This paper argues that Israel's military strategy since the outbreak of the second Intifada, in September 2000, has been one not merely of ‘security’ or ‘counter-terror’ but part of a longer-term strategy of spatial demolition and strangulation. This strategy seems predicated on two aims: unilateral separation from the Palestinian population, and its concomitant territorial dismemberment. Withdrawal from a totally controlled and isolated Gaza, in effect the latter's enclavisation, is part of this strategy. Such an enclave will in effect be functionally and spatially sundered from another chain of Palestinian enclaves in the West Bank. From an Israeli perspective, driven by its own distinctive territorial imperative, such separation will ensure Israeli control of and sovereignty over the best land and water resources, and control of all borders and border areas. It is further argued that the policy of unilateral separation and strangulation, the destruction and planned enclavisation of Gaza, and covert and overt settlement expansion in the West Bank—its dismemberment through exclavization, has in effect shattered the spatial basis of a two-state solution.  相似文献

The violent and protracted Israeli–Palestinian conflict continues, and Jewish Americans play a significant role in influencing related US foreign policy as well as in promoting positive interactions with Palestinians globally. Diaspora populations have played an important role in international peace processes and American Jews are actively involved in peace efforts for Palestinian human rights. Previous research indicates a relationship between views about Israel, knowing Palestinian narratives, and promoting peace processes. Thus, the attitudes and experiences that Jewish Americans have are important to understand and predicting their support for Palestinians. An online internet survey distributed to Jewish listservs (n = 173) measured variables of gender, age, political views, Jewish socialization, family and own attitudes about Israel, courses on the conflict, and having been to the West Bank. Results indicated younger, more liberal Jewish Americans who had taken courses and been to the West Bank predicted more support for Palestinians. Implications for future research and education as an important process in moving the peace process forward both through interpersonal relationships and public policy efforts are discussed.  相似文献

Abstract

Johannesburg’s mining land has defined the city’s geography, yet remains unevenly developed and liminal in urban policy. Rather than a planning failure, I argue this is a product of state-sanctioned corporate hegemony over mining land. Through the case of Johannesburg’s biggest mining-turned-property company, the paper problematises binaries of ‘state’ and ‘market’ by drawing out the deeply historical, spatialised, political and always-more-than-human vicissitudes of this mining-urban regime. These include the mapping and unmapping that render mining land terra incognita to the state while shoring up corporate power; the multiple visions and contestations over what is to be done with the land, and finally, how different and contingent temporalities shape and limit those visions in practise.  相似文献

Peace education is considered a necessary element in establishing the social conditions required for promoting peace-making between rival parties. As such, it constitutes one of Israel’s state education goals, and would therefore be expected to have a significant place in Israel’s educational policy in general and in response to peace moves that have occurred during the Arab–Israeli conflict since the 1970s in particular. This article reviews the educational policy actually applied by Israel’s state education over the years as reflected in formal educational programs and school textbooks, and suggests that although some significant changes have taken place over time, there has been and still is a significant gap between the stated goal and the practice of peace education in Israel. Reasons for this disparity and its implications are discussed and possible directions are proposed for coping with this educational challenge.  相似文献

Through this paper, I seek to draw attention an apparent fundamental resignification of regeneration that has been taking shape over recent times. Conceptually, I engage with political economy theory in order to examine how élite economic interests have resignified the nature of state articulations of regeneration. The argument is developed that this implies a profound subversion of more marginal socio-economic interests traditionally at the heart of regeneration interventions or at least the customary ‘targets’ of such policy. Empirically, the analysis draws upon interviews conducted with those operating at the coalface of policy, politics and practice, augmented by my practical experience of the English regeneration milieu. Documenting the contested evolution of policy practice during what I term the ‘regenerating for recovery’ phase, I investigate the interactions and interconnections between meanings, modes and scales of practice. This analysis helps to demonstrate dual aspects of the resignification of regeneration as both cause and condition that has effectively legitimated and been legitimised by an austere state strategy.  相似文献

This article examines cultural policy developments affecting the Australian local government sector arguing for policy that directly addresses the operational needs of small to medium museums. Over a period spanning roughly three decades, national and state government involvement in ‘community’ cultural programmes has decreased, with local authorities assuming primary funding responsibility; a process I call the ‘municipalisation of culture’. The dual imperative for councils to provide dynamic cultural facilities while demonstrating prudent spending of ratepayer money has produced a challenging climate for local museums. Using the state of New South Wales as a case study, this article explores how this shifting cultural policy landscape, together with growing instrumentalisation of cultural programmes, has transformed the perceived context and purpose of museums in local government areas. It argues that the pressures of demonstrating impact across an array of public benefits in a restricted funding climate threatens the sustainability and meaningfulness of local museums.  相似文献

