This article challenges the tendency to understand local ownership of statebuilding processes chiefly as a product of how international donors plan and implement reforms rather than of how such efforts are appropriated by local actors. Local ownership is typically described as a quality which is ‘supported’, ‘fostered’, ‘granted’ or ‘stifled’ by foreigners rather than something which is simply taken by the hosts of such interventions. Drawing on the case of British-led police reform in Sierra Leone, the article argues that local authorities exercised ownership by actively drawing their former colonizer into the security sector, thus deepening and prolonging the intervention. This contradicts two common assumptions about local ownership: (i) it is aimed at reducing international influence and (ii) it will be scarcer and more difficult to achieve the weaker the host state. Rather than to control how the police reform was designed and implemented, the principal function of local ownership was to secure a powerful ally in the ongoing civil war and to achieve an outward reorientation of national security.  相似文献

During the crisis, the European Union's ‘social deficit’ has triggered an increasing politicisation of redistributive issues within supranational, transnational and national arenas. Various lines of conflict have taken shape, revolving around who questions (who are ‘we’? – i.e., issues of identity and inclusion/exclusion); what questions (how much redistribution within and across the ‘we’ collectivities) and who decides questions (the locus of authority that can produce and guarantee organised solidarity). The key challenge facing today's political leaders is how to ‘glue’ the Union together as a recogniseable and functioning polity. This requires a double rebalancing: between the logic of ‘opening’ and the logic of ‘closure’, on the one hand, and between the logic of ‘economic stability’ and ‘social solidarity’, on the other. Building on the work of Stein Rokkan and Max Weber, this article argues that reconciliation is possible, but only if carefully crafted through an extraordinary mobilisation of political and intellectual resources. A key ingredient should be the establishment of a European Social Union, capable of combining domestic and pan‐European solidarities. In this way, the EU could visibly and tangibly extend its policy menu from regulation to (limited, but effective) distribution, reaping the latter's benefits in terms of legitimacy. The journey on this road is difficult but, pace Rokkan, not entirely impervious.  相似文献

This article introduces the special issue on the politics of postcapitalism. Considering the theoretical foundations, empirical perspectives and political ramifications of claims made about a coming ‘post-work’ or ‘postcapitalist’ society, it maps existing debates through a discussion of two key recent texts, Paul Mason’s Clear Bright Future and Aaron Bastani’s Fully Automated Luxury Communism. It first surveys how the relationship between labour market trends, technological change and wider political-economic shifts is articulated in the postcapitalist literature. It then explores how concepts from Marx are deployed to depict social relations as a constraint on technological development and its utopian potentialities, leading to political demands for new class actors and electoral blocs centring on the new forms of economic and political activity associated with digital networks. It also considers the role of the state and how this theoretical and political approach envisions historical change, situating utopian visions of an incipient postcapitalist alternative to capitalism within the contemporary political context of authoritarian populism and challenges to liberal democracy. Finally, it explores the continuing relevance of humanism as a critical counterpoint to the social and philosophical agenda of present day ‘posthumanism’. It concludes that, in unfavourable political conditions, it would be strategically unwise to stake too much on an over-optimistic approach to the unfolding future. This outlook, it is suggested, carries considerable risks and consequences for a contemporary left in search of a viable electoral coalition and route back to power.  相似文献

Abstract

Two approaches to identity have been employed to explore issues in Japan's international relations. One views identity as constituted by domestic norms and culture, and as constitutive of interests, which in turn cause behaviour. Proponents view Japan's ‘pacifist’ and ‘antimilitarist’ identity as inherently stable and likely to change only as a result of material factors. In the other approach, ‘Japan’ emerges and changes through processes of differentiation vis-à-vis ‘Others’. Neither ‘domestic’ nor ‘material’ factors can exist outside of such identity constructions. We argue that the second, relational, approach is more theoretically sound, but begs three questions. First, how can different identity constructions in relation to numerous Others be synthesised and understood comprehensively? Second, how can continuity and change be handled in the same relational framework? Third, what is the point of analysing identity in relational terms? This article addresses the first two questions by introducing an analytical framework consisting of three mutually interacting layers of identity construction. Based on the articles in this special issue, we argue that identity entrepreneurs and emotions are particularly likely to contribute to change within this model. We address the third question by stressing common ground with the first approach: identity enables and constrains behaviour. In the case of Japan, changes in identity construction highlighted by the articles in this special issue forebode a political agenda centred on strengthening Japan militarily.  相似文献

