Russia’s emergence as a leading opponent of universal human rights is one of the defining features of the Putin era. Under the banner of ‘traditional values’, Russian diplomats and clerics have re-forged cultural relativism into a weapon that can be used by repressive regimes to deflect criticism of their human rights records. This article examines the contribution of Nataliya Narochnitskaya, a historian and nationalist politician, to this exercise in authoritarian soft power. By tracing the formation of Narochnitskaya’s ideas and their adoption by state institutions, it demonstrates that the ‘traditional values’ campaign was intricately bound up with the collapse of Russian democracy.  相似文献

Scholars of democracy promotion foreign aid often claim it has substantially increased, yet they shy away from explaining by how much, nor investigate comparative trends in giving. This paper attempts to fill this void by addressing the following: (1) Has democracy promotion aid increased since the end of the Cold War? (2) Has the ‘assumed’ trend of increasing aid persevered through the difficulties encountered in democratizing Iraq? (3) Did aid increase from states that supported the invasion of Iraq compared to states that did not? The author's analysis purports that the answer is yes to the first two, yet it is harder to draw conclusions regarding Iraq. Another finding, contrary to claims in the scholarly literature, in terms of percentage and overall spending, the USA gives more democracy promotion aid than the EU. The author hopes this work stimulates research into the role of democracy promotion in the Arab Spring to consider historical trends in giving.  相似文献

This article argues that the contemporary triple crises of finance, food and environment, which have shaken the global economy since 2008, have exposed what should be seen as the Achilles heel of the dominant development theory and practice of the past 30 years: vulnerability. We argue that the crises not only add momentum to the delegitimisation of the old model, but also offer legitimacy for paths that lessen vulnerability and increase what we call ‘rootedness’ (a term we prefer to ‘resilience’ or ‘sustainability’). After offering a brief history of ‘vulnerable’ development and reviewing the literature on vulnerability from the development, economic and environmental fields, we use this vulnerability versus rootedness frame to present analysis from our field work in two ‘vulnerable’ countries: the Philippines and Trinidad and Tobago. Integrating the article's sections, we then propose a new interdisciplinary framework for development that builds on and supplements the human rights, ecological, equity and democracy frames: the notion of ‘rootedness’ at the household, local and country levels.  相似文献

The article discusses the role of norms in the foreign policy making of Central and East European states in the 2000s. It deconstructs the normative foundations of the so-called ‘Atlanticist’ orientation of Central and East European states, going beyond the standard ‘neorealist’ notion whereupon strategic and security concerns lead small states to align with superpowers. The case studies of the Czech and Slovak republics demonstrate that norms, such as human rights and democracy, have an autonomous and traceable effect on state behaviour. More specifically, we argue that norms have translated themselves into policy outcomes via the agency of influential ‘norm entrepreneurs’, such as ex-dissidents and their associates.  相似文献

This article analyses US discourses on democracy promotion and anti-corruption strategies. The analysis shows that there is a cosmetic agreement in these discourses on notions of the good society that identify democracy as a good thing and corruption as a bad thing. However, despite this agreement, there are differences in the discourses on the measures recommended to promote democracy and fight corruption that may lead to policies and processes pulling in opposite directions. This discrepancy arises, on the one hand, from a mode of operation of democracy promotion that is flexible and adaptable to various contexts and, on the other hand, from the uncompromising and inflexible language of anti-corruption policies that threatens to ‘undo’ what US democracy promotion's rhetoric aims to achieve: ownership and sustainability of democratic reforms through re-empowering the state.  相似文献

Namibia's Nujoma, Zambia's Chiluba, Algeria's Bouteflika, Togo's Eyadema, Cameroon's Biya, Nigeria's Obasanjo, Niger's Tandja and Uganda's Museveni have all to varying degrees attempted to subvert the democratization process in their respective countries. These however are only a small selection of an increasingly similar pattern of action by incumbents in Africa. What is most troubling to democratic transitionists is a concerted effort by these leaders to curtail their fledgling democracies in the name of their continued ‘service’ to the people. This paper seeks to examine what has enabled an increasing number of African leaders to negate power alternation in favour of open-ended tenures otherwise ‘presidential careerism’. The article argues that while most of these states have been cited for embarking on some semblance of democratic rule, their rulers have utilized their weak democratic institutional structures, co-opted the elite and rallied the ‘mob’ to commit democracy ‘infanticide’.  相似文献

Critical scholars and investigative journalists have developed a significant body of evidence demonstrating how US democracy assistance programmes undermine left and centre-left governments in Latin America. This article draws upon original research to examine how democracy promotion has sought to stabilise neoliberal polyarchy in Peru, a longtime regional ally of the US. It contributes to a neo-Gramsican theorisation of democracy programmes by examining how ‘soft’ tactics have contributed to the state's efforts at creating an inclusive neoliberal social order, a project which has ultimately failed. Particular attention is paid to the way in which US programmes were configured and carried out to respond to the rise of the ‘anti-systemic’ Peruvian nationalist party of Ollanta Humala, who won the recent presidential elections in June 2011.  相似文献

