During the 1990s, the Nordic welfare states, notably Finland and Sweden, faced serious challenges that triggered a number of welfare restructuring processes. This article focuses on the political determinants of these processes, or, more exactly, it analyses changes in partisan welfare policy positions in Denmark, Finland, Norway and Sweden between 1970 and 2003. The main goal of the article is to chart possible changes in party positions on social policy. Has there been a decline in pro‐welfare attitudes during the period 1970–2003, and if so, how are these changes related to ideological and institutional factors? The data analysed in the article consists of election programmes, and more specifically, textual utterances concerning the welfare state. The results indicate a relatively high degree of stability in partisan support for welfare state expansion and investments in social justice, while market‐type solutions to social problems, on the other hand, have become more salient among parties, especially in the Right. The findings suggest that parties still differ from each other as to welfare‐political positions, indicating that Social Democratic and left‐wing parties remain the foremost defenders of the ‘Nordic Welfare Model’, whereas the Right has become more hesitant towards welfare state expansion.  相似文献

The article investigates how parties compete over the welfare state by emphasising specific welfare state issues. The core argument is that two issue-specific factors determine how much parties emphasise individual welfare state issues: the character of policy problems related to the policy issues and the type of social risks involved. To test the argument, a new large-N dataset is employed, with election manifestos from Belgium, Denmark, France, Germany, the Netherlands, Sweden, and the United Kingdom. The dataset contains information on how much parties have talked about health care, education, and labour market protection in national elections since 1980. With the data at hand, it is possible to provide the first systematic investigation of how parties compete for votes over the welfare state. The approach here is able to explain the empirical fact that health care is consistently receiving increased attention everywhere, while particularly labour market protection has witnessed a decline in attention.  相似文献

Despite growing interest in decentralized governance, the local government systems that comprise the most common element of decentralization around the world have received little systematic attention. This article, drawing on the first systematic index of decentralization to local government in 21 countries, demonstrates a close relation between Social Democratic welfare states and an intergovernmental infrastructure that in important respects ranks as the most decentralized among advanced industrial countries. This empowerment of local government in these countries was less an outgrowth of Social Democratic welfare state development than a preexisting condition that helped make this type of welfare state possible.  相似文献

Recent elections yielded sweeping majorities for the centre‐right in Scandinavia with a decade of pure centre‐right majorities in Denmark and the longest sitting centre‐right coalition in Sweden for decades. This is a blind spot in the issue voting literature, which would not expect centre‐right parties to flourish in contexts where welfare issues have a natural salience as in the case of universal welfare states. In contrast, Scandinavian universal welfare states ought to benefit social democracy when it comes to issue voting on welfare issues. It is argued in this article that centre‐right parties can beat social democrats by credibly converging to its social democratic opponent on issues of universal welfare. Issue ownership voting to the benefit of centre‐right parties will then be strongest among voters perceiving the centre‐right to have converged to social democracy and perceiving the centre‐right as issue‐owner. Using Danish National Election Studies, 1998–2007, the article shows that the Danish Liberal Party outperformed the Social Democrats on traditional welfare issues among those voters perceiving the Liberals to be ideologically close to the social democrats. The findings help us to understand why centre‐right parties have recently turned into serious competitors on social democracy's turf: the universal welfare state.  相似文献

This article discusses housing and the welfare state in Norway in 1980 and 2005 by applying Esping‐Andersen's theories of welfare state regimes to this sector. How should Norwegian housing policy be understood in light of Esping‐Andersen's conceptual framework, and what is the impact of post‐industrial change? In 1980, Norwegian housing policy was mainly characterised by social‐democratic traits such as market regulation, substantial public expenditure and universal subsidies for both renters and a large owner‐occupied housing sector. The effects of post‐industrial changes, including deregulation of the credit and housing markets, marked a major turn in housing policy and the housing market in Norway. By 2005, Norwegian housing policy was mainly characterised by traits that are typical of a liberal welfare regime: market economics, low public expenditure and subsidies for small, targeted groups, while other segments of the Norwegian welfare state remain characterised by social‐democratic traits. Esping‐Andersen's claim that the effect of post‐industrial transformation was different in different welfare regimes is thus not supported by the case of the Norwegian housing sector.  相似文献

Recent studies of welfare state retrenchment have argued that policy makers can win public support for welfare state reform by framing the issue in terms of deservingness of welfare recipients. However, this literature has not tested the argument at the individual level. Using a Scandinavian context, this experimental study investigates how alternative framing of a welfare state retrenchment proposal affects citizens' perception of welfare recipients' deservingness, policy support and whether perceptions of deservingness mediate policy opinion. A news story was manipulated to present welfare recipients as either deserving or undeserving of welfare benefits. This issue framing affected citizens' perception of deservingness as well as support for retrenchment policy. Opinion change was partly explained by differences in perceptions of deservingness. These results provide strong support for the effectiveness of the deservingness frame.  相似文献