This article builds a taxonomy of the different functions performed by the term ‘harmonisation’ in contemporary policy debates. Four broad functions or domains of use are identified – political, policy, process and program – within each of which there are multiple different uses. Based on this classification, the article then develops a multi‐dimensional conceptual framework through which the term can be better understood and examined, its political uses identified and isolated, and harmonisation initiatives constructed, framed and analysed. The framework should prove useful for Ministers and government departments called upon to determine if, how and to what extent to harmonise regulations in a particular area; regulators called upon to administer and enforce harmonised regulatory regimes; and regulatees, practitioners and academics concerned to understand the impact of a harmonisation task.  相似文献

This article is about the place of lobbying by the Catholic Church in contemporary Australian federal politics. It builds on some previous attention by political scientists to Catholic political campaigning (eg, Hogan 1978, 1993 ; see also Byrnes 1993 ), but it is more comprehensive. Discussion of such lobbying uses various terminology and, like much lobbying, it can be viewed in a normative sense either favourably or unfavourably, as democratic or undemocratic. During the parliamentary debate in December 1996 on the anti‐euthanasia private members bill introduced by Kevin Andrews, for instance, Nick Dondas (Country Liberal, Northern Territory) alleged that ‘the debate has been driven by the Catholic community of this country’. To which his Catholic colleague Tony Abbott (Liberal, New South Wales), alleging that Dondas had blamed the bill on the ‘Catholic lobby’, responded that ‘those comments were beneath him’. 1  相似文献

ABSTRACT

Recently, James Alexander has proposed a ‘dialectical definition’ of conservatism which, he believes, goes beyond ‘dispositional’ definitions, such as those proposed by Brennan and Hamlin, and by Martin Beckstein, which are ‘incomplete’.1 Alexander argues that, by focusing on conservative responses to ‘ruptures’ of continuity, his expanded account exposes the ‘fundamentally contradictory’ nature of conservative thought.2 This article offers a critique of Alexander’s ‘dialectical definition’ of conservatism, highlighting its inconsistency with the ideological content long agreed by conservative political thinkers, and with the historical realities of conservative political practice. But it also shows that there is a valuable and rightful place for a political ‘dialectic’ as part of a theory of conservatism that is more consistent with the history of conservative thought and practice. It is a dialectic with many historical precedents in political theory, two of which are examined in detail: (1) the earliest, found in Plato’s Statesman; and (2) an innovative and particularly useful formulation of it to be found in the political philosophy of R. How does international migration impact the composition of the demos? Constitutional doctrines and democratic theories suggest contrasting responses: an insular one excludes both non‐citizen immigrants and citizen‐emigrants; a deterritorialised one includes all citizens wherever they reside; a postnational one includes all residents and only these. This article argues that none of these predicted responses represents the dominant pattern of democratic adaptation, which is instead a level‐specific expansion of the national franchise to include non‐resident citizens and of the local franchise to include non‐citizen residents. This is demonstrated by analysing an original dataset on voting rights in 31 European and 22 American countries, and outlining a level‐sensitive normative theory of citizenship that provides support for this pattern as well as a critical benchmark for current franchise policies. The findings can be summarised in two inductive generalisations: (1) Voting rights today no longer depend on residence at the national level and on citizenship of the respective state at the local level; (2) Voting rights do, however, generally depend on citizenship of the respective state at the national level and on residence at the local level. In the article, these are called the patterns of franchise ‘expansion’ and ‘containment’. The former supports the idea of widespread level‐specific expansion of the franchise and refutes the insular view of the demos. The latter signals corresponding level‐specific restrictions, which defeats over‐generalised versions of deterritorialised or postnational conceptions of the demos. In order to test how robust this finding is, cases are analysed where the dominant patterns of expansion have been resisted and where unexpected expansion has occurred. With regard to the former, the article identifies constitutional and political obstacles to voting rights expansion in particular countries. With regard to the latter, the article shows that even where national voting rights have been extended to non‐citizen residents, containment remains strong through indirect links to citizenship.  相似文献

This article examines how the changing political debate in West Midlands’ constituencies influenced Powell's thinking, and how the area reacted to his ‘Rivers of Blood’ speech. It looks at local perceptions of Commonwealth immigration in the West Midlands. It contrasts largely tolerant Wolverhampton with attitudes in nearby Smethwick; here a small number of race propagandists shaped local feeling through the columns of the Smethwick Telephone. The article considers their campaign, and the notorious victory of the hardliner Peter Griffiths in the 1964 general election. Powell and allies learnt there was electoral mileage in the ‘race card’, then campaigning on the issue. The article details the strength of subsequent local support after his Midlands Hotel speech, a loyalty only fortified in response to the execration of a horrified metropolitan elite and lasting until his defection from the Conservative party in 1974.  相似文献

