Many Asian governments have embarked on administrative reforms of one kind or another, engaging in rhetoric that resonates with the global paradigms of "new public management" and "good governance." This article seeks to understand Asian administrative reforms against the background of international influence, policy diffusion, domestic politics, institutional dynamics, and administrative traditions and legacies. It is impossible to capture the whole range of national reform types within any neat and tidy Asian paradigm, but some common strands of national reform paths in the region can still be traced. Different problems and failures are found to be addressed by Asian reforms, reflecting diverse motives and resulting in varied outcomes. The "old" public administration regime has largely coexisted with the "new" public management approaches and tools.  相似文献

This article examines the judicialization of electoral politics in Asia, an important but understudied trend, as demonstrated in Thailand and Indonesia. Though the constitutional courts in both have similar histories and institutional arrangements, their electoral interventions vary radically. We argue that the diffusion or concentration of power among post‐transition elites determines whether the effect of judicial activism will be to shore up or undermine electoral governance. Where power is diffused, as in Indonesia, political actors, less able to impose their own will on the judiciary, seem to prefer a credible referee, which fosters electoral competition. Where power is concentrated, as in Thailand, elites have both the motive and the means to turn judicial activism to antidemocratic ends. By focusing on the ends, rather than the means, of judicial activism, this account goes beyond personalities and institutional design to enhance understanding of the role of the courts in transitional democracies.  相似文献

The impending Scottish referendum on independence raises the question: what is a nation? This article addresses this question in terms of ‘economic nationhood’. Tracing the development of the Scottish economy over the last century and a half, it shows how the extraordinarily ‘globalised’ economy of pre‐1913 Scotland slowly evolved into a much more self‐reliant entity. Today, Scotland has a de‐industrialised and substantially de‐globalised economy, with a very large public sector about which key decisions are made in Edinburgh. Scotland has become much more of an economic ‘community of fate’ than ever before in its modern history.  相似文献

In recent years, there has been a substantial increase in the literature on the relationship between politics and mass media, mainly in discrete topic areas such as the impact of mass media on electoral behaviour, the emergence of new forms of political communication, or media political economy. At the same time, this diverse literature has often focused on a single general issue, typically characterised in terms of the 'transformation' of politics. Despite this common theme, there has been relatively little attempt to connect and compare the different approaches. Looking at the theoretical differences in the new literature on politics and mass media reveals three perspectives – pluralist, constructivist, and structuralist. These approaches have too often tacitly co-existed, instead of more competitively striving to advance knowledge in the three main topic areas above.  相似文献

Hatred of America expressed in the 11 September attack is more than matched by the hatred by Americans for Islamists expressed in the war on Afghanistan, the War against Terror and the threatened wars against the 'Axis of Evil'. It is argued here that there is a pattern of self-reinforcing hatred operating in the world set in motion by the actions of the United States, particularly by George Bush Snr, and embraced and used by George Bush Jr to reinforce and further develop this pattern. To oppose this it is necessary to understand how hatred is generated, how this system operates and how Bush is exploiting it, and then to provide an alternative. It is argued this requires a new story of civilisation as the quest for justice understood as true recognition to oppose to the myths based on hatred promulgated by Bush. In terms of this story, the extreme economic, social, political and military policies of Bush and the myths used to justify them should be recognised for what they are, the challenge of barbarism to civilisation.  相似文献

The turn of the century witnessed the emergence of a new kind of conflict named 'cyberconflict', meaning conflict in computer-mediated environments (cyberspace). This article seeks to introduce the key terms and themes of cyberconflict and argue that two different trends occur: one between ethnic or religious groups fighting in cyberspace, as they do in real life; and second, between a social movement and its antagonistic institution (hacktivism).  相似文献

Party political interest in the so‐called ‘English Question’ has grown in recent years, due to the enmeshing of constitutional issues with a growing political and public affiliation with and expression of English national identity and culture. More recently, attention has shifted to the decentralisation of government within England. The ‘English Question’ is thus defined by two interconnected but distinctive ‘English Questions’. This article will assess whether, in seeking to find answers for these ‘English Questions’, the Conservatives and Labour are establishing a more distinctive ‘politics of England’. It will first consider the extent to which the politicisation of English identity and civic society have stimulated a more nationally framed political culture and party politics, and then assess whether constitutional reforms undertaken in Westminster, especially the introduction of EVEL, and regional devolution initiatives within England might facilitate greater party political engagement with an emergent ‘politics of England’.  相似文献

Scholars of populism have suggested that it might best be described as ‘unpolitical’, rather than apolitical or anti-political. This term captures the populist claim to stand morally above the sphere of politics (which it deems inherently corrupting), while being simultaneously drawn to engage in it. But such ambivalence towards politics is not limited to populist actors; indeed, ‘unpolitics’ might be considered intrinsic to British political culture. Most obviously, Conservatives historically portrayed themselves as unsullied by ideology, above party competition, and deriving their values from embodied experience rather than political reasoning. But, while traditional Conservative unpolitics emphasised hierarchy, new anti-deferential forms of unpolitics emerged in the postwar period. These were based on claims to be ‘ordinary’, which was defined in opposition to the ‘political’ in ways that made the latter seem necessarily illegitimate. Focussing on unpolitics shows that populism grew out of mainstream British political culture, as well as in opposition to it.  相似文献
