The 1994 International Conference on Population and Development (ICPD) opened the dawn of a new era in discourse over population. A newfound consensus was reached between North and South which was not there during the two previous world population conferences in Bucharest and Mexico. While consensus was reached at the 1994 ICPD on the need for action, however, debate over population is far from settled. Causes of population growth, the links between population growth and economic development, and environmental degradation remain controversial topics. The authors analyze the basis of the ICPD consensus at the local, national, and global levels. They also compare the development discourse to the political discourse over population. Both discourses emphasize different aspects of a far more complex reality. The question is which discourse to choose as a basis for drawing policy recommendations. The emerging view on the way to Cairo was that consensus would be achieved on the basis of development discourse. Success on the action plan rests upon the belief that more contraceptives, more health services, and more schools will be enough to reduce fertility rates. The political discourse, however, is better than the development discourse as a basis for policy making because it stresses the need for integration rather than running the risk of exclusion. Alignment with Europe has been a popular foreign policy objective among post-socialist nations. In the Republic of Georgia, discourse surrounding the country’s Euro-Atlantic orientation surged in the decade after the 2003 Rose Revolution. While such discourse has been examined in the context of political reforms and national security goals, this article foregrounds how it was incorporated into alterations of the built environment. Focusing on the urban transformations of the city of Batumi after the rise to power of the United National Movement government, it demonstrates how architecture served as a tool for selectively rewriting Georgia’s contemporary European identity. This article concentrates on two parallel initiatives to transform Batumi into a contemporary European city: the reconstruction of portions of the Old City and the new development along the seaside boulevard. Using evidence collected through qualitative methods, it further highlights the contradictions that emerged during this process of redevelopment and rebranding, as the state balanced initiatives for new development with other post-revolutionary state-building objectives, such as political reform and tourism-market production. Accordingly, it unpacks the various national and international politico-economic forces at play in the process of developing Batumi into the image of a contemporary European city.  相似文献

This article reviews the development of post-war policy on the joint planning of health and social services for older people in the context of broader theoretical ideas about inter-organisational collaboration. It identifies the lack of organisational homogeneity and the absence of domain consensus across the health/social services boundary as the main obstacles to progress. However, the article hrther suggests that, if these problems are to be properly understood, the broader policy context within which joint planning took place must also be investigated. In this regard, the article suggests that central government's attempts to encourage joint planning since the 1960s have repeatedly been hampered by distrust among local agencies of its more general policy intentions in this area.  相似文献

From the perspective of conflict analysis the main feature of contemporary South Africa is the absence of political violence. Yet it would be naive to think that the new political context is blissful to the point that ethnic tensions or anxieties do not exist. Certainly, for some groups, South Africa is not a place where ethnicity is no longer significant or politically relevant. This article explores contemporary issues relevant to Afrikaner politics and ethnicity in terms of concerns which have been voiced by its political organ – the Freedom Front Plus. The research findings point to the incompleteness of the process of conflict transformation in the country and identify certain factors that have given rise to a mood of alienation among some Afrikaners. Political and cultural disenchantment is manifested in a desire for territorial separatism. By exploring the Afrikaner perspective as it is articulated by the party, this article provides insight into the problems that surround inter-group reconciliation and nation-building in the country.  相似文献

The conferences     
Each of the post-Soviet Central Asian states inherited both inefficient collectivized agricultural systems and an understanding of the nation rooted in categories defined by Soviet nationality policy. Despite the importance placed on territorial homelands in many contemporary understandings of nationalism, the divergent formal responses to these dual Soviet legacies have generally been studied in isolation from one another. However, there are conceptual reasons to expect more overlap in these responses than generally assumed; in this paper, we engage in a focused comparison of three post-Soviet Central Asian states (Kazakhstan, Kyrgyzstan, and Tajikistan) in order to investigate how nationalizing policies and discourse, land distribution, and ethnic tensions interact with each other over time. We reveal that the nationalizing discourses of the three states – despite promoting the titular groups vis-à-vis other groups – have had limited influence on the actual processes of land distribution. Furthermore, the Kyrgyzstani case challenges the assumption that the effect flows unidirectionally from nationalizing policies and discourse to land reform implementation; in this case, there is evidence that the disruption caused by farm reorganization generated grievances which were then articulated by some nationalistic political elites.  相似文献

Debate surrounds the relative importance of development aid and development policy in donor efforts to support international development. Likewise, the literature on UK development policy points to its putative stability and consistency over time. Both perspectives, however, underplay the political contention which characterises UK development policy and its variable effects. This article, therefore, examines UK development policy between 1997 and 2016 and the varying extent to which it gave rise to contentious politics over time. It explores three politically-significant periods in the context of UK development policy between 1997 and 2016: the first between 1997 and 2003, characterised, I argue, by political consensus and managed contention; a second between 2003 and 2010, characterised by transition and emerging political contention; and a third, between 2010 and 2016, characterised by contentious politics and political fracturing. I associate the first period with effective political vision and direction and the third with a significant erosion of both, to the detriment of UK development policy and its efficacy. In conclusion, I argue that UK development policy has been most effective when it has been underpinned by a clear and consensual political vision.  相似文献

