This essay argues that neoliberalism has strengthened the sustainability of democracy in Latin America but limited its quality. Drastic market reform seems to have abetted the survival of competitive civilian rule through its external and internal repercussions. By opening up Latin American countries to the world economy, neoliberalism has exposed them to more of the international pressures for preserving democracy that intensified with the end of the Cold War. At the same time, the move to market economics has weakened leftist parties, trade unions, and other proponents of radical socioeconomic reform, reassuring elites and preventing them from undermining democracy. But tighter external economic constraints limit governments' latitude and thereby restrict the effective range of democratic choice; and the weakening of parties and interest associations has depressed political participation and eroded government accountability. The available evidence therefore suggests that neoliberalism has been a mixed blessing for Latin American democracies.  相似文献

In view of China's economic growth and rising international status, Latin American and Caribbean countries will accord increasing priority to their relations with the Asian giant. China's permanent seat in the United Nations Security Council is also a factor to reckon with. Today, Brazil, Argentina, Venezuela and Mexico have established strategic partnerships with China. While the vast distance between China and Latin America generates difficulties in transportation and mutual understanding, it also means that both parties have no serious conflicts of strategic and political interests. Their Third World orientations in diplomacy contribute to a 95% concurrence in their votes in the United Nations. While the Chinese leadership seeks to promote multipolarity to curb US unilateralism, it appreciates its limitations in Latin America. In addition, China and the Latin American and Caribbean countries value good relations with the US. In the foreseeable future, China will increase its investment in Latin America and more Sino-Latin American business joint ventures will be formed. These trends may well reduce trade frictions associated with China's economic expansion.  相似文献

中美贸易摩擦是体系压力和美国国内因素共同作用的结果。基于1980~2018年美国对外贸易争端数据的定量研究,文章采用面板负二项模型对中美两国间的制度距离、文化差异和相对实力差距的缩小等结构性变量,以及美国国内政治等单元层次的中介变量、贸易和投资等渠道变量,对中美贸易摩擦的影响进行了实证考察。研究认为,中美间军事、经济和科技实力差距的缩小即相对实力分布的变化会显著强化美国作为守成大国对中国作为崛起大国发起贸易摩擦的可能性;中美两国间的政治、经济制度距离和文化差异或价值观的不同也会显著影响中美两国间发生贸易摩擦的可能性,同时,与美国政治关系良好、在制度和文化上与其接近的国家并不必然意味着与美国贸易摩擦的减少;美国国内不同政治行为体、社会行为体的利益诉求、政策偏好,与贸易的交互效应一起,会进一步增加中美两国因实力差距的缩小、制度和文化(观念)差异等体系因素或结构性变量所引发的贸易摩擦发生的概率;经济因素依然是决定中美贸易摩擦的基础性因素,中美贸易失衡、中国对美直接投资的迅速增加以及中国对美国市场渗透率的提升、美国国内经济绩效的波动、美国国内收入不平等程度的加剧,与贸易的收入分配效应一起,也会显著提升两国间发生贸易摩擦的可能性。  相似文献

Why are some Latin American states plagued by persistent policy volatility while the policies of others remain relatively stable? This article explores the political economy of natural resource rents and policy volatility across Latin America. It argues that, all else equal, resource rents will create incentives for political leaders, which will result in repeated episodes of policy volatility. This effect, however, will depend on the structure of political institutions. Where political institutions fail to provide a forum for intertemporal exchange among political actors, natural resource rents will result in increased levels of policy volatility. Alternatively, where political institutions facilitate agreement among actors, resource rents will be conducive to policy stability. This argument is tested on a measure of policy volatility for 18 Latin American economies between 1993 and 2008. The statistical tests provide support for the argument.  相似文献

Grassroots environmental activism among Latin America's poor has altered the debate over environmental policy, social welfare, and citizenship. Yet the question remains whether this social mobilization of the poor is part of a larger trend toward broader environmental concerns and democratic political participation, or a shortlived movement susceptible to the same pressures that have dissolved community mobilization in the past. This article compares Brazil with other Latin American and European countries in surveys of environmental awareness, concerns, and reported behavior. It finds that Brazilians residing in the urban periphery link their own local environmental concerns to more global considerations, and that concern for and activism on environmental issues is positively related to wider community involvement.  相似文献