This paper examines the formation of the concept of ‘the internationals’ in Palestine. The post-Oslo term began to be used in the second intifada to denote white solidarity activists in the colony. In tracing the rise of the concept, the paper charts some of the ways solidarity with the Palestinian people has been domesticated under the Oslo ‘peace process’. Situating and analysing the rise of the concept of ‘the internationals’ within the assemblage of apparatuses and ideological forces inscribed during Oslo, it explains how these material structures have contributed to shifting the notion and praxis of solidarity. Taking Third World internationalist and anti-imperialist feminist practices of solidarity as its starting point, the paper historicises and theorises some of the changes that have taken place over time. It offers an anti-colonial, anti-racist, feminist critique of the individualisation of solidarity and centres indigenous Palestinian perspectives. It concludes by surveying the ways Palestinians are creating alternatives and rebuilding international solidarity.  相似文献

‘Resilience’ has quickly risen to prominence in international security and development circles. In recent years it has found its way into political discourse on state building and state fragility, triggering a vast but often conceptually indistinct examination of the subject. Given its meaning in policy publications and guidelines, ‘resilience’ tends to eschew a static conceptualisation of statehood, turning instead to a more dynamic, complex and process-oriented rendering of state–society relations. This illustrates a conceptual shift from ‘failed states’ to ‘fragile states and situations’. It also transforms the concept of ‘failed state’ as a mere threat perception – with ‘stability’ as its logical other – into ‘fragility’ as a particular form of social and political risk. This paper analyses the concepts in 43 policy papers, focusing on the nexus of ‘resilience’ and ‘fragility’ in international state building, and assesses potential consequences. What does ‘resilience’ – as the opposite vision to ‘fragility’ – in fact mean? What is the practice derived from this chimerical state of states?  相似文献

This paper looks at the ways in which culturalist discourses have influenced our understanding and representation of the rise of the so-called Islamic State. It argues that, in keeping with older narratives on the motives of ‘bad’ Muslims, its political and economic objectives have been overlooked and/or downplayed. Instead, I propose, there has been a strategically efficacious focus on its appeal to Islam, on its sectarian rhetoric and on its use of violence. By continuing to emphasise the ethical over the political in these ways, the culturalism that underpins the dominant representation of the Islamic State’s emergence has, I conclude, served three key purposes – the mobilisation of the ‘good’ Muslim, the exculpation of Western foreign policy and the legitimisation of force.  相似文献

Abstract

Vladimir Putin’s long period in power has so far raised scant discussion about the political concepts that underpin real state and societal unity, and especially about the domestic political implications of these concepts. Despite this, key concepts of his political regime, such as ‘sovereignty’ and ‘sovereign democracy’, have frequently been used in Russian political discourse. This essay examines the way the current Russian administration has used concepts that stress strong societal unity, and the creation of a stable state and societal unity to support the development of real functioning dynamics in the society. It charts the shift from ‘sovereign democracy’ to ‘sovereignty’ around 2011–2012 as a key discursive concept in moving towards a more isolationist international stand and consolidating Putin’s power by emphasising Russia’s unique political tradition, which requires a strong leader as the basis of national unity and to ensure Russian sovereignty.  相似文献

Collective memory of an intractable conflict is an important determinant of the psychological and the behavioral dynamics of the parties involved. Typically biased, it de-legitimizes the rival and glorifies the in-group, thereby inhibiting peaceful resolution of the conflict and reconciliation of the parties. Therefore, the transformation of this memory into a less biased one is of great importance in advancing peace and reconciliation. This article introduces for the first time a tentative model of that transformation, describing the seven phases of the transformation process and the five categories of factors that influence it. Methodologically, this is done using a case study approach, based on the empirical findings regarding the Israeli official memory from 1949 to 2004 surrounding the causes of the 1948 Palestinian exodus. This memory is represented by all of the publications produced during the 56-year research period of the Israeli army (IDF), the National Information Center, and the Ministry of Education. While until 1999 this inclusive memory was largely Zionist (i.e., all the Palestinian refugees left willingly in 1948), since 2000, it has become partially critical because the Ministry of Education has begun adopting the critical narrative (i.e., some left willingly while others were expelled).  相似文献

ABSTRACT

Each Passover since 2009, hundreds of East African asylum seekers and Israeli activists have gathered for ‘Refugee Seder’, a public event to support Sudanese and Eritrean communities in Israel. Featuring a ceremonial seder meal, storytelling, speeches, and a dance party, Refugee Seder draws on age-old Jewish rituals and contemporary global black pop musics to symbolize Africans as members of the Israeli national collective. This article explores Refugee Seder’s modified commemorative practices, which engage dual narratives of Jewish nationalism and cultural cosmopolitanism. I show how seder rituals enable African participants to temporarily embody a Jewish spiritual identity, and how black pop musics help publicly reframe Africans’ ‘blackness’ as a cultural asset instead of a political liability. Ultimately, I argue that Refugee Seder distills larger ideologies of identity and belonging that are deeply rooted in Israeli collective consciousness, and which shape the trajectories of ‘refugee issue’ politics and policy-making.  相似文献

