This article responds to the contemporary debates in UK higher education about the need to ‘decolonise the curriculum’, with particular attention to the implications for the discipline of history. The author positions these important debates as one outcome of a transnational movement led by students of colour whose grievances reach into and beyond the classroom. The first part of the article examines the origins of this movement identifying some important antecedents as well as the broader political and socio-economic forces that propelled its rise in 2015. There then follows an examination of the movement's multidimensional critique of the university sector, which includes—but is not limited to—the call to ‘decolonise the curriculum', before considering potential implications for academic workers labouring in the discipline of history.  相似文献

Abstract

The aim of this paper is to contribute to our understanding of unfree labour in the contemporary global economy, the processes by which it is generated, and its connections with poverty and vulnerability. I challenge dominant ‘residual’ views of unfree labour as either external to global economic activity or occurring solely within small-scale, localized or non-market contexts. Instead, I contend that unfree labour needs to be understood in ‘relational’ terms as a particular form of ‘adverse incorporation’ in the global economy. This form of adverse incorporation is constituted through the circular interaction between, on the one hand, the functioning of the global productive economy and associated labour markets, and, on the other, the social relations of poverty which give rise to vulnerability and to unfree labour. I draw throughout on original empirical research conducted on ‘slave labour’ in Brazilian agriculture and child labour in the Delhi garments sector.  相似文献

Initially, four plausible reasons for introducing selection in secondary education are examined, three of which are irrelevant to contemporary debates about expanding grammar‐school education. These are: first, to ration education in less advanced economies; second, to increase the supply of skilled labour within an expanded national elite; third, as part of a ‘segmented’ system of education. A fourth—increasing upward social mobility—is open to two objections: first, the May government's proposals are so limited as to have little likely impact on mobility and, second, upward mobility in the twentieth century was possible only because of structural change in the British labour market, and that will probably not continue in this century. Finally, it is argued that attempts to select the ‘best’ in any activity or skill are necessarily highly imperfect, and are far less accurate than testing who does and does not meet some minimum level of competence.  相似文献

If one of the key reasons for an inquiry is to learn lessons and prevent similar events from reoccurring, recommendations must be implementable and implemented, but it is clear that lessons have not been learned and recommendations not implemented. This paper compares the ‘implementability’ of recommendations from the three inquiries of Ely, Bristol and Mid Staffordshire to stress the importance of learning lessons. It examines two broad issues of ‘who?’ and ‘what?’. First, some 80 per cent of the Ely recommendations were aimed at the institution, while 72 per cent of the Bristol and Mid Staffordshire recommendations were aimed at the system. Moreover, about 7 per cent of Ely's forty‐four recommendations have a clearly identified agent, compared to 15 per cent at Bristol and 41 per cent at Mid Staffordshire. Second, the policy tool of ‘sermons’ accounts for some 89 per cent of Ely recommendations, compared to 66 per cent at Bristol and 63 per cent at Mid Staffordshire. However, the earlier sermons did not appear to prevent the events at Mid Staffordshire occurring. Pulling these issues together, it can be suggested that, given the large number of potentially responsible agencies, recommendations should be ‘active’ with a clearly identified agent and that a clear policy tool or mechanism should be identified rather than rely on a vague tendency to sermonise.  相似文献

Contemporary public discussion of and policy formation with respect to higher education pay scant attention to the history and structure of the modern university. In part this is forgivable, since educational historians deal almost exclusively with schooling to the neglect of any wider assessment of formal education within the public sphere. Nonetheless, personal ‘experience’, much less sheer prejudice, is no substitute for an understanding of ‘higher learning’. This review essay considers the outline history provided by Robert Stevens’ From University to Uni and suggests that we are now entering an era of a ‘postmodern’ university whose purposes are both incoherent and implausible.  相似文献

