This paper addresses one of the empirical claims of the ‘resource curse’ argument, namely that oil abundance raises the probability of political violence. I argue that the two main theoretical premises of the oil-civil-war link, rent-seeking and the rentier state model, fail to provide a convincing argument as to why oil economies are more vulnerable to the onset of civil war. I find that three often-mentioned mechanisms as to why oil economies succumb to political violence not convincing; that oil economies are poor economic performers; that oil economies generate high corruption; and that oil economies tend to produce authoritarian regimes. I also examine the empirical evidence on the oil-civil-war link and conclude that the results are not robust. I conclude with some policy implications.  相似文献

Abstract

Foreign policy making in India is typically viewed as highly centralised and dominated by the Prime Minister’s Office and bureaucracy. Yet in 2004, the Congress-Party-led United Progressive Alliance government launched a Composite Dialogue with Pakistan which included a place for Indian think tanks in the Kashmir dispute. We suggest that as India liberalised its economy amidst domestic political upheaval, think tanks were given greater access to domestic and foreign funding and adopted new roles in foreign policy making. In the case of the Kashmir conflict, peacebuilding think tanks were encouraged by the government to engage in cross-border activities that would build constituencies for peace with Pakistan and promote economic cooperation as an incentive for peace. While the government aimed to depoliticise the conflict, these think tanks used this opportunity to draw attention to marginalised perspectives and issues. Peacebuilding think tanks nonetheless faced significant challenges in shaping the peace process because of structural constraints regarding access to resources and lack of autonomy to further their agendas. This reflected resistance within the state to depoliticising a conflict that has long been India’s central national security issue.  相似文献

Since the 1990s, public outcries over the “return” of human cargo commonly point to the physical horrors of travel as a key sign of the inhuman and the unfree in contemporary social life. Whether in debates over migrant shipwrecks across the Mediterranean or over air rage battles on budget American flights, the moving vehicle and its uncomfortably tight quarters often serve as the space par excellence for grappling with questions of proper stranger sociality and the limits of “fellow feeling” or moral sympathy in a globalizing world. This paper examines how a relatively novel problem of “comfort” came to inform and shape the politics of mobility starting in the late eigteenth century when abolitionists first successfully argued for distinguishing the human/izing rights of passengers from the movement of nonhuman goods through sensory invocations of the techno-rational and embodied terrors of the slave ship. Through both the historical and contemporary cases discussed, this paper suggests that the problem of comfort was never just a technical one of cramped transport resolvable through mere material and instrumentalist means. Rather, comfort is better described as a form of technics in so far as its technical-material dimensions are always already entangled with an existing social repertoire of ideas, habits, and aspirations, that is, it has aesthetic and affective capacities as part of moral imaginaries of how to deal with Others and, in turn, how to live the good life.  相似文献

Four types of ethnic conflict are found in the ten states of post-colonial Southeast Asia. Within these types, cases of peaceful accommodation, as well as forceful attempts to suppress rebellious minorities, are examined. Explanations for diverse governmental responses are found in geography, history, including colonial policies of divide and rule, and the nature of post-colonial governments. Some of the region’s governments have shown great skill in devising peaceful methods of accommodation. But several military governments, unsuccessful at nation-building, have seen the forceful suppression of ethnic rebellions as their only option. Carl H. In Ankole District, Western Uganda, a serious land problem is developing. Land is increasingly being acquired for commercial and speculative purposes; access to land for the majority of Banyankore becomes problematic. This paper is concerned with the origins of only two avenues of land acquisition in Ankole, mailo grants and individual freehold titles. Both have contributed to nascent problems, if only through their inducement of interests in land as a commodity. The paper explores the effects of these policies on Ankole sociopolitical divisions and questions general (especially ‘individualization') land policies concerned with agricultural growth alone.  相似文献

This article employs the concept of rhetorical action in an analysis of the recent developments in Czech-Russian political relations. Through the discourse analysis of key Russian political speeches and official documents related to the Czech Republic, as well as Czech speeches tackling the same issues, we look at two different rhetorical actions employed by Russia to induce changes in Czech policy. The attempts to make Czech policy unacceptable in the wider community of European democracies were only partially successful. While the first rhetorical action aimed against Czech NATO membership failed, the new diplomatic strategy stressing the need for a “normalization” of relations was successful in transforming Czech policy towards Russia.  相似文献

Drawing on the work of Michael Oakeshott, this paper seeks to examine the theory of political association underlying Luther Gulick and L. Urwick's Papers on the Science of Administration and to contrast this theory with that underlying the Constitution. It is argued that the authors of the Papers clearly viewed the state as a form of purposive association whereas the Founders of the Constitution in large part saw the state as a form of civil association. This explains the difficulties that reformers such as Gulick faced in realizing their vision of administration within our constitutional framework.

