This article will discuss the idea of the Third World in Fiji by analysing the internal tensions of the term and the plurality of trajectories emerging from the transnational spaces in which Fijian society must reconstitute itself after decolonisation and the coups of 1987 and 2000. The ethnic issues in Fiji have led to the employment of a number of strategies by both the indigenous and the Indian communities. Some consist of networking within transnational spaces and negotiation with external political and cultural flows, while others are more inward in their everyday strategies. This situation offers a non-reductive way to think about decolonisation, cultural transformation and notions of autonomy and Third World solidarity. The article assumes that cultural forms will always be made, unmade and remade. Communities can and must reconfigure themselves, drawing selectively on remembered pasts. The relevant question is whether, and how, they convince and coerce insiders and outsiders, often in power-charged, unequal situations; for example, the issues of indigenous versus migrant rights to land and franchise in Fiji. Thus, what is lost and rediscovered in new situations becomes part of the realm of normal political or cultural activity.  相似文献

Intelligence is a subject dominated by an Anglospheric lexicon. Little is known of intelligence in the global South, still less of intelligence cooperation. Since 9/11 Western democracies have sought to intensify their intelligence alliances across the world in the Middle East, Latin America, Africa and Asia as part of a US-led ‘war on terror’. However, the conceptualisation of intelligence and the nature of secret service cooperation—often referred to as ‘liaison’—remains dominated by concepts derived from Western technocratic Cold War surveillance. This article calls for a re-examination of intelligence cooperation based on activity ‘beyond the Anglosphere’. It attempts to redefine what intelligence is in the global South and explores the texture of South–South cooperation using Latin American examples. It offers an alternative model of intelligence liaison focused on opportunistic cooperation in the context of drugs and dirty wars.  相似文献

The three worlds configuration was a product of Eurocentric mappings of the world to deal with the postcolonial situation that emerged after World War II. Mortgaging Third World futures to either capitalism or socialism, which was a premise of this mapping, also pointed to a future dominated by alternatives of European origin. The situation I describe as ‘global modernity’ refers to a post-Eurocentric modernity that has scrambled notions of space and time inherited from modernity. It is a product of modernity, and of the struggles that the idea of three worlds sought to capture, but those struggles have led to unanticipated reconfigurations globally, including the reconfiguration of capitalism that has globalised following the fall of the Second World (the world of socialisms). Global inequality is increasing. Global inequalities are an expression of global social injustices and ‘pathologies of power’. Global governance has been posited as a way forward. However, global governance will not deliver justice unless it embraces a more radical vision of what justice means and permits the voices of the marginalised to be heard in spaces of decision making. We identify two important approaches to building more just forms of global governance: the civil society approach, which is useful when it draws attention to the agency of those at the margins of global circuits of power; and the rights-based approach, which can provide opportunities for justice claims by marginalised groups.  相似文献

What political conditions facilitate market-oriented reform? Prior research suggests that neoliberal policies are inherently unpopular, politically hazardous, and consequently dependent upon the existence of strong and relative autonomous governments. This study reassesses the political costs and benefits of market-oriented reform and attempts to offer insights for future theory building by exploring five hypotheses on the basis of the post-1980 South American experience. The findings suggest that the political obstacles to reform have been exaggerated and theoretically misspecified. Neoliberal policies are less the product of the triumph of technocratic expertise over political calculus than of the structure of political incentives and opportunities created by broader sets of factors, including economic circumstances, structural conditions, pluralist pressures, institutional constraints, and international linkages.  相似文献

This paper examines the conjuncture of economic and political developments in the world economy and demographic and environmental factors that, in the aftermath of the Cold War, have caused millions of immigrants and refugees to migrate worldwide, increasingly to the EU and North America where they are marginalised and have become, with greater frequency, victimised by right-wing political groups. Factors under study include the proliferation of civil wars and ethnic conflicts; the increase of inequalities and poverty on a world scale; the effects of neoliberal economic policies on Third World development; overpopulation, urbanisation and environmental degradation in peripheral sites of the world economy; and the impact of economic conditions in the EU on immigrant and native workers.  相似文献

