The objective of this paper is to determine the effects of farm tractorisation on output and human labour employment on Punjab farms in India. The residts seem to suggest that, this far, the use of tractors has resulted in higher output and more employment. The authors believe that the threat from farm tractorisation is not all that great; the use of tractors is likely to be confined to certain areas only, and there too, any displacement of labour should be possible to control through appropriate public policies. 相似文献

Globalisation is bringing about changes in social hierarchies in the world capitalist system which traditional categories and frameworks in development studies and macro-sociologies are unable to capture. Under globalisation processes of uneven accumulation are unfolding in accordance with a social and not a national logic. The increasing subordination of the logic of geography to that of production and the rising disjuncture between the fortunes of social groups and of nation-states, among other processes, demand that we rethink development. The social configuration of space can no longer be conceived in the nation-state terms that development theories posit but rather as processes of uneven development denoted primarily by social group rather than territorial differentiation. Social polarisation, the fragmentation of national economies, and the select integration of social groups into transnational networks, suggest that development may be reconceived not as a national process, in which what 'develops' is a nation, but in terms of developed, underdeveloped and intermediate population groups occupying contradictory or unstable locations in a transnational environment. The shift to flexible accumulation worldwide and from an international to a global division of labour result in an increasing heterogeneity of labour markets in each locale. Labour market participation becomes a key determinant of new social hierarchies and of development conceived in social groups terms. Local and national labour markets are themselves increasingly transnationalised, part of a global labour market, in which differentiated participation determines social development. This article applies these propositions to a case study of Central America, examining the changing fortunes of one particular region under global capitalism and the lessons it offers for changing social hierarchies in the world capitalist system and for a renewal of the sociology of development. 相似文献

This research re‐evaluates the female marginalisation thesis through an examination of the changing nature of work in Latin America and of women's incorporation into paid employment. We combine labour market segementation theory, which explains the emergence of low level occupations in terms of capitalist restructuring, with feminist theory, which explains why women become concentrated in inferior positions. We operationalise this reconceptualisation through an empirical analysis of women's and men's relative occupational position across economic sectors and through time in Ecuador. A key finding is that women's and men's occupations are differentiated in terms of control over economic resources and control over the labour process and that this worsens over time. 相似文献

In the past, aggregative studies and forecasts have dominated manpower planning in developing countries. Such exercises, however, tend to assume away or ignore a host of institutional factors that have far‐reaching influences on the determination of wages and employment and on the efficiency of labour markets. Consequently, this paper argues that disaggregated manpower research, focussed on current problems and conditions in employment markets, would be far more useful to economic development policies than the sort of abstract macro‐planning aimed at forecasts of long‐term manpower requirements which has been highly fashionable during the last decade.
The theme of the paper is substantiated with reference to the organization and workings of labour markets in West Malaysia. It is found that institutional and economic factors peculiar to that country have resulted in three ‘insulated’ labour markets, one each for Malays, Chinese and Indians, with practically no mobility of labour across insulated markets, even in widely divergent supply‐demand conditions. The final sections of the paper briefly examine the implications of insulated markets for manpower and economic policies. 相似文献

With the case study of the local elections in a poverty-stricken, largely illiterate and isolated village in the remote and mountainous Yi minority village, this article is intended to address the so-called “three disconnects” phenomenon in the development of China's rural election. They refer to the disconnect between economic development and democratic elections, the disconnect between democratic elections and democratic consciousness, and the disconnect between direct local elections in the rural areas and the higher level elections in urban regions. The article examines the political reasons and institutional logic behind this unique development of rural democracy in China as well as the existential value of the three “disconnects.” 相似文献

