Kyrgyzstan is a country that has recently attracted attention with its different features in post-Soviet Central Asia. The country could not be institutionalized by either an authoritarian means or a democratic regime after her independence in 1992. Political life has been shaped by political confrontation between administrative authorities that have tendencies to strengthen the authoritarian regime and local political leaders who act centrifugally. This article, in the light of this background, aims to investigate the political process in the framework of the ‘Tulip Revolution’ that took place in 2005. Initially, social, economic and cultural dynamics, which have impacts on the political processes, are analysed, and next, the contemporary implications of these dynamics are examined in detail. Finally, probable influences of the political developments witnessed after 2005 and the potential direction of transformation of the political regime are discussed.  相似文献

All post‐colonial Myanmar governments and the business community benefited from their clientelistic networks. Without the help of government officials, many business firms would have gone under quickly; at the same time, without the assistance of business people, it would have been hard for most post‐colonial Myanmar governments to keep themselves in power. It is very clear that government‐business relations cannot simply be reduced to a zero‐sum game. This article clearly shows that if we assemble cases of government‐society relations in Myanmar in the way we solve a jigsaw puzzle, the picture that emerges is not simply a zero‐sum situation. Rather, certain interactions between incumbent governments and the business community in post‐colonial Myanmar were mutually empowering.  相似文献

Abstract

While much debate on climate change has emerged around food, forest and land politics, the fisheries sector has only recently become more visibly implicated in these discussions. Similarly, in comparison to food and agrarian movements, fishers’ resistance to intensified mitigation efforts and resource exclusion is still significantly understudied academically, and receives little attention in political spheres. This highlights a critical gap in both food and climate politics literature, which this paper aims to present a framework for addressing. To do so, it contextualises the emergence of overlapping processes of exclusion in global fisheries, and explores the implications global food system transformations have had in the fisheries sector, and the reactions this has spurred from South African fishers. It then traces the convergence of fishers’ movements with other resource justice movements, and how this has contributed to the rise of ‘fisheries justice’. Finally, it presents four interlinked propositions – highlighting food sovereignty, resource access and conflict, climate change and mitigation, convergences between movements, and alternatives proposed by fishers – as a framework for how incorporating fisheries and fishers’ movements can broaden our understanding of transnational social movements, and expand the depth and scope of food and climate politics.  相似文献

In the Dagomba kingdom in Northern Ghana there has been a protracted dispute between two branches of the royal family over rights to the skin (throne). This dispute erupted into violence in September 1969 when at least eighteen people were shot dead by the security forces. This article examines the background to the so‐called ‘Yendi skin dispute’ and considers the significance of the distinction between ‘tradition’ and ‘politics’ as used by participants to explain the conflict and to allocate responsibility. It concludes that ‘tradition’ is both artificial and highly malleable.  相似文献

This study, based on work in six villages, seeks insights into the likely effect of the introduction of prospective land‐, water‐, and crop‐management technologies, being researched at the International Crops Research Institute for the Semi‐Arid Tropics, on the existing village labour‐use patterns in one major relevant region: peninsular India. Explicit attention is given to the similarities and differences between small and large farms and their relevance to the adoption of the prospective new technologies.

Regional variation in labour utilisation reveals a tremendous employment‐creating potential in the existing tank and well irrigation systems in the Alfisols of peninsular India. The prospective technologies should increase employment, compared with existing technologies, by at least 100 per cent in the Alfisols and by over 300per cent in the deep Vertisols— but with some increase in the seasonal variability of labour demand. Given the existing availability of labour, there will be, with the improved watershed technologies, major farm labour bottlenecks. These should eventually generate increased wage rates and employment potentials. However, even temporary adverse effects on the timelessness of operations could be critical to the success of a double‐cropping and/or intercropping technology aiming at greatly increased yields. This would create demands for selective mechanisation, for example, of threshing.  相似文献

The influence that ideas have (or do not have) in political life is widely regarded as a problematic issue – across many fields of study. Reservations about the possibilities for assessing ideas' influence can be shown to differ, however, in quite revealing ways. Apprehension rests neither on a single, shared reservation, nor even on a core set of reservations. Moreover, many of the reservations lack cogency. A more useful way of addressing the ‘influence-problem’ is by employing a typology. This typology would seek to capture the full range of modes in which influence might be exercised. The article therefore proposes one, as a heuristic framework for investigation and analysis, with the intention that it might be applied to the study of ‘real-world’ cases.  相似文献

