In December 1994, the United States, Canada, and Mexico agreed in principle to extend the North American Free Trade Agreement (NAFTA) to Chile at the Summit of the Americas. This paper examines Chile's accession to NAFTA with special reference to key issues in the negotiations. It discusses the rationale for extending NAFTA to Chile from the U.S. and Chilean perspectives. The study also examines how NAFTA negotiators may address issues such as trade and investment rules, technical standards, dispute settlement obligations, intellectual property rights, phase-in periods, and labor and environmental standards.  相似文献

In this article, we examine the responsiveness of Turkey's trade balance to devaluation accompanied by trade liberalisation. Our results show that the trade balance was responsive to changes in the exchange rate that were brought about by the economic reforms introduced in the 1980s, suggesting that exchange rate policy was able to create and maintain a satisfactory balance of trade position in the 1980s and early 1990s.  相似文献

The purpose of this highly speculative article is to assess a broad range of possible developments in Cuba over the next five to seven years that could directly and adversely affect U.S. interests. By definition, therefore, it does not provide equal treatment to more optimistic and, salubrious scenarios. A key assumption is that the Cuban economy will not sustain a strong rebound to high levels of growth. Specific observations about how security challenges might impact certain U.S. government activities are also included according to the article’s terms of reference. No attempt is made to assign numerical or other probabilities to the counterfactual cases discussed. Finally, the future time frame examined includes treatments of a continuation of Fidel Castro's regime as well as the emergence of one or more successor governments. Brian Latell has been teaching courses on Cuba and Latin America at, Georgetown University for the past twenty-one years. He has written and lectured on Cuba, Mexico, and U.S. Foreign Intelligence Issues. In 1998 he co-editedEye in the Sky: The Story of the Corona Spy Satellites, published by the Smithsonian Press. He served as National Intelligence Officer for Latin America at the National Intelligence Council between 1990–1994. From 1994–1998 he was Director of the Center for the Study of Intelligence at CIA and chaired the Editorial Board ofStudies In Intelligence. This article explores the impact of the drug trade on security and stability in Tajikistan. In order to capture the multifaceted nature of this relationship, the effects on territory, population, state institutions, and the idea of the state are examined. The types of threats affecting these components of the state are discussed. These include societal security in the form of addiction and drug-related diseases; the military threat, most notably manifested by the merger of crime and terror; economic and political threats resulting from a criminalised economic and political system; and the relationship between the drug trade and the legitimacy of the state.  相似文献

Brain drain has become a growing problem in China’s overseas education, especially since the Tiananmen incident of June 1989. Many students have found it more difficult to adjust to the home environment. Some are afraid they would be punished for political reasons if they went home. Some use the issue as an opportunity to seek permanent overseas residence. Beijing is facing various difficulties in coping with the brain drain problem. Restrictions always anger students abroad. Family members often discourage students from returning. Incentives to attract students to return are inadequate. Most important, after Tiananmen Western governments refused to cooperate with Beijing and allowed Chinese students to stay. Concerned with the brain drain, Beijing is reconsidering its policy on foreign study. Of the policy alternatives, a continuation of the open policy appears to remain optimal, though some adjustments are necessary. In addition, several technical solutions to the brain drain problem are worth considering. Dr. Chang is professor of political science and director of the Center for East Asian Studies at the Pennsylvania State University. Dr. Deng is a research associate of the Center. The regulatory regionalism approach has increasingly claimed that a new mode of regional governance is emerging globally. Regional policy regimes, developed in broad social and economic territorial areas, affect the internal transformation of the state. The authors plan to provide comprehensive empirical evidence about the emergence of worldwide regulatory regionalism by identifying how regulatory agencies have diffused very successfully within the regional level in recent decades. The paper aims to identify, using an original methodological design, the ways in which such diffusion of agencies occurred, as this may have theoretical relevance for the study of regulatory regionalism. The authors' hypothesis suggests that transnational political interactions in each regional cluster triggered agency diffusion, contributing to the development of the regulatory state within the countries of each region. To test this hypothesis, the authors employed a data set of regulatory agencies including the OECD (Organisation for Economic Co-operation and Development), and most Asian and Latin American countries (+59) from 1950 to 2007, for 15 sectors related to finance, risks, utility and competition. Bayesian data analysis was used to estimate the parameters of interest.  相似文献

