This article considers in detail loyalist paramilitary activity in Northern Ireland since the paramilitary cease-fires of 1994. The continuing nature of contemporary loyalist violence is documented with reference to sectarian attacks against members of the “Other”/Catholic community and associated symbols of that community, violence directed at other loyalists, and the potential for future violence given constitutional uncertainty regarding Northern Ireland's position within the United Kingdom. The article also challenges assumptions within the broader literature of an inability within loyalist paramilitary groups to move beyond violence in the post-cease-fire period with particular reference to their conflict transformation efforts.  相似文献

According to theories of nonviolent resistance, violence is counterproductive and undermines the ability of a movement to achieve mass support. At the same time, studies of ethnic insurgencies suggest that violence is the only available method of mobilization in political systems characterized by entrenched ethnic hierarchies. Engaging with these arguments, this article addresses a historical puzzle: What factors explain the timing and ability of the PKK's (Partiye Karkerên Kurdistan) rise as the hegemonic Kurdish nationalist organization in Turkey between the late 1970s and 1990? The article argues that studies that identify Kurdish nationalism as a reaction to repressive policies of the Turkish state without paying attention to prevailing social conditions and oppositional strategies fail to provide a satisfactory response. It argues that the rise of the PKK was primarily a function of its ability to gain support among the peasantry in deeply unequal rural areas through its strategic employment of violence. It also identifies four causal mechanisms of PKK recruitment based on rich archival and field research: credibility, revenge, social mobility, and gender emancipation.  相似文献

The kidnapping of 276 girls at Government Secondary School Chibok, Borno State, Nigeria, on 14 April 2014 has brought into international prominence the organization Jama'atu Ahlis Suna Lidda'awati Wal Jihad or Boko Haram. This incident heralded a new trajectory in Boko Haram's tactics and strategies. This article focuses on Boko Haram's strategic deployment of sexual and gender-based violence (SGBV) against women. The gendered performativity of Boko Haram, its methodology for sourcing for women and young girls, and its concomitant utilitarian/instrumental approach vis-à-vis SGBV against women are analyzed against the backdrop of the political economy and patriarchal ideational infrastructure of the Nigerian society. The article argues that Boko Haram's deployment of SGBV against women is an extension of the “repertoire of violence” ingrained in the sociopolitical and cultural milieu of Boko Haram's primary area of operation. Boko Haram's instrumental approach to SGBV is fourfold and hinges on the sociobiological utility of women. Boko Haram construes women as the bearers of its future despite its brutality toward them. The consequence is a strategic plan for procreation of a new generation of children raised through the cyclical constellation of mass rape of women, consequent impregnation and kidnapping the offspring of such rapes. Overall, this article contributes to the burgeoning scholarly literature on Boko Haram's terrorist activities.  相似文献

Built by outside powers and targeted against local insurgents, the new national armies of Afghanistan and Iraq are fragile institutions. The legitimacy of these forces is limited in the deeply divided societies in which they exist. Whereas low levels of legitimacy exert a disintegrative pressure upon an army, cohesion counterweighs such pressure. This article engages the theory of military unit cohesion for the purpose of increasing understanding of the challenges to cohesion faced by the new armies of Afghanistan and Iraq. Two main sources of legitimacy for the new armies are discussed: the (ethnic/sectarian) composition of the forces, and their respective missions. Challenges to cohesion are found to depend on how soldiers are recruited and units composed: ethnically/sectarian mixed units may disintegrate because of weak horizontal cohesion; homogeneous units (particularly when recruited as groups and not individually) may splinter off because of weak vertical cohesion. The article also argues that promoting an image of the army as ‘national’ within a society may reduce disintegrative pressures.  相似文献

Although the existing literature on Algeria's civil conflict recognizes the role of religious and ethnic violence in the crisis, it does not sufficiently explain the various reasons behind it. The main aim of this article is to fill in this gap to some extent by examining the main factors determining the emergence of armed religious and ethnic groups in this country. The basic conclusion to emerge from the analysis is that, although such factors as the closure of the country's political space, state repression, and the growth of atavistic sentiments remain important in explaining Algeria's religious and ethnic violence, economic collapse, religious spending, and diversionary politics are variables that should not be ignored when addressing the sources and sustainability of such violence.  相似文献

This article examines the role played by strongmen in Côte d'Ivoire's post-conflict reconstruction. While many acknowledge the unhindered or even the enhanced political influence these actors often enjoy as a result of their relationship to the state in post-conflict contexts, existing debates in Côte d'Ivoire, as well as elsewhere, often remain couched in terms of the implications of these kinds of relationships. Does working with rural strongmen tied to former insurgencies enhance the authority of the central state? Or do such alliances wither state institutions capable of providing long-term political order in peripheral areas? This article downplays these questions. Instead, it examines the alliances which form between strongmen and other actors amidst conflicts over local authority during post-conflict reconstruction. It suggests that the specific configuration of these alliances matter in determining the utility of allying with local strongmen during war to peace transitions. This article examines these struggles through the case of Morou Ouattara and the local Forces Nouvelles (FN) administration in Bouna, Northeastern Côte d'Ivoire.  相似文献