At the beginning of the twenty-first century, democracy and human rights are usually thought of as symbiotic. It follows from this that the promotion of democracy as the only legitimate form of government inevitably supports claims for universal human rights. This article discusses this claim, with particular reference to efforts to promote democracy in less developed states. It begins by identifying the central features of democracy and placing them within the critical context of globalisation. It then moves to question the symbiotic assumption, first, through a discussion on democracy and global order and, second, through a discussion of development and human rights. The conclusion to be drawn from these discussions suggests that democracy promotion has more to do with global economic interests than with delivering human rights to the poor and excluded in less developed countries.  相似文献

The amazing scenes that were beamed from Cairo's Tahrir Square in January and February 2011 conveyed an important revelation about the ingenuity and resourcefulness of the human spirit. In particular, they highlighted the miraculous power of joint public action not only to carve out spaces for freedom, but to forge a new shared identity which is indispensable for the establishment of a durable democratic order. No less significant, however, is that revolutionary action by pro-democracy insurgents has provided concrete answers to many puzzles that had exercised democracy theorists and Middle East experts for decades. By showing how such action can overcome the divisions and obstacles theorists have seen as an impediment to democratisation, the preoccupation with ‘prerequisites’ for democracy has been revealed as a diversion. From the American Revolution to Tahrir Square, pro-democracy revolutionary action has the power not just to overthrow tyranny, but also to refashion the nation, starting with the revolutionaries themselves. Resource scarcity and climate change could provoke major inter-state and intra-state violence and humanitarian emergencies, an especial threat to the global South. This article examines the dynamics that have followed the major violent crises of the past few centuries to determine whether climate-change-induced conflict might paradoxically generate norms of non-violence and collective identification, and in turn lead to a more co-operative culture of anarchy. Especially since 1945 we have witnessed the development of a ‘security community’ in the North Atlantic—that is, a group of states that not only resolve conflict without resort to violence but also consider war among their members unthinkable. Such communities might develop in other regions in two stages. First, state internalisation of liberal norms of democracy and human rights may enhance the role of intergovernmental organisations in mitigating climate-change-induced conflict. Second, collective identification among states and individuals may be stimulated by structural similarity between increasingly democratic states, the perception of a common fate arising from shared threats, and an expanding global civil society and epistemic communities preoccupied with climate change. Climate change could thus spur movement towards more legitimate and authoritative intergovernmental organisations within a world society that would be more effective at solving common problems than those operating within today's more fragmented international society.  相似文献

The increased number of ‘democratic revolutions’ around the globe has raised questions of how mass mobilisation contributes to democracy and of what role nationalism plays in this process. Mass mobilisation is viewed as the best option for breaking down communist regimes due to the rise of new political elites to positions of power within the state. On the other hand, the revolutionary character of mass mobilisation movements, together with the uncertainty of the link between democracy and nationalism, may lead such movements to impact negatively on democratisation. Ukraine's ‘Maidan’ revolution and Poland's ‘Solidarity’ movement allow for a comparison of two types of mass movements in terms of both causes and outcomes. This article claims that the mass protests in Ukraine, as opposed to those in Poland, did not lead to democratisation but rather to the opposite: the polarisation of both political elites and civil society. The role of nationalism, in this respect, was shaped and interpreted by political leaders.  相似文献

The contest to define ‘democracy’ has become a fundamental concern of global politics. As Noam Chomsky has argued, the guardians of world order have sought to establish democracy in one sense of the term, while blocking it in others. The article interrogates the theoretical and material underpinnings of the great-power-defined agenda of democratisation. It argues that the democratisation project seeks to constitute (neo)liberal polities with a procedural notion of democracy, through coveted transformations in three domains: the minimal ‘neutral’ state, the liberal public sphere or ‘civil society’, and the liberal ‘self’. The impetus to constitute African social relations in its own particular image may be attributable to liberalism's universalist pretensions. But ideas have materiality. Liberal democracy qua liberalism maintains a strong historical association with the birth and evolution of the modern capitalist world. The article contends that the democratisation project endeavours to reproduce within Africa (and elsewhere) the patterns of transformation that characterised the transition to capitalist modernity in north-west Europe.  相似文献

Recent discussions in development have moved away from holistic theorisation towards more localised, empirical and inductive approaches. In development practice there has been a parallel move towards local ‘participation’ and ‘empowerment’, which has produced, albeit with very different agendas, a high level of agreement between actors and institutions of the ‘new’ Left and the ‘new’ Right. This paper examines the manifestations of this move in four key political arenas: decentralised service delivery, participatory development, social capital formation and local development, and collective actions for ‘radical democracy’. We argue that, by focusing so heavily on ‘the local’, the see manifestations tend to underplay both local inequalities and power relations as well as national and transnational economic and political forces. Following from this, we advocate a stronger emphasis on the politics of the local, ie on the political use of ‘the local’ by hegemonic and counter-hegemonic interests.  相似文献