This article examines the politics of the October 2010 Strategic Defence and Security Review (SDSR), focussing on the points of difference between the main political parties (and within the Cameron coalition government) and the political dynamics of the review process. In examining how the government's core mission to reduce the country's ‘historic deficit’ impacted on the review process and outcomes, we are also able to highlight the practical results of a political philosophy that is currently being implemented across Whitehall. We argue that defence is a path‐finding policy area for a new kind of post‐industrial bureaucratic environment typified by a ‘thin‐client’ and ‘smart customer’ function that interacts with industry.  相似文献

Abstract

The emergence of the modern corporation occurs at the same time as that of the modern state and liberal governmentality, although its role in the development of ‘bio-power’ has not been carefully examined. This article examines the royal use of corporations to manage the poor through work creation schemes and hence effect a capitalist transformation of the eastern Netherlands; specifically, the creation of the Dutch textile industry. These work creation schemes drew on the cameralistic ‘police sciences’ that Foucault cites in his genealogy of bio-power. This article traces the means by which cameralistic disciplinary techniques for the control of paupers were adopted by entrepreneurs who replaced Willem I, the ‘merchant-king’ as the ‘visible hand of the market’. It highlights the origins of managerialism in ‘social’ not ‘political economy’.  相似文献

Party political interest in the so‐called ‘English Question’ has grown in recent years, due to the enmeshing of constitutional issues with a growing political and public affiliation with and expression of English national identity and culture. More recently, attention has shifted to the decentralisation of government within England. The ‘English Question’ is thus defined by two interconnected but distinctive ‘English Questions’. This article will assess whether, in seeking to find answers for these ‘English Questions’, the Conservatives and Labour are establishing a more distinctive ‘politics of England’. It will first consider the extent to which the politicisation of English identity and civic society have stimulated a more nationally framed political culture and party politics, and then assess whether constitutional reforms undertaken in Westminster, especially the introduction of EVEL, and regional devolution initiatives within England might facilitate greater party political engagement with an emergent ‘politics of England’.  相似文献

Abstract

This paper examines the relevance of Boltanski and Thévenot's newly translated book, On justification, to the analysis of political ideas and political action. While situating the work of the authors within its initial intellectual context, namely the ‘economics of conventions’, it shows that one of the key contributions of the ‘sociology of justification’ lies in the answers it brings to two fundamental, as yet unresolved, questions in political science and political sociology: first, how is it possible to identify those ideas which are politically relevant? Second, how is it possible to capture the dynamics of public ideas? After outlining the sources of the quandaries faced within political science and political sociology as regards these two questions, the conceptual framework of Boltanski and Thévenot is presented and explained, and research perspectives suggested. This article argues that On justification provides a highly engaging, stimulating and empirically useful contribution to current debates in social and political theory around the dynamics of political arguments and ideas.  相似文献

ABSTRACT

Roche’s article discusses ‘language oppression’ as a form of domination that is coherent with other forms of oppression along the lines of ‘race’, nation, colour and ethnicity. Scholars have defined language oppression as the ‘enforcement of language loss by physical, mental, social and spiritual coercion’. It is part of an evolving suite of concepts from linguistics, sociolinguistics and linguistic anthropology that examines issues of language discrimination, or ‘linguicism’. Roche explores one aspect of linguicism—language erasure—and how it relates to language oppression, focusing on Tibetans in the People’s Republic of China (PRC). He examines how language oppression is produced through practices of erasure: the ways in which certain populations and their languages are systematically rendered discursively invisible. He argues that the erasure of certain languages in the Tibetan context is systematically reproduced by two otherwise opposed political projects: the colonial project of the PRC state; and the international Tibet movement that seeks to resist it. He refers to the contingent cooperation between these two opposed projects as ‘articulated oppression’. In concluding the article he examines how the disarticulation of this oppression is a necessary condition for the emancipation of Tibet’s minority languages, and discusses the broader significance of this study for understanding language oppression, and its relation to other forms of oppression.  相似文献

This article examines, first, how environmental concerns have shaped British politics since 1945, making the environment an object of governance; and second, how political developments have an environmental history, focussing on the environmental demands of social democracy. It contends that environmentalism should be considered alongside other political ideologies, such as socialism and feminism, as helping to constitute the modern British state and the evolving relationship between government and the citizen. It considers how the management of the terrestrial environment became a hotly contested matter in the postwar decades, drawing a distinction between the politics of ‘landscape preservation’ and ‘nature conservation’. This discussion is related to access politics and questions of rural governance and regulation, particularly with respect to the agricultural sector. The article concludes with a discussion of some current environmental concerns, reflecting on the possible transition from today's ‘carbon democracy’ to tomorrow's ‘renewable democracy’.  相似文献

