People behave in accordance with social norms when they feel observed or when they know their behaviour is monitored or could be disclosed. Get-Out-The-Vote experiments show that individuals are more likely to vote when told that their behaviour will be disclosed. In everyday life, however, there is much uncertainty about whether people will indeed know if one turns out to vote. I argue that fear of disapproval should only mobilize citizens to vote when they expect that their (non-)voting will be visible to others. Using original survey data from Canada, I measure expectations about whether others will vote, would disapprove if the person abstains, and will know whether they have voted or not. Furthermore, I distinguish between expectations concerning the partner, family, friends, and neighbours. Results suggest that respondents who expect others to vote are themselves more likely to vote, but I find no evidence that disapproval and visibility are related to turnout in everyday life.  相似文献

This article argues that Book I of the Politics represents Aristotle's critique of Plato's Eleatic Stranger on the specific character of political rule and the knowledge required for political rule, and that this critique produces a different understanding of the proper division of regimes and the relationship between political theory and practice. These differences can be traced to a more fundamental disagreement about nature: Aristotle sees nature as generally hospitable to human life and argues that the natural end or goal of political association is not mere life but the good life, while the Eleatic perceives nature as hostile and proposes a minimalist politics, aimed primarily at preserving life. Although the Eleatic's view of nature might appear to be closer to and more compatible with modern political thought, the conception of nature Aristotle presents in his Politics offers richer possibilities for political theory and political life.  相似文献

This paper empirically analyzes whether government size is conducive or detrimental to life satisfaction in a cross-section of 74 countries. We thus provide a test of the longstanding dispute between standard neoclassical economic theory and public choice theory. According to the neoclassical view, governments play unambiguously positive roles for individuals' quality of life, while the theory of public choice has been developed to understand why governments often choose excessive involvement in – and regulation of – the economy, thereby harming their citizens' quality of life. Our results show that life satisfaction decreases with higher government consumption. For low, middle income, and male people, this result is stronger when the government is leftwing, while government consumption appears to be less harmful for women when the government is perceived to be effective. Government capital formation and social spending have no significant impact on life satisfaction.  相似文献

Prior research provides limited insights into when political communications prime or change citizens’ underlying opinions. This article helps fill that void by putting forth an account of priming and opinion change. I argue that crystallized attitudes should often be primed by new information. An influx of attention to less crystallized preferences, however, should lead individuals to alter their underlying opinions in accordance with prior beliefs. Since predispositions acquired early in the life cycle—such as partisanship, religiosity, basic values, and group‐based affect/antagonisms—are more crystallized than mass opinion about public policy, media and campaign content will tend to prime citizens’ predispositions and change their policy positions. Both my review of previous priming research and original analyses presented in this study from five new cases strongly support the crystallization‐based account of when mass opinion is primed or changed. I conclude with a discussion of the article's potential political, methodological, and normative implications.  相似文献

Abstract

Taxation of net imputed rent from owner‐occupied housing (and mortgage interest deductibility) has been advocated in Australia on grounds of both efficiency and equity. The current tax system (no taxation or deductibility) favors owner‐occupied housing over business investments, and in the owner‐occupied sector it favors high‐income, low‐debt households over others. Nevertheless, imputed rent taxation has been criticized on the empirical grounds that its direct burden would fall more heavily on low‐income households than high‐income households.

Using micro‐level data from the 1986 Income Distribution Survey, we show that the burden does not fall more heavily on low‐income households when net imputed rent is included in owners’ incomes and when life cycle effects are controlled for. Moreover, for married couples aged 25 to 54, the taxation of imputed rental income would be not only progressive, but more progressive than the taxation of other household income.  相似文献

Increasing complexity in the contemporary world calls into question prevailing notions of rationality in public policy and political life. Even in their most refined forms, instrumental-analytic strategies of decision are inherently limited when confronted with complexity. Communicative rationality, rooted in the intersubjective understanding of competent actors, could cope more effectively with complex social problems. By implication, political institutions grounded in instrumental rationality may be less effective than those providing for reasoned discourse among concerned actors.  相似文献

Democracies need an active civic society, and early adulthood is a significant period in life for becoming an engaged citizen. The research reported on here categorized young Australians according to their conceptions of good citizenship using latent class analysis. Half of the sample were characterized as either ‘engaged’ or ‘duty-based,’ suggesting that there is more to consider when talking about citizenship norms and value changes, as the other half comprised ‘enthusiastic’ and ‘subject’ citizens. Prior participation was almost unrelated to those citizenship norms. The findings provide implications for an active citizenry, and the discussion addresses limitations and directions for future research.  相似文献

Abstract

Financial and market conditions in the 1990s caused a sharp increase in the housing debt (in constant dollars) of households now approaching or just past normal retirement age. Households now in middle age have also set new records for housing debt and will likely continue to carry high housing debt when they reach old age in 10 or 20 years.

