Globalisation is bringing about changes in social hierarchies in the world capitalist system which traditional categories and frameworks in development studies and macro-sociologies are unable to capture. Under globalisation processes of uneven accumulation are unfolding in accordance with a social and not a national logic. The increasing subordination of the logic of geography to that of production and the rising disjuncture between the fortunes of social groups and of nation-states, among other processes, demand that we rethink development. The social configuration of space can no longer be conceived in the nation-state terms that development theories posit but rather as processes of uneven development denoted primarily by social group rather than territorial differentiation. Social polarisation, the fragmentation of national economies, and the select integration of social groups into transnational networks, suggest that development may be reconceived not as a national process, in which what 'develops' is a nation, but in terms of developed, underdeveloped and intermediate population groups occupying contradictory or unstable locations in a transnational environment. The shift to flexible accumulation worldwide and from an international to a global division of labour result in an increasing heterogeneity of labour markets in each locale. Labour market participation becomes a key determinant of new social hierarchies and of development conceived in social groups terms. Local and national labour markets are themselves increasingly transnationalised, part of a global labour market, in which differentiated participation determines social development. This article applies these propositions to a case study of Central America, examining the changing fortunes of one particular region under global capitalism and the lessons it offers for changing social hierarchies in the world capitalist system and for a renewal of the sociology of development.  相似文献

In recent years regional development disparities in the Czech Republic have been increasing, regional policy and regionalisation have moved up the national political agenda, and considerable regional development resources have become available through EU Structural Funds. The Czech Republic now has more than 18 institutions that describe themselves as Regional Development Agencies (RDAs), with a wide range of policy and practical experience and, in the present climate, they should now be poised to take on a key regional development role. However, their function and position in regional development networks is continually plagued by uncertainty, and they are struggling to fulfil the ‘ideal’ of what an RDA is and what it should do. This article asks why this is the case and examines how domestic and EU policy agendas and actors have influenced the role and function of RDAs in the Czech Republic. Whilst theories such as ‘new regionalism’ suggest that RDAs can lead integrated, bottom-up regional development actions, it is questionable whether Czech RDAs have the capacity to adapt to the type of role that proponents of this approach expect.  相似文献

Research on labour in global production networks has raised serious questions about the role played by labour contractors. This article uses a case study of automotive components production in north India to show how labour contractors assist firms to adapt to the rigours of competition in supply chains. We demonstrate that a regional contract labour system has enabled employers to keep wages low, increase firm flexibility, offload the burden of monitoring and controlling workers and undermine collective bargaining and trade union rights. These problems further expose serious weaknesses in the implementation and enforcement of labour laws in India.  相似文献

This article discusses the diffusion of a regulatory system against money-laundering in Southeast Asia. To this end, the article reconstructs how the Financial Action Task Force has securitised the issue of money-laundering into a global problem requiring a global solution and how this has spread to developing nations. The article seeks to demonstrate how these international norms and practices spread and are transformed into national law within Southeast Asia. The article further shows that these transformations reflect an increasing level of multilateral cooperation within the region and that this phenomena can be better understood as the articulation of a global expression of governmentality where a set of strategies and policing techniques emerges to effect control.  相似文献

In terms of regionalisation the Middle East appears to exemplify the region's status of being the 'exceptional' case, eternally out of step with history and immune to the trends affecting other parts of the world. This article will analyse whether recent trends of economic liberalisation might give an impulse to regionalisation. This is done by focusing on the 'double assignment' of the bourgeoisie: curbing state autonomy and acting as the 'championing social class' whose specific interests coincide with the prospect of a larger unified market. The article concludes that we can not expect Arab regional economic integration to be spurred on.  相似文献

The partnership principle in EU cohesion policy was introduced in order to involve subnational authorities and interest organizations in policy formulation and implementation. In this article we examine how the member states have reacted to this call for a new way of making public policy. We argue that the multi‐level governance literature and the critics of the multi‐level governance framework have not examined implementation structures properly, but have focused on regional influence. We conduct a comparative analysis of the Dutch and Danish implementations of the European Social Fund and the European Regional Development Fund. Our findings show that when examining implementation structures it becomes clear that member states are in full control of the re‐allocation of EU funds. They show that Denmark and The Netherlands have been able to absorb EU cohesion policy within already existing national implementation structures of labour market policies and regional development. One central theoretical implication of our study is that the focus of studies of any fundamental re‐allocation of power resources in cohesion studies should comprise the entire network of implementation rather than the strategies of its individual component actors.  相似文献

