Abstract

The goal of this article is to outline an indigenous form of social ecology offered as an alternative development model. Based on the normative system of the Orang Asli (Malaysian Aborigines), this model is characterised by various social, cultural and ecological ideas and practices undergirding the interconnected conditions of equality, sustainability and peace, which engenders a better life for all within the community. I contend that this model will provide lessons on how we might develop a normative paradigm to serve as an alternative to the current ecological and socially unsustainable mainstream and neoliberal development policy and practice, obsessed with the attainment of economic growth and greater market integration.  相似文献

Through a comparison of protracted domestic conflicts in Liberia and Mozambique this paper evaluates several standard explanations regarding the roles of leaders, third parties and domestic social forces in resolving or continuing civil wars in Africa. The paper finds that no single account of how peace is achieved is sufficient to explain the continuance of violence in Liberia and the successful attainment of peace in Mozambique. Rather, an explanation that can accommodate the divergent outcomes of conflict in the two countries must combine insights from elite, structuralist and agency‐based approaches. Furthermore, the paper addresses the ways in which the construction of social organisations, particularly women's groups, during wartime affects the direction of donor funding and the shape of reconstruction efforts after the peace is signed. We illustrate our argument by examining the efforts of leaders, third parties and local actors, particularly women, to perpetuate violence or to bring about peace in Liberia and Mozambique, and the gendered contexts in which donor aid is distributed in the postwar period.  相似文献

Confusion between the idea of development as purposeful intervention and development as outcome has been addressed by efforts to distinguish ‘intentional’ from ‘immanent’ development, and the distinction between ‘big D’ development as Western post- World War Two modernisation in the Global South, and ‘little d’ as the creation of winners and losers within unfolding capitalist change. As a heuristic device this distinction has been put to a variety of uses within development studies, but it has rarely been subjected to further scrutiny. This paper asks (1) whether the distinction remains coherent or risks being stretched too far, and (2) whether it remains relevant within the changing landscape of twenty-first century development. It first traces the historical evolution of the distinction, and then presents an exploratory case study of Bangladesh’s garment sector in order to analyse the relationship between the two kinds of development empirically, identifying a number of contradictions and ambiguities. It finds that while the ‘D/d’ distinction remains useful at a general level, further conceptualisation is now needed, and its relevance may fade as the significance of Western aid declines.  相似文献

This paper takes issue with global justice theory, seeing it as a ‘global–local’ in which the perspectives and demands of post-Kantian Western liberalism silence ways of being in the world that move beyond a narrowly circumscribed definition of ‘reasonableness’. Taking its cue from critics of dominant liberal conceptions of the self, such as Spivak, Deleuze and Freire, the paper examines the impact of epistemological diversity and the radical ‘otherness’ of indigenous, peasant and marginal epistemologies on how Western intellectuals might think about global justice. We look at a number of examples of indigenous and marginal resistance to injustice in the global system, including the West Papuan and Zapatista movements, and conclude that the goals of such movements cannot be encapsulated in distributive or juridical terms. An alternative theorisation of global justice might, contra global justice theory, insist on a dialogical, contingent basis for discussing justice, whether local or global.  相似文献

We investigate how revenue diversification affects tax burden in major U.S cities as it interacts with fiscal balance reported in the general fund over the economic cycle. We find that more diversified cities have higher tax burdens, and that this effect is strengthened when cities maintain a large surplus in the general fund. We also test models of revenue diversification's impact on tax burden using data from 1995 to 2010, separated into good fiscal years (1995-2001, 2004-2007, 2010) and bad fiscal years (2002-2003, 2008-2009). Model estimates show that greater revenue diversification leads to higher tax burden in bad fiscal years but this outcome is not found in good fiscal years. Cities seek greater revenue diversification when they are experiencing economic recessions. This study contains important implications for local financial management and contributes to the literature on revenue diversification and tax burden.  相似文献

Abstract

The aim of this research was to find out what the most popular films among the Akan in southeast Amsterdam (The Netherlands) are and how these films are used by this West African diaspora in the formation of a new religious identity after their migration to Europe. The outcome of this research is that the most popular films among the Akan are those with Pentecostal-Charismatic proselytizing messages. The Akan use these films to create an ‘imagined diasporic community’ to remain culturally connected to West Africa. The second most popular films are those of an Akan indigenous religious nature. However, because the name of these films does not fit with the newly acquired European Christian identity of the Akan people in the diaspora, they have slightly changed the name of these movies to ‘cultural films’ in order to overcome the contradiction between over three centuries of ‘Akan spirits of migration’ to Europe with the recent ‘migration of spirits’ via Ghanaian films.  相似文献

