Abstract

While plenty has been written about the reinvention of the social by the Third Way as a new governmentality of control, consensus, and social integration, less has been said about its subtle elision of social and the local, and the implications of this elision for urban and regional regeneration. This is the theme taken up by this paper, beginning with a critical appraisal of the recent turn by New Labour to community cohesion and social capital as a means of overcoming local poverty and disadvantage. It shows how the social has come to be redefined as community, localized, and thrown back at hard-pressed areas as both cause and solution in the area of social, political, and economic regeneration. The second half of the paper develops an alternative designation of the local-social that is less instrumentalist, decidedly a-moral (though equally ethical), agonistically political, and geographically unconstrained. It argues for a return to ideas of agonistic democracy and the society of commitments and connections so thoroughly repudiated by new versions of market social democracy.  相似文献

随着农村贫困人口的空间转换,城市未来将成为贫困问题凸显的集中地,为完成城市减贫目标,必须回到城市反贫困的政策之中。当前中国在城市反贫困政策上存在定位偏差、目标偏差和执行偏差的情况,救助政策侧重于消极保护,救助对象范围较小,政策之间难以衔接。为解决这些问题,须结合国外发达国家和发展中国家反贫困实践的经验,从定位转型、目标扩展和政策衔接三个方面入手,建设以积极支持为主要内容、以城市居民和新贫困群体为主要对象、"网式"服务的反贫困政策体系。  相似文献

Abstract

Timor-Leste is among the youngest nations in the world. It began its independence under difficult circumstances: poverty is widespread, education is poor, the industrial sector is non-existent, and political turbulence is on the rise. On the positive side, future oil revenues are predicted to be substantial, which could potentially be a great help in Timor-Leste's struggle for development. This paper examines critically the possibility for Timor-Leste to use oil revenues to achieve economic development. It describes how difficult it is to estimate the future revenues because of volatile prices, territorial disputes, and insufficient seismological mapping. It continues with a discussion of the ‘resource curse’ – the difficulty of combining natural resources with economic development. Moreover, the particular challenges for Timor-Leste's development are dealt with at some length, as are possible ways to avoid the resource curse.  相似文献

This essay aims to uncover how and in what ways gender figures in the three National Performance Review reports. The analysis uncovers the different ways that gender operates in the reports and, in doing so, highlights why policy language matters. At the analytic level of the word, the reports are gender inclusive. At the analytic level of the sentence, the figurative language, metaphors, and bridging assumptions privilege experiences and actions that are socially constructed as male and rely on traditional gender stereotypes about work, family, and government service use. At the analytic level of discourse, masculine market and feminine care discourses are identified and explicated. That care discourse emerged amid a movement to make government more businesslike and market oriented suggests that perhaps care values and practices deserve greater intellectual scrutiny.  相似文献

It is argued that contemporary discussions of literary representation - organized around the category of experience and its structuralist critique - are misleading. First, it is shown that although literary experience does not provide a foundation for representation, such experience is, nonetherless, not merely a chimera projected from an unacknowledged ‘grammar’. Second,it is shown that literary representations have conditions of possibility which are not reducible to language as it is conceived in structuralist theory.In conclusion, it is argued that if literary representation has no single foundation in experience or in language, then general theories of representation must give way to a more piecemeal ‘rhetoric’of literary capacities.  相似文献

This research analyzes the role of experts in the European Union's policy‐making process. Focusing on the field of research policy, this study seeks to probe how expert participation in the Open Method of Coordination informs policy decisions. The paper reports on an analysis of the expert group in the European Internationalization Strategy in Science and Technology. Our analysis reveals the dynamics of expert participation at the micro level, as it identifies who these experts are, how they are appointed, and in what ways expert knowledge gets used in policy making.  相似文献

Concentrated urban poverty is America's deepest social problem. Eliminating it stands as our nation's greatest challenge. In this article I analyze from a normative perspective antipoverty policies that attempt to address this problem via “mobility,” that is, policies that attempt to disperse the urban poor to suburban locations. I find these policies to be normatively problematic on two grounds: the level coercion experienced by (and the corresponding lack of free choice given) a vulnerable population and the undesirable effects (in the current context of American urban development) caused by failing to regard established neighborhoods as stable communities. The results of this analysis indicate strongly the need to generate increased levels of economic activity in America's inner cities, and I suggest that more research on this issue be conducted with an eye toward formulating and implementing a comprehensive strategy to bring about inner-city revitalization.  相似文献

Reviewing two of the latest reports by social mobility tsar, Alan Milburn and ‘social justice’ champion, Iain Duncan Smith, the article examines the politics and policy of the Coalition's fairness strategy and the jostling for position that is going on behind the scenes. Whilst continuing to pay lip service to the goal of ending child poverty, the government is seeking to redefine the problem, away from a narrow focus on relative low income. Beneath the rhetoric, the article highlights the close similarities between the ‘new’ and ‘old’ approaches, finding that the evidence behind the government's claims is unconvincing. Far from offering a ‘step‐change’ in provision, it concludes that in the new age of austerity the Coalition will struggle to make any positive progress on tackling poverty and improving the relative life chances of disadvantaged children.  相似文献

