The hope has arisen that the internet will ultimately evolve into a Global Information Infrastructure (GII). The GII will create a global information marketplace and in the process narrow the poverty gap and eliminate many of the geographic obstacles to prosperity and equality. However commerce-primarily US commerce-is driving the development of the internet. As a result investors will want a return on their money in the form of access to new markets. Many countries will have to accept privatisation and competition wholeheartedly. Also, sooner or later local resources will have to replace external funding and external technical expertise. Many countries lack the regional, social and economic integration found in the USA and in addition have deep political, linguistic and cultural divisions that do not exist in the USA. This article examines issues of connectivity, language and content and concludes that in reality the internet concentrates economic activity and power more narrowly in one group. As a result there is a real risk that we are moving towards a two-tier technology society that perpetuates the old distinctions between North and South.  相似文献

Using a sociology of knowledge framing, this essay highlights how and why the sociological imagination presented by leading European and American scholars showcased in this special issue offers a relatively hopeful assessment of recent transformations. It then questions the extent to which the same optimism prevails for scholars – and citizens – of the poorer, less advanced countries of the world. It not only suggests that many of the fundamental sociological transformations associated with the contemporary era – ranging from globalization of economy, the rise of internet technology, the decline of the nation state, and the rise of more cosmopolitan identities – are unevenly distributed around the world. It also argues that their political, social, and economic impact will vary, depending on history and developmental context. The essay further suggests that precisely because of the statist and protectionist legacies of late development, many of the same transformations that bring positive gains in the advanced capitalist world, signal troubles ahead for the developing world and its future. The essay draws to a close with a more focused examination of the dark side of recent transformations, evident in such problems as unchecked violence and regional or ethnic fragmentation across major swathes of the global south. Such developments, the essay concludes, should sustain the call for a more “pluralist” sociological imagination for the new millennium, one that can take into account differences within and between various countries around the globe, while also advancing our normative understanding of what it would take to make “global society” possible.  相似文献

Abstract

Connectivity infrastructure is constantly expanding, increasing internet access across countries, regions and socio-political contexts. Given the fast-changing geography of the internet, there is a growing demand to strengthen cyber capacity beyond national frameworks, in order to develop a transnationally coherent and coordinated governance approach to cybersecurity. In this context, cyber capacity building initiatives are increasingly central in international debates, with the ambition to support countries in the Global South in fostering their cybersecurity strategy from technical and policy perspectives. This article discusses the key factors explaining states’ efforts to enhance their cyber capacity. Based on a cross-national quantitative research approach, the findings contradict international relations (IR)-derived approaches to cybersecurity, which assume that countries develop their cyber capacity according to external security threats, domestic politics or norms. In line with existing research on the role that science plays in policymaking processes more broadly, our results suggest instead that a country’s science and technical knowledge is the most robust explanation for that state’s cyber capacity level. These findings emphasise the need for policymakers to support countries in the Global South in developing their cyber capacity beyond national security paradigms by strengthening education and technical skills in contexts lacking in this resource.  相似文献

This article offers a discussion of the probable effects of a Worldwide Patent System for developing countries. It draws upon insights from the ongoing processes in the World Intellectual Property Organization and elsewhere relevant for the global patent system and discusses these features from a developing country perspective. For scientifically advanced developing countries the effect in their most advanced and most global enterprises is potentially positive as they will benefit as much as other multinational companies. In areas of research and development where these most advanced developing countries do not possess a high level of technological capacity, a Worldwide Patent System is unlikely to create any benefits for them. For countries with the ability to copy and produce inventions made by others a Worldwide Patent System will have a negative effect as inventors will have little opportunity to utilise the system, whereas they will be bound by a larger number of exclusive rights narrowing down their space for innovation. For the least developed countries an additional problem arises: it might become even more difficult to import essential goods because patents will be in force in these countries even though there is no production of that product in the country.  相似文献

ABSTRACT

Executive education is a growth industry in the United States. Executive education programs and, more particularly, the variety of teaching techniques they use, promise to be key issues in the field of public administration in as much as they may be precursors of techniques and technology that will be used in more traditional teaching venues. This study reports the results of a survey of executive education programs conducted in 1998 under the auspices of the South Carolina Executive Institute. The survey covered four areas – curriculum, participants, faculty, and program administration. We conclude that the immediate future of executive education likely will be marked by a continuing emphasis on customization, experimental learning, and rigorous evaluation of the results. Two areas in which there are likely to be more significant departures from existing practices in public sector executive education are program alliances and the use of new communications and information technology.  相似文献