Abstract

For decades, mass out migration has remained a defining characteristic of Eritrea. The country's first major refugee crisis occurred in the early 1980s, in the midst of its liberation movement. Upon gaining resettlement in the industrialized world, Eritreans overwhelming continued their support of the liberation war, both financially and politically. Since independence, the ruling government adopted strong measures to ensure the diaspora's continued political and economic engagement. We examine the Eritrean party-state's changing relationship with members of its dispersed population focusing on the evolution of an expatriate tax (2 percent Income Tax on Eritreans Working Abroad) levied on all emigrant Eritreans. Building on work that argues for recognizing the social and political dimensions of money sent ‘home’, this paper makes two contributions. First, we use an historical perspective to show how contextual changes can significantly shift the meanings of remittances, in this case from a voluntary patriotic remittance sent to the liberating government, to a coerced tax. Second, we bring the remittance-tax into the literature on remittances and development, expanding the types of income transfers under consideration. Attention is drawn to the party-state's articulation of the 2 percent Tax policy as a national development imperative and the various transnational governance mechanisms employed to coerce compliance. Citizenship serves as a lens for examining the state's instrumentalization and politicization of the diaspora's engagement with the Eritrean nation.  相似文献

The three-sector model—encompassing the private, public and non-governmental or ‘third’ sectors—is important to much of the research that is undertaken on development policy. While it may be analytically convenient to separate the three sectors, the realities are more complex. Non-governmental actors and government/public sector agencies are linked in potentially important (though often far from visible) ways via personal relationships, resource flows and informal transactions. This paper seeks to understand these links by studying the ‘life-work histories’ of individuals who have operated in both the government and third sector. Two main types of such boundary crossing are identified: ‘consecutive’, in which a person moves from one sector to the other in order to take up a new position, and ‘extensive’, in which a person is simultaneously active in both sectors. Drawing on a set of recently collected life-work history data, the paper explores the diversity of this phenomenon in three countries. It examines the reasons for cross-over, analyses the experiences of some of those involved, and explores the implications for better understanding the boundaries, both conceptual and tangible, that both separate and link government and third sector in these different institutional contexts.  相似文献

The labelling career of the Lebanese armed group and political party Hizbullah is an interesting case with which to investigate the epistemological consequences of the politics of naming. Having found itself since its inception in the mid-1980s on the receiving end of mainly US and Israeli policy makers' and analysts' scorn for being an archetypical terrorist organisation, Hizbullah has been surprisingly successful in achieving its stated aims and in enduring the verbal and military onslaught against it. Although it is not the intention here to reduce explanations for Hizbullah's durability to discursive politics, this article suggests that both the labelling of Hizbullah as terrorist and, conversely, its identification as a ‘lebanonised’ political force that is about to make its conversion into an unarmed political party are misleading and incapable of grasping this organisation's complexities. In fact, both ‘terrorist’ and ‘lebanonised’ labels produce a quality of knowledge inferior to that produced by Hizbullah's own conceptualisation of its enemies. But most importantly, the debate on Hizbullah's alleged terrorist nature has obscured several of its traits that many should register before passing judgement on it. Our analysis shows that the variety of institutions Hizbullah has been carefully elaborating and readapting over the past two decades in Lebanon operate today as a holistic and integrated network which produce sets of values and meanings embedded in an interrelated religious and political framework—that of the wilayat al-faqih. These meanings are disseminated on a daily basis among Shi'a constituencies through the party's institutionalised networks and serve to mobilise them into ‘the society of the Resistance’ (mujtamaa’ al-muqawama), which is the foundation of the hala al-islamiyya (Islamic sphere) in Lebanon. Accordingly, any prospect of Hizbullah's transformation away from armed ‘resistance’ should be firmly placed in an analysis of its hegemony among the Shi'a of Lebanon and of the tools it uses to acquire and sustain this status.  相似文献

