本文从公共服务系统分析的角度,对政府在公共服务中所扮演的角色进行了解析,据此对北京市海淀区公共服务委员会设立的意义进行了解读.文章认为,城区公共服务的政策制定者、服务举办者和行业管理者在政府部门之间的角色分化,为其从部门分割治理转向部门分工治理创造了条件,而从部门分割治理转向部门分工治理乃是当前我国城区公共服务体系建设可供选择的一条路径.  相似文献

ABSTRACT

Political marketing is an exciting new area. Research produced over the last decade has been pioneering in showing the applicability of marketing to politics. However, this article argues that the field now needs to move in a different direction if we are to reach political marketing's full potential. Political marketing needs a comprehensive approach: it can be applied not just to party-electoral behaviour but also legislatures, local government, the media, and public services, with both concepts and techniques from marketing, and an understanding from political science literature as well as management studies. The article, therefore, maps out the route to be taken to reach the end of the rainbow and the pot of gold that the political marketing field potentially offers.  相似文献

The role of elites and their policies in the process of regime transformation are not as simple as “rule by the people” implies, once it is recognized that all “real-existing democracies” depend crucially on the role of representatives who act as intermediaries between the citizens and their rulers. Instead of rule by a few vs. rule by all, we have “rule by some politicians” as the outcome. These newly empowered representatives inevitably form an elite institutionally separate from the electorate that has chosen them competitively or the selectorate that has chosen them for their reputation.  相似文献

Pay disparities between men and women persist in the U.S. workforce despite comparable pay legislation, advocacy, and social change. This article discusses theories of gender pay disparities, such as the glass ceiling, position segregation, agency segregation, and human capital. Using an online national survey, 1,600 responses were collected for four groups of public procurement professionals. The gender wage gap ranged from $5,035 to $9,577. Multiple regression of the data show that gender continues to play a major role in predicting the salaries of public officials in similar positions. Gender and human capital variables predicted between 36.5 percent and 53.9 percent of the variance in pay.  相似文献

Despite the centrality of party identification in U.S. politics, the effects of partisanship on public opinion remain elusive. In this article, we use monthly economic opinion data disaggregated by partisanship to evaluate the role of party identification on economic perceptions. Using both static and time-varying error correction models, we find strong evidence of partisan bias in the public??s assessment of the state of the economy, and importantly, this bias changes over time. This evidence of the changing influence of partisanship helps reconcile some of the different findings of individual and aggregate level opinion studies. We also examine how the time-varying influence of partisanship affects aggregate public opinion. Specifically, we show that the increased influence of partisanship has led aggregate economic perceptions to respond more slowly to objective economic information.  相似文献

This article examines the extent to which the federal government'spolicies were responsible for the fiscal stress experiencedby most state governments in the early 1990s. Federal policieshave contributed considerably to recent state fiscal stress,particularly through the Medicaid program—the fastestgrowing part of state budgets—and the recession, whichdepressed revenue and increased welfare and Medicaid spending.Federal aid reductions have not been an important source ofrecent state fiscal stress. The real value of per capita federalaid other than for welfare programs fell considerably in the1980s, but the reductions were much greater for local governmentsthan for states. The largest reductions were in the early 1980s.Federal policies have affected state finances in several otherways—through tax policy, unfunded mandates, and the federalfailure to cope effectively with problems like health and poverty.Federal court rulings have also caused budget problems (as havestate court decisions). In some respects, state fiscal problemsare not a federal responsibility. Rising school enrollments,new corrections policies, and inelastic tax systems have createdfiscal stress for many states. Excessive state spending in the1980s has contributed to recent fiscal problems in some states,but not generally.  相似文献

This article examines how greater role clarification may be associated with increased work satisfaction and decreased turnover rates in workgroups. These linkages are examined with the use of multivariate analysis of variance and hierarchical regression analysis for data collected during two time periods from multiple sources: personnel records and an organizational survey of 1,699 employees working in 45 geographically distributed offices in a state government agency. Results indicate that offices with a high level of role clarification had significantly higher levels of work satisfaction and lower rates of turnover. Additionally, the effects of role clarification on work satisfaction and turnover behavior were mediated by overall role clarity perceived in these offices. The implications of these findings for effective management of workgroups in government agencies are discussed.  相似文献

In recent yems, rapid growth hm occurred in both the number and diversity of university-industry progrmns in the United States. While little comprehensive assessment of these programs exists to date, this paper argues that a systematic empirical analysis of a cmpany's perception of universities as knowledge sources is critical toa clear understanding of the newallknces between industry and academia. From a survey of216 companies, a pattern emerges where the sources of technical knowledge perceived as important by industry are complex and highly interrelated, and they also vary according to the characteristics of companies, especially size. It is seen that university research rather than universities as institutions per se are critical ingredients to the development of new products and production processes.  相似文献

This paper considers the problems currently facing the Medical Assistance (Medicaid) program in light of the major problems confronting the American health care system. Actual and proposed Medicaid reforms are reviewed, their merits noted and their shortcomings detailed. It is argued that substantial Medicaid reform can take place only in the context of radical reform of the entire U.S. health care system. Similarly, Medicaid should be incorporated into any plan aimed at providing universal health care coverage.  相似文献

Poole and Rosenthal (1997) argue that mostcongressional voting can be understood in terms of alow-dimensional spatial model. This paper uses their model toassess the importance of the two mechanisms that couldcontribute to the vote-predicting power of constituencyvariables: (i) constituency variables may predict wherelegislators fall along one or two dimensions in thevote-predicting spatial model and (ii) constituency variablesmay account for errors in the spatial model's predictions. Thepaper compares different methods of using a basicset of constituency variables to generate out-of-sample predictionsfor representatives' votes. The analysis covers a large numberof recent House roll call votes, considering Democrats andRepublicans separately and using Poole and Rosenthal'sW-NOMINATE scores to measure legislators' locations invote-predicting space. The results show that the predictivepower of a basic set of constituency variables arisesprincipally from its ability to predict representatives'locations in Poole and Rosenthal's space, not from its abilityto explain errors in the predictions based on that space. Thisholds true to a remarkable extent, consistent with Poole andRosenthal's argument that the influence of constituentinterests occurs largely through logrolling mechanismsreflected in their spatial model.  相似文献
