Voices from the Terror

Several novels have attained popularity in the extreme right subculture, most notably, The Turner Diaries—a tale of race war that convulses America. Some observers have characterized these novels as blueprints for revolution and terrorist campaigns. The medium of fiction can be an effective vehicle for propagandizing to those persons who may not be amenable to non-fiction political treatises. This article reviews some of the more popular extremist novels. By doing so, it provides insight into the worldviews and aspirations of the contemporary extreme right.     

Multiple Voices of Modernization: Some Methodological Implications

This paper systematically examines intra-organizational consensus of perceptions of managerial reform in local government in the UK. The paper questions the role of 'elite surveys' in public sector evaluation research by exploring the extent to which multiple informants agree on the expected impacts of Best Value. Results from a survey of 978 local government officers in 80 local authorities indicate modest levels of consensus. These findings suggest that single respondent surveys are likely to produce unreliable data and misrepresent the impact of public sector policy reforms. Rather than rely on the perceptions of one respondent it is argued that multiple respondent surveys should be employed if rigorous and reliable data are to be used in providing evidence-based policy recommendations for reform in public sector organizations.     

Evaluating Freedom of Information Laws: Objectives,Approaches, and Practical Considerations

Freedom of information (FOI) laws aim to improve the public’s opportunities to access official information from public authorities and hence to increase the level of transparency. Thus, it is important to know whether and to what degree the effects intended by establishing FOI laws are achieved and how their implementation could be improved. In order to answer these questions, FOI laws have to be evaluated. Unfortunately, attempts to evaluate FOI laws are still in their infancy. To promote sound evaluation, this article aims to provide guidance on how comprehensive FOI law evaluations might be designed and conducted.