Abstract

Private governance beyond the state is emerging as a prominent debate in International Relations, focusing on the activities of private non-state actors and the influences of private rules and standards. However, the conceptual framework of governance has until recently been employed predominantly with reference to the oecd world. Despite this restricted view, a growing number of processes, organisations and institutions are beginning to affect developing countries and new institutional settings open up avenues of influence for actors from the South. In the context of a lively debate about global governance and the transformation of world politics, this article asks: what influences does private governance have on developing countries, their societies and their economies? What influence do southern actors have in and through private governance arrangements? I argue that we can assess the specific impacts of private governance, as well as potential avenues of influence for actors from the South, with regard to three functional pathways: governance through regulation, governance through learning and discourse, and governance through integration. Focusing in particular on private governance in the global forest arena, I argue that, while southern actors have not benefited so much economically from private certification schemes, they have been partially empowered through cognitive and integrative processes of governance.  相似文献

The increasing realisation that there are modern problems for which there are no modern solutions points towards the need to move beyond the paradigm of modernity and, hence, beyond the Third World. Imagining after the Third World takes place against the backdrop of two major processes: first, the rise of a new US-based form of imperial globality, an economic–military– ideological order that subordinates regions, peoples and economies world-wide. Imperial globality has its underside in what could be called, following a group of Latin American researchers, global coloniality, meaning by this the heightened marginalisation and suppression of the knowledge and culture of subaltern groups. The second social process is the emergence of self-organising social movement networks, which operate under a new logic, fostering forms of counter-hegemonic globalisation. It is argued that, to the extent that they engage with the politics of difference, particularly through place-based yet transnationalised political strategies, these movements represent the best hope for reworking imperial globality and global coloniality in ways that make imagining after the Third World, and beyond modernity, a viable project.  相似文献

Abstract

The life of a Third World international lawyer is devoted to resistance to the norms of international law designed by agents with power to promote the interests of the powerful sections of the international community. Increasingly the instrumental norms of international law are fashioned through the use of private power, making the positivist claim that public international law is a law between states illusory. The task of this paper is to identify a framework of common concerns so that a collectivity of Third World lawyers can work together, examine how mechanisms of power can be countered, and devise a confrontational strategy.  相似文献

Abstract

Most official analyses of the recent food price crisis have focused on the market fundamentals of supply and demand for food as key explanatory factors. As a result, most of the policy recommendations emanating from the major international institutions include measures to boost supply and temper demand. In this paper I argue that international macroeconomic factors played a key role in fostering both price volatility and vulnerability, and as such they need to be recognised. With respect to the recent price volatility, the weak US dollar and speculation on agricultural commodities futures markets greatly influenced agricultural prices. With respect to price vulnerability, global economic forces played an important role in dampening production incentives in the world's poorest countries over the past 30 years, leading to a situation of food import dependence. Policy responses to the food crisis must consider the role of these broader international macroeconomic forces—both in the immediate context and their longer term impact.  相似文献

The republics that make up the South Caucasus today gained brief independence after the fall of the Tsarist Empire, before the integration of the region into Bolshevik Russia. This period, even though short, gives interesting historical background to understand the present. Thus, the purpose of this paper is to study the South Caucasian republics from 1918 to 1921 at the regional and international levels, paying particular attention to the historical continuities with the contemporary era (since 1991). The results of the study show three main parallels between the early twentieth century (1918–1921) and the present. First, the region is still internally divided (e.g. the unresolved conflicts). Second, externally, it is torn between sometimes opposing powers (e.g. Russia and the Western powers). Finally, third, the partnerships with international or regional powers still remain asymmetrical; consequently, the need to cooperate with Russia exceeds the aspirations of the Western powers toward the South Caucasus. Based on archival research, this study contributes to the historiography of the region and gives a framework for understanding the South Caucasus in contemporary international relations.  相似文献

This article discusses the transformation of the urban space after World War I in the former Habsburg port city of Trieste. It reveals the key role played by the newly annexed northeastern Adriatic borderland in the national symbolism of postwar Italy, and it indicates how slogans and notions of Italian nationalism, irredentism, and fascism intertwined and became embodied in the local cultural landscape. The analysis is mostly concentrated on the era between the two world wars, but the aim of the article is to interpret the interwar years as part of longer term historical developments in the region rather than a break in its history. Looking at how monuments, buildings, and spatial planning in general functioned as ideological and national marking, and how this helped to shape the nation in a multi-ethnic town, this article seeks to contribute to a better understanding of changes as well as continuities in the modern history of south-central Europe. It argues that even if the cityscape had undergone drastic changes in its aesthetics after World War I, its ideological language was rooted in prewar nationalism and continued to support the local urban palimpsest in the Cold War.  相似文献