This paper theorizes contemporary institutionalized forms of denunciation, or what I call ‘denunciatory technologies’. Denunciatory technologies are mechanisms that allow citizens to report one another to the state for a wide range of wrongdoing, such as welfare fraud. The scarce literature on such initiatives relies heavily on concepts of neoliberalism to explain their emergence and operation. I first argue that a focus on neoliberalism fails to recognize these technologies as a sophisticated type of statecraft that promotes public sensibilities. I then offer a more robust account of denunciatory technologies. Rather than relying on an analysis of neoliberalism, I argue that these technologies fuse the policing of political criminals like the ‘welfare cheat’ to the very notion of ‘public good’, and refract vertical populist energies back onto the population. I conclude that, through such technologies, publics become an integral tool in their own governance.  相似文献

Both civil society organizations (CSOs) and political parties are expected to be vital actors in democratic societies, yet the ideal relationship between the two types of groups has not been fully explored. This article analyses how the interaction between CSOs and political parties has affected democratic consolidation in contemporary Turkey. Through personal interviews with leaders of both types of groups, the study finds that traditional power relations have shifted to include a greater number of political actors. Islamists, who were previously peripheral in politics, have joined the traditionally dominant secular nationalists at the ‘centre’ of political power. However, instead of increased pluralism, the study finds Turkish society now polarized along secularist/Islamist lines, both in political parties and among CSOs. While restrictions against non-governmental organizations have been lifted in recent years and the number of groups has grown, most are still viewed as ‘arms’ of political parties, lacking an independent voice and political power. These findings suggest that the civil society sector in Turkey is underdeveloped and unable to contribute positively to the democratization process.  相似文献

Should equity programs be centralised or ‘mainstreamed’? Drawing on experience in universities, and on a 1990 report for the Affirmative Action Agency, this contribution argues for recognition of important preconditions before devolution of equity responsibilities. The author has worked in the area of equal opportunity at the University of Technology, Sydney (UTS) and its predecessor institution, Kuringai College of Advanced Education, since 1988. During that time, universities have undergone a transformation, with the integration of the Colleges of Advanced Education and the Institutes of Technology into the ‘unified national system’ of higher education. There has been an increased emphasis, at least partly driven by financial constraints, on the efficiency and effectiveness of management within universities.  相似文献

This article examines the discursive construction of ‘active citizenship’ within recent civics curriculum documents across three provinces in Canada. New secondary school civics curricula have emerged across liberal democratic states since the year 2000, presumably in response to the perception of youth as disengaged from political involvement. Many of the new curricula subsequently emphasize ‘active’ engagement within the polity. The central task of this paper is to better understand what such ‘active citizenship’ actually means, via the methodological tool of discourse analysis. Engaging a theoretical frame that incorporates Foucauldian governmentality theory and cultural theories of the role of the state in creating subjectivities, the paper ultimately argues that the ‘active citizen’ of contemporary civics curricula is, in fact, a deeply neoliberal subject. The article then draws on feminist theories of citizenship in order to assess the forms of exclusion that the curriculum documents inadvertently create, arguing that they ultimately participate in a long tradition of devaluing such elements of citizenship as relationality and emotional ties. We conclude that one of the fundamental goals of citizenship education – to expand access to citizenship participation for all – has failed.  相似文献

Modern Britishness is widely seen to be based on shared values like ‘fair play’, ‘tolerance’, and respect for ‘diversity’. Can such a ‘values‐based Britishness’ be effective as a national binding agent in an era of devolution and globalisation? The idea that a uniquely ‘British’ character is based on shared values of some kind is not new. The contemporary debate is framed by decisions made over a century ago in the Victorian era—when the decisive shift occurred from a British identity based on religious difference to one based on shared moral values. Through political rhetoric, legislation, and the courts, Victorian governments shaped and changed the character of Britishness. The same tools remain available to contemporary lawmakers in shaping a twenty‐first century Britishness that embraces modern universal values, but also defines some more uniquely British emotional connection points around which national identity can be built.  相似文献

Evidence‐based policy and the contemporary politics of spin are said to characterise contemporary politics and policy. The paper asks firstly what sense is to be made of this coincidence, and then documents this coincidence. It then asks how credible is the conception of ‘evidence’ espoused by advocates of evidence‐based policy when it is conventionally represented as an ‘objective’ counter to ideology, spin or opinion? It points to major problems with the conventional understandings of ‘evidence’. It is suggested that while the evidence‐based policy literature relies on the associations ‘evidence’ is presumed to have with ‘sensory data’, this is neither the case nor all that defensible. The paper reprises arguments advanced by Henry Mayer and Hannah Arendt that the relationship of politics to the empirical was and is a far more complex relationship than is conventionally understood to be the case.  相似文献