  • Government and governance are frequently treated as synonyms. Governing is what governments do in formulating and implementing policies. A burgeoning political science literature uses the term governance in a different way to describe the growing tendency of governments to govern in partnership with a range of non‐state actors and, as a purported consequence, the marginalization of governments within policy‐making processes. Here, some writers go so far as to talk about ‘governance without government’. In a forthcoming book, Rethinking Governance: Bringing the State Back In, Stephen Bell and I argue that this dominant ‘society‐centred’ perspective on governance is flawed. In our view whilst governments are indeed now more likely to forge relationships with a larger range of non‐state actors, they nevertheless remain the central players in governance arrangements. Indeed we argue that governments have been strengthened through the relationships they have developed. This article reviews some of the extant literature on governance and specifies the basic terms of our ‘state‐centric relational’ approach.

Over the past years, the economic crisis has significantly challenged the ways through which social movements have conceptualised and interacted with European Union institutions and policies. Although valuable research on the Europeanisation of movements has already been conducted, finding moderate numbers of Europeanised protests and actors, more recent studies on the subject have been limited to austerity measures and the Transatlantic Trade and Investment Partnership (TTIP) has been investigated more from a trade unions’ or an international relations perspective. In this article, the TTIP is used as a very promising case study to analyse social movements’ Europeanisation – that is, their capacity to mobilise referring to European issues, targets and identities. Furthermore, the TTIP is a crucial test case because it concerns a policy area (foreign trade) which falls under the exclusive competence of the EU. In addition, political opportunities for civil society actors are ‘closed’ in that negotiations are kept ‘secret’ and discussed mainly within the European Council, and it is difficult to mobilise a large public on such a technical issue. So why and how has this movement become ‘Europeanised’? This comparative study tests the Europeanisation hypothesis with a protest event analysis on anti‐TTIP mobilisation in six European countries (Italy, Spain, France, the United Kingdom, Germany and Austria) at the EU level in the period 2014–2016 (for a total of 784 events) and uses semi‐structured interviews in Brussels with key representatives of the movement and policy makers. The findings show that there is strong adaptation of social movements to multilevel governance – with the growing presence of not only purely European actors, but also European targets, mobilisations and transnational movement networks – with a ‘differential Europeanisation’. Not only do the paths of Europeanisation vary from country to country (and type of actor), but they are also influenced by the interplay between the political opportunities at the EU and domestic levels.  相似文献

Most studies of policy feedback have focused on processes of self‐reinforcement through which programs bolster their own bases of political support and endure or expand over time. This article develops a theoretical framework for identifying feedback mechanisms through which policies can become self‐undermining over time, increasing the likelihood of a major change in policy orientation. We conceptualize and illustrate three types of self‐undermining feedback mechanisms that we expect to operate in democratic politics: the emergence of unanticipated losses for mobilized social interests, interactions between strategic elites and loss‐averse voters, and expansions of the menu of policy alternatives. We also advance hypotheses about the conditions under which each mechanism is likeliest to unfold. In illuminating endogenous sources of policy change, the analysis builds on efforts by both historically oriented and rationalist scholars to understand how institutions change and seeks to expand political scientists’ theoretical toolkit for explaining policy development over time.  相似文献

In this article, we review the EU's significance for social policies in the UK. The EU has a limited legal role or institutional capacity to directly regulate the social policies of its member states. This role is even more limited in the case of non‐eurozone countries. There are a handful of EU policy measures which have had effects on social policy in the UK. However, these effects have not changed the institutional arrangements for making, organising and delivering social policy, which remain firmly in the hands of UK governments. In consequence, a ‘Leave’ or ‘Remain’ result has relatively limited implications for social policy, except in the case of specific social groups: notably for UK and other EU nationals who have lived and worked in at least one other EU country. Other EU legislation and regulation is compatible with the current and historical policy preferences of UK governments and political parties.  相似文献

Critics concerned with the effect of public utility companies' market practices have primarily focused on issues of disconnection and inequality. This article goes further, challenging the very premise on which the model is based: the principle of individual choice. The article focuses on the French gas, electricity and telephone sectors, developing two points. The first is the declining trust in public utility companies and a certain choice‐averseness. The second point addresses the experience of the ‘customer’, pressured to make the ‘right’ choice through manipulation and misinformation on the part of competing suppliers. Thus, instead of ‘active customers’ directing markets through their ‘choices’, what is seen is the disaffection or weariness of customers in the face of what they perceive as an unfair situation.  相似文献