Research has demonstrated that pilots contain multiple shifting purposes, not all of which relate to simple policy testing or refinement. Judging the success of policy pilots is therefore complex, requiring more than a simple judgment against declared goals. Marsh and McConnell provide a framework against which policy success can be judged, distinguishing program success from process and political success. We adapt Boven's modification of this framework and apply it to policy pilots, arguing that pilot process, outcomes and longer-term effects can all be judged in both program and political terms. We test this new framework in a pilot program in the English National Health Service, the Vanguard program, showing how consideration of these different aspects of success sheds light on the program and its aftermath. We consider the implications of the framework for the comprehensive and multifaceted evaluation of policy pilots.  相似文献

Few would disagree that Islam has become a major force in Malaysian politics. Be that as it may, scholarship on political Islam in Malaysia has mostly centred on detailing the umno–pas confrontation. While it is important to understand the depths of this phenomenon of politicised Islam, it is equally vital that attempts be made to relate it to broader socio-political tectonics in the complex Malaysian landscape in order to better appreciate the nature and trajectory of the politicisation of Islam in Malaysia. Focusing on pas as the institutional manifestation of politicised Islam in Malaysia, this paper advances two arguments. First, pas has been successful insofar as it has managed to relate Islam to the pressing issues of the day. Second, the best electoral performances turned in by pas have all coincided with problems with umno and the broader coalition. Islam then, appears to be less vital to the politics of pas than is widely perceived.  相似文献

Despite the crucial role feminist movements play in securing progressive development policies, legislation and socio-legal protections for women, labeling women’s rights issues as feminist has contradictory, mostly negative, effects on the women’s movement in Africa. This paper discusses research findings that show that older women (activists) are more likely to self-identify as feminists than younger women in Ghana. I argue that, while resistance to feminism may have roots in anti-imperialism, socio-cultural and economic privileges play a crucial role in such resistance at an individual level. Based on findings discussed in the paper I suggest the following. First, the perceived threat of feminism to African socio-cultural norms dialectically enhances opportunities for advancing women’s rights in development planning through a more transformative civil liberties route as opposed to a “special victims’ unit” approach. Second, further empirical research is needed to assess the impact of various intersecting variables (class, age, ethnicity, sexuality, religion and geographical location) on feminist politics in Africa.  相似文献

Lebanon is most often depicted as a ‘weak state’ lacking territorial sovereignty and thus fostering the proliferation of violent non-state actors that generate political instability and regional insecurity. In contrast, this essay explores the dynamics of security politics in Lebanon since 2005 through the lens of hybrid sovereignty. It shows how an assemblage of state and non-state actors has been able to navigate between rival understandings of insecurity, producing at times shared, but still contested, understandings which have sustained a system of plural governance over security that has been able to respond to a shifting geography of threats.  相似文献

This paper analyzes the transformation of the signifier “corruption” in the Albanian public sphere during the period 1991–2005 from a discourse analysis approach. The aim is not to trace corruption in its presence and consequences, but to show how different articulations of corruption supported different agendas. More specifically, this paper aims to show how the corruption discourse that dominated Albanian public discussion during the period 1998–2005 served to legitimize a neoliberal order by articulating corruption as inherent to the public sector and to state intervention in the economy. This meant that corruption could be eliminated through neoliberal policies such as privatization and deregulation. Through a discourse analysis of corruption it is possible to politicize the concept of corruption instead of reducing it to a static and inherent feature of Albanian culture and society.  相似文献

Standard wisdom explains Cuba’s current transformation as one of economic change but political immobility. However, Cuban politics have also undergone a major change since the handing over of power from Fidel to Raúl Castro – even if the rhetoric used has been one of continuity. This article traces this process by looking at four areas: the depersonalisation and re-institutionalisation of the political structures; the diversification of the public sphere, particularly through the use of digital media; the liberalisation of travel and migration, with its transformative impact on state–citizen relations; and the turn to a moderate foreign policy, as highlighted by the rapprochement with the USA, with its implications for legitimising the underpinnings of Cuban socialism. Although the shift has been well below the threshold of a transition to multiparty democracy, Cuba has evolved from the charismatic model of the past to what can be understood as bureaucratic socialism in reform mode.  相似文献

