As the West’s centrality fades, the global South may have a decisive influence in shaping future world order. Will that future see a retreat from globalisation to hard-edged particularisms? Or will the emerging post-Westphalian global society let the global South take over the baton of cosmopolitan institution building in its own way? This article draws on a multi-country survey of educated youth to find promising signs of imagined common ground with other countries. It suggests the flavours of cosmopolitan integration that the global South is likely to support in coming decades.  相似文献

This article evaluates the situation of internally displaced persons ( idps ) a decade after the first mandate for the Representative of the Secretary-General on idps . Paradoxically, this fastest growing category of war-affected populations has no institutional sponsor or agreed international legal framework, whereas refugees, whose numbers are diminishing, benefit from well developed institutional and legal efforts through the UN High Commissioner for Refugees. At the outset of the 1990s the growing and massive numbers of idps and the changing nature of warfare suggested that what formerly had seemed a blemish was actually an ugly structural scar. In 1992 the UN Commission on Human Rights created the mandate, and the UN Secretary-General designated Francis M Deng to assume it. The independently financed Project on Internal Displacement, which he co-directs with Roberta Cohen, was set up specifically to support the mandate, an interesting model for other cash-pressed rapporteurs on human rights. Productivity and output have been impressive: a normative framework is in place and international discourse has changed, guiding principles are circulating, and institutions have begun to emphasise the particular problems of idps . However, there is no capacity to undertake systematic monitoring or follow-up of previous visits to countries that continue to flout international decisions. Greater in-depth analyses are prerequisites for better policy and advocacy. A permanent mandate and more adequate funding are required.  相似文献

After a generally disappointing half-century since recapturing formal independence, at the turn of the second decade of the 21st century, Africa(s) may now be able to seize unanticipated emerging opportunities to move from `fragile' or `failed' towards `developmental' political economies. The continent displays innovations in terms of sources of finance, new regionalisms & transnational governance leading to distinctive insights for analysis & policy, both state & non-state. Conventional labour economics argues that wages are determined by supply and demand and that the typical firm is a wage taker. Efficiency wage theories state that wages are endogenous to a firm's own optimising behaviour and that the wage rate determines the labour productivity. These theories raise questions regarding the effectiveness of expenditure‐reducing and expenditure‐switching adjustment policies. This article reviews the theoretical and empirical literature on efficiency wages. It examines alternative models, highlights the emphasis of empirical research towards industrial countries, and points out the need for a test based on the major implications of the theory.  相似文献

Exposure to open defecation has serious consequences for child mortality, health, and human capital development. South Asia has the highest rates of open defecation worldwide, and although the incidence declines as household income rises, differences across South Asian countries are not explained by differences in per capita income. The rate of open defecation in sub-national regions of Bangladesh, India and Nepal is highly correlated with the fraction of the population that identifies as Hindu, in part because certain rituals of purity and pollution discourage having latrines in close proximity to one’s home. Almost all open defecation occurs in rural areas, and this paper estimates how much the rate could be reduced if rural households in regions that have a higher fraction of Hindus, where open defecation is still common, altered their behaviour to reflect that of non-Hindu households in regions that are predominantly non-Hindu, where the rate of open defecation is much lower. Using nonparametric reweighting methods, this paper projects that rural open defecation in Bangladesh, India, and Nepal could be reduced to rates of between 6 and 8 per cent, compared to the prevailing level of 65 per cent.  相似文献

In the fast-moving world of development policy, buzzwords play an important part in framing solutions. Today's development orthodoxies are captured in a seductive mix of such words, among which ‘participation’, ‘empowerment’ and ‘poverty reduction’ take a prominent place. This paper takes a critical look at how these three terms have come to be used in international development policy, exploring how different configurations of words frame and justify particular kinds of development interventions. It analyses their use in the context of two contemporary development policy instruments, the Poverty Reduction Strategy Papers (prsps) and the Millennium Development Goals (mdgs). We show how words that once spoke of politics and power have come to be reconfigured in the service of today's one-size-fits-all development recipes, spun into an apoliticised form that everyone can agree with. As such, we contend, their use in development policy may offer little hope of the world free of poverty that they are used to evoke.  相似文献

This paper looks at the question of development by focusing on both Cuba and the Democratic People’s Republic of Korea. At the heart of the project is the notion of sustainability, and how to achieve well-being even in the most challenging conditions, isolated economies and sanction-laden realities. This is done by tracing both countries’ engagement and development in the fields of health and education. We suggest that political engagement with these countries should be prioritised, without challenging an established political order but with its consent, and with the hope that future generations are socialised to a culture of openness.  相似文献

The literature in public administration advances three important values for public administrators. In their roles as technical experts, public administrators are professionals whose decisions are guided by the norms and principles of the public administration profession. In their roles as appointed officials, public administrators are expected to be responsive to their elected superiors. As representatives of the community, they are expected to voice the concerns and demands of citizens. Professionalism, responsiveness, and representation all are considered fundamental values that must be reflected in administrative decisions and actions. Despite the importance of these three values for public administration, insufficient empirical research has been done to examine what these values mean for public administrators. That is, the critical question that remains unanswered is: “What activities of public administrators are associated with these three values?” Based on a nationwide survey of city managers, this article identifies critical activities in which public administrators get involved, then reduces these activities into factors (dimensions), and finally examines the correlation of these factors with attitudes of city managers towards professionalism, responsiveness, and representation. The findings of this research help make these three values more concrete by associating them with major policy and political activities of city managers.  相似文献

What are the analytical benefits of using the security vocabulary when addressing issues of human well-being? And to what extent can a security framing of these issues be useful in the normative and political sense – that is, when making judgements about existing policies and when formulating and implementing alternative ones? This article uses the case of food security to engage with these questions. It argues for a shift away from conceptual fine-tuning of what food security should mean and towards an appreciation of how security functions as a political modality. Whilst acknowledging that this modality can work to encourage international conflict, enable governmental control and empower global capitalism, the idea that security has an inherent logic which denies progressive politics is refuted. Drawing on the idea of emancipation in critical security studies, and applying it to empirical examples from contemporary Brazil, it is shown how food security can help expedite action to address harm and vulnerability, reinforce the public sphere and widen the scope of social concern.  相似文献

This paper documents and analyses 46 proposals made between 1947 and 2008 for resolving the India–Pakistan dispute over Jammu and Kashmir. We conduct a content analysis to recognise the patterns that emerge from these formulations and identify the key elements that recur over time. Our analysis suggests that the dispute may be more ‘ripe’ for resolution today than it has ever been in the past. For the first time in the dispute's history, there is growing convergence over a core element of the solution, ie granting autonomy to Kashmiris. This is matched by a virtual consensus on the ‘catalysts’, namely soft borders to allow relatively free human and economic exchange within Jammu and Kashmir, the notion of Kashmiri involvement in any negotiations on the issue and demilitarisation of the state. Ripeness alone, however, does not lead to resolution. Over the years various dynamic proposals have been made, which means that this particular convergence could also dissipate, as some of the prior ones have. There is a potential window of opportunity today, but it will not last indefinitely.  相似文献
