Citizens will need to change their behaviour in pro‐social ways if governments are to address current challenges in public policy. But how best to promote behaviour change? The argument in this article is that a decentralised rather than a top‐down approach is particularly suitable, which can encourage innovation in the public sector and involve citizens in the implementation of policies. As a method of evaluating interventions, randomised controlled trials have a unique role to play in improving the design of policies, particularly if carried out responsively and adaptively. A culture of experimentation would value curiosity, feedback and the continual testing of interventions. The article includes three examples of experimentation: young people's political attitudes, voter turnout and donations for charity. As the popularity of ‘nudge’ interventions grows—shown by the success of the UK government's Behavioural Insights Team—the practice of experimentation in the public sector could become the norm.  相似文献

This paper applies concepts developed in the Policy Agendas Project (PAP) literature to an analysis of Australian tax policy over the post war period. It argues that a major turning point in the Australian tax policy agenda occurred during the second term of the Hawke Government (1984‐87). Beyond this turning point, and despite the fierce partisan conflict concerning tax policy over the past two decades, there has been remarkaly little difference between Australia's two major parties at the level of substantive policy content. The Australian tax policy agenda over the post war period can be characterised by remarkable policy continuity punctuated by a period of change in the mid 1980s when structural change in the international political economy precipitated unprecedented domestic liberalisation.  相似文献

Abstract

The main goal of critical social justice is to ensure the agency of citizens, which enables them to take part, not only in public discussions about how resources are distributed, but also about matters such as what should be produced, how to do it and through what kind of production, among others. Critical social justice can be best formulated within the foundation programme of discursive ethics, in particular within Apel's version specified in his principle of co-responsibility. This principle establishes a telos that operates as a normative guide to formulate the constructive question about which the necessary conditions are for someone to be able to become a subject of dialogue. Answering this question leads, on the one hand, to the development of some constitutive elements of critical social justice and, on the other hand, to the identification of the social relations and structures that undermine the possibilities of a person to effectively participate in the discussion of the topics they consider relevant. As its constitutive elements, I propose reciprocal recognition autonomy, the metric of capabilities and a sufficientarian principle of justice, which work together with the well-known difference principle. These elements constitute a normative net that allows contemporary societies to be criticized from the perspective of justice.  相似文献

Australian governments have published three intergenerational reports since 2002. In line with a general international trend these reports pointed to a problem said to arise from an ageing population which exposes Australia to the risk of a future major fiscal crisis. In this article we argue that by failing to use a generational accounting framework, the reports privilege the elderly at the expense of young people. Added to this, they fail to engage any discussion of intergenerational equity defined as distributive fairness and justice. In this article we explore the value of various approaches to intergenerational justice, focusing on the Principle of Intergenerational Neutrality derived from Rawls' theory of justice. We argue that this does not work as well from a policy point of view as Sen's freedom‐as‐capabilities approach. We conclude that linking Sen's approach to justice to a generational accounting will enable governments to address future issues of equity.  相似文献

Abstract

One major way of arguing for the moral attractiveness of luck egalitarianism is indirect; it consists in showing that the view follows from competing views on distributive justice which one actually endorses. Kasper Lippert-Rasmussen (KLR) claims that luck egalitarianism is indirectly supported in this way by Rawls’s intuitive argument for the difference principle. That argument begins by asserting that the impact of social and natural contingencies on distributive shares is unjust. After clarifying the notion of indirect support, I argue against KLR’s claim. Whether the argument goes on to support luck egalitarianism is a matter of interpretation which can only be decided by looking closer at what Rawls has to say about the difference principle than KLR’s own treatment of the argument allows. In its most plausible reading, the intuitive argument veers away from luck egalitarianism in favor of a non-egalitarian view of the difference principle as a principle of compensating advantage. On this view, inequality due to bad luck is not in any respect unjust when the least advantaged cannot be made better off under alternative arrangements. In conclusion I explain why there are good reasons of fairness to understand the difference principle in this way.  相似文献