From 1982 to 1993, a decade of tight economic constraints, the Danish welfare state was governed by bourgeois parties. The expectation of the power resources model, the most prevalent theory about the Scandinavian welfare states, was that the Danish welfare state would be turned further in a residual direction. Those expectations were, however, never fulfilled – on the contrary, the Danish welfare state was further expanded in a social democratic direction. A focus on how the bourgeois governments, often in a difficult parliamentary situation, tried to adapt the popular Danish welfare state to less favorable economic conditions accounts for important aspects of this development. The bourgeois governments relied on a combination of increased benefits to large groups of voters and well-hidden measures to strengthen public finances.  相似文献

Landmark welfare reform legislation passed in 1996 has been operating by legislative extensions since its expiration in September 2002. At this writing, reauthorization has been derailed by controversy over various legislative proposals. In this article, we contribute to the welfare policy debate by studying the importance of specific policy tools and the role of public administration in the dramatic fall in welfare caseloads from 1996 to 2000. Using administrative and survey data on welfare programs in 44 states, we test our theory that caseload reduction is a function of administrative commitments, policy design, and administrative actions linked to five sets of governance variables: environmental factors, client characteristics, treatments, administrative structures, and managerial roles and actions. We find strong evidence that administrative action to move clients into work, coupled with administrative commitments, can provide important links between policy goals and policy outcomes.  相似文献

In implementing PRWORA, why have some states chosen the most stringent or toughest policy options allowed by the new law? A considerable literature on state policy decisions addresses this topic. The most consistent finding is that “tough states” are those with a conservative ideology and historically high rates of welfare use by minority populations. In 1980, Sweden was a highly regulated economy with several state monopolies and low levels of economic freedom. Less than twenty years later, liberal reforms turned Sweden into one of the world's most open economies with a remarkable increase in economic freedom. While there is resilience when it comes to high levels of taxes and expenditure shares of GDP, there has been a profound restructuring of Sweden's economy in the 1980s and 1990s that previous studies have under-estimated. Furthermore, the degree of political consensus is striking, both regarding the welfare state expansions that characterized Sweden up to 1980, as well as the subsequent liberalizations. Since established theories have difficulties explaining institutional change, this article seeks to understand how the Swedish style of policy making produced this surprising political consensus on liberal reforms. It highlights the importance of three complementary factors: policy making in Sweden has always been influenced by, and intimately connected to, social science ; government commissions have functioned as 'early warning systems', pointing out future challenges and creating a common way to perceive problems; and, as a consequence, political consensus has evolved as a feature of Swedish style of policy making. The approach to policy making has been rationalistic, technocratic and pragmatic. The article concludes that the Swedish style of policy making not only explains the period of welfare state expansion – it is also applicable to the intense reform period of the 1980s and 1990s.  相似文献

We propose a political reinforcement hypothesis, suggesting that rising inequality moves party politics on welfare state issues to the right, strengthening rather than modifying the impact of inequality. We model policy platforms by incorporating ideology and opportunism of party members and interests and sympathies of voters. If welfare spending is a normal good within income classes, a majority of voters moves rightward when inequality increases. As a response, the left, in particular, shift their welfare policy platform toward less generosity. We find support for our arguments using data on the welfare policy platforms of political parties in 22 OECD countries.  相似文献

A recurring problem in political analysis is to link public opinion to public policy. Public opinion has often come to mean the replies to structured questions in representative surveys. The task of connecting opinion and policy is complicated by the difficulty in interpreting replies to these surveys. The burgeoning literature on public opinion and the crisis of the welfare state has failed to provide a consistent account of what aspects of policy might be driven by public demand or vice versa. The interpretations of survey data are either misleading or highly selective. This applies to two crucial areas, attitudes towards poor minorities and opinions about state and private welfare. In order to provide a better understanding of the problems of linking policy and opinion and to offer some guiding principles for research in this area, this paper attempts to clarify some of these difficulties.  相似文献

The idea that modern welfare states can be grouped into distinct regimes dominates contemporary studies of welfare state restructuring, and several studies have concluded welfare state reforms to be correlated with regime structures. These studies build, however, on analyses of only cash-benefit programmes whereas social services are almost neglected in current welfare state research. Thus, the aim of this article is to test the explanatory capacity of the welfare state regime perspective in relation to reforms in the service dimension of advanced welfare states – normally termed 'public sector reforms'. For this purpose, the author has conducted a focused comparison of the degree to which archetypical examples of the liberal regime (United States), the social democratic regime (Sweden) and the conservative regime (Germany) have introduced vouchers and parental choice into their public primary schools. Schools and education have ranked high on the public sector reform agenda since the 1980s, while the school choice issue signifies core aspects of the rationale of the reform movement: re-arranging public provision of services into quasi-markets. The article identifies, however, a clear lack of correlation between adoption of the school-choice policy and welfare state regimes. Instead, the reforms undertaken in all three countries seem closely related to the institutional rules of political decision making.  相似文献