Policymakers have for long had an ambivalent attitude towards space and have been hesitant in dealing with intra‐national models of uneven development. Issues surrounding regional development have always been tainted with ideological and political influences rather than being a purely economic consideration. This article addresses the thinking behind regional development policies and questions the role of spatial policy. It confronts this question in the South African case where local government capacity is particularly constrained and the boundaries between government tiers unclear. The first section outlines a selected critical history of the regional policy literature as it applies to South Africa. This is followed by an examination of South Africa's post‐apartheid policy of spatial development initiatives (SDIs) focusing on the most contentious of these, namely the Fish River SDI, which has been plagued by controversy. It focuses on the tensions involved in development planning between government agencies and between politicians and technocrats. It also highlights the growing schism between government and civil society with the former emphasising mega‐projects which reinforce its global competitive strategy but with limited apparent benefit to the local community. Lastly, it concludes that little effort was made to integrate the SDI into a provincial poverty strategy and argues that instead of utilising industrial decentralisation to redress inequality and poverty, a ‘first‐best’ option may be for the government to target poverty directly by investing in various forms of human capital. Abstract

As part of ongoing work to lay a foundation for social studies of high-frequency trading (HFT), this paper introduces the culture(s) of HFT as a sociological problem relating to knowledge and practice. HFT is often discussed as a purely technological development, where all that matters is the speed of allocating, processing and transmitting data. Indeed, the speed at which trades are executed and data transmitted is accelerating, and it is fair to say that algorithms are now the primary interacting agents operating in the financial markets. However, we contend that HFT is first and foremost a cultural phenomenon. More specifically, both individuals and collective agents – such as algorithms – might be considered cultural entities, charged with very different ways of processing information, making sense of it and turning it into knowledge and practice. This raises issues relating to situated knowledge, distributed cognition and action, the assignment of responsibility when regulating high-speed algorithms, their history, organizational structure and, perhaps more fundamentally, their representation.  相似文献

As a contribution to the growing literature on citizenship and advanced liberal governance, this paper focuses on how citizens—especially the poor—are brought into new policy platforms and new social relationships of responsibility, accountability, and participation. In making specific empirical reference to a range of global organizations and their poverty reduction initiatives, the analysis emphasizes the diverse ways in which individuals are governed as certain kinds of “free” persons through particular administrative practices. In this analysis, we underline how some organizations encourage citizens to participate in global practices, markets, and institutions, and train them to act in ways that are aligned with the principles and expectations imposed on them by advanced liberal governmental agendas. We argue that global organizations that are formally or informally linked to other organizations, agencies, and governments around the world, such as the United Nations and the World Bank, view citizens' participation in rights claiming and budgetary design practices as a crucial part of their responsibility to improve their well-being. We also analyse how specific global organizations promote citizens to become consumers of global financial services as a way of solving global poverty. In assessing programmes designed to encourage poor people to participate in global markets and institutions, we contend that these programmes are founded on governing practices that aim to make citizens, non-governmental organizations, and nation-states adhere to advanced liberal principles. We question whether these programmes improve the well-being of poor people. We suggest that future research needs to focus on how global organizations cultivate different discourses of freedom and liberty which serve to govern citizens as responsible consumers and participants.  相似文献

In recent years there has been renewed interest in the United States in the definition and measurement of poverty. In early 1992, the Committee on National Statistics of the National Academy of Sciences began a 30-month study requested by Congress that includes an examination of statistical issues involved in measuring and understanding poverty. Some 2 years earlier, in January 1990, the Administration had approved an initiative on improving the quality of economic statistics. The current poverty measure was one of several dozen statistical series examined as part of that initiative. In April 1990, Urban Institute economist Patricia Ruggles published a book that urged the revision of the poverty line to reflect changes in consumption patterns and changing concepts of what constitutes a minimally adequate standard of living. In July 1990, two private organizations concerned with the poor and the elderly issued a report reviewing current poverty measurement procedures and describing a Gallup poll in which a nationally representative sample of Americans set an average dollar figure for the poverty line that was higher than the current official poverty line. In view of these and other examples, it may be useful to reexamine the development and subsequent history of the current official poverty thresholds.  相似文献

Today’s global concerns with poverty, instability, and terrorism link international development and security in unprecedented ways and assemble new actors in the foreign policy arena. The lessons of past experience need to better inform current policy and practice. The evolution of thinking on the role of the state, the citizen, and international development management provides clues regarding what works and what research questions remain to be answered. Institutional barriers to cooperation and shared learning need to be overcome, along with tendencies to revert to earlier, simplistic management approaches to solving international development problems.  相似文献