This article sheds light on the Euro-Atlantic discourse in Georgia by situating it in a wider frame. It provides an analysis of its Euro-Atlantic orientation by presenting it as a continuation of past efforts to involve European powers in Georgian affairs and highlights changing trends in this aspect of contemporary foreign policy. Far from determining whether or not the Georgians are European, the different arguments that have been used to support Georgian “Europeanness” are evaluated to assess its role in the national identity construction process. Focusing primarily on the United National Movement government led by Mikheil Saakashvili, we demonstrate how the Euro-Atlantic discourse has been employed domestically by the political elite as a legitimacy management strategy and explore its function in seeking Western patronage, a key foreign policy goal.  相似文献

The contemporary global Aid for Trade (AfT) agenda emerged out of world trade negotiations and it could have profound implications for the future of development aid, depending on how it is interpreted. The European Union (EU) has recontextualised this global agenda to suit its own approach to trade and development; specifically a focus on regional integration, and free market but ‘pro-poor’ development models. AfT is ascribed a variety of purposes in EU texts and its use continues to adapt as the EU's trade and development policy evolves. Institutionally the AfT framework has not strongly affected EU processes, organisational structures or methodology. A study of the use of EU aid for regional integration reveals dissonance between its development relationship and its trade policies while a focus on pro-poor AfT reveals a lack of capacity. Overall, there are tensions not just between discourse and practice but between different discourses of the EU.  相似文献

This paper considers the role local government plays in the formation and effectiveness of local collaborative partnerships in ageing well. Collaborative processes are central to emerging models of local governance and have received considerable practical and theoretical consideration with respect to many policy domains. Such collaborations require local organisations and actors from various sectors to work together in partnerships and networks to achieve policy goals. This paper reports research from two collaborations in southeast Queensland municipalities, and shows that joint efforts between local government and community organisations pose challenges. These relate to the political context and specifically to the tensions between flexibility and coordination; and tensions between harnessing community resources and investing resources. We highlight the value of a framing role for local government to ensure that such governance models for local action on ageing realise a collaborative advantage. In particular, the findings highlight the need for local government to invest in these processes and build social infrastructure and assets in order to develop improved ways of facilitating collaborative governance.  相似文献

This article shows that resistance and a critical discourse continue in the arts, especially in visual art, in Russia under the present political conditions when free speech has been seriously circumscribed. When in May 2012 Vladimir Putin was reinstalled as president with a new authoritarian conservative agenda, it was expected that the situation for culture would change. This article addresses the question of whether a critical discourse survived in the arts under the new conditions. It presents the new political context for the arts, and provides examples of various artistic strategies of resistance/protest in Russian contemporary art by applying Jacques Ranciere’s concept of dissensus. The focus is on visual art, although references are also made to the world of theater. The first section presents the new official role given to culture and the new state cultural policy as components of a reactionary backlash against the reform policies under Mikhail Gorbachev and Boris Yeltsin, and describes conflicts around art and art productions that followed from the new state policy. A second section gives examples of dissensus in art today by presenting artworks by Piotr Pavlenskii, Arsenii Zhilyaev, Stas Shuripa, and Anna Titova.  相似文献

Starting from the empirical observation of high levels of absorption of EU cohesion funds but strikingly low levels of substantive change in regional cohesion, this essay offers a contextual analysis of regional development policies in Hungary. Based on theoretical frameworks dealing with Europeanisation, new regionalism and participative development, it explores the reasons for this observation by analysing the role of administrative and planning structures and of development discourses. The essay shows that the Europeanisation of regional development policy triggered several changes in the planning process and led to the partial inclusion of new actors. However, the main effect of this was a growing centralisation of development policy making. The essay explains this by pointing to the domestic political context and the historical foundations of regional development discourses of the conservative and leftist liberal parties. While there are overlaps between the discourses on both sides of the ideological divide, they are perceived as incompatible by political actors. Thus, it is argued that considerations of political power, rather than ideological nature, shape Hungarian regional and development policy and explain the incremental reform process.  相似文献

Can the European regulatory state be managed? The European Union (EU) and its member states have looked at better regulation as a possible answer to this difficult question. This emerging public policy presents challenges to scholars of public management and administrative reforms, but also opportunities. In this conceptual article, we start from the problems created by the value‐laden discourse used by policy‐makers in this area, and provide a definition and a framework that are suitable for empirical/explanatory research. We then show how public administration scholars could usefully bring better regulation into their research agendas. To be more specific, we situate better regulation in the context of the academic debates on the New Public Management, the political control of bureaucracies, evidence‐based policy, and the regulatory state in Europe.  相似文献