Fair trade coffee sales have boomed since the late 1980s, making it one of the most recognised forms of ‘ethical consumerism’ in the world. Around the same time exports of lower quality coffee beans from Vietnam also boomed, launching Vietnam from an insignificant coffee exporter to the world’s second largest with historically unprecedented speed. These disparate projects have had significant impacts on thousands of farmers – with Vietnam’s new class of coffee producers representing three and a half times the number of coffee families certified by fair trade. Northern actors, however, have given far more public and positive attention to fair trade. This article will argue that this difference does not stem from a strictly objective appraisal of the relative merits and shortcomings of each project, but from the compatibility of fair trade with ‘free trade’ and its emotionally charged ideological fantasies. This includes unconscious beliefs and desires around individualism, voluntarism, democracy and the affirmation of the exaggerated power of Northern consumers – as opposed to the Southern agency and complicated collective action implied by Vietnamese coffee statecraft.  相似文献

This paper argues that whether developing countries will be able to protect their plant genetic resources and the right of local communities to control and enjoy the benefits of their traditional knowledge will be determined both by policies adopted by the World Trade Organization ( wto ) and by the domestic policies these nations implement within their respective countries. Drawing on empirical data from a survey of various stakeholders on the issue of 'patenting of life forms', we argue that developing countries must unite behind the demand for a minimum wto standard that recognises and upholds the principle of 'prior informed consent'. 1 The paper also presents a number of domestic policy options available to developing countries to protect their key social, cultural and economic rights with regard to the patentability of life forms.  相似文献

A recursive model of exports and imports of manufactures, in which imports depend in part on exports, is estimated using data for a cross‐section of 17,053 industrial firms. In this sample, 652 firms are foreign‐owned. Explanatory variables include firm size, skill intensity, advertising and other variables in addition to foreign ownership. Foreign ownership has a large, independent effect on both export performance and import propensities, but foreign ownership in itself explains little of the relatively low export/import ratios registered by affiliates of transnationals.  相似文献

An increasing number of children are actively participating in armed groups, drawing attention to the issue of child soldiering from both international humanitarian organisations and the academic community. Despite this interest, there is a lack of explicit attempts to bring the insights of these two arenas together. More specifically the theoretical issues raised by the scholarly community have not been incorporated into disarmament, demobilisation, and reintegration (DDR) practices. This article combines these two arenas to show that questions related to age, gender, agency and the recruitment of child soldiers in particular have not yet been resolved, leading to problems in the implementation of child-centred DDR programmes.  相似文献

Despite the long-standing normative assumption that, for individuals in transitional states, exposure to Western media cultivates stronger attachments to Western political and economic values, the evidence presented here suggests otherwise. Using mass public survey data from the mid-1990s in five Central and Eastern European countries, this article demonstrates a general lack of support for international media’s positive contributions to individuals’ democratic attitudes and preferences for market economies. This finding is particularly unexpected because the countries under investigation represent ideal cases based on their proximity to Western democracies and international (Western) media sources’ capacities for extensive transnational media penetration into the region. Yet this failure to find persuasive evidence of the influence of international media diffusion on the development of Western political values sharpens our understanding of the process of political socialization in democratizing countries by eliminating an assumed source and is thus relevant to students of democratization, international development, and mass media.

Since the early 2000s, both US and EU Preferential Trade Agreements (PTAs) include social standards that aim to protect workers and the environment. However, the US and the EU have chosen fundamental different approaches for the enforcement of these clauses. While the US pursues a sanction-based approach, the EU solely relies on dialogue and cooperation mechanisms. Hence, to the surprise of many, social standards in U.S PTAs appear to be stricter than the ones in EU PTAs. Why do the two biggest trade powers of the world handle social clauses in PTAs so differently? In this paper, I argue that disparities in domestic politics account for their different strategies towards social standards. Drawing on the principal-agent literature, the paper analyses the PTA negotiations of the US and the EU with Peru and Colombia.  相似文献