俄罗斯智库对中美经贸摩擦有着独特的认知和期待,并与克里姆林宫的官方立场互为表里。总体上,俄方智库的观点是,在经贸摩擦的背后,是中美两国对军事、政治、科技、地区和全球领导权的竞争;两国的国内议程和对外政策,将因此受到深远影响并产生溢出效应--在亚洲区域内形成两极结构。即使两国会因国内和国际政治因素,在经贸问题上达成妥协,但中方不会放弃获得世界科技领导者的雄心,美方也不会打消遏制中国发展动能的战略意图。俄罗斯应与中国继续保持经济与军事合作,避免与美国和西方关系的继续恶化,并在亚太地区推动"大欧亚伙伴关系"倡议。俄罗斯政策分析界基于自身利益的演绎,将中美经贸摩擦定性为大国博弈,相应的政策建议反映出俄罗斯以在全球和亚洲分别制衡美中为目标的双层均势策略。俄罗斯将在有亚洲其他国家参与的情景下扮演战略平衡手角色,借中美全面对抗之势,在中美俄三边关系之外扭转不利的外部发展环境。俄罗斯对亚太国际局势的盘活作用,将催生双边和三边竞合新模式的建立。  相似文献

In recent years, important indigenous parties have emerged for the first time in Latin American history. Although some analysts view this development with trepidation, this essay argues that the indigenous parties in Latin America are unlikely to exacerbate ethnic conflict or create the kinds of problems that have been associated with some ethnic parties in other regions. To the contrary, the emergence of major indigenous parties in Latin America may actually help deepen democracy in the region. These parties will certainly improve the representativeness of the party system in the countries where they arise. They should also increase political participation and reduce party system fragmentation and electoral volatility in indigenous areas. They may even increase the acceptance of democracy and reduce political violence in countries with large indigenous populations.  相似文献

The democratic deficit, or the gap between citizens' aspirations and their level of satisfaction, is increasing in Latin America. Such dissatisfaction helps to understand many of the region's presidential crises: since 1985, 23 Latin American presidents have left government abruptly. While civil society may have been able to provoke the fall of presidents, it has not managed to avoid the re‐emergence of deep‐rooted political practices under subsequent administrations. Extreme presidentialism, clientelism and populism have re‐emerged strengthened after deep political crises. This article offers some ideas regarding the impact that different types of political leaders can have on how well democracy works.  相似文献

This article analyzes both the domestic and international political factors that affect Japan’s rice trade policy. Based on the analysis, this article suggests that although Japan will open its rice market soon, the rice trade liberalization is likely to proceed very slowly and will be accompanied by a temporary surge of nontariff barriers. Domestically, a national coalition of producers, distributors, nationalists, politicians, bureaucrats, environmentalists, and consumers will delay and distort any rice trade liberalization program. Internationally, the pressure to further reduce rice trade barriers will decline due to the controversy over agricultural trade liberalization in the GATT negotiation, the lack of significant political pressure by politicians and interest groups within the United States, and Japan’s record of trade liberalization, especially in agricultural trade. Europe and Latin America present a long-standing tradition of parliamentary diplomacy and particularly in the development of regional parliaments. Since the 1970s, inter-parliamentary relations between the two regions have been institutionalized, first by the regular dialogue of the European Parliament with the Latin American Parliament (Parlatino) and more recently, in 2006, with the creation of the Euro-Latin American Parliamentary Assembly (EuroLat). Apart from representatives of Parlatino, EuroLat includes in the European Union-Latin American Caribbean (EU-LAC) parliamentary dialogue members of other regional assemblies created in recent decades, such as the Andean Parliament, the Central American Parliament and the Mercosur Parliament. However, recent EuroLat meetings have made evident a polarization of positions on regional politics between European and Latin American sides, especially regarding the political and human rights situation in Venezuela. In this sense, the present paper analyzes the impact of EU-LAC relations on the political convergence of Latin American parliaments concerning regional political issues. The aim is to discuss how institutionalized relations with the European Parliament, through EuroLat, increased convergence among Latin American parliamentarians. This argument is exemplified by the joint defensive position on the Venezuelan political situation adopted by Latin American parliamentarians vis-à-vis the European Parliament's condemnatory position.  相似文献

The illegal drug trade has become a serious threat for the Americas. Is a multilateral approach to combat it possible? This article proposes that the United States and Latin America are finding ways to use multilateral organisms to confront this threat and examines as an example the role of CICAD in setting a cooperative agenda to develop an antidrug regime. CICAD has established common ground for long‐term cooperation in certain areas. But common drug strategies in the Americas require the support of the United States and the cooperation of Latin American states, both of which are still works in progress. Therefore the future of the CICAD‐inspired antidrug regime will depend on whether the United States and Latin America will cooperate to define the illegal drug threat in the same way and bestow on CICAD the authority necessary to address it.  相似文献

The choice of exchange rate regime is a continuing challenge to Latin American policymakers, who currently face pressure to dollarize their economies. The constraints imposed by the "dollar bloc," the informal but powerful currency bloc that ties Latin America to the dominant currency, are central to that choice. Current weak economic performance has called the bloc's norms and principles into question and has made the exchange rate an open issue. Ecuador's full official dollarization is one possible strategy for countries with political stability but poor economic performance to gain access to needed dollar resources. Most of Latin America, however, will continue with variants of managed floating exchange rates, and the periodic foreign exchange crises will provide access to official dollar resources and facilitate renegotiation of the terms of outstanding debt.  相似文献