At the same time that comparative and international political scientists have been confronting the problems of analysing state behaviour under conditions of uncertainty, state-centred political scientists are attempting, somewhat belatedly, to deal with the increasing complexity and uncertainty which underpins modern governance. Yet despite similar research agendas these disciplines have continued to speak past each other. This article contends that policy transfer analysis can provide a context for integrating some key concerns of these disciplines. Further, we argue that the process of policy transfer should be examined through a structure and agency approach with three dimensions: global, international and transnational levels, the macro-level and the interorganizational level. This three-dimensional model employs the notion of a policy transfer network as a middle-range level of analysis which links a particular form of policy development (policy transfer), microdecision making in organizations, macrosystems and global, transnational and international systems. It is hoped that this approach will stimulate an empirical research agenda which will illuminate important policy developments in domestic and world politics.  相似文献

This paper documents the early evolution of UK organic food and farming policy networks and locates this empirical focus in a theoretical context concerned with understanding the contemporary policy-making process. While policy networks have emerged as a widely acknowledged empirical manifestation of governance, debate continues as to the concept's explanatory utility and usefulness in situations of network and policy transformation since, historically, policy networks have been applied to "static" circumstances. Recognizing this criticism, and in drawing on an interpretivist perspective, this paper sees policy networks as enacted by individual actors whose beliefs and actions construct the nature of the network. It seeks to make links between the characteristics of the policy network and the policy outcomes through the identification of discursively constructed "storylines" that form a tool for consensus building in networks. This study analyses the functioning of the organic policy networks through the discursive actions of policy-network actors.  相似文献

This article uses a comparative case study approach to relate policy outcomes in terms of family planning to the patterns of political forces observed in the 3 Maghrib states of Algeria, Morocco, and Tunisia. It is suggested that official support for a strong family planning program may be linked to recognition of the problem of low labor absorption and to concrete steps taken to counter the problem. The article discusses different vantage points for approaching the political context of family planning and distinguishes between the use of family planning as an instrument of social policy and as an instrument of economic policy. Ideological reasons for opposition to or support of family planning are then outlined. The colonial experience of the 3 states is differentiated and a chronological account of their family planning programs is provided. The political systems and leadership of the 3 countries are separately discussed in greater detail, after which the influence of elite groups on family planning programs and activities in each country is assessed. Developments in the 3 countries since 1978 are then sketched. The author concludes that the relative importance of policies toward employment and women's status in connection with support for family planning has probably varied over time, with economics playing a greater role in the 1970s. The activities of non-regime political actors were found to be very significant in formulation of population policies in Algeria and Morocco but less so in Tunisia.  相似文献

The Global Information Society (GIS) has in recent years been high on the political agenda of Western countries. These countries have been concerned with the development of Information Infrastructures in order to achieve the Information Society. In the West there has been a broad consensus about the framework in which the development of the GIS needs to take place. On both national and international levels a framework has to be established which supports competition, encourages private investment, supports flexible regulatory framework and allows for open access to networks. Recently this dominant scenario has been transposed as the appropriate scenario for the development of Information Infrastructures in the developing world. This article sets out to give an overview of GIS policy in a developmental context. It elaborates on recent policy initiatives in the area. At the international level it critically analyses changes in the communications industries and in the global economy. At the national level it critically analyses the assumptions of the dominant scenario and its proposed strategy for achieveing the GIS.  相似文献

The contemporary normalisation of discussing United States foreign policy in terms of imperialism and empire is of great interest to all scholars of international relations, and the purpose of the present article is to analyse this trend in terms of the broader context of the role of empire in international relations theorising. There is a deeper logic to the recognition of a truly imperial republic than just contemporary foreign policy, as the US as empire seems to convey a richer understanding and a deeper resonance of America's contemporary role. What is also striking are the ties between empire and globalisation, which are increasingly being recognised. The use of imperial language as a more general discourse questions the dominant assumptions in international relations concerning the state of anarchy in the international system, without abandoning the dynamics of power and coercion that are part and parcel of imperial relationships, which can help to convey a richer sense of the dynamics of the international realm.  相似文献

One of the flashpoints of post-socialist life has been the conflict between indigenous peoples and energy developers in the Russian Federation North. As a result of tensions over land and resources, multiple identities and political rivalries have been revealed. Such tensions spark the uncertainties that are not only a hallmark of post-socialism, but also hallmarks of post-colonial and post-welfare societies. The many levels of social interaction in ‘transition societies’ provide a challenge for anthropologists accustomed to focus refined ethnographic lenses at the nomadic camp, village or ‘ethnic’ level. This article covers conflicts of values and expectations for several Siberian groups regarding ecology, land and homeland, as well as cultural rights and revitalisation. Featured cases derive from West Siberia (Yamal and Khanty-Mansi okrug) as well as the Far East (Sakha Republic), and highlight the author's field experience in Siberia for over 25 years. Conclusions urge greater sensitivity to internal debates and trans-national comparisons as we struggle to define a range of analytical categories that both embrace and go beyond ‘post-socialist’ and ‘post-Soviet’ studies. In the process, dilemmas of advocacy are probed, as well as dilemmas of defining ‘homelands’ for indigenous peoples.  相似文献