In the future, this housing debt burden is likely to lead to financial and housing adjustments that suggest a qualitative change in behavior when these households reach the later stages of their working life. Many will need to work longer to service housing debt. When facing a life‐cycle downturn in annual income, households will be increasingly motivated to tap into their home equity, both by borrowing, for those who stay in their homes, or by downsizing and liquidating some equity, for those who choose to move.  相似文献

This article argues for the reinvention of cyberfeminism in the context of the convergence between biology and computer science. Initially a response to cyberpunk and the colonization of the new final frontier by cyberspace cowboys, cyberfeminism was always already more than the essentialist and apocalyptic versions which gained popular appeal during the 1990s. Donna Haraway’s more strategic cyberfeminism is articulated in relation to biotechnology and her conviction that biology – in its symbiotic relation with information systems – is an increasingly hegemonic discourse. The new biology extends its influence from health and food industries to environmentalism, management and intellectual property law and it is subsuming theories of life, mind and culture such as artificial life and evolutionary psychology. Through an analysis of these neo-biological discourses, I argue for a renewed cyberfeminist engagement with biology which does not rehearse familiar oppositional arguments but which recognizes that biology itself is a complex and by no means unified field.  相似文献

Mounting evidence across different disciplines suggests that early‐life conditions can have consequences on individual outcomes throughout the life cycle. Relative to other developed countries, the United States fares poorly on standard indicators of early‐life health, and this disadvantage may have profound consequences not only for population well‐being, but also for economic growth and competitiveness in a global economy. In this paper, we first discuss the research on the strength of the link between early‐life health and adult outcomes, and then provide an evidence‐based review of the effectiveness of existing U.S. policies targeting the early‐life environment. We conclude that there is a robust and economically meaningful relationship between early‐life conditions and well‐being throughout the life cycle, as measured by adult health, educational attainment, labor market attachment, and other indicators of socioeconomic status. However, there is some variation in the degree to which current policies in the United States are effective in improving early‐life conditions. Among existing programs, some of the most effective are the Special Supplemental Program for Women, Infants, and Children (WIC), home visiting with nurse practitioners, and high‐quality, center‐based early‐childhood care and education. In contrast, the evidence on other policies such as prenatal care and family leave is more mixed and limited.  相似文献

Whether a country is able effectively to address collective action problems is a critical test of its ability to fulfill the demands of its citizens to their satisfaction. We study one particularly important collective action problem: the environment. Using a large panel dataset covering 25 years for some countries, we find that, overall, citizens of European countries are more satisfied with the way democracy works in their country if (a) more environmental policies are in place and if (b) expenditures on the environment are higher, but environmental taxes are lower. The relation between environmental policy and life satisfaction is not as pronounced. The evidence for the effect of environmental quality on both satisfaction with democracy and life satisfaction is not very clear, although we find evidence that citizens value personal mobility (in terms of having a car) highly, but view the presence of trucks as unpleasant. We also document that parents, younger citizens, and those with high levels of educational attainment tend to care more about environmental issues than do non-parents, older citizens, and those with fewer years of schooling.  相似文献

Municipalities often use public funds to support private projects in pursuit of economic growth or improved quality of life. How does the framing of municipal subsidies impact public support for such funding? We examine the case of government-funded minor league baseball stadiums to address this question. Using nationally representative survey data, we find respondents are much more likely to support funding for stadiums when told that baseball will bring jobs and improve the local economy, compared to other frames. Local governments may therefore rely on positive, economic frames to gain public support, despite a lack of evidence that sports stadiums deliver net economic benefits.  相似文献