By 2000, over one-third of Silicon Valley’s high-skilled workers were foreign-born, and overwhelmingly from Asia. These U.S.-educated engineers are transforming developmental opportunities for formerly peripheral regions as they build professional and business connections to their home countries. In a process more akin to “brain circulation” than “brain drain,” these engineers and entrepreneurs, aided by the lowered transaction costs associated with digitization, are transferring technical and institutional know-how between distant regional economies faster and more flexibly than most large corporations. This article examines how Chinese- and Indian-born engineers are accelerating the development of the information technology industries in their home countries—initially by tapping the low-cost skill in their home countries, and over time by contributing to highly localized processes of entrepreneurial experimentation and upgrading, while maintain close ties to the technology and markets in Silicon Valley. However, these successful models also raise several questions about the broader relevance of brain circulation outside of several key countries, and regions of those countries, within the global South. AnnaLee Saxenian is dean and professor at the School of Information Management and Systems and professor in the Department of City and Regional Planning at the University of California, Berkeley. At the Olympic Games, there is an increasing gap between developed countries that are investing more and more government resources into sporting success, and developing countries that cannot afford the “Gold War”, and are just spectators in the medal race. Based on studying a representative case, Lebanon, I investigate issues and interests of developing countries in the Olympics. On the political level, the main motivation for participation is global recognition. On the sporting level, developing countries seek to use Olympic participation as preparation for regional Games where success is more likely, serving as a soft power tool for regional influence.  相似文献

中国的对外援助事业随国际、国内形势而变化。近年来官方对国际发展合作的重视不仅促成中国对外援助指导思想的转变,也为对外援助向国际发展合作转型奠定了理念基础。中国为发展合作提供全球公共产品的实践不断丰富:一是基于本国成功经验而开展的减贫国际合作成为重要公共产品,二是通过创新农业技术合作方式为解决全球粮食安全问题提供更多公共产品,三是借助三方合作更好地创新公共产品供给模式,四是持续加强全球卫生公共产品供给。中国对外援助在取得积极成效的同时,也面临经济、技术实力有限、援助项目可持续性不足、受援国国家治理与互不干涉内政之间协调困难、国际发展合作的话语权有待提升等挑战。未来,中国应注重从制度建设、资金筹集、可持续性提升、受援国能动性发挥、国际话语权提升等方面做更充分准备。  相似文献

Developments in the information society in Russia have led to the creation of an abundance of online primary texts by political actors and institutions. This article surveys a large selection of official electronic texts with the aim of encouraging more extensive use of online sources and easing researchers' navigation of Russian politicians' use of the internet. While the authors do not claim that online data can replace the insights gained from elite interviews, the article suggests that online texts could be used more extensively as a valuable addition to existing methods applied to the study of Russian political elites.  相似文献

Politics and culture, once considered separate, are now fusing in new and interesting ways. Political activism is becoming popular, particularly through the expansion of a new kind of development advocacy made highly visible through celebrity involvement. Theorists of globalisation celebrate the democratisation of civil society made possible by new information and communications technology; critical theorists will note the various ways in which ict ambivalently makes the contradictions in global capitalism more obvious and has become the means by which globalisation is contested. Some metropolitan governments have sought to capitalise on this new knowledge economy by making knowledge for development part of their strategies to produce ‘global citizens’ necessary for the global economy. This paper examines the linkages between celebrity and government-funded development advocacy in Australia, which comprise the introduction of free market principles to form a marketing campaign for neoliberal globalisation.  相似文献

