The Conservative government announced the Financial Management Initiative in 1982. This article is based on research into the genesis, development and impact of the FMI. The findings suggest that the FMI has contributed significantly to the institutionalization of resource management in general and cost awareness in particular. Implementation has been influenced, however, by the differentiation of departmental tasks and contexts, the inevitable tension between management and politics, and the difficulty of meeting the conditions for the successful engineering of cultural change. 相似文献

Embracing ‘groups’ as means to address democratic deficiencies invites scrutiny of their democratic practices. However, many groups lack internal democratic practices and offer few opportunities for affiliates to participate. Guided by an implicit ‘representation’ narrative of groups, the absence of internal democratic practices is interpreted as a sign of ‘failure’ or ‘deficiency’. Some scholars have entertained the idea of setting minimum standards of internal democracy as a prerequisite for policy access. This article scrutinizes this emerging consensus and its ‘representation’ narrative. Drawing upon the work of O’Neill (2001) and Pitkin (1967) , it is argued that groups can also be viewed through a lens of solidarity. This paper argues that the type of constituency a group advocates for can be used to calibrate expectations of internal democratic structures of accountability and authorization. The concepts of ‘representation’ and ‘solidarity’ are used to make sense of the (changeable) practices of a variety of groups. 相似文献

This article critically examines the state of knowledge with respect to the geographical provision of health care before the national health Service (MIS). Most accounts claim that health care was geographically unequal and/or inequitable. On closer examination, however, the claims of these studies appear roblematic. This is due to problems of the sources of data, intretation of the data, anz one writefs assertion becoming a subsequent writer's 'fact'. The xarges of inequality and inequity are critically examined. Then, for the hospital services, the situation is explored using data from a well respected but underutilized national wartime survey. Finally, an attempt is made to comare the degree of geographical inequality before the NHS with that of today. It is conclugd that the degree of inequality before the NHS is not as great as some conventional wisdom would suggest. Therefore, if the charges against the pre-NHs system are to stand, more evidence will be needed. 相似文献

The article argues that one should look not only at attempts to reduce governmental regulation via privatization and deregulation, but also to pay attention to new modes of dispute-resolution in highly complex and controversial issues. Following an alleged 'crisis of regulatory policy', the authors discuss ways and means of negotiation and mediation in the public sector. Based on American approaches, the German experience is at the forefront of their interest. The systematic and at the same time empirically oriented analysis looks at 'alternative' ways to regulate through cooperative behaviour, evaluates attempts at unassisted and assisted negotiations as a means of conflict resolution, and sheds light on the necessary framework for the use of mediation policies and techniques. A careful optimism on the use of negotiation and mediation in public sector disputes prevails. 相似文献

Programme Analysis and Review (PAR) was an approach to policy analysis introduced in 1970 by Edward Heaths administration as part of a systematic attempt to develop 'rational' government. In the early years some substantial reviews were completed, but from 1973 the exercise faded as less political commitment was devoted to it and institutional compromise and disillusion spread. This paper charts the life of PAR until its official demise in 1979 and analyses its experience, Above all, it suggests that PAR was unable to satisfy the technical, organizational and political preconditions for effective analysis. 相似文献

The policy transfer literature identifies the importance of context in shaping policy selection. However, countries with distinctly different contexts are pursuing the agencification of the public sector. Why? The solution to this puzzle lies in the ambiguity associated with public management ideas, which allows policy adopters room to interpret management doctrines and experience. The result is that public management ideas that carry the same identifying label can mask variation in the understanding of the policy, the motivation for adoption and in implementation outcomes. The process of interpretation allows policy‐makers in different contexts to: (1) adopt superficially similar policy concepts; (2) overlook negative experiential learning that contradicts the policy doctrine; and (3) adopt policies unsuitable to the national context. 相似文献

Compulsory competitive tendering (CCT) has been an important instrument of Conservative government economic policy since 1979. Its effectiveness in generating cost-effective services depends on competition to supply the service in question.
The NHS domestic market is large and, prior to the introduction of CCT, promised to be profitable for contractors. Many contract cleaners with office cleaning experience entered. In the event the costs of entry were heavy, and the profit margins of established firms were reduced. When contracts have been awarded to firms, they tended to be to those with a track record. Many firms therefore withdrew; and the few that remained have profit margins in the NHS little different from those found elsewhere. Of more than by firms with a serious interest in entry, probably no more than a handful can have come out of the experience in net profit in the first seven years.

The dominant perspective in the literature linking governance, globalization and public policy argues that globalization undercuts state capacity, weakening a government's ability to effectively regulate its domestic affairs. This paper shows otherwise with special reference to the Australian experience in financial regulation. It challenges the conventional wisdom that the Australian state is weak and cannot adopt anticipatory industrial policies. This paper argues that the adoption of the ‘twin peaks' model of financial regulatory arrangements is an example of the existence of government‐led steering in Australia which can adopt a proactive approach to financial regulation by steering and coordinating policy networks. ‘Governance through hierarchy’ in the financial services industry may be a function of the government's political entrepreneurship; its skill in setting and implementing an agenda; and an ability to create new policy communities and networks. 相似文献

Do governments lean on researchers who evaluate their policies to try to get them to produce politically useful results? Do researchers buckle under such pressure? This article, based on a survey of 205 academics who have recently completed commissioned research for government, looks at the degree to which British government departments seek to produce research that is designed to provide ‘political ammunition’, above all making them ‘look good’ or minimizing criticism of their policies. Looking at different stages in the research process – from deciding which policies to evaluate, shaping the nature and conduct of inquiry, and writing the results – the article finds evidence of government sponsors making significant efforts to produce politically congenial results. For the most part, researchers appear to resist these efforts, though the evidence base (researchers' own accounts of their work) suggests that this conclusion be treated with some caution. 相似文献