This article explores the implications of the Iraqi refugee crisis for Syria, which is believed to host up to 1.5 million Iraqi refugees. Many policy makers, activists and analysts, sometimes inspired by the conflict repercussions of refugee crises witnessed elsewhere, have warned against the regional security impact of the Iraqi exodus and consequently speculated about a possible spillover of the armed conflicts in Iraq to its neighbours. The article presents an analysis of the characteristics and composition of the Iraqi refugee population and provides an assessment of responses to the refugee crisis in Syria. Its main finding is that fears for a spillover of Iraq's violence cannot be corroborated. The relative absence of refugee violence can be explained in reference to Iraqi refugees themselves. Given their specific demographic and social traits (including age composition, educational levels and professions, and to some extent religious affiliation), in addition to refugees' sectarian segregation, an overwhelming majority of Iraqi refugees are and remain victims of the violence in Iraq; they are unlikely to become its perpetrators abroad. In this sense the Iraqi refugee crisis constitutes a strong reminder that, in order to assess the propensity of violence among refugees and their purportedly contagious impact on their places of refuge, an understanding of the causes of their flight and their roles in the conflict they are fleeing is essential. It is finally argued that security challenges are likely to come from a different source. Socioeconomic destitution among refugees and the failure to provide adequate humanitarian assistance and protection are and will be causing tensions between them and the host state and host communities.  相似文献

Why do ethnic conflicts spread to neighboring states? This article examines the effect of transborder ethnic groups on the spread of ethnic conflict. It argues that when a transborder ethnic group is in conflict in one state, neighboring states perceive a threat from members of that ethnic group residing in their own territory, leading the state to take preemptive repressive action. This repression in turn changes the ethnic group's security situation within the state and can result in violence and thus ethnic conflict. Ethnic conflict spread is not determined by the actions of either the ethnic group or the state alone, but is a product of threat perception and interaction between the two groups. This argument is tested in a set of cases in a region where an ethnic conflict seems to have spread—the Kurds in Iran, Iraq, Syria and Turkey from 1961–2003.  相似文献

Abstract

Despite strong shared interests and their dependence on US assistance, Kabul and Islamabad frequently fail to cooperate with the USA’s post-9/11 security agenda. Why doesn’t the USA have more leverage in these alliances and what can it change to be more influential? This article identifies four structural factors in Washington’s alliances in Afghanistan and Pakistan (‘Af-Pak’) contributing to Washington’s lack of coercive power: 1) the USA’s interest makes coercion difficult; 2) Kabul and Islamabad have more invested and will bargain to protect their interests; 3) the form of US commitment (an intense but explicitly temporary military commitment) produces incentives for Kabul and Islamabad to adopt short-term solutions, frequently running against US interests; and 4) the tenets of counterinsurgency policy cause Washington to be politically dependent on Kabul and Islamabad, effectively reducing its influence.  相似文献

Racial terrorism—violence perpetrated by organized groups against racial minorities in pursuit of white and Aryan supremacist agendas—has played a significant role in U.S. society and politics. Women have been important actors in much of this violence. This article examines women's involvement in racial terrorism from the immediate post-Civil War period to the present. Although organized racial violence by women has increased over time, this trend may not continue. The strategic directions and tactical choices of Aryan and white supremacist groups are likely to alter the extent and nature of women's involvement in racial terrorism in the future.  相似文献

This article questions the popular assumption that education promotes peaceful ethnic relations and explores ways education potentially contributes to ethnic violence. It begins by describing mechanisms through which education can shape ethnic violence. Next, it provides a comparative–historical analysis of Assam, Cyprus, and Sri Lanka. The analysis offers evidence that education can promote ethnic violence by strengthening ethnic divisions and inter-communal disfavor, increasing frustration and aggression, intensifying competition, and providing mobilizational resources.  相似文献

Evolutionary theory's utility for the study of political phenomena, including war and nationalism, has been demonstrated. However, these studies fail to explain substate violence, including terrorism, and rarely evaluate whether cost-benefit analyses differ for males and females. This article seeks to demonstrate that evolutionary theory provides intriguing insights into two phenomena that observers find difficult to understand: political violence, including terrorism and self-sacrifice in the form of suicide attacks, and female political violence.  相似文献