Argentina and Turkey are two important ‘emerging market countries’ that experienced a major economic crisis during the same year. Focusing on the period leading up to the respective 2001 crises in the two countries, this article attempts to place the two experiments in historical perspective and provide an understanding of the common elements as well as the diversity of the neoliberal restructuring process in semi-peripheral settings. The article also attempts to identify some of the key mistakes made by the imf, which was, in part, responsible for the crises experienced. A central conclusion is that ‘new’ or unconsolidated democracies find themselves particularly vulnerable when they are suddenly and prematurely exposed to financial and capital account liberalisation. The outcome is a highly fragile, debt-led growth path with costly consequences. Indeed, although both countries have managed to accomplish impressive recoveries in the post-crisis period, given their past trajectories and the heavy debt burden that they face, it is too early to say that the recovery process will be translated into sustained and crisis-free growth. The regional environment in which the two countries find themselves might be particularly important in this context, with the powerful EU anchor a possible important advantage in the Turkish context.  相似文献

The utility of framing questions of global inequality in relation to a ‘First World’ and a ‘Third World’, a North and a South, or developed countries and developing (or underdeveloped) countries, has been much debated since the end of the Cold War. This article addresses the issue of the perceived weaknesses and possible continued strengths of the notion of the ‘Third World’ in general terms, and then grounds such a discussion through an analysis of the way that the African National Congress (anc) government in post-apartheid South Africa has approached the question of global inequality. Since its election in 1994, and more particularly since Thabo Mbeki succeeded Nelson Mandela as president, the anc has presented itself as having an especially important leadership role on behalf of the Third World. The profound contradictions inherent in the anc's effort both to retain its Third Worldist credentials and to present itself as a reliable client to the Bretton Woods institutions and foreign investors provides insights into how to design alternative strategies for overcoming world-wide poverty, strategies which might be more effective than those chosen by the anc. Since the anc was elected to government in 1994 it has pursued a brand of deeply compromised quasi-reformism, analysed here, that serves primarily to deflect consideration away from the options presented by other, much more meaningfully radical international and South African labour organisations, environmental groups and social movements. At the present juncture a range of increasingly well-organised grassroots movements in South Africa find that they have no choice but to mobilise in active resistance to the bankrupt policies of the anc. The increasing significance of these efforts points to the possibility that they might eventually be able to push South Africa—either through a transformation of the anc itself or through the creation of some new, potentially hegemonic, political project in that country—back into the ranks of those governments and groups that seek to use innovative and appropriately revolutionary approaches to challenge the geographical, racial and class-based hierarchies of global inequality.  相似文献

We examine the evolution of Latin American cities in the last two decades of the twentieth century and in the first years of the twenty-first on the basis of comparable data from six countries comprising over 80 percent of the region’s population. These years correspond to the shift in hegemonic models of development in the region, from import-substitution industrialization to neoliberal “open markets” adjustment. We examine how the application of the new policies correlates with change patterns in four areas: urban systems and urban primacy; urban unemployment and informal employment; poverty and inequality; and crime, victimization, and urban insecurity. We present detailed analyses of each of these topics based on the latest available data for the six countries. We conclude that significant changes in patterns of urbanization have taken place in the region, reflecting, in part, the expected and unexpected consequences of the application of the new model of development. Implications of our findings for each of the four areas examined and for the future of the region are discussed. Do contemporary Bulgarian and Romanian radical right movements represent a legacy of interwar fascism? We argue that the key element is not that interwar movements provided legacies (of structures, ideologies, or organizations) but rather a symbolic “heritage” that contemporary movements can draw upon. The crucial legacy is, rather, the Socialist era, which in asserting its own definitions of interwar fascism created a “useable past” for populist movements. The Peoples’ Republics created a flawed historical consciousness whereby demonized interwar rightist movements could be mobilized after 1989 as historical expressions of “anti-Communist” — and, ergo, positive symbols among those of anti-Communist sentiment. Although radical right parties in both countries may cast themselves as “heirs” to interwar fascism, they share little in common in terms of ideology. Their claims to a fascist legacy is, rather, a factor of how their respective Socialist states characterized the past.  相似文献