Although China and India rely on coal to fuel most of their electricity generation, both countries are also home to burgeoning wind power industries. India currently leads the developing world in manufacturing utility-scale wind turbines, and China is close behind. This study examines the technology development strategies that have been pursued by the companies Suzlon and Goldwind, India and China’s leading wind turbine manufacturers. While the institutional and other barriers present in large, developing countries such as China and India certainly challenge any simplistic notions of energy leapfrogging, an examination of wind turbine development in these countries has shown that substantial technical advances are possible in a relatively short time. While both Suzlon and Goldwind pursued similar licensing arrangements to acquire basic technical knowledge, Goldwind’s technology development model lacks Suzlon’s network of strategically positioned global subsidiaries that contribute to its base of industry knowledge and technical capacity. This examination of how two leading developing-country firms have acquired and assimilated advanced technologies provides crucial insights into facilitating international technology transfers, which will be an important component of any technological leapfrogging strategy to achieve lower greenhouse gas emissions in the developing world.  相似文献

The impact of rising powers generally and the BRICS - Brazil, Russia, India, China and South Africa - in particular on the existing global order has become controversial and contested. Donald Trump’s nationalist foreign policy agenda has raised questions about the BRICS willingness and capacity to provide leadership in place on an American administration that is increasingly inward looking. As a result, the rise of BRICS poses potential normative and structural challenges to the existing liberal international order. Given its geoeconomic significance, China also poses a potential problem for the other BRICS, as well as the governance of the existing order more generally. Consequently, we argue that it will be difficult for the BRICS to maintain a unified position amongst themselves, let alone play a constructive role in preserving the foundations of ‘global governance’.  相似文献

Seattle-based PATH is one of the world’s largest not-for profit organisations focused on improving health in low-income countries. This article argues the history of this understudied organisation is critical to understanding how collective action focused on facilitating developing countries’ access to essential health technologies is structured. Since its establishment almost 40 years ago, the organisation has been a catalyst for multidisciplinary public–private collaboration that has produced affordable, culturally appropriate health technologies. From its origins in reproductive health, enabling contraceptive technology transfers and advising on regulatory standards, to its more recent managerial roles in the development of inexpensive vaccines produced in developing countries, PATH has repeatedly illustrated how public–private collaboration in product research and development can increase poor populations’ access to essential health technologies. This in turn has provided substance to the contested narrative that engaging business is critical to reducing global health disparities.  相似文献

The article outlines the footprint of international economic interests under state socialism, and considers in more detail the economic integration of the postcommunist countries into the world system in the post-1989 period of the building of capitalism. The focus of the article is on the extent of economic globalization of countries and their economic corporations. It is contended that the globalization of capitalist companies and the direct role of global economic forces had little importance under state socialism. Since 1989, policy in the former state socialist countries has been geared to “joining” the world system, optimistically its core. Important differences have developed between the postsocialist states with respect to economic penetration and exposure to the world market. The outcomes have not fulfilled the expectations of early advocates of transformation and entry to the world economy. Although the new member states of the European Union have entered the world economy as formal members of the “core,” they are not economically equal to the dominant “old” members of the EU. In all the postcommunist countries, there is an absence of large scale global companies, of comparable levels of innovation, research and development. Russia is a resources rich country, a “hybrid” social formation containing elements of state economic control, national capitalism, and global capitalism. I conclude that the semi periphery is not a transient category in the world economy; it has potential for persistence and renewal.  相似文献

Abstract

Is there a distinctive Antipodean approach to development? In this introduction I take up Raewyn Connell's challenge to explore the possibilities for knowledge production that reflects Australia's and New Zealand's geographical situation of rich peripheral countries and their history of settler colonisation. While Antipodeans' contributions to development theory have been limited, their work is characterised by close connections between theory and practice. The Antipodes' positioning as global North in the geographical South has stimulated a search for alternative approaches to development knowledge. This is variously pursued through collaborative research relationships with indigenous communities, close engagement with non-Western cultural frameworks, and a focus on marginal spaces and positions. As the centre of global economic power shifts to the South, existing development relationships and established ways of doing development are increasingly challenged by newly constituted subject positions and coalitions.  相似文献

This paper analyses the relationships between income inequality and corruption in Europe and looks specifically at post-communist European countries. The scientific community agrees that there is important relationship between income inequality and corruption and many authors believe that low income inequality is connected to low corruption. According to empirical papers, this is true not only on the European scale, but also on a global scale. In this paper, I test this claim by conducting a multilevel analysis on 39 European countries in the period of 1995–2014. This model ascertains that there are immense differences between post-communist countries and the rest of European countries. The effects of income inequality on the level of corruption are discussed.  相似文献