The more a government is effective and fair, the more legitimacy that government is likely to attain, and the more it will possess the potential to elicit compliance without excessive monitoring or punitive action. We explore this proposition using contemporary survey data from sub‐Saharan Africa. In particular, we are interested in the conditions that promote popular legitimating beliefs that provide support for governments that are attempting to serve their entire populations competently and in a manner that is relatively impartial and equitable. This article provides empirical support for a long hypothesized link between the extent of government effectiveness, procedural justice, and citizens' willingness to defer to governmental tax authority. The sample, drawn from a continuum of developing societies in Africa, allows us to analyze the impact of variations in government effectiveness and citizen perceptions of fairness on the sense of obligation to comply with the tax authorities, our indicator for legitimating beliefs.  相似文献

Distributive justice concerns the fair distribution of the benefits and burdens of social cooperation. Opposition to higher rates of taxation, or even existing levels of taxation, is often made on grounds that such taxes are unfair burdens. This fairness argument can be given a number of further, more-specific formulations. Libertarians, such as Robert Nozick, argue that taxation of income is unfair because it violates individual rights. They invoke an entitlement argument that presumes that the appropriate baseline of property rights is pretax income . Others take issue with specific policies that are supported by taxation, such as welfare provisions, and argue that welfare reform is necessary because tax burdens are only legitimate when they satisfy some form of reciprocity thesis . These arguments are critically assessed here in relation to three recent books – The Cost of Rights , The Myth of Ownership and The Civic Minimum – which explore different arguments often invoked in defence of tax cuts. Themes that raise important questions about taxation and justice are also examined – private property, welfare reform and inheritance. The real challenge facing justice theorists is to take scarcity seriously; thus, I emphasise the shortcomings of simply endorsing a 'cost-blind', rights-oriented conception of justice, which currently dominates debates in normative political theory.  相似文献

The article proposes a set of tax administration performance measures and contrasts them with measures actually used by the Chilean tax administration agency. The goals assumed for the tax administration agency (TA) are to maximize tax revenue collection and provide quality services to taxpayers. Ideal performance measures (PMs) would measure the deviation of actual outcome from a best‐practice standard, given the value of all variables affecting organisation performance that are outside management control. The key challenge is to build and calculate these best‐practice outcomes. In Chile the PM in use, for the first goal, is the ratio of actual to potential tax revenue collection. This PM does adjust revenue collection for variations in the tax structure and rate, but it fails to control other variables that affect performance such as the TA budget and per capita income. The PM in use, for the second goal, is taxpayer satisfaction measured through sample surveys. This seems the appropriate PM, as quality of taxpayer services depends directly on the TA efforts to improve them. Copyright © 2005 John Wiley & Sons, Ltd.  相似文献

Walter Benjamin once remarked of the enterprise of translation ‘that it is nowhere’: that the labour of transcribing the sense, inflection and difference of any particular language and text must always situate the translator in a space which is neither ‘of the original, nor ‘of the language into which it is to be transcribed. This ‘non‐position’ of the translator—between the original and its analogue, between the ‘spirit’ and the ‘letter’, the difference and the acceptability of the text—marks the labour of translation as an ethical responsibility: that of communicating the significance of something—a gesture, a story, a custom, a tradition—which has appeared to this/our socio‐linguistic culture as strange and unfathomably alien; and to achieve this communication without annulling its strangeness, its alterity. The purpose of my comparison of Kant and Derrida's remarks on cosmopolitical responsibility therefore, is fourfold. First, I want to suggest that it is this ‘stricture’ of translation—this difficult responsibility of both judging and respecting the difference of foreign’ cultures—which marks the (non‐Kantian, non‐situated) ‘territory’ of cosmopolitical responsibility. Second, by using Kant's remarks on the relationship between the political evolution of European Enlightenment culture and a possible world confederation of sovereign states, I want to point up the hierarchies and secondarizations involved in the determination of universal standards of moral, ethical and political conduct (even if these standards are originally prosecuted as the legislative conditions of a ‘radical democracy'). Third, I want to look at the ways in which the stricture of translation has been articulated as a theory of ‘global’ responsibility—particularly in the divergent ethical and political approaches of Jurgen Habermas and Jean‐Francois Lyotard. Fourth, I want to suggest that it is Derrida's idea of a ‘dual responsibility’ of critical thought to the political and philosophical resources of European Enlightenment and to the difference of non‐European nations and cultures, that marks the difficulty (the stricture) of acting responsibly within the global economics of power, identity and legislation. I want, in other words, to show that the ‘nowhere’ of Benjamin's translator, is a ‘place’ whose possibility demands a certain ‘Kantian’ right of reflection; that is, the right to pursue the ‘transcendent’ principle of respect for the other.  相似文献

