The impact of genetic enhancement on equality

There apparently is a genuine possibility that genetic and non-genetic mechanisms eventually will be able to significantly enhance human capabilities and traits generally. Examining this prospect from the standpoint of equality considerations is one useful way to inquire into the effects of such enhancement technologies. Because of the nature and limitations of competing ideas of equality, we are inevitably led to investigate a very broad range of issues. This Article considers matters of distribution and withholding of scarce enhancement resources and links different versions of equality to different modes of distribution. It briefly addresses the difficulties of defining "enhancement" and "trait" and links the idea of a "merit attribute" to that of a "resource attractor." The role of disorder-based justifications is related to equality considerations, as is the possibility of the reduction or "objectification" of persons arising from the use of enhancement resources. Risks of intensified and more entrenched forms of social stratification are outlined. The Article also considers whether the notion of merit can survive, and whether the stability of democratic institutions based on a one-person, one-vote standard is threatened by attitude shifts given the new technological prospects. It refers to John Stuart Mill's "plural voting" proposal to illustrate one challenge to equal-vote democracy.

Coronial law reform: the new wave

The 2006 Report of the Law Reform Committee of the Victorian Parliament into the Coroners Act 1985 (Vic) is a substantial and visionary document which has the potential to take coronial law reform in important new directions. It draws upon a range of reforms trialled in other jurisdictions, but proposes to consolidate a new role for the coroner as a public health official with a formally acknowledged focus on facilitating avoidance of avoidable deaths. Some of its Shipman-inspired proposals require further consideration but the general tenor of the Report - to recognise the distinctive functions of inquests and their potential to alleviate community concerns, respond to family members' needs and reduce the potential for dangerous conduct--deserves support.     

The organizational values of law enforcement agencies: The impact of field training officers in the socialization of police recruits to law enforcement organizations

This article examines how the values communicated by Field Training Officers (FTOs) influence the behaviors of police recruits to conform to the norms of the police culture. Analysis and interpretation of the written responses of police recruits to a program evaluation form in a police department located in the western United States were used to identify the explicit and implicit values that were communicated during the Field Training Program (FTP). The findings of this study indicated that although positive explicit values were communicated during the FTP, several potentially negative implicit values were also communicated to police recruits. Consequently, the perceived status of the FTO is an important factor in police recruits learning job-related values. Recommendations are made for developing effective leadership strategies for bringing greater levels of congruency between the explicit and implicit values of law enforcement organizations that are communicated to police recruits during the training process and organizational socialization. An uneven playing field: The impact of strain and coping skills on treatment outcomes for juvenile offenders

Purpose

This study examines the experiences of a group of drug-abusing juvenile offenders following their release from a residential treatment facility in order to determine how pre-existing levels of strain and coping skills affect their ability to benefit from the treatment program and avoid recidivism and relapse.

Methods

During an extensive pre-treatment interview, the youths were asked a variety of questions assessing potential sources of strain (including the experience of physical/emotional abuse and intra-familial violence, parental drug use, and physical/emotional health problems) and a variety of coping (cognitive, emotional, physical, social, and spiritual) skills. We hypothesized that pre-existing strain levels would decrease the likelihood of treatment success just as pre-existing coping skills levels would enhance it, but also predicted that the impact of strain on treatment success would be moderated by existing coping skills and that coping skills would have the greatest capacity to affect treatment outcomes among youths with higher levels of pre-treatment strain.

Results

Our findings offered mixed support for our hypotheses, including evidence that some coping skills mitigated the negative impact of strain whereas others seemed to intensify it. Implications of our findings are discussed and directions for future research are suggested.
