This paper examines why the Singapore developmental state, unlike the other East Asian developmental states, has shown no signs of devolving but instead appears to be strengthening its position within society by embarking upon several ‘post-industrial’ economic programmes. By utilising a class relations perspective, the paper argues that the resilience of the Singapore developmental state results from the continued weakness of the domestic capitalist class as well as from the state's collaboration with transnational capital and government-linked corporations. At the same time the working class has continuously been ‘incorporated’ by the state. To illustrate these processes, the paper examines Singapore's Biomedical Sciences Initiative, and the Work Restructuring Scheme, which have reinforced the supremacy of the Singapore developmental state, particularly in the economic sphere. The paper concludes that developmental states need not necessarily devolve, if they can continue to provide economic growth as well as to carefully ‘manage’ class relations in society.  相似文献

In contrast to the early post-independence era in which African states predominantly controlled the mining sector, the 1980s saw African countries update their mining codes to attract foreign capital. These reform measures largely diminished the power of the state, either resulting in its “selective silence” or its retraction. However, after three waves of these reforms, the disparity between natural resources and sustainable development has continued to widen. Two theories offer a nuanced approach to understanding the state of flux of mining codes and mineral governance in Africa: governance theory and the developmental state theory. This article argues that the activist, interventionist state is making a comeback in mineral resource governance throughout Africa. Moreover, regional initiatives such as the African Mining Vision represent a fundamental departure in mineral governance. However, such initiatives will only bring development to the extent that they are owned by African governments and backed by local communities.  相似文献

In the US system of decentralized federalism, competitive dynamics among local governments are not incompatible with successful interlocal collaboration. Municipalities often collaborate with competing jurisdictions in the same region to provide services and solve problems. Yet, competitive relations among municipalities are expected to complicate collaboration, escalating transaction costs due to divergent goals and lack of trust. This article uses the Institutional Collective Action framework to examine the conditions under which local governments are best able to surmount competition-related hurdles and successfully partner with their chief municipal competitors. An original survey of mayors and councilors is used to test potential predictors of collaboration among top competitors. Results show that municipalities often collaborate with their chief competitors but are less likely to do so when they are situated in municipally-fragmented regions, when they are located in a different county from their top competitors, and when they are fiscally strong.  相似文献

In retracing in broad outline the historical trajectories of nationalism in three successive East Mediterranean contexts, each including the previous one, this essay seeks to marshal evidence in support of arguments on the continuing relevance of nationalism as a force shaping and therefore as a factor in understanding the contemporary world. It is also suggested, on the basis of the evidence discussed, that as a moral doctrine, nationalism remains dubious and can be a destructive ideology.  相似文献

All social theory emphasises that institutions universally play a crucial role in organising the ways in which people live together. At the same time the concept is vaguely defined and used in different ways. Inspired by the pragmatic sociology of critique, we emphasise how institutions enable people and things to hold together and provide important references for action in settings with limited predictability for everyday life. We first analyse how the concept of institutions has been used in scholarship on land tenure in Sudan. We then suggest, using a case study, that increased attention to the different ways in which actors validate or challenge institutions helps to examine the precariousness of institutional orders in the Sudans. This can move Sudan Studies beyond some of the limitations of previous scholarship, such as a tendency towards interpretations that reiterate institutions as timeless, discrete and immutable units such as “traditional” or “modern”.  相似文献

In the public administration literature, the debate concerning the representation of minorities in the public bureaucracy continues to attract attention. The idea is that passive representation may lead to active representation with the later helping to develop policies and programs that will benefit minorities. Consequently, a number of governments have been implementing policies to enhance the involvement of minorities in public services. The Ghana government has not been left out in this endeavor. Since 1957, it has continued to institute measures to ensure a fair gender representation in the bureaucracy. This notwithstanding, the upper echelons of the bureaucracy continue to be dominated by males despite the over representation of women at the lower levels. What are the challenges confronting women in the public sector that make it difficult to achieve active representation? Introducing this special collection on asset dynamics and poverty traps, this article assesses evidence on these issues across eight panel data sets in six countries generally not previously considered in this perspective. It examines the importance of assets in relation to chronic poverty and uses parametric and non-parametric methods to test for dynamic asset-based poverty traps. The article finds that chronically poor households have lower levels of assets than others, though does not find evidence of the non-convexities which would imply a multiple dynamic poverty trap. From this base the article introduces the remainder of the articles in this collection which set out many promising approaches to further develop and improve methods and approaches for looking at poverty traps in future.  相似文献

As the multilateral debt relief initiatives draw to a close, this article reviews the impacts of debt relief to low-income countries (LICs) building on both the theoretical and empirical literature of past decades. We show that, while the pioneering studies of the early 2000s are inconclusive, the most recent analyses overcome certain methodological impediments to highlight significant multilateral debt relief initiative effects. These analyses hence suggest that these large-scale programmes may well have met expectations, at least in part.  相似文献

The problem of the time distribution of suicide has aroused the interest of many authors, but their findings often appear uncertain and contradictory. These inconsistencies can be partially explained by both the choice of the sample and the statistical method used for the analysis. In this study, in order to reveal expected and unexpected periodicities in the time distribution of suicides, we analyzed a small but complete and very homogeneous sample of suicides which occurred in the Mountain District of the Metauro River Valley in Italy in the period 1960-1994. A recent circular statistics technique, the "maximization of mean vector length" was used. We found no significant weekly and lunar patterns, but significant seasonal and intraseasonal cycles, with peaks in March and at the beginning of each season. The superposition of these two significant cyclic trends was also studied.  相似文献