Public services have been externalised, in part, to the non‐profit sector in France and in the United Kingdom. This article begins by reviewing relations between the public and non‐profit sector in France before 2008, and its evolution since. This has been characterised by the slow reduction of public funding, the adaptation of non‐profit associations and organisations, and their clearer positioning within a wider ‘social and solidarity economy’, which was consolidated by a framework Law in 2014. The article then examines the current sharing of responsibilities between the public and non‐profit sectors in education, health and social services, pointing to the diverse historical and political conditions which have led to this shared organisation.  相似文献

Drawing on an extensive database of local press reporting of the last four general elections (1987, 1992, 1997 and 2001), as well as contemporary interviews with journalists and editors, this paper argues that local press coverage of the constituency campaign has changed markedly since 1987, and in ways which may contribute to diminishing voter interest and participation in elections. Significantly, journalists do not perceive themselves as the ‘cause’ of voter apathy, but their efforts to ‘lighten up’ election coverage and report local election issues, contrast starkly with readers' preference for more serious reporting of the national agenda. It has been noted that UK political punditry has a ‘Corbyn problem’: an underlying hostility to the Corbyn project and its supporters. As the Corbyn era draws to a close, we take stock and argue that the Corbyn problem was never fully ‘about’ Corbyn. Instead, it was the outward manifestation of a conjunction of tendencies present in contemporary UK politics: the prominence of a relatively small group of ‘intensely involved’ individuals driving dominant political discourse; the inability of traditional purveyors of broadcast media coverage to adapt to contemporary political currents and an unwillingness to self-reflect on possible biases in their approach; and the ‘pollification’ of election campaign coverage, aided by mainstream political scientists stereotyped in the figure of the ‘Pol Prof’. Combined, these tendencies are hostile to left-wing political actors and movements. They will not disappear with Corbyn and may even intensify as their structural underpinnings strengthen further.  相似文献

Abstract

The ‘populist phenomenon’ has received a lot of attention in recent years. Yet little is known about the populists themselves: who are they? They are often described as bad-mannered provocateurs disrupting the political game, but also as charismatic leaders able to persuade and motivate. Can a populist ‘style’ or ‘personality’ be identified? This article assesses to what extent populists score differently from ‘mainstream’ politicians on established personality inventories. Using a new dataset based on expert ratings for 152 candidates (including 33 populists) having competed in 73 elections worldwide, it is found that populists score lower on agreeableness, emotional stability and conscientiousness. At the same time, populists score higher on extraversion, narcissism, psychopathy and Machiavellianism. These results have important implications for the study of the success of populists in contemporary democracies and beyond.  相似文献

The public sector of many African countries is notoriously corrupt; cultural inclinations and socialization processes largely have a tendency to lead public officials into actions that may amount to corrupt practices. Providing seven (7) key pointers for reflection, this study explores public sector corruption in African countries by examining the interplay between culturally acceptable norms and professional expectations of public officials. The public official, by these two unparalleled expectations, tends to walk on a tight rope which often results in ethical dilemma and conflict of interest. The study adopts Riggs' prismatic‐sala model and uses the case of Ghana and traditional proverbs to explain the cultural context within which Ghanaian public official ought to operate. How can one combine these cultural expectations with professionalism? To what extent does the ‘collectivity culture’, ‘culture of gift giving and acceptance’, ‘extended family system’, ‘ethnic loyalty’ and ‘unfettered respect of the aged’ downplay professional bureaucratic and ethical principles? The three televised leaders’ debates dominated the 2010 general election campaign. The House of Lords Communications Committee report on Broadcast General Election Debates is the product of a welcome but belated public inquiry into their organisation and conduct. The report is supportive of the view that ‘broadcast general election debates should take place during future campaigns’ and makes a number of cautious recommendations to the broadcasters. At the time of writing it was unclear whether the format proposed by the broadcasters for 2015 would be an improvement on that for 2010—or even if there would be any debates at all.  相似文献
