This introduction reviews the contributions this collection of articles makes to understanding migration, social reproduction and social protection. Migration necessarily involves reconfigurations of family relations and these entail changes in the patterning of social (in)security. Our expansive interpretation of the concepts of social reproduction and social protection situate the reorganisation of gendered family lives as integral to the migration–development nexus. Life-course thinking informs analysis of how migrants ‘do family’ and what this means for gender, identity and (in)security. The collection explores how ‘care deficits’ are managed, both discursively through the negotiation of gendered ideologies about gender identity and the family, and through the everyday practice of social reproduction. The resulting reorganisation of social security involves taking on new risks and vulnerabilities for migrants and their families. For both internal and international migrants the challenges involved in securing social reproduction are powerfully shaped by welfare and migratory regimes and raise important questions about the relationship between social protection and broader social policy and citizenship issues.  相似文献

This article considers the role(s) of county councillors in the context of the contemporary reform agenda. This study incorporates an analysis of the relevant academic literature, however the conclusions are based on interviews with county councillors in Devon. The responses are used to draw a distinction between community focused and more traditional members. In addition, conclusions are drawn about the extent to which their behaviour matched the government's notion of the model councillor under the reformed political management structures.  相似文献

This article intends to unveil some of the main theoretical backgrounds and current tendencies of environmental sociology in Brazil. But we are mainly interested in providing a historical reconstruction of the societal internalization of environmental concerns in Brazil, on both state and civic levels, with an emphasis on the transformations that took place over the 1970–1990s period. We argue that environmental civil associations do not find either a legal idiom or public forums by means of which they could turn their demands and moral concerns into a binding juridical code. This is so because, on the one hand, their moral concerns, even when based on de-traditionalized and abstract principles, are not paralleled with an autonomous legal framework, strong enough to set limits to the functioning of both the political-administrative apparatus as well as to economic actors. As we contend, this helps to explain why the environmental legislation in Brazil is rhetorically manipulated on a regular basis—and, hence, set aside whenever it contradicts other priorities. On the other hand, environmental concerns have always met with difficulties to become a priority in the Brazilian polity. Ultimately, our main goal is to carry out a critical consideration of the theoretical links that are widely set in the field of sociological theory between environmental concerns and modernity.  相似文献

This article explores issues of citizenship and belonging associated with post-Soviet Kazakhstan’s repatriation programme. Beginning in 1991, Kazakhstan financed the resettlement of over 944,000 diasporic Kazakhs from nearly a dozen countries, including Mongolia, and encouraged repatriates to become naturalised citizens. Using the concept of ‘privileged exclusion’, this article argues that repatriated Kazakhs from Mongolia belong due to their knowledge of Kazakh language and traditions yet, at the same time, do not belong due to their lack of linguistic fluency in Russian, the absence of a shared Soviet experience, and limited comfort with the ‘cosmopolitan’ lifestyle that characterises the new elite in this post-Soviet context.  相似文献

This special issue investigates contemporary transformations of Islam in the post-Communist Balkans. We put forward the concept of localized Islam as an analytical lens that aptly captures the input of various interpreting agents, competing narratives, and choices of faith. By adopting an agent-based approach that is sensitive to relevant actors’ choices and the contexts where they operate, we explore how various groups negotiate and ultimately localize the grand Islamic tradition, depending on where they are situated along the hierarchy of power. Specifically, we outline three sets of actors and narratives related to revival of Islamic faith: (1) political elites, mainstream intellectuals, and religious hierarchies often unite in safeguarding a nation-centric understanding of religion, (2) foreign networks and missionaries make use of open channels of communication to propagate their specific interpretations and agendas, and (3) lay believers tend to choose among different offers and rally around the living dimension of religious practice. Contributions in this issue bring ample evidence of multiple actors’ strategies, related perspectives, and contingent choices of being a Muslim. Case studies include political debates on mosque construction in Athens; political narratives that underpin the construction of the museum of the father of Ataturk in Western Macedonia; politicians’ and imams’ competing interpretations of the Syrian war in Kosovo, Macedonia, and Albania; the emergence of practice communities that perform Muslim identity in Bulgaria; the particular codes of sharia dating in post-war Sarajevo; and veneration of saints among Muslim Roma in different urban areas in the Balkans.  相似文献

Abstract

This paper revisits the idea of Muslim Marxism, as espoused through the life and work of the Tatar Muslim and Bolshevik intellectual and revolutionary Mir-Said Sultan-Galiev (1892–1940). I argue that Sultan-Galiev’s oeuvre – a unique synthesis of Marxist, Muslim modernist, anti-colonial and Third World praxis – represents a path-breaking take on Muslim selfhood and practices of belonging.  相似文献

As stereotypes strongly influence social interactions, this study explores the stereotypical associations regarding public servants, and about various professions in the public sector as well as the for-profit and nonprofit sectors. This leads to a better understanding of the theoretical and practical challenges, such as citizen behaviour towards public servants, attractiveness of and political decisions about public service jobs. With a mixed-method analysis of cognitive associations (7,470 associations by 415 respondents for 12 professions), the defining epithets of public servants are clarified, along with their positive or negative connotation. Despite the strongest associations for public servants being positive (caring, helpful and dedicated), as an overall category, it has a less positive connotation compared to some specific professions typical in the public sector (nurse, firefighter and police). However, cognitive associations are substantially more positive for public servants compared to politicians, lawyers and salesmen.  相似文献

Imaginaries of 'terrorism' and 'Arab mind' backwardness can be seen as closely connected: the latter explains the former as irrational--violence thus becomes the product of backward cultures. I regard this way of representing the violence of peripheralised peoples as a specific expression of symbolic violence: new barbarism. The 'new barbarism' thesis implies explanations of political violence that omit political and economic interests and contexts when describing violence, and presents violence as a result of traits embedded in local cultures. New barbarism and neo-Orientalist imaginaries may serve as hegemonic strategies when the production of enemy imaginaries contributes to legitimise continuous colonial economic or political projects, as can be witnessed in the Israeli-Palestinian conflict.  相似文献