This paper analyses poor service delivery at local government level, which is attributed to the politicisation of administrative components in municipalities, resulting in poor local governance. The public service delivery system has been perceived as one of the most important ways of reducing poverty through poverty alleviation programmes. As part of the South African government's cooperative system, key stakeholders in municipalities ought to adopt an integrated approach to public service delivery. An integrated approach to public service delivery demands that local municipalities, together with relevant stakeholders, integrate processes and services to ensure effective and efficient service delivery. This ultimately will result in an improved standard of living and sustainable livelihood for communities. With regard to public service delivery, local municipalities have the obligation of creating income opportunities people, especially the poor, with the sole aim of contributing towards poverty reduction and the realisation of the expectations of people, as stated in the South African government's White Paper of transforming public service delivery. The political interface in local municipalities greatly affects effective and efficient administration, as well as growth opportunities. Administrators, therefore, have the important function of ensuring that explicit assignments of objectives and administrative functions are wholly separated from the policymaking activities of government. This paper, therefore, suggests that municipalities adopt the merit system and abandon the spoils system that is highly characterised by political favours and political interferences. Political favours and interferences are dominant in local South African government, and they hinder the process of providing services equally.  相似文献

The history of poverty lines suggests that they are determined jointly with poverty policy in the same political game. If the definition of poverty is endogenous, however, why do altruistic voters allow poverty to persist indefinitely, as seems to be the case in real life? A simple redistribution model shows that the persistence of poverty imposes fairly strong restrictions on the nature of voter altruism. Specifically, a voter's compassion for the poor must rise as the defined severity of the poverty problem worsens. Given such preferences, political actors face incentives to define poverty as a severe problem and then to use redistribution to reduce it significantly. There is no direct incentive to eliminate poverty, however; indeed, voters may prefer a state in which policy always attacks poverty vigorously and yet never defeats it. It follows that social policy should not be judged by its success in eliminating poverty, which may be directly counter to voter interests and therefore practically impossible. Rather, we should ask whether poverty policy provides enough help to people whom voters currently consider to be poor.  相似文献

Do ethnic minorities in postcommunist regimes vote in systematic ways? This paper examines ethnic minority voting in Georgian elections from 1992 to 2012, examining the causes for ethnic minorities' high electoral turnout and ruling party support. Although some argue that electoral fraud is the explanatory cause, other interests, such as experience of poverty and party electoral strategy, help explain minority electoral behaviour. This paper uses statistical methods to examine electoral fraud, as well as OLS regression to investigate the role of socio-economic factors such as urban density or poverty on ethnic minority voting behaviour. The paper also draws from in-country field research to investigate the party strategies and programs in ethnic minority areas during the 2008 parliamentary election.  相似文献

Chinese outward foreign direct investment (COFDI) has captured the imagination of international business academics, journalists, and analysts of Chinese foreign economic policy. While these students of COFDI have added greatly to our knowledge, they have not adequately considered the politico-economy of COFDI. Specifically, they have not sufficiently evaluated the degree to which COFDI is driven by political versus economic considerations, the extent to which political considerations influence the overseas operations of Chinese multinational corporations (MNCs), or the political ramifications of COFDI for host countries, international institutions, or China’s interactions with third parties. Reviewing the Western literature, this article provides useful background information about COFDI, distills two general schools of thought about the politico-economy of COFDI—i.e., the “Beijing as Puppeteer” camp and the “Business of Business is Business” camp, and highlights a number of shortcomings with each. As well, it suggests a number of ways in which the extant literature can move forward and makes clear the importance of tracking the development of Chinese MNCs.  相似文献

This paper contributes to a genealogy of the discourses and government of poverty. It offers a statement of what might be understood bya genealogical perspective and method, and then focuses on the emergence of a ‘liberal mode of government’ of poverty in the early nineteenth century, of which the reformed poor law in England is emblematic but not exhaustive. The emergence of this mode of government is followed through a series of related transformations of the older systems of the relief and administration of ‘the Poor’, best understood as a dimension of ‘police’ in its archaic sense. The conditions of the problematization of this older system of government in matters of population, economy, police, and so on. This emergence has implications for the formation of a national labour market, notions of self-governance and responsibility, forms of patriarchy and household, and issues of morality, philanthropy, admkinistration, and the state. Above all, it is within this liberal mode of government that we can witness both the constitution of poverty as a field of knowledge and invention, perhaps for the first time, and also the various surfaces of emergence for what will become ‘the social’. The implications of this liberal mode of government for our present are far from exhausted.  相似文献

Although almost all homeless people are poor, most poor people do not experience homelessness. We use a detailed national survey to explore the role of social ties—including connection to relatives, friends, and religious community—in explaining why only a subset of poor adults fall into homelessness. We find that lifetime incidence of homelessness is reduced by 60% for individuals with strong ties along each of these dimensions. Ties to relatives are most important, followed by ties to religious community, whereas ties to friends are not associated with reduced incidence of homelessness. We also find that among currently low-income individuals, social ties are not associated with income, providing evidence that our results are not explained by unobserved variation in historical depth of poverty that is potentially correlated with our measures of social ties.  相似文献