In the post-cold war era changes at the global, regional, national and local level are altering earlier ways of understanding and practising citizenship. In Mexico the decline of the state-guided national development project (1930s-70s) has been accompanied by the transformation of corporatist forms of political control. This article uses examples of recent biodiversity conflicts in the state of Chiapas to illustrate this process in terms of a struggle between competing models of 'market citizenship' and 'pluri-ethnic citizenship'. By focusing on the actions and demands of the Zapatista Army of National Liberation and other indigenous organisations, the article highlights how resistance to globalisation in the Lacandon rainforest of Chiapas is related to struggles for collective rights and a more inclusive form of democracy in Mexico. This also raises important questions regarding the future shape of national identities and the scope of democratic rights around the world in the post-cold war era.  相似文献

This article examines the intensification of Gambian girls’ domestic and farm labour contributions as a result of the introduction of double-shift schooling. Drawing on fieldwork among female farmers and their daughters in Brikama the article puts forth the following arguments: doubleshift schooling facilitates the intensification and increased appropriation of surplus value from girls’ household and farm labour because girls are more readily able to meet gendered labour obligations that are central to the moral economy of the household and to the demands of agrarian production; secondly, double-shift schooling highlights the paradoxical nature of development intervention where, on the one hand, legislation and policy call for a reduction in child labour by increasing access to school and, on the other, neo-liberal educational policy serves to facilitate the intensification of girls’ domestic and farm labour. This paper maintains that the intensification of girls’ workmust be placed within a wider context where children’s — particularly girls — cheap, flexible and/or unremunerated labour is central to the functioning of local and global processes of accumulation.  相似文献

Financial regional arrangements vary across countries and change over time. Until recently, most economists and political scientists took the European model of monetary integration as the yardstick to which all other regional financial arrangements had to measure up in this article. It is argued that the Euro crisis provides an opportunity for scholars to adopt a different perspective that does not interpret the variety of financial arrangements merely as economic deficiencies caused by the incapacity or unwillingness of regions to follow the European model. Instead, the comparative study of monetary and financial regionalism has to account for the different factors that shape variations. These go from different levels of economic development, over regional political and economic preferences to historical processes which shape the institutional context and the constellation of interests and social forces. Such an approach, which integrates economic and political science approaches, de-centres the Euro model and opens up a new understanding of the global diversity of regional monetary and financial cooperation, and their potential to cope with financial crises.  相似文献

Third party labour contractors are increasingly prevalent in global production networks (GPNs), and can provide a channel for new forms of unfree labour. Review of case study evidence from South African and UK horticulture suggests this often emerges off-site through labour intermediaries. Analytical approaches to labour in GPNs and value chains are examined. The article argues that labour contracting is driven by the commercial dynamics of global outsourcing. A ‘cascade system’ allows unscrupulous intermediaries to coerce vulnerable workers. We examine strategies of civil society alliances, and regulatory reform, and argue for extending liability of all commercial actors across global boundaries.  相似文献

This introduction identifies central traits of the contemporary labour situation in emergent economies of the global South, and situates the articles for the special section within this broader context. The focus is on the ways changes in labour produce reconfigurations of gender and power relations, and on how local models of gender shape new forms of labour and emerging labour markets. The object of study is thus the complexities different forms of capitalist integration pose in specific socio-historical localities and moments where people’s ‘work membership’ in society is becoming actualised in new ways.  相似文献

The contemporary global Aid for Trade (AfT) agenda emerged out of world trade negotiations and it could have profound implications for the future of development aid, depending on how it is interpreted. The European Union (EU) has recontextualised this global agenda to suit its own approach to trade and development; specifically a focus on regional integration, and free market but ‘pro-poor’ development models. AfT is ascribed a variety of purposes in EU texts and its use continues to adapt as the EU's trade and development policy evolves. Institutionally the AfT framework has not strongly affected EU processes, organisational structures or methodology. A study of the use of EU aid for regional integration reveals dissonance between its development relationship and its trade policies while a focus on pro-poor AfT reveals a lack of capacity. Overall, there are tensions not just between discourse and practice but between different discourses of the EU.  相似文献