This paper considers the ramifications of the fact that a majority of (Jewish) Israeli citizens no longer considers the Israeli military occupation of the Palestinian territory of the West Bank to be an ‘occupation’. Informed by qualitative research conducted in Israel and the occupied territory of the West Bank, the paper argues the case for understanding of this process of social legitimation as being rooted in complex structures of cultural processes and practices grounded in ideological and religious beliefs. Identifying Zionism as an ethno-national ideology, located within the wider ethno-national impulse of nineteenth century Europe, the paper further investigates a number of cultural processes that have led to the domestic justification and rationalisation of occupation in the Israeli public consciousness and consequently, the legitimisation of continued occupation. These cultural practices are inherently highly political, constituting a long-term strategy aimed at maintaining the occupation. The paper argues that this strategy is articulated not only by cultural practices of ethnonationalism and identity politics, but ultimately by various acts and facets of violence.  相似文献

‘Results’, ‘value for money’, ‘effectiveness’ and similar buzzwords have become commonplace in development cooperation and peace building. The use of technical instruments such as project cycle management and evaluations is hardly questioned anymore: these are presented as a minor shift of focus to make current practice more effective. This paper argues that there is far more to this shift: a machinery of practices and institutions has been installed that removes political questions on development or peace from the political realm and places them under the rule of technical experts. Drawing on a Foucauldian understanding of discourse analysis, the paper analyses how this machinery prioritises gradual reform, subjugates other approaches to societal change and reproduces power/knowledge networks in both the global South and North. Based on ethnographic field research in Myanmar, it also explores discursive strategies of local actors and assesses how they are aiming to create spaces to challenge this machinery.  相似文献

Abstract

This study explores the emergence of the Afro-Indigenous food sovereignty movement in the context of a captured Honduran state and unequal political economy. In contrast with national-level research that has advocated a policy of food security in the context of non-indigenous campesino movements, this work explains how food sovereignty is more appropriate regarding Garifuna Hondurans. In a political economy that has precluded other options, and given the deep cultural relation that Garifuna activists have to land and autonomy, food sovereignty provides a possibility around which Indigenous development can be animated. It encapsulates a local ‘fight’ response to repression as an alternative to northern ‘flight’, often via migrant caravans, that many Garifuna have undertaken. This study shows how food sovereignty, more than being a technical policy set, is a discursive and material node through which dispossessed and especially indigenous populations can enhance decolonial power in the contestation of entrenched hegemonic and institutionalised power in a corrupt, unequal and colonised political economy.  相似文献

Abstract

Foreign policy making in India is typically viewed as highly centralised and dominated by the Prime Minister’s Office and bureaucracy. Yet in 2004, the Congress-Party-led United Progressive Alliance government launched a Composite Dialogue with Pakistan which included a place for Indian think tanks in the Kashmir dispute. We suggest that as India liberalised its economy amidst domestic political upheaval, think tanks were given greater access to domestic and foreign funding and adopted new roles in foreign policy making. In the case of the Kashmir conflict, peacebuilding think tanks were encouraged by the government to engage in cross-border activities that would build constituencies for peace with Pakistan and promote economic cooperation as an incentive for peace. While the government aimed to depoliticise the conflict, these think tanks used this opportunity to draw attention to marginalised perspectives and issues. Peacebuilding think tanks nonetheless faced significant challenges in shaping the peace process because of structural constraints regarding access to resources and lack of autonomy to further their agendas. This reflected resistance within the state to depoliticising a conflict that has long been India’s central national security issue.  相似文献

Abstract

This article interrogates the multifaceted political–economic networks entrenched within the multiple structures of the West Bank-based Palestinian Authority (PA). The main argument of this article is that crony capitalism is a defining feature of the PA’s relations with a handful of capitalists and business groups. The demonstration of this argument is exhibited through the large-scale public and private monopolistic practices in strategic sectors of the Palestinian economy, which function within the framework of Israel’s settler-colonial reality and the persistent patterns of international aid to the occupied West Bank. While acknowledging the existence of cronyism as a feature of the capitalist system in its diverse typologies, crony capitalism may be more pronounced in situations characterised by political uncertainty, whereby political–business collusion strategizes the expansion of neo-patrimonial networks and rent-seeking opportunities as a meta-mechanism for social control and political stabilisation. In the Occupied Palestinian Territories, crony capitalism was developed as part of the political allegiances and economic alliances that underpin the structures created by the Oslo process, which are fostered by Israeli policies and the international donor community to maintain the cohesiveness of the PA regime.  相似文献

Abstract

The global land rush and mainstream climate change narratives have broadened the ranks of state and social actors concerned about land issues, while strengthening those opposed to social justice-oriented land policies. This emerging configuration of social forces makes the need for deep social reforms through redistribution, recognition, restitution, regeneration and resistance – book-ended by the twin principles of ‘maximum land size’ (‘size ceiling’) and a ‘guaranteed minimum land access’ (‘size floor’) – both more compelling and urgent, and, at the same time, more difficult than ever before. The five deep social reforms of socially just land policy are necessarily intertwined. But the global land rush amidst deepening climate change calls attention to the linkages, especially between the pursuit of agrarian justice on the one hand and climate justice on the other. Here, the relationship is not without contradictions, and warrants increased attention as both unit of analysis and object of political action. Understanding and deepening agrarian justice imperatives in climate politics, and understanding and deepening climate justice imperatives in agrarian politics, is needed more than ever in the ongoing pursuit of alternatives.  相似文献