Luther Gulick and L. Urwick's Papers on the Science of Administration (1) represent one of the most important attempts at a synthesis of doctrines in the field of public administration prior to World War II. While the Papers exhibit a variety of approaches and views, they are best known for those authors who, like Gulick and Urwick themselves, took a more classical approach to administration. Such an approach rests on a belief in the virtues of hierarchy and centralization of authority and power in the chief executive; a belief in efficiency as the central value of administration; a belief that there must exist certain principles for good administration applicable to all organizations, regardless of institutional setting; and a belief that such principles are susceptible to empirical scientific discovery and verification. These doctrines, expounded so forcefully in the Papers, formed the basis for the administrative reform movement of the time including the President's Committee on Administrative Management, of which Gulick himself was a member. Indeed, the Papers continue to strongly influence modern efforts at administrative reform.(2)

The purpose of this article is to examine the particular vision of political association which seems to underlie the Papers, and to compare it with the vision of political association which guided the Founders of the Constitution. In doing so, the article will draw upon the political thinking of the late Michael Oakeshott, a British political theorist and philosopher. I shall argue that there is a tension between the vision of political association held by the authors of the Papers and that held by the Founders, and that this tension explains the failure of administrative reformers to reshape the administrative state along the lines of classical public administration doctrines.  相似文献

This research employs a cross-national design to explore the association between direct foreign investment in agriculture, changes in the agricultural labor force, and political conflict and violence in developing countries. The results reveal different patterns of relationships for Latin American, African, and Asian societies. In Africa, foreign agricultural investments are related to higher employment in the agricultural sector, which in turn is associated with lower levels of political protest. In Latin America, Foreign agricultural investments were directly related to more protest, suggesting a xenophobic nationalist reaction to foreign penetration in this sector. There were no apparent relationships between these variables among Asian states. These results challenge the often-found contention that economic disturbances in the agricultural sector are a fundamental cause of violent uprisings and rebellions. John M. Despite a boom in studies of ethnic conflict, the empirical and conceptual justification for this field remains weak. Not only are claims of surging ethnic conflict unsubstantiated, but the concept itself is problematic. The concept tends to homogenise quite distinct political phenomena. Making valid causal inferences about ‘ethnic conflict’ is nearly impossible as a result, a shortcoming reflected in the un‐robust nature of the literature on the subject. For both practical and normative reasons there is a good argument for abandoning the field of ethnic conflict studies.  相似文献

Abstract

This paper revisits the idea of Muslim Marxism, as espoused through the life and work of the Tatar Muslim and Bolshevik intellectual and revolutionary Mir-Said Sultan-Galiev (1892–1940). I argue that Sultan-Galiev’s oeuvre – a unique synthesis of Marxist, Muslim modernist, anti-colonial and Third World praxis – represents a path-breaking take on Muslim selfhood and practices of belonging.  相似文献

This paper investigates the clash of (language) ideologies in Estonia in the post-Communist period. In an analysis of changing Western recommendations and Estonian responses during the transition of Estonia from Soviet Socialist Republic to independent state, we trace the development of the discourses on language and citizenship rights. Different conceptions of the nation-state and of how citizenship is acquired, together with different approaches to human rights, led to disagreement between Estonian political elites and the political actors attached to international institutions. In particular, the Soviet demographic legacy posed problems.

We use a context-sensitive approach that takes account of human agency, political intervention, power, and authority in the formation of (national) language ideologies and policies. We find that the complexities of cultural and contextual differences were often ignored and misunderstood by both parties and that in their exchanges the two sides appeared to subscribe to ideal philosophical positions. In the following two decades both sides repositioned themselves and appeared to accommodate to the opposing view. In deconstructing the role of political intervention pressing for social and political inclusion and in documenting the profound feeling of victimhood that remained as a legacy from the Soviet period and the bargain that was struck, we hope to contribute to a deeper understanding of the language ideological debates surrounding the post-Communist nation-(re)building process.  相似文献