Canada is not a peripheral country by most standards. However, since the 1960s, Canadian cities have sought to change the somewhat provincial image they have historically had, and they have used mega-events such as Olympic Games, World Expositions and other 'second order' international sports events to try to reposition themselves on the world stage. This paper examines the place promotion agendas of the two Canadian cities that have hosted Olympic Games, and will also comment on the aspirations of Vancouver, which will host the Winter Olympics in 2010. The core of the paper will concentrate on different aspects of 're-imaging' the city: image building, signalling and identity transformation. Here I argue that an important but widely overlooked aspect of increasing the stature of a city involves changing the ways that citizens of that city think about themselves. The next section will examine whether the exposure and the opportunities for civic promotion afforded by a Games actually translate into economic growth. I will argue that the evidence for this is mixed at best. Finally, the paper argues that the public money spent on Olympics typically brings the greatest benefits to local and regional elites, despite popular rhetoric that such events are good for the 'community as a whole'.  相似文献

Michels’ ‘iron law of oligarchy’ suggests that oligarchic party rule is inevitable, yet many parties have shown a strong commitment to intra-party democracy. However, Turkey’s akp is a typified case of Michels’ law, displaying an explicit commitment to intra-party democracy, only to later abandon it. I ask what factors have facilitated this transformation. Why does the iron law of oligarchy display itself in some parties but not in others? I argue that intra-party democracy owes its existence to three indicators – inclusiveness, decentralisation and institutionalisation. Conversely, it should be observed that a party shifting from democratic to oligarchic or personalistic intra-party rule will display decreasing levels of these three indicators in terms of policy formation and candidate selection. By tracing akp’s internal party operations since its founding in 2001, I demonstrate a gradual deterioration in these indicators, reflecting a gradual deterioration of democracy within the party to oligarchy and then to personalism.  相似文献

The impact of governance attributes on frequently overlooked attitudes of local councillors towards local governance reform agendas is assessed, based on the MAELG survey of approximately 11,000 councillors in 15 European countries and Israel. Eighteen policy statements are grouped into six reform agendas, followed by analyses of their explanatory factors. Europe's north–south divide is found meaningful for the understanding of variations in attitudes towards reform, being most profound in notions of democracy, participation and devolution. Southern Europe, including post-communist Europe, shows clear support for new democratic mechanisms, whereas northern European councillors reveal more reserved, perhaps weary, attitudes towards reforms. Councillors may provide the ‘correct’ statements in the south, because less has been reformed there so far, knowing that change would anyway be difficult. Substantial variations between different northern sub-groups could be linked to the memory of non-democratic regimes in Germany and Austria and to the influence of existing systems, deeply embedded in local political cultures. Nevertheless, the impact of present institutional practices is far from universal. Councillors in liberal regimes are not pro-privatisation, and cautious attitudes towards reform are shared by northern decentralised and centralised countries.  相似文献

In 2007 visual media reports revived allegations that sugar was being produced in the Dominican Republic using the labour of Haitian slaves. Beyond raising the general public's awareness of the plight of migrant sugarcane workers, the films and their surrounding publicity have led to the Dominican sugar slavery allegation being adopted in yearly global overview reports produced by agencies of the US Departments of Labor and State. The Dominican Republic has as a result been put back on an aid-and-trade-sanctionable track, more than 15 years after sugar slavery last featured as an allegation in any leading monitor group's reports. All this, plus evidence that one videographer knew central aspects of the allegation to be false at the moment of its public release, mark the revival of the Dominican sugar slavery allegation as a precursor to the media furor triggered by the Kony 2012 ‘viral video’. Analysis of the visual media afterlife of Dominican sugar slavery suggests that the ‘Kony effect’ may be less new than meets the eye, for Kony 2012 is not the first video campaign to promote yesterday's human rights crisis as today's imperative for action.  相似文献

The ‘new regionalism’ has spread to Central Asia; yet there has been little success in implementing most regional initiatives there. Security regionalism has had greater success than economic regionalism, even though economic initiatives would bring great benefits to the economy and population. I propose a connection between patrimonialism and regionalism. Central Asia's patrimonial leaders are driven by survival and personal enrichment, and are beholden to informal vested interests. Since economic regionalism involves liberalisation that adversely affects these actors, the result is ‘virtual’ economic regionalism at best. In the case of security regionalism, some regional organisations progress because they bolster patrimonial regimes, with negative consequences for democracy.  相似文献

In response to the United Nation’s (UN) Decade for Human Rights Education initiative, the Turkish Ministry of National Education changed the title of citizenship education courses from ‘Citizenship Studies’ to ‘Citizenship and Human Rights Education’ in 1995. However, this curriculum reform was overshadowed by the rise to power of a political Islamist party. The secularist military toppled the first Islamist party-led government in the name of preserving the principle of laicism. Announced after the 1997 coup, the main textbook for the citizenship and human rights education course showed a profound influence of the militaristic discourses as evidenced by the negative depiction of the Kurdish people and political Islamists and the hagiographic portrayal of Atatürk and the army. By drawing on interviews with key informants, archival/public policy documentation and textbooks, this paper argues that the curriculum reform began with the participation in the UN initiative ended with the military’s instrumentalisation of the subject because it was launched with no recognition of Turkey’s human rights and democracy problems.  相似文献