This article draws on evidence from case studies of local government contracting in the Australian state of Victoria. It argues that one of the key elements of competitive tendering – the separation of purchasers from providers – undermines another of its essential mechanisms – the specification of services – at the point where previously in‐house services are exposed to competition. The managers who are to become purchasers lack the requisite knowledge of services, which instead resides in the minds of the service delivery staff whose work is to be subjected to competitive processes. Separating purchasing from service‐provision ‘distances’ the staff from the managers, impairing employees’ willingness to share the relevant information. At the same time, the introduction of competition increases the probability that staff will withhold that knowledge, and makes it harder on probity grounds to maintain the type of collaborative relationship which might overcome their reluctance to share it. 相似文献

This paper adopts a comparative perspective towards the analysis of performance evaluation in the National Health Service. The NHS, it is argued, is best seen as an organization which is not unique but which ranks high on a number of dimensions: uncertainty about the relationship between inputs and outputs; heterogeneity of activities and aims; the ambiguity of the available information. These factors help to explain why performance evaluation in the NHS is both conceptually and organizationally problematic, and fragmented and professionalized in practice. By looking at the same factors in other organizations, it may be possible to start constructing a framework for examining the problems of performance evaluation in different settings. 相似文献

The proponents of freedom of information have, since the 1970s, sponsored successive Private Members bills seeking to liberalize Section Two of the Official Secrets Act. Until recently they have had no success. Indeed, the latest Official Secrets Act, which replaces Section Two, represents, in large part, further government determination to control information. Yet some limited success has recently been achieved, for example, in the areas of local government, personal files and environmental safety. This article seeks to explain both the successes and failures of the Campaign for Freedom of Information, and assess prospects for the future. First, the durability of official secrecy is considered, through demonstrating its consistency with governmental and representational principles upon which British government stands. Those underlying freedom of information on the other hand, are in conflict with the British political tradition. The progress of certain 'limited bills furthered by the campaign is then followed. By distinguishing between qualitatively different aspects of freedom of information and British government, the price extracted by government for legislative success can be seen to demonstrate that 'freedom of information' is compatible with 'low politics', but 'open government' conflicts fundamentally with the 'high politics' concerns of British government. 相似文献

This paper deals with the role of two third sector organizations in immigrant absorption in Israel during the mid-1980s through 1993. The Jewish Agency, a non-governmental, voluntary, non-profit “public institution” funded by Diaspora Jewry had responsibility for immigrants during their first year in the country. It represented world Jewry and Israeli political parties. A second third sector institution, the quasi-public party controlled state religious school system played a significant role in the education of Ethiopian immigrant children. The paper evaluates their impact on the absorption of immigrants. To what extent did these third sector agencies pursue their own agendas and or serve the immigrants? The paper also examines the influence of Israel's political-administrative systems on the third sector. How unique is the Israeli experience? Hopefully the findings will shed new light on the politics of collaboration with the third sector in contemporary Israel. Evidence presented here suggests that third sector absorbing agencies often pursued their own interests at the expense of the immigrants. The paper also reveals the complexity of the political and administrative character of Israel's third sector. Finally, the analysis shows the importance of political-administrative systems for understanding third sector collaboration in Israel. 相似文献

Cohesion Policy accounts for the largest area of expenditure in the EU budget. Because of its scope and redistributive nature, evaluation is particularly important. Policy analysis tends to overlook the evaluation stage. Few empirical studies seek to apply theory to EU policy evaluation. This article questions the relevance and usefulness of theorizing evaluation practice, exploring positivist, realist, and constructivist perspectives upon approaches to evaluating Structural Funds Programmes. It illustrates how political science theories can provide scholars with useful insights into the way EU policy evaluation is carried out. It develops a toolkit for analyzing real‐world approaches to evaluation and then applies it to three separate Cohesion Policy programmes. The analysis shows how, from a theoretical perspective – and contrary to the mixed methods rhetoric of the European Commission – positivism remains the dominant approach when evaluating the Structural Funds and considers why this is so, identifying the ability to demonstrate efficiency and effectiveness, cost, influence, and evaluation culture as key characteristics. 相似文献

Failure to understand the political nature of administrative reform and to develop a political strategy to overcome resistance lies behind the failure of many reform attempts. The prerequisites of reform include political will, time, resources, an ongoing institution promoting change, and a strategy which concentrates on the implementation stage when resistance is strongest. Such a strategy must use the principal levers of change, including legislation, which directly affect administrative behaviour. In Australia in the 1970s administrative reform proceeded only slowly with the exception of changes in some States and the introduction of a new body of Federal administrative law. A better reform strategy in the past two years has resulted in extensive legislative change at the Federal level including greater ministerial control over certain senior appointments, open public competition for the top one per cent of civil service jobs, affirmative action and industrial democracy. This article examines the history of the Department of the Environment from its creation in 1970 to the formation of the Department of Transport in 1976. Its main approach is an analysis of the roles of the Permanent Secretary and the Secretary of State in the development of the organization. The strong organizational relationship between these senior members of the department is an important factor in structural change both at the time of the initial reforms and throughout this period.
The influence of different personalities and their approaches to policy and management is considered as a determining factor in the evolution of the department. The article traces a large real and comparative decline in the rewards of high civil servants in Great Britain over the 20th century, accelerating since about 1970. It relates this to developments in the market for ‘high quality’ graduates and to changes in public and governmental attitudes which have affected the size, organization and role of the civil service. It discusses possible causes of the decline in top rewards in terms of three explanatory approaches suggested by social scientists – the ‘institutional’, the ‘cultural’, and the views of the ‘Chicago School’.