This article challenges the sectarian narrative of Syria’s current civil war, which relies on several false assumptions about the nature of political identity. It first questions how sectarian the uprising and civil war actually are, suggesting that the conflict is ‘semi-sectarian’, given the multiple other fault lines of contention, notably class, ideology and other non-sect, sub-state ties. It then draws on the theoretical debates between primordialists, ethno-symbolists and modernists to historicise political identity development in Syria. In doing so, it reasserts the modernist case, emphasising how political identities in Syria, both national and sectarian, have developed in a complex interrelated manner in the modern era and how the recent violent mobilisation of sectarian identity is the result of long- and short-term structural, economic, socio-cultural and political factors rather than unchanging ancient animosities. Of these, the most vital remain structural changes and elite reactions to them, with the prospect of state collapse in Syria’s future the most likely cause of a descent into further sectarian chaos.  相似文献

Although armed groups and political violence referring to Islam have attracted increasing attention since the start of the global war against terror, one particular religion can hardly be described as the main source of inspiration of what is commonly referred to as “terrorist acts of violence.” Faith-based violence occurs in different parts of the world and its perpetrators adhere to all major world faiths including Christianity. As such, this article treats three cases of non-state armed actors that explain their actions as being motivated by Christian beliefs and aimed at the creation of a new local society that is guided by religion: the National Liberation Front of Tripura, the Lord's Resistance Army, and the Ambonese Christian militias. It analyzes the way by which they instrumentalized religion against respective backgrounds of conflict rooted in social change, the erosion of traditional identities, imbalances of power, and widening communautarian faultlines.  相似文献

This article examines the extent of change under Latin American left governments by assessing their actions on women's and lesbian, gay, bisexual and transgender (LGBT) rights. To provide a historical context, it first offers an overview of the relationship between feminist movements and the left. It then employs a four-country comparison of Brazil, Bolivia, Chile and Venezuela on women's socioeconomic status; feminist state–society relations; women's representation in national decision-making positions; legislation on violence against women; reproductive rights; and sexual rights. It concludes that standard political and economic divisions among the cases do not explain their response to the demands of feminists and LGBT activists. While governments have improved women's status and inclusion, the transformation of gender and sexual power relations remains unfinished.  相似文献

This review article outlines the progress that the literature on the causes of ethnic cleansing has made in the last 10–15 years. The article specifically focuses on two lines of research that have expanded our understanding of ethnic cleansing: (a) the studies that focus on the role of wars (this literature can in turn be divided into those works that treat “wars as strategic environments” and those that treat “wars as transformational forces”); (b) the studies that focus on the pre-war domestic or international conditions that hinder or promote ethnic cleansing. The last section of the article suggests several future avenues of research that could further refine the study of ethnic cleansing and its relationship to other types of mass violence.  相似文献

In instances of international negotiations over state recognition, the way the violence sustained by a given group is categorised becomes a critical factor in the international community's decision to support independence or not. This essay argues that the recognition of Kosovo in February 2008 was made possible by the use of justifications based on Kosovo Albanians' collective status as victims of ethnic cleansing. The essay bridges the gap between two bodies of literature that have not been used in conjunction up to now, namely normative theories of ‘remedial’ secession and works on the logic of mass violence against ethnically defined groups. It finds that the international community has used the ‘remedial argument’ for Kosovo's recognition because it allowed it to minimise the risk of further unilateral declarations of independence in a volatile region.  相似文献

Individual basic security is limited in Pakistan as the state is institutionally weak. One way to attain basic security is by joining groups who provide security and services. Consequently, groups not part of the political mainstream, to attract a following, must therefore show that they are sufficiently powerful to obtain concessions from established actors. Thus, by engaging in violence primarily of a sectarian nature, the Pakistani Taliban sustains itself as a unified force while also highlighting that it is a powerful group, which in turn it hopes would enable it to curve a political space and win concessions from the established elite. Using social group identity theory, club goods, and the economics of extremism, the article highlights why the Pakistani Taliban has increasingly attacked minorities and why more must be done to address sectarian violence.  相似文献

After the collapse of the Soviet Union 25 million ethnic Russians were left living outside Russia. This article reports on research exploring acculturation strategies of ethnic Russian adolescents in Latvia: looking at the most and least preferred strategy, interrelatedness between choice of acculturation strategies and a person's gender or citizenship, as well as the impact of Latvian language knowledge and perceived discrimination on the choice of acculturation strategies. A total of 459 adolescents from secondary schools with Russian as the language of instruction in Riga participated in the study. The article draws on John Berry's two-dimensional acculturation model, based on four different acculturation strategies for ethnic minority and immigrant adaptation in the host society.  相似文献

This study seeks to explain the evolution of the state and state policies under China's decentralised system by taking into consideration the political input from society and the dynamics of state-society interaction. It argues that the emergence of unorganised collective action creates an unique channel of political inputs from the society, while the diffusion of the power centre and the flattening of bureaucratic hierarchies make local leaders much more sensitive and responsive to political demands from the local populace. These two conditions together provide the basis for the state-society interaction in the reform era, leading to the collapse of the state's institutional levers of coercion (such as the commune and the brigade in rural areas and to some extent the unit or “danwei” in urban areas), resulting in new state-society relations.  相似文献