For the welfare state the last 30 years have witnessed a turbulent transition from the ‘Golden Age’ of expansion to a ‘Silver Age’ of permanent austerity. This shift has been the result of external pressures and of internal transformations of domestic economies and social structures. Permanent austerity has entailed incisive institutional adaptations and has been accompanied by a ‘new politics’, centred on a plurality of ‘blame avoidance’ strategies on the side of parties and governments. The article summarises and discusses the main factual developments since the mid-1970s but it also surveys the main strands of academic debates on both the expansion and the crisis phases. The author argues that comparative welfare state research has been one of the liveliest fields of political economy – a field marked by important analytical and theoretical advances and by the accumulation of relevant and systematic empirical knowledge about a key institution of the European political landscape.  相似文献

This analysis traces the effectsof federal financial incentives on state welfare policy decisionsacross programs and examines how changes in federal incentivesaffect state policy choices over time. The data indicate thathigher levels of federal participation are associated with substantialreductions in variance of welfare grants among the states andwith higher levels of interstate equity. Abstract

Scholars can take a broader look at social policy and understand that traditional public welfare state programs are only one of the many potential sources of social protection and regulation. The contributions of this special issue invite social policy scholars to explore policy instruments that provide “social policy by other means” across a wide array of areas, including agriculture, energy, immigration, taxation, and legal regulation of private benefits and services. The article provides a concise overview of some of the key theoretical and empirical implications of social policy by other means for comparative welfare state research. In order to do this, it is divided into two main sections, which respectively discuss the nature and boundaries of social policy and the varieties of social policy by other means. This is followed by a short conclusion, which summarizes the key lessons of this special issue for comparative welfare state research.  相似文献

Federal law allows states to create new welfare policies determining who can receive welfare, what types of clients are exempted from new welfare work requirements, and the value of cash benefits. This project tests nine different theoretical explanations of welfare policy to explain why states have reacted differently to this new authority. We test these explanations on Temporary Aid to Needy Families (TANF) policies promulgated between 1997 and 2000. Our findings confirm the strong role of race in TANF politics that Soss et al. (2001) recently reported, but we also find that other constituent characteristics, and institutions, paternalistic goals, and state resources have a consistent influence on welfare policy. These results indicate that different approaches to welfare are attributable to the unique, and very potent, combination of political characteristics in each state.  相似文献

Histories of the American welfare state have been white histories, in part because scholars have presumed that welfare state institutions are benevolent and exist to assist those in need. But if we take seriously work that instead focuses upon the degree to which welfare state regimes affect citizens' freedom to survive apart from dependence on the labor market or upon a male breadwinner, along with scholarship that highlights the malign functions of relief, then explicitly repressive institutions become legitimately within the purview of welfare state analysis. This article makes the formative case that slavery, Jim Crow, and the prison might be considered welfare state institutions, given their impact upon the material well-being of so many Americans. Because these institutions have most affected blacks, we might have reason to distinguish between a white welfare state and an African American welfare state, and reject the notion that we can coherently speak of the welfare state.  相似文献

This paper Compares and Contrasts the Australian and Scandinavian welfare states with a view to demonstrating that, whilst the extent of welfare expenditures and the instruments of social policy vary quite markedly in these countria, policy outcomes in terms of levels of inequality and poverty and social protection are much more similar. In the course of this comparison. the paper casts serious doubts on the usefulness of both the prevailing paradigms for evaluating welfare state performance: measures of expenditure effort and measures of welfare decommodification. Instead. it is argued that welfare state performance can only be properly assessed, as Richard Titmuss pointed out many years ago, by evaluating the impact of fiscal and occupational welfare in addition to the extent and character of the explicit expenditures of the state. When we broaden our conception of social policy in this way. Australia appears much less of a welfare state laggard than it is often taken to be and the oft mooted Scandinavian claim to welfare superiority is. perhaps. rather less compelling than is sometimes argued.  相似文献

This article develops a theoretical distinction between direct and indirect welfare chauvinism in order to analyze how electorally successful populist right‐wing parties transmit social policy preferences with significant redistributive implications for the shape of the welfare state. Direct welfare chauvinism occurs as a result of legislative changes that explicitly exclude recipients from social protection or reduce the level thereof on the basis of ethnicity. Indirect welfare chauvinism is the result of policy measures that apply to both natives and immigrants, but which deliberately negatively affect immigrants the most. Combining quantitative and qualitative analysis of labour market reforms in Denmark, where one of the most successful populist right‐wing parties in Europe – the Danish People's Party – held a pivotal position in the period 2001–11, the article traces the intentions and deliberate policy‐making strategies of the party. It shows that the distinction between direct and indirect chauvinism is a useful theoretical tool for understanding how the Danish People's Party can fulfill the expectations of both its electorate and its coalition partners, even if they point in different directions.  相似文献