David Lipsey analyses the arguments made by former Labour prime minister Tony Blair in his Chicago speeches for armed liberal intervention in states which are abusing the human rights of their citizens. He traces these arguments back to previous advocates of such intervention such as W. E. Gladstone and Woodrow Wilson. The arguments of Blair and advocates are often compelling in principle. However, in most cases—Iraq and Libya are examples—the practical consequences of military action turn out to be disastrous. Though opposing pacifism, and the ill‐thought‐out hostility to all things military of Labour's current leader Jeremy Corbyn, Lipsey's advice to those thinking of intervening is: don't.  相似文献

G.A. Cohen criticizes Rawls’s account of justice because his difference principle permits inequalities that reflect the relative scarcity of different skills and natural abilities. Instead of viewing the ‘basic structure’ as the primary subject of justice, Cohen argues that individual citizens should cultivate an egalitarian ethos, which would enable a just society to dispense with the use of incentive payments to induce individuals to use their talents in socially ideal ways. This study examines Cohen’s critique, including his rejection of ‘incentives,’ and vindicates Rawls’s approach. Ultimately, Cohen’s argument fails to grapple with the moral pluralism that characterizes modern, democratic societies, whereas Rawls’s theory is constructed to accommodate such pluralism.  相似文献

This paper presents two conceptions of the scope of public reason. The narrow view asserts that the ideal of public reason must regulate questions of constitutional essentials and matters of basic justice, but should not apply beyond this limited domain. The broad view claims that the ideal of public reason ought to be applied, whenever possible, to all political decisions where citizens exercise coercive power over one another. The paper questions whether there are any good grounds for accepting the narrow view. I survey and reject three potential reasons. The priority argument for the narrow view claims that constitutional essentials and matters of basic justice are the only proper subjects of public reason because they have a special moral priority for our reasoning about justice. The basic interests argument supports the narrow view by arguing that public reasons only exist at the level of constitutional essentials and matters of basic justice. Finally, the completeness argument defends the narrow view on the grounds that public reason can only be complete if it abstains from most legislative questions. I conclude that there are no good reasons for accepting the narrow view of the scope of public reason, whereas there are several reasons to prefer the broad view.  相似文献

Although it is within their long‐term interest, patients often fail to follow health care recommendations made by medical experts. This failure results in the widespread occurrence of preventable health problems and a significant increase in health care costs. Taking a new approach to confronting this issue, this paper examines whether the procedural justice model, which has been useful in explaining cooperation with legal and managerial authorities, can provide a basis for increasing patients' willingness to voluntarily adhere to health care recommendations. Three studies tested and supported this proposition. Study 1 experimentally manipulated physicians' procedural fairness or unfairness to explore its influence on patients' acceptance of doctors' recommendations. Study 2 used patients' reports about the fairness of their personal physicians and linked those evaluations to their willingness to follow their doctor's recommendations. Finally, study 3 explored the role of general procedural justice judgments in promoting willingness to accept health policies when they are advocated by private doctors and government health care authorities. The results of all three studies support the argument that when health care authorities use fair procedures, patients are more likely to accept their recommendations. Importantly, this procedural justice effect is distinct from, and in some cases stronger than, the influence of competence.  相似文献

Whenever fellow humans suffer due to natural catastrophes, we have a duty to help them. This duty is not only acknowledged in moral theory but also expressed in ordinary people's reactions to phenomena such as tsunamis, hurricanes, and earthquakes. Despite being widely acknowledged, this duty is also widely disputed: some believe it is a matter of justice, others a matter of charity. Although central to debates in international political theory, the distinction between justice and charity is hardly ever systematically drawn. To fill this gap in the literature, I consider three accounts of this distinction— the “agent‐based,” the “recipient‐based,” and the “mixed” view—and argue that they are all unsatisfactory. I then offer a fourth alternative, the “autonomy” view, which successfully overcomes the difficulties affecting its rivals. I conclude by considering the implications of this view for the moral grounds of disaster relief in earthquake‐stricken Haiti, New Zealand, and Japan.  相似文献