This article presents three measures of the distribution of actual and projected net benefits (benefits minus payroll taxes) from Social Security's Old-Age and Survivors Insurance (OASI) for people born between 1931 and 1960. The results are based on simulations with the Social Security Administration's Model of Income in the Near Term (MINT), which projects retirement income through 2020. The base sample for MINT is the U.S. Census Bureau's Survey of Income and Program Participation panels for 1990 to 1993, matched with Social Security administrative records. The study population is grouped into 5-year birth cohorts and then ranked by economic status in three ways. First, the population is divided into five groups on the basis of individual lifetime covered earnings, and their lifetime present values of OASI benefits received and payroll taxes paid are calculated. By this measure, OASI provides much higher benefits to the lowest quintile of earners than to other groups, but it becomes less redistributive toward lower earners in more recent birth cohorts. Second, people are ranked by shared lifetime covered earnings, and the values of shared benefits received and payroll taxes paid are computed. Individuals are assumed to split covered earnings, benefits, and payroll taxes with their spouses in the years they are married. By the shared covered earnings measure, OASI is still much more favorable to persons in the lower income quintiles, although to a lesser degree than when people are ranked by individual covered earnings. OASI becomes more progressive among recent cohorts, even as net lifetime benefits decline for the entire population. Finally, individuals are ranked on the basis of their shared permanent income from age 62, when they become eligible for early retirement benefits, until death. Their annual Social Security benefits are compared with the benefits they would have received if they had saved their payroll taxes in individual accounts and used the proceeds to buy either of two annuities that provide level payments from age 62 until death: a unisex annuity that is based on the average life expectancy of the birth cohort or an age-adjusted annuity that is based on the worker's own life expectancy. On the permanent income measure, OASI is generally more favorable to people in higher income quintiles. Moreover, it is particularly unfavorable to those in the lowest quintile. Because people in the lowest quintile have a shorter life expectancy, they receive OASI benefits for a shorter period. This group would receive greater benefits in retirement if they invested their payroll taxes in the age-adjusted annuity. OASI is more favorable to them than the unisex annuity, however, OASI is becoming more progressive in that the net benefits it provides drop more rapidly among higher income quintiles than lower ones. This article also examines how OASI affects individuals by educational attainment, race, and sex. On both the lifetime covered earnings and the permanent income measures, OASI is more favorable to workers with less education and more favorable to women. The results by race and ethnicity are mixed. When people are ranked by the present value of their shared lifetime covered earnings, OASI appears more favorable to non-Hispanic blacks and Hispanics than to non-Hispanic whites. When people are ranked by shared permanent income in retirement, however, OASI produces negative returns for both non-Hispanic blacks and non-Hispanic whites in the most recent birth cohorts, with non-Hispanic blacks faring relatively worse. The changes across cohorts occur partly because of changes in tax rates and benefits, but more importantly because of changing demographics and earnings patterns of the workforce. Of particular importance is the increasing share of beneficiaries who receive worker benefits instead of auxiliary benefits as wives or widows. OASI benefits are based on the lifetime covered earnings of current or former married couples, as well as on earned retirement benefits of individuals. The reduced importance of auxiliary benefits (due to the higher lifetime covered earnings of women) and the increased proportion of divorced retirees make OASI more progressive--even as net benefits decline--for current and future cohorts than for cohorts who retired in the 1990s. Analysis of these findings suggests that simulations of policy changes in Social Security must take into account the decreasing importance of auxiliary benefits across birth cohorts and the complex changes in individuals' marital histories.  相似文献

A growing literature suggests social democratic policies, as exemplified by the welfare state and active labour market policies, promote higher levels of life satisfaction compared to the neoliberal agenda of austerity, smaller government and more ‘flexible’ labour markets. In this article, this inquiry is extended to low-income countries. A theoretical argument is developed for why labour market regulation (LMR) (rather than social welfare spending or the general size of government) is a more appropriate locus of attention outside of the industrial democracies. The relationship between LMR and several measures of well-being is then empirically evaluated, finding robust evidence that people live more satisfying lives in countries that more stringently regulate their labour market. Moreover, it is found that positive benefits of LMR on well-being are the largest among individuals with lower incomes. The implications for public policy and the study of human well-being are discussed.  相似文献

数以亿计的农民工和谐融入城市是当前以及未来中国社会发展中的重大问题。为了研究文化融合、经济融合、政治融合和社会融合等诸方面的因素是如何影响农民工对城市的感知关系水平的,基于2010年在沪农民工的问卷调查数据,考察了农民工城市融合诸因素对城市感知关系(生活满意度、认同度、未来发展意愿)的影响。发现:文化融合程度越高,农民工对上海的认同程度就越高,也会更愿意留在上海发展,但其生活满意度未必越高;经济融合程度越高,城市生活满意度、城市认同度和未来留在上海发展的意愿都越高;政治融合只对未来发展意愿有影响;社会融合越高,农民工对城市的认同度越高,对生活也越满意。研究为政府引导和促进农民工和谐融入城市提供了新的视角。  相似文献

The likelihood that longevity will continue to increase has generated a search for regulation that make people work longer as they live longer, and thus not just containing pension expenditure but also enlarging labor supply, economic growth, and tax revenue. In public pension policy, Nordic countries have led the world with three types of approaches aimed at making people retire later. The first came when Sweden, followed by Finland and Norway, installed life expectancy coefficients in benefit calculation formulas. The second followed as Finland introduced age-related accrual rates and the third when Denmark indexed the pensionable age to developments in life expectancy. Since economic incentive-based regulations failed to raise exit ages sufficiently, Finland and Sweden subsequently linked pensionable ages to life expectancy like Denmark. While this policy brings out inequalities in health and workability, the fact that countries found it necessary to index the pensionable age to longevity instead of just relying on economic incentives in regulating retirement behavior may hold lessons for other countries.  相似文献

This article analyses the institutional and contextual factors that facilitate the election of political newcomers as heads of government in democratic regimes. Using data from 870 democratic elections between 1945 and 2015, it is found that political newcomers are more likely to be successful in presidential systems, in new democracies and when party systems are weakly institutionalised. The election of politically inexperienced candidates is also related to governmental performance. Political newcomers are more successful when the economic performance of the government is bad and when the government engages in high‐level corruption.  相似文献