This article addresses understandings of race and ethnicity within Latin American research by examining and arguing for an increasingly transnational interpretation of identity through an analytical engagement with the changing politics of difference in Panama. Applying historiographical and ethnographic approaches, we interrogate ethno‐racial differentiation from a transnational perspective, concluding that dominant national discourses on identity in Panama have shifted in response to transnational alliances and pressures, and that a monolithic nationalism driven by the narrative of panameñismo (a national political discourse in Panama predicated upon the concept of a monolithic and singular Panamanian culture) has given way to an ethno‐racial climate in which the politics of identity and representation are approached more pluralistically and arguably more equitably.  相似文献

This paper seeks to examine U.S.-Vietnam relations under the Trump administration. It will concentrate on the political, economic and security dimensions of the relationship. It will demonstrate that the Trump administration's policy towards Vietnam has many elements of Obama's policy towards Vietnam. Though President Trump has focused on the trade deficit with Vietnam, the Trump administration has worked closely with the Vietnamese government to intensify the partnership with Vietnam. It should be noted that in the context of China's growing assertiveness in the South China Sea, Hanoi and Washington see that it is in their mutual interests to advance their security cooperation. This article analyses ethnographically the reconfigurations of the state and relations of power through their dynamic interactions with subaltern alternatives that emerged in the 2001 uprising in Argentina. In this regard, it counters influential interpretations of these events articulated within John Holloway’s framework of ‘anti‐power’, which ignores the reconstruction of the state, and rank and file trade unionism. The article concludes that intensified class and political struggles in the region offer new spaces for contesting hegemonic reinventions of populism and ‘top‐down’ socialism in Latin America.  相似文献

Juan Solanas's 2005 film Nordeste/Northeast problematised maternity by presenting two female characters who conform to cultural or trans-cultural norms of the Global North and South and personify the narratives of transnational trade. As Lynn M. Morgan and Elizabeth F. S. Roberts argue, ‘reproductive governance’ is a useful analytical tool for understanding how political rationalities affect the reproductive lives of women in Latin America and globally. This article promotes the idea that multinational corporations have independent agency in the process of economic reform in Latin American host countries. Through a number of pooled cross-sectional time series analyses, it shows that accumulated foreign direct investment can affect policy reform in ways unanticipated by earlier theories predicated on the obsolescence of firms' influence after initial investment. The influence of firms varies across different reform areas, and competitive pressures lead firms to press alternately for liberal and illiberal reform measures. The study also considers sectoral issues, and argues that a preponderance of natural resource–oriented FDI can alter the impact of multinational investment on policy reform. Indexes of economic reform are measured against stocks of FDI and a number of political and economic control variables. Evidence shows that the dramatic increase in FDI in the region in recent years has bolstered firms' bargaining power and concomitant policy leverage.  相似文献

The Dominican Republic shares the island of Hispaniola with a 'failed' state, requires regular financial assistance from international funds and remains exposed to external economic pressures. State food distribution in the country, however, adheres to traditional statist policies and institutions that disappeared elsewhere in Latin America and the Caribbean during the 1980s and 1990s. Relevant literature arguably does not anticipate this outcome. This article proposes that political institutions associated with Dominican democratisation since the late 1970s, particularly strong presidentialism, a stable, non-ideological party system and high voter turnout at elections, provide incentives for a status quo, clientelistic policy in this strategic area of social policy.  相似文献

This article provides a theoretical framework for analyzing the recruitment and selection of legislative candidates in Latin America. It argues that political recruitment and candidate selection are undertheorized for Latin America yet have determinative impacts on political systems, often overriding the influence of more commonly studied institutional variables. The article elucidates a typology of legislative candidates based on the legal and party variables that lead to the emergence of particular selection methods, as well as the patterns of loyalty generated by those methods. It analyzes the recruitment and selection processes as independent and dependent variables, underscoring the significant effect these procedures have on the incentive structure and subsequent behavior of legislators. Those factors, in turn, have important consequences for democratic governability and the performance of presidentialism.  相似文献

The central question of this article is why indigenous social movements formed electorally viable political parties in Latin America in the 1990s. This development represents a new phenomenon in Latin America, where ethnic parties have been both rare and unpopular among voters. Institutional reforms in six South American countries are examined to see if the creation and success of these parties can be correlated with changes in electoral systems, political party registration requirements, or the administrative structure of the state. The study concludes that institutional change is likely to be a necessary but not sufficient condition for the emergence and electoral viability of ethnic parties.  相似文献