The ‘girl effect’ – the idea that investment in the skills and labour of young women is the key to stimulating economic growth and reducing poverty in the global South – has recently become a key development strategy of the World Bank, the imf, usaid and dfid, in partnership with corporations such as Nike and Goldman Sachs. This paper examines the logic of this discourse and its stance towards kinship in the global South, situating it within the broader rise of ‘gender equality’ and ‘women’s empowerment’ as development objectives over the past two decades. Empowerment discourse, and the ‘capability’ approach on which it is based, has become popular because it taps into ideals of individual freedom that are central to the Western liberal tradition. But this project shifts attention away from more substantive drivers of poverty – structural adjustment, debt, tax evasion, labour exploitation, financial crisis, etc – as it casts blame for underdevelopment on local forms of personhood and kinship. As a result, women and girls are made to bear the responsibility for bootstrapping themselves out of poverty that is caused by external institutions – and often the very ones that purport to save them.  相似文献

The contemporary normalisation of discussing United States foreign policy in terms of imperialism and empire is of great interest to all scholars of international relations, and the purpose of the present article is to analyse this trend in terms of the broader context of the role of empire in international relations theorising. There is a deeper logic to the recognition of a truly imperial republic than just contemporary foreign policy, as the US as empire seems to convey a richer understanding and a deeper resonance of America's contemporary role. What is also striking are the ties between empire and globalisation, which are increasingly being recognised. The use of imperial language as a more general discourse questions the dominant assumptions in international relations concerning the state of anarchy in the international system, without abandoning the dynamics of power and coercion that are part and parcel of imperial relationships, which can help to convey a richer sense of the dynamics of the international realm.  相似文献

This paper examines the validity of the ‘uneconomic culture’ thesis. A common assertion is that livestock have limited commercial value to the African, being accumulated mainly for social reasons. Two hypotheses are tested: (1) livestock accumulation can be profitable to the individual even if society incurs losses by such behaviour and (2) livestock purchases are the African's best investment opportunity. Support of the first hypothesis is found by indicating that the property system leads to divergences between private and social benefits. Support of the second hypothesis is indicated by calculating the present value of cattle in farming.  相似文献

The rise of authoritarian great powers has raised questions about the dominance of the liberal democratic model and has led to a perception that the relative balance between democracy and authoritarianism is shifting. Consequently, there is increasing interest in and concerns about the diffusion of alternative ‘models’ of political and economic development. Given that China's impressive economic development has led to growing military strength and geopolitical prestige, evaluating perceptions of the legitimacy, effectiveness, and applicability of that country's model of ‘illiberal capitalism’ is a good place to start. This paper evaluates whether the ‘China Model’ or ‘Beijing Consensus' is gaining traction internationally through a content analysis of eight years of US and non-US media sources. It finds that concerns about the beginnings of an anti-democratic ‘reverse wave’ are exaggerated and that at the present time there does not appear to be a decisive shift in favour of a model of authoritarian-capitalism.  相似文献

In Peru, textiles have increasingly become contested as commodities and objects of consumption, especially following the free trade agreement between Peru and China, signed in 2009, which accommodates increased importation of Chinese textiles. This article discusses how local intermediaries, often women who have found a livelihood working with the importation and vending of textiles, are affected by increased border regulations and competition from over-seas, more formalised forms of importation. Reflecting on enactments of femininities and the social and spatial embeddedness of trade in the border areas, the article discusses the multifaceted and gendered implications of a de-localisation of commodity flows.  相似文献

Abstract

It has become common to try and increase the effectiveness of microfinance programmes by adding supplementary services to the financial product. However, the added value accruing from this ‘credit-plus’ approach has been little analysed. We hypothesise that the extent of added value from credit-plus depends on the ability of the credit supplier to cultivate trust, or social capital, amongst clients. Applying difference-in-difference estimation, we exploit a natural experiment of two ‘credit-plus’ programmes in Mexico. The findings suggest that credit-plus is not universally effective, but that it is at its most effective, especially with low-income groups, where ‘bonding’ (within-group) social capital exists.  相似文献

This article develops a critical analysis of the Slum Upgrading Facility, a new initiative of UN-Habitat which seeks to improve conditions for residents of slums in Africa and elsewhere. The analysis highlights the neoliberal principles underpinning this initiative, and especially the vision of slum improvement by means of financialisation. The article argues that it is necessary and important to recognise the politics of international urban development and housing, which has since the 1970s increasingly emphasised neoliberal principles of private property and market institutions. The novel ambition of financialisation must also be situated in relation to historical transformations of housing finance in Anglo-American capitalism over the past three decades. After situating the ideological principles underpinning the Slum Upgrading Facility in these longer and broader global trajectories of international policy, the final section returns to the present to examine other initiatives currently being pursued alongside slum upgrading: the active promotion of mortgage markets in Africa.  相似文献