Linking trade concessions to compliance with internationally recognised labour standards is referred to as a ‘social clause’. The social clause is usually depicted as causing division between the (rich) global North and the less-industrialised global South. This article shows, however, that there is diversity of opinion among the labour movements of the global South and that contemporary labour-intensive manufacturing pits countries of the South against one another. The article raises the possibility of a race to the bottom in labour standards, where workers cannot enjoy the fruits of growth because their employers and governments hold on to the competitive advantage of cheap labour. Consider competition between China and Mexico for the North American apparel market: despite enormous employment growth apparel workers have not enjoyed wage growth and their conditions are often appalling. The race to the bottom can be prevented by South–South agreement to honour labour standards.  相似文献

Government efforts to work more closely with businesses are increasingly seen as important, as we have moved from discussions about industrial policy to concerns about international competitiveness. However our ideas about these subjects suffer from a lack of a comparative perspective or an understanding of how different nations go about this process. The comparative study of national strategies to stimulate business or to upgrade a country's industrial portfolio can produce useful results. Writers with experience in the comparative administration field can make a contribution here, especially through their exploration of the relationship between bureaucracy and society, which sigficantly defines and constrains these strategic possibilties. To do this, comparative administration researchers will need to focus more specifically on business enterprises as well as public agencies involved in business development.  相似文献

This article presents an empirical analysis of the privatization process at Comhlucht Siuicre Eireann Teoranta (CSET), the Irish Sugar Company. The CSET privatization was significant in being the first in the modern Irish political context. It was also significant in that the primary momentum for the process was generated and sustained by strategic action at firm level. Yet, it was a transformation in which firm strategists were rarely in full control of events, and one that had national as well as organizational implications. The analysis suggests that even the most robust of firm-level models of change alone provides an inadequate guide to fully understanding such processes. It examines the case for viewing them through a more multi-level perspective.  相似文献

Climate change is rapidly becoming the defining feature of the Caribbean developmental landscape. Yet theoretical and practical responses to the issue have been somewhat limited, particularly in terms of the socio-economic and political dimensions. This article begins by tracing the dramatic impact that climate change presages for Caribbean development. It then moves on to an analysis of how the region is attempting to respond at the global, regional and national levels. We then question the significance of this for Pan-Caribbean development, before pointing the way to a nascent research agenda with the political economy of climate change at its heart.  相似文献

The aim of this article is to analyse the nexus of integration and disintegration processes in the post-Soviet space. On the one hand it considers ‘formal’ regionalism projects and the reasons for their inefficiency, and explores the real impetus behind the repeated attempts at top-down regional integration by post-Soviet elites. On the other hand, it analyses the bottom-up regionalisation of the post-Soviet space through the investment activity of Russian corporations, and demonstrates possible effects of this process for institutional development.  相似文献

This article is an attempt to explore the territoriality of languages in the context of ethno-national mobilizations. It maps the transnational interplay between linguistic spaces that overlap national frameworks. This makes it possible to scrutinize the horizontal and vertical differentiation processes that contribute to the definition of a distinctive literary field. In order to study these processes, we favor a strong empirical anchorage by referring to the notion of transnational historical space, defined as a configuration which covers both spatial and temporal dimensions, bringing territories into contact and linking various temporalities. Our case presents a large geographic space formed by Turkey, the Republic of Azerbaijan, and Iranian Azerbaijan. This unusual scale of analysis helps in understanding how ethnic entrepreneurs can capitalize symbolic resources in their strategies to make their ethnic idiom into a national language and to invest the political field with ethnonational claims.  相似文献

During the past three decades sport has assumed an ever greater role within the globalisation process and in the regeneration of national, regional and local identities in the postcolonial and global age. With much of global culture displayed by the media, events, particularly significant sporting ones such as the Olympic Games or the soccer World Cup, have become highly sought after commodities as developed countries, and increasingly some leading developing countries, move towards event-driven economies. In the process, however, many countries are left behind without the necessary infrastructure or visibility to compete successfully. Furthermore, the process of displaying a culture in the lead-up to an event and during the event itself has had to focus on ready-made markets, thus reinforcing stereotypes about a place and its people. This paper discusses the paradoxes and inequalities brought on by the sport-media-tourism complex that drives the emphasis on global sporting events.  相似文献