The Higher Education Funding Councils (HEFCs) were established to implement a devolved higher education funding policy. Over the 1990s, HEFC funding methods evolved to reflect government aims of expanding student places and reducing unit costs, while increasing equity, access and competition as well as teaching and research quality. This analysis tests the achievement of Funding Council methods and resulting block grant allocations against these goals. While research funding became more influenced by Research Assessment Exercise scores, student numbers continued to be a main force in the allocation of teaching grants. Despite variations in allocations between regions and institutional types, HEFC funding methods reinforced research and teaching funding differences between institutions.  相似文献

The official and unofficial Commonwealths have rarely been treated as inter- or non-state organisations, partnerships or epistemic communities contributing to global development and governance. This article seeks to rectify this oversight, especially in an emerging world 'order' characterised by unilateralism rather than multilateralism. After more than a half-century, both types of (interrelated) Commonwealth communities have emerged as invaluable, albeit second-order, adjuncts to global institutions, civil societies and private corporations. Their undramatic yet helpful characteristics as established, empathetic networks may be more needed to advance global development and governance in the new century than in recent decades, with implications for both analysis and practice, approaches and policies.  相似文献

This paper critically examines the recent reinventing government movement from an institutional perspective, focusing on principal-agent problems in management and political contexts of public agencies. Based on this perspective, it analyzes the problems and prospects of the National Performance Review in the United States and suggests that an institutional perspective can prove useful in redesigning government--not by achieving a single set of insights common to all contexts, but rather by focusing attention to particular situations and institutional contexts.  相似文献

ABSTRACT

Between merit principles and social contacts, how they facilitate individuals to obtain a government job in the United States remains unsettled. Based on a survey administered via Amazon Mturk, this study finds that merit-based selection constitutes the most significant means to obtain public jobs, particularly so in state and local governments despite of sizeable respondents claiming other venues. The use of social contacts, including both strong and weak ties, shows little advantage on obtaining public employment but proves significant in private organizations. Controlling individuals’ previous job obtaining experience, the study contends that variations on job obtaining methods can be reasonably attributable to institutional distinctiveness that features different rules, procedures and regulations. Merit principles are kept alive in governments, though challenges persist, particularly so in federal government. The study ends up with a discussion of research findings and their implications in HR practices.  相似文献

This article aims to add a new line of research to the post-development school of thought. Drawing on the many evident yet rarely noticed parallels between post-development and (post-)anarchism, I develop an understanding of ‘anarchistic post-development’ as a politics based on what French philosopher Jacques Rancière calls ‘the presupposition of equality’. I further connect this with Arturo Escobar and Marisol De la Cadena’s concept of political ontology, suggesting that we can make sense of and analyse both contemporary ‘Development’ projects as well as anarchistic post-developmental ‘alternatives to Development’ through the lens of what I call ‘the ontological politics of (in-)equality’. To substantiate my points, I will draw on the recent case of a Mâori tribe who won a historical legal battle to declare the Whanganui River a living entity.  相似文献

This article examines Hamas as a test case for the struggle within Islam between two rival ideological streams: wasatiyya, whose principles were formulated by Sheikh Yusuf al-Qaradawi (b. 1926), and Salafi-jihadism, which is the wellspring of global jihad. Hamas is a wasati movement, and its wasati principles serve as the basis for its polemic with Salafi-jihadists, who accuse both it and al-Qaradawi of heresy. The article also shows how the principles of wasatiyya afford Hamas flexibility and allow it to adopt pragmatic positions by distinguishing between immutable long-term goals and flexible means of pursuing them. Hamas translates the principles of wasati jurisprudence into practical political and military ones.  相似文献

This study surveys recruitment and selection practices, focusing upon North Carolina municipal governments. Sources and methods of recruitment, qualifications tested for, and criteria and screening methods used are examined. In addition, the effect of city and organizational size as well as that of governmental structure on these personnel practices are studied.

In general, the use of personnel practices is linked to both increased municipal population and the number of public employees. Certain basic techniques (e.g. local advertisement of vacancies, the use of training and education as selection criteria, reference checks, background investigations, and pre-employment interviews) are widespread. However, other personnel techniques associated with objective recruitment and selection (e.g., special recruitment requests to minority, women's, and professional organizations and formal tests) have but limited use. The comparison of job duties with candidate skills along with the use of standard questions as guides for interviews while receiving moderate use merit more.

Clearly, there are a number of techniques that only begin to be used extensively when cities exceed a certain threshold (10,000+ population; 100+ employees). The presence of a city manager (in council-manager municipalities) or a town administrator (in mayor-council municipalities) also appears to foster a more professional approach to personnel management. Throughout this study the presence of a town administrator increased the usage of individual techniques; in a number of instances two-, three-, and even four-fold increases are noted.  相似文献

The focus of this case study was on citizen participation in solid waste policymaking in Spokane, Washington. It was predicated on the idea that there is a need for government to develop more workable and meaningful approaches to facilitating citizen participation in public policymaking. The formulation and implementation of solid waste management policy in Spokane proved to be a technological and democratic trial for the community. The research used three models of citizen participant styles - coopted, prudent, and confrontive - as it examined the views of citizen group leaders, city and county administrative staff, and elected officials involved in this policy dispute with regard to: 1) the purposes of citizen participation, 2) the desirability of citizen participation, 3 ) the impacts of citizen participation, 4) the most effective approaches for citizen participation, and 5) the levels of satisfaction associated with various approaches to citizen participation.  相似文献
