The economies of remote Indigenous settlements are dominated by public finances. The current system of governing public finance is highly saturated, fragmented and centralised, and this has a corrosive effect on local governance capability. The political accountability of leaders to their constituents is weakened in favour of an administrative accountability ‘upwards’ to higher authorities. New Public Management reforms have promoted administrative deconcentration, over political devolution, and this has been accompanied by an influx of public servants, Non‐Government Organisations (NGOs) and private contractors, and a decline in Indigenous organisations and local government. The end result in many settlements is a marked disengagement of Indigenous people in their own governance. There is evidence of considerable political capabilities existing within local government electorates. Decentralised financing arrangements can be used to catalyse these capabilities and then address deficits in administrative and technical performance.  相似文献

This article focuses on the interaction between local-national relations and the implementation of welfare policy in Israel. It studies the administrative linkages between different levels of governmental jurisdictions involved in the implementing of certain policies of the Ministry of Welfare. It seeks to understand their impact on the original goals and programs of the national government and on actual services provided at the municipal level. These linkages include the arrangements for provision, funding, employment, regulations, and inspection. Without denying the importance of other explanations, the article emphasizes the significance of administrative linkages for understanding welfare policy and practices. In effect, the present study evaluates the extent to which the administrative linkages enable the national government to implement its policies on the one hand, and local authorities to influence national policies and programs on the other.The findings and analysis of administrative linkages suggest four conclusions. First contrary to Government policy the welfare system involving the Ministry, local municipalities and their agencies, is very inegalitarian; services are neither uniform nor adjusted to need. Second, the administrative linkages maximize local output and undermine the ability of the Ministry to implement its policies. Third, it is questionable whether the Israeli government can use its present Welfare Ministry to cope with major aspects of the problem. Fourth, it appears that the operations of the Israeli Welfare Ministry system are more similar to the federal than unitary model.  相似文献

The public sector in Latin America has been characterized by the proliferation of national semi-autonomous bodies known as ‘decentralized agencies’. This article focuses on such agencies in Colombia from the 1960s onwards. Attention will be paid to their institutional proliferation and how this affected local government, particularly in the fields of water and sanitation. Such changes in state organization have not been problem free. The growth of ‘decentralized agencies’ has been associated with problems of inefficiency, administrative confusion and problems of social and political unrest. Indeed, such contradictions have resulted in the issue of decentralization being placed on the political agenda and the development of innovative and administrative reforms that could breathe new life into local government.  相似文献

Since 1984, New Zealand has made major changes in public sector management. This article describes the perceived problems with the previous New Zealand system and discusses the reforms designed to address these problems. The changes attempt to increase efficiency by: (1) separating commercial functions from other government operations; (2) strengthening lines of ministerial and executive accountability; and (3) designing budget and financial management systems to improve measurement of public sector performance. This last reform includes shifting from an input to an output-based system, changing from cash to accrual accounting, and creating different forms of appropriations for different types of government activities. While it is too early to assess whether the reforms are successful, we note potential problems.  相似文献

Although administrative reorganization has been a major political instrument in many democracies, there has been limited research on its effects. Aiming to address this gap, this study examines the reorganization of Korean government ministries, specifically, the impact of reorganization in the form of a merger of ministries performing interrelated but dissimilar functions. Examining the salience of policy issues expressed in official government press releases during the 12‐year period from 2001 to 2012, we found that administrative reorganization in the form of a merger has a significant impact on the relative salience of government policy agendas. Specifically, the interrupted time series estimates indicate that the salience of science and technology policy issues (in relation to education policy issues) decreased by approximately 12% to 17% following the dissolution of the Ministry of Science and Technology. We explain this finding based on the bounded rationality view of bureaucratic information processing.  相似文献

This article explores the attitudes of officials in the upper echelons in Chinese provincial and local government toward the origins of administrative reform. The authors examine the somewhat dichotomous argument that reform imitates the West or is indigenous and contend that both influences are present. Data drawn from a survey of party cadres and government officials show that cultural factors (time in government, overall knowledge of administrative reforms, together with familiarity with the move from a planned system of government to a market economy) and structural variables (upper echelon and familiarity with business management techniques) are correlated with learning from the West. Cadres and officials who spend more time managing outward and those who are familiar with performance assessment do not learn from the West. The theoretical and research implications of these findings—that learning from the West is an important influence on the adoption of administrative reforms in China—are discussed.  相似文献

Financial viability has been presented officially as crucial to the success of the sweeping reforms of local government in Nigeria and this article reviews the situation facing the new local government councils four years after the reforms were instituted. It sets the present situation against a background of past trends in which local government was financially dependent on regional and state governments, and subjected to increasingly detailed controls. Reviewing the present continuing dependence on state and federal government for finance, the limited use made of independent revenue bases, and the political and administrative factors militating against financial viability, the article argues that local government cannot escape from the vicious circle of underdevelopment.  相似文献

In 1980 administrative reforms were announced in Zambia which aimed at integrating the party, central government departments, and local authorities. Over 10 years have now elapsed since the announcement of the reforms and to date the envisaged integration has not been realized. The problems and prospects of the envisaged integration are examined. Integration has not been possible due to lack of a formula for it. It is not possible in an atmosphere where the District Council operates without a Development Plan whilst the various central government departments and agencies follow their own plans. The real aim of the integration was to revive the demoralized and ineffective UNIP organization at grass-roots level. The dysfunctions of political control in the Zambian context are examined. What local councils, central government departments and parastatals require is coordination and not integration with the party or an increase in political control. The reintroduction of multi-partyism has improved the prospects for this development.  相似文献