Russia’s challenge to the post-cold war order, and the rise of Islamic State have resulted in a call for increased military spending among NATO members. Despite the increased demand for UN peace operations, any expansion is unlikely to benefit the world organisation. Instead we see an increasing reliance upon regional organisations like the African Union, European Union and NATO, in particular, for robust peace operations. An analysis of Western states (France, Germany and the USA) suggests that future investments in weaponry, technology and staff will primarily benefit NATO and the EU, but not the United Nations.  相似文献

As governments throughout Latin America have increased their dependence on resource extraction, the debate around extraction-based development has been reinvigorated. This article argues that, despite historical failures and recurrent conflicts associated with extraction-based development, the way in which development is experienced and conceptualised at the subnational level demonstrates why extraction continues to be perceived as a legitimate means for development. These findings show that, as resource extraction continues to play a critical role in the overall development transition of Latin America, the process must be understood and theorised in relation to the experiences and expectations of actors at multiple scales.  相似文献

The position of judiciary in politics is an important area of discussion for both legal and political experts. The issue has particularly been on Turkish political agenda for the past decade with the emergence of a strong single-party government under the Justice and Development Party (Adalet ve Kalk?nma Partisi-JDP) rule. This article aims to analyse the evolution of relations between the judiciary and executive in Turkey from a historical perspective by examining the Republican era until the JDP rule. The struggle over the control of institutions becomes more visible during periods of strong government and the analysis shows that the idea of an independent, apolitical judiciary is a myth that was created by the institutional and legal design of the Republic in the Turkish case and is not peculiar to the JDP government.  相似文献

This article analyzes political and social themes of Russia's glossy magazines which represent the few remaining public spaces for surviving freedom of speech and expression in that post-communist country. As authoritarian nature of Russian political system deepens, the democratic openings often appear in unexpected places. Content analysis of two glamour monthlies, one (GQ-Russian Edition) intended for male audience, another (Cosmopolitan-Russia) – for female readership, shows consistently oppositional (anti-Putin) thrust of both publications, but also persistent political gender stereotypes. Analysis of these publications, intended for Russia's nascent urban class – traditionally a social strata most associated with democratic impulses – provides an important explanation behind recent democratic protest activities in Moscow and St. Petersburg.  相似文献

Common explanations of the recent war in Chechnya add up to an astonishingly overdetermined picture. The conflict between Russia's central government and its separatist ethnic autonomy was blamed on several grand factors: oil interests, resurgent Islam, imperial collapse, international terrorism, organized crime. Superficially, Chechnya shares most of these features with Tatarstan — another defiant republic of the Russian Federation which has oil, notorious gangsters, and a native population of Islamic heritage. A more detailed account shows, however, that the two state entities have little in common except the Soviet-made institutional framework. Tatarstan is a rare example of an ethnically non-Russian republic within the very urban industrial core of the former USSR, while Chechnya was patently peripheral. Differences in historical legacies and present-day social compositions conditioned very different outcomes of multifaceted political struggles that accompanied the demise of Soviet empire. In Tatarstan, local ethnically-colored nomenklatura exploited the chaotic transition to claim property rights over the local economy. The new rhetoric of national revival which the nationally-minded wing of Tatar intelligentsia advanced during Gorbachev's relaxation of censorship, was used by the Tatar nomenklatura to justify its struggle for economic property rights and exclusive political jurisdiction in its territory. By contrast, the Communist patronage network which ruled Chechnya until 1991 was too dependent on the central government for subsidies and coercive resources to follow the Tatarstan example. In the aftermath of August 1991 hardliner coup, when the Chechen apparatchiks misplaced their bets in Moscow's politics and momentarily lost support of the central government, they were swept away by the social movement of rural masses and urban marginal intellectuals. In its turn revolution, the only such outcome among the republics of the Russian Federation (but not the USSR), created an inherently unstable regime in Chechnya which could legitimate itself only with the idea of national independence and, once Moscow attempted to destabilize it, through the patriotic war.  相似文献