One of the distinguishing features of international terrorism the past fifteen years has been the resurgence and proliferation of terrorist groups motivated by a religious imperative. Such groups are far more lethal than their secular counterparts, regarding violence as a divine duty or sacramental act conveyed by sacred text and imparted by clerical authority. Moreover, religious terrorism is not restricted to Islamic terrorist groups exclusively in the Middle East. The same characteristics—the legitimization of violence based on religious precepts, the sense of profound alienation and isolation, and the attendant preoccupation with the elimination of a broadly defined category of “enemies”—are also apparent among American Christian white supremacists, among some radical Jewish messianic terrorist movements in Israel, and among radical Sikh movements in India. Finally, as many of these groups embrace strong millennialist or apocalyptic beliefs, we may be on the cusp of a new and potentially more dangerous era of terrorism as the year 2000—the literal millennium—approaches. 相似文献

ABSTRACT This essay provides a global perspective on the democratic transformation of the state in societies undergoing democratization. Comparative research indicates that the development and effective performance of democratic political systems require the establishment of honest and competent public bureaucracies that avoid political partisanship and demonstrate respect for the diverse values and interests of the populations they serve. Especially important in democratizing the state is the development and practice of the norms of secondary democracy. The practice of these norms of mutual respect, fairness, and collaboration create the essential culture or modus vivendi of democracy. The Republic of South Africa is analyzed as an important case study of a contemporary state that is attempting to create a democratic and corruption-free public service in a country with an extremely racist, authoritarian, and corruption-ridden past. This case study reveals that the democratization of the state in South Africa, as in the case of other countries around the world, requires the members of the state bureaucracy to practice the norms of secondary democracy in their daily relations with one another and in their relations with the citizenry. 相似文献

In the career civil service the US federal government has long been guided by a merit system. This article traces how the principle of merit in appointment and promotion has developed since the nineteenth century and examines contemporary applications of competency frameworks in the US – their development, character, strengths and weaknesses. If core competency discussions and frameworks are to have a broader impact at both the government wide and the agency level, the frameworks will have to be disentangled. Existing notions of competencies for the political appointees, the leadership echelons of the career service, the rest of the career service, the entire government, central agencies, individual agencies, and badly needed future leaders not only suggest superhuman abilities, but also contain seriously conflicting expectations. 相似文献

This article seeks to further the understanding of language policy in Tatarstan by examining the development of language legislation and policies in the republic in the post-Soviet period and by placing the issue of language policy within a federal – republican context. The article finds that asymmetrical federalism is an appropriate and workable response to Tatarstan's demands for policy capacity over issues pertaining to language. It is Russia's federal design itself, and not processes of ad hoc constitutional bargaining, which creates governance capacity in this policy area and provides Tatarstan with the de jure power to implement measures to protect the Tatar language. 相似文献

Conclusion Brazil’s minicomputer industry has become dependent on government import policy, government financing and domestic private
business. The growth in the domestic component of this industry between 1974 and 1981 suggests that incremental government
policies (short of a transformation to socialism) can alter Brazil’s level of dependency on MNCs, concerning at least one
industry–the minicomputer industry. Therefore, the Brazilian minicomputer model advances the dependency question from “what
is dependency and why does it exist?” to “how can one improve its position in a dependency situation?” Relative success in
the minicomputer industry cannot be construed as victory over Brazil’s dependency on MNCs, which may alter its economic and
political relationship with other countries. Instead, it illustrates a viable model for improving a developing country’s dependency
situation. This infant industry strategy is given more credence due to the rekindling of protectionism by all nations. A definitive
evaluation of Brazil’s minicomputer policies cannot be rendered until this industry has progressed in its growth cycle. As
indicated earlier, signs of both success and failure are evident. In addition, several events may restrict growth in Brazilian
minicomputer firms: (1) restriction of funds due to the enormous foreign debt, (2) corrupt or inappropriate management, (3)
unsuccessful transfer of technology, or (4) intrusion of smaller and less expensive microcomputers into uses now served by
minicomputers. Thus, how effectively Brazil can get out of its overall dependency trap will depend not only on how well it
can apply the minicomputer industry model to other industries, of course, given that the model does succeed in the long–run.
But it will also depend on how well Brazil can deal with the problems listed above.