According to two surveys of the German Association of Cities among its members in 1994/95 and 1996, the number of medium-sized and big cities pursuing administrative modernization is impressive and still rising. Yet, the data also point out implementation problems of the new steering model, which is the German variation of new public management. First, financial crisis is the most common reform motive. This implies that most reformers rather focus on ‘hard’ management areas like financial management and neglect human resource management. Secondly, the data give evidence that the new steering model still has a critical mass of scepticism in local government councils. As a consequence, the re-engineering of the relationship between the administrative staff and local council members is very much deficitary. Also decentralized resource management usually boils down to the reduction of household titles and lump-sum budget cuts. This raises many questions on the democratic accountability of local government reforms in Germany.  相似文献

Budgeting is an important mechanism for ensuring public accountability. How do budget reforms in the United States during the Progressive Era compare to those in contemporary China? Are administrative and legislative budget controls essential to an effective, efficient government? Though the two countries differ in many respects, significant parallels between their budget reforms are evident. In the United States, electoral accountability alone does not guarantee overall government accountability if proper budgetary institutions are absent. China's recent budget reform reveals that it is possible to develop accountability, absent open elections, but with limitations and constraints. Lessons on budgeting and accountability for other developing and transitional countries are drawn from this comparative study.  相似文献

Many Asian governments have embarked on administrative reforms of one kind or another, engaging in rhetoric that resonates with the global paradigms of "new public management" and "good governance." This article seeks to understand Asian administrative reforms against the background of international influence, policy diffusion, domestic politics, institutional dynamics, and administrative traditions and legacies. It is impossible to capture the whole range of national reform types within any neat and tidy Asian paradigm, but some common strands of national reform paths in the region can still be traced. Different problems and failures are found to be addressed by Asian reforms, reflecting diverse motives and resulting in varied outcomes. The "old" public administration regime has largely coexisted with the "new" public management approaches and tools.  相似文献

This article analyzes the role of government stewardship in the expansion of primary health care in post‐conflict Guatemala. By the time the Peace Accords were signed in 1996, the country's primary health care system was scarcely functioning with virtually no services available in rural indigenous areas. To address this gaping void/deficiency, the Ministry of Public Health and Social Assistance (MSPAS) embarked on a progressive expansion of primary services aimed at covering the majority of rural poor. Through a series of legal, policy, and program reforms up to 2014, the MSPAS dramatically expanded primary coverage and greatly improved basic health indicators for the entire population. To succeed in this effort, the MSPAS and its partners needed to simultaneously grow their stewardship capacity to oversee and develop the primary health system. On the basis of recent health systems strengthening literature, we propose a stewardship framework of 6 critical functions and use it to analyze the gains in government capacity that enabled the achievement of many of the country's primary health goals. Of the 6 stewardship functions, “building relationships, coalitions, and partnerships” especially with civil society organizations stands out as one of the keys to MSPAS success.  相似文献

This article examines the challenge Norway and France face in coordinating specialized government activities after 10 years of comprehensive reforms. The focus is on the tension between territorial and sectoral specialization and between vertical and horizontal specialization. We describe both sector‐specific administrative reforms and more overarching general reforms, looking at similarities and differences in the reorganization choices made by the two countries and also at what drives change. We argue that a combination of factors is required to explain outcomes. These factors include not only home‐grown reforms but also sectoral challenges, diffusion and learning from abroad, adaptation to the financial crisis and budget deficit, and choices made by powerful political executives. Sometimes these factors work together and reinforce each other, producing radical reforms; at other times they have a mutually constraining influence, resulting in only minor changes.  相似文献

In order to enlarge state capacity, authoritarian regimes have undertaken considerable efforts to (re-)construct and modernize their administrations. Combining various research strands, this literature review links basic findings of research on authoritarian and hybrid regimes to those on administrative reforms in post-soviet countries. As tax administrations are essential for increasing state capacity, a particular focus is laid on these reforms. Drawing on the cases of Russia, Ukraine, and Kazachstan, the article reveals that stable, hegemonic authoritarian regimes seem to succeed better in increasing administrative efficiency and capability. While professionalizing their civil services, however, tax administrations can still be used to repress opponents. Hybrid regimes which are shaped by frequent government turnovers, by contrast, seem to avoid longsome efficiency-oriented reforms of their administrations.  相似文献

政府规模是我国推进政府改革进程中值得关注的一个重大课题,对其影响因素的探索对行政体制改革具有重要意义,而目前国内学界对政府规模影响因素的定量研究尚不多见,基本是政府规模问题研究的空白点.从政府规模的概念和影响因素入手,以2003年全国30个省级行政单位(台湾、香港、澳门、西藏除外)为样本,运用SPSS软件对政府规模的影响因素进行定量回归分析,对学界普遍认同的经济发展水平、经济体制、人口因素、地域面积以及民族因素进行考量,发现经济发展水平与中国省级政府规模呈负相关,说明瓦格纳法则并不适用于现阶段的中国;市场化指数与中国省级政府规模呈高度负相关;人口因素与政府规模呈高度负相关.这个结论与我国许多学者的经验观察与主观感受是相反的.地域面积与政府规模呈正相关关系,但在省级行政单位这一层面上影响非常微弱,不像有的学者强调得那样大;少数民族比重与政府规模呈高度正相关,这是一个新的定量研究发现.由此提出:在建立合理、优化的政府规模时,应更多地运用科学的研究方法,探讨其深层次的结构性原因,充分关注不同区域的特殊情况,对症下药地提出相应的改革方案.在推进政治、行政改革时更应慎之又慎,以构建与市场经济大背景相适应的公共服务型政府为基本的价值取向,坚持温和稳健,防止过度激进,坚持理性考察,避免煽情之作,以促进经济发展和社会进步.  相似文献
