions of the world with the exception of Sub-Saharan Africa (SSA), this study puts some empirical structure to theoretical and qualitative studies on the reconciliation of the Beijing model with the Washington Consensus. It tests the hypothesis that compared to middle-income countries, low-income countries would achieve more inclusive development by focusing on economic governance as opposed to political governance. The empirical evidence is based on interactive and noninteractive fixed effects regressions and 49 countries in SSA for the period 2000–2012. The findings confirm the investigated hypothesis. As the main policy implication, in order to address inclusive development challenges in the post-2015 development agenda in SSA, it would benefit low-income countries in the subregion to prioritize economic governance. Using non-parametric methods and India Human Development Survey 2004–2005, this study analyses the effect of urban proximity in terms of distance and connectivity on spatial pattern of land-use and development in the context of rural India. We find that, in urban surroundings, rural areas have diversified economic activities, intensive agriculture with higher spending on various inputs, higher economic wellbeing in terms of wages, income and consumption expenditure. We also document that transport and tele-connectivity are important for improved rural-urban linkages and changing rural landscape. These findings suggest that urban settlements are keys to development and inclusive growth in rural areas.  相似文献

Focusing on the humanitarian mine action (hma) sector, this article argues that rooting peace building in concrete activities carries considerable promise, diversifying the repertoire and enhancing the robustness of peace building. However, the assumption that mine action necessarily contributes to building peace is problematic and permits the neglect of harmful effects and a failure to capitalise fully on the potential for positive ones. If peace building is seen in terms of three major domains—security, development and politics—the current tendency is to emphasise security primarily, development secondarily, and the political only marginally when addressing the impact of hma on peace building. Several examples indicate that mine action may have a significant impact on the political aspects of peace building, including confidence building, conflict resolution and reconciliation. At the same time, linking mine action to peace building creates certain dilemmas, and a rigid subordination of mine action initiatives to a centrally directed peace building strategy is unlikely to be productive. Ultimately, a focus on the peace building role of mine action carries a dual promise for the sector: it documents impacts that are currently unacknowledged, while encouraging new and refined practices.  相似文献

In peace-building and transitional justice literature economic restoration is considered central to sustainable peace in post-conflict societies. However, it is also widely recognised that many post-conflict states cannot afford mechanisms to provide restoration. Not only are many such states poor to begin with, but violent conflict further degrades their economic capacity. As a result, in their need to provide jobs, generate tax revenues, spur development and promote sustainable peace, many post-conflict states turn to alternative processes of economic restoration. This paper examines the potential for foreign direct investment (FDI) to serve as one alternative means by which to provide economic restoration in post-conflict states. Presenting findings from six months of fieldwork evaluating one such project in rural Sierra Leone, the paper describes how local people experience such projects and explores whether employment and land-lease payments can provide experiences of economic restoration so far unforthcoming from the state.  相似文献

Changes in elite composition during the post-Soviet transition in Russia and Central and Eastern Europe have received significant scholarly attention, but corollary developments in other former ‘Communist’ countries, including Kazakhstan, have attracted much less scrutiny, or have been attributed to organic features of Central Asian society. We examine the trajectory of the Kazakhstan elite in the light of three key perspectives on elite transformation: the first claims that the country has reverted to traditional clan social structures, the second proposes the conquest of power by a nascent ‘acquisition class’, and the third argues that the Soviet-era elite was largely successful in maintaining power during the economic reorganisation. We find that Kazakhstan's experience most closely matches the third explanation.  相似文献

Through a comparison of protracted domestic conflicts in Liberia and Mozambique this paper evaluates several standard explanations regarding the roles of leaders, third parties and domestic social forces in resolving or continuing civil wars in Africa. The paper finds that no single account of how peace is achieved is sufficient to explain the continuance of violence in Liberia and the successful attainment of peace in Mozambique. Rather, an explanation that can accommodate the divergent outcomes of conflict in the two countries must combine insights from elite, structuralist and agency‐based approaches. Furthermore, the paper addresses the ways in which the construction of social organisations, particularly women's groups, during wartime affects the direction of donor funding and the shape of reconstruction efforts after the peace is signed. We illustrate our argument by examining the efforts of leaders, third parties and local actors, particularly women, to perpetuate violence or to bring about peace in Liberia and Mozambique, and the gendered contexts in which donor aid is distributed in the postwar period.  相似文献

China's experience of organizational reform is representative of the country's attempts to implement more general administrative reform. Forty years of organizational reform have produced only short-term successes. In the 1988 reforms, however, leaders proposed for the first time to re-define the role of the state in society. In general, the reforms have been undermined by political, economic, and institutional problems. These include conflicting elite priorities, cycles of economic centralization and decentralization, the interdependence of government agencies and economic enterprises, and the lack of incentives to economize. Consequently, the organizational reform management institutions are very weak. Successful implementation of organizational reform in the future depends to a large extent on further economic development.  相似文献

This paper makes a case for further studies on the contribution of peace museums to interfaith dialogue debate. Based on our experiences as museum curators, teachers and peace researchers and a review of published materials, we argue that there is a lacuna in the study on the contribution of peace museums to the interfaith dialogue debate. The development of community peace museums in Kenya,, in predominantly Christian communities, and the use of traditional religio-cultural artefacts in peace education and peace building is a case of interfaith dialogue worth documenting. With religious conflict threatening to tear the fabric of society apart, the question of interfaith dialogue is now paramount in the search for sustainable peace and development.  相似文献

Observers of Russian state market relations typically consider the state as an entity engaged in creating rent-seeking opportunities for bureaucrats or powerful economic interests. The trajectory and outcomes of electricity sector reforms demonstrate the limits of this perspective and serve to highlight a developmental strand in Russian economic policy, which I call post-Soviet developmentalism. I found that post-Soviet developmentalism is key to understanding the patterns of market institutions that have emerged in the newly liberalized electricity sector and that they cannot be adequately explained if the state is largely seen as a predator or as captured by oligarchic interests. A close analysis of the institutional underpinnings of new electricity markets suggests that they were shaped in political bargains, in which the government sought to enlist Russia’s oligarchic conglomerates for its modernization agenda and developmental priorities. The paper links this discussion to three sets of theoretical literatures: It speaks to the debates on the post-Soviet transition, more broadly to the political economy of market reform, and finally, it addresses the developmental state literature.  相似文献