Why do tax havens, whose attractiveness for foreign investors depends upon financial secrecy, agree to automatically report account data to foreign governments? From a contractualist perspective, their cooperation should be motivated by the expectation of joint gains. Prior to such agreement, however, tax havens expected outflows of foreign capital and reductions in economic activity as likely outcomes. We show that the United States (US) imposed automatic information exchange on these countries without itself participating. The result is a strongly redistributive regime that worsens the economic situation of tax havens. By means of a difference‐in‐differences analysis, we ascertain a substantial and statistically significant negative effect of a US sanction threat on the value of assets held by foreigners in tax havens relative to non‐havens. The effect becomes stronger when the US is included in the non‐haven group. The analysis confirms the US's ability to redistribute financial wealth internationally through organized hypocrisy.  相似文献

Job Corps is the nation's largest and most comprehensive career technical training and education program for at‐risk youth ages 16 to 24. Using the sample from a large‐scale experiment of the program from the mid‐1990s, this article uses tax data through 2015 (20 years later) to examine long‐term labor market impacts. The study finds some long‐term beneficial effects for the older students, with employment gains of 4 percentage points, 40 percent reductions in disability benefit receipt, and 10 percent increases in tax filing rates in 2015. For these students, program benefits exceeded program costs from the social perspective. This study is the first to establish that a national program for disconnected youth can produce long‐term labor market gains, and can be a positive investment made for society. The results suggest that intensive, comprehensive services that focus on developing both cognitive and noncognitive skills are important for improving labor market prospects for this population.  相似文献

This study tests the effects of a growing form of indirect state aid—state‐supported property tax exemptions—on local government efficiency. We hypothesize that larger exemptions, by lowering the effective tax price paid by local homeowners and thus their incentive to monitor efficiency, will reduce local government efficiency. We test this hypothesis by examining the introduction of New York State's large state‐subsidized property tax exemption program, which began in 1999. We find evidence that, all else constant, the exemptions have reduced efficiency in districts with larger exemptions, but the effects appear to diminish as taxpayers become accustomed to the exemptions.  相似文献

The idea of geoengineering, or the intentional modification of the Earth's atmosphere to reverse the global warming trend, has entered a working theory stage, finding expression in a variety of proposed projects, such as launching reflective materials into the Earth's atmosphere, positioning sunshades over the planet's surface, depositing iron filings into the oceans to encourage phytoplankton blooms, and planting more trees, to name only a few. However, geoengineering might not be as promising a solution to the problem of global warming as its advocates claim. Many scientists, policy makers, and ethicists still dismiss the option as infeasible and too risky given the immense scale at which most geoengineering projects must be instituted and the catastrophic consequences that could, in all likelihood, result. The thesis of this article is that geoengineering should not be so easily dismissed in policy debates concerning how to mitigate the anthropogenic emissions of global greenhouse gases. My plan is to investigate the desirability of the geoengineering option for addressing global climate change in terms of its capacity to overcome collective action issues, to accommodate ethical norms, and to provide an artful, or creative, response to the problem. In the first section, a general picture of the global warming problem and the particulars of some proposed geoengineering projects are laid out. The second section frames the issue as a collective action problem that demands an innovative approach to coordinating individual and group action. In the third section, I reveal six ethical quandaries that emerge in global climate change debates and how they complicate any attempts to ameliorate or resolve the problem. The penultimate section shows how the ideas and activism of two twentieth‐century titans in philosophy and ecology—John Dewey and Aldo Leopold, respectively—might be combined to address the problem of global warming through artful inquiry and the adoption of an Earth ethic. Finally, I conclude by arguing that a fundamental shift in perspective must occur if we are to take intentional climate change seriously as a possible, even if a second‐best, tool in the environmentalist's tool kit.  相似文献

The retheorisation of citizenship since the 1980s has been marked by an emphasis on responsibility over rights, and a focus on poor citizens. The article discusses why an interest in wealthy citizens is timely, including the argument in the UK that the citizenship responsibilities of those with high incomes should be expressed through the notion of active citizenship, not solely by paying tax. Findings are presented from empirical research in the UK, based on in-depth interviews with better off citizens. It is argued that wealthy citizens have benefited from a reduced obligation to pay taxation but there has not been a corresponding acceptance of active citizenship. Moreover, respondents' actual engagement with active citizenship and the expression of responsibility through an essentially individual ethos of economic independence promote a conception of citizenship that is exclusionary rather than inclusive. The research does not lead to an argument for the diminution of citizenship responsibility, but that there is a need for greater interest in the position of wealthy, not just poor, citizens.  相似文献
