The consequences of the introduction of municipal autonomy inPoland, the Czech Republic, and Slovakia are analyzed from thememoirs of 131 mayors and councilors concerning their firstelectoral term during the period 1990 to 1994. The analysisfocuses on the mechanisms of mobilization and selection of anew local elite. Subsequently, the most frequent motive of thememoirs is discussed, namely, the want of local integrationand tactics applied by local leaders to enhance integration.The recovery of local roots and traditions is the most frequentway to reach this objective, but it appears to have two-sidedconsequences. On the one hand, the fostering of local identityenhances communal integration and active citizenship. On theother hand, it initiates a drive toward municipal fragmentation.Also, the situation of local minorities may worsen in the process.Thus, the study demonstrates some more general phenomena comingfrom the assertion of local autonomy in Central Europe.  相似文献

This study begins with an exploration of the external (EuropeanUnion) and internal (Czech political parties) forces that shapedthe creation of regional assemblies in the Czech Republic. Theinstitutional and administrative requirements of EU regionalpolicy served as a catalyst for the creation of Czech regionalgovernments. Domestic struggles over decentralization, particularlyamong Czech political parties, are reflected in the number andboundaries of the regions as well as in the slow transfer ofpolicy competences from the national government to regionalgovernments. This study also examines the November 2000 regionalelections and places the results in the context of the 2002parliamentary elections. Party support clustered by region,but the position that parties took on the creation of regionalassemblies did not impact electoral success in the regionalelections, nor did party success or failure in the regionalelections forecast electoral fortunes in the parliamentary elections.The regional and national elections reflected low voter turnout,relatively strong support for the Communist party, and a dramaticrise and fall of party coalitions.  相似文献

In the negotiated economy an essential part of the allocation of resources is by definition conducted through institutionalized negotiations between independent decisionmaking centres in state, organizations and corporations. Institutionalized creation of consensus via campaign institutions and forced compromise via negotiating procedures and decisions are central characteristics of the negotiated economy. The article includes evidence to the fact that the present Danish economy is a negotiated economy. During a long historical process, a multi-centred and pluralist political structure has been formed and simultaneously the discursive and institutional basis for co-ordination of decisions made in autonomous organizations has been created. It is shown how today's wages policy, labour market policy, public expenditures policy and industrial policy are characterized by negotiation-based economic processes. It is argued that this historical development has far-reaching theoretical consequences. The institutional conditions presupposed in traditional economic theory for the ideal of optimal allocation of resources is enshrined in the constitutional interpretation of the distinction between the authority of the sovereign state and civil society. As a result of the evolvement of the negotiated economy these institutional conditions no longer exist. This development has made a myth of the ideal of optimal allocation of resources and challenges the interpretation of rationality in traditional economic theory.  相似文献

This article analyses the conditions of capital accumulation in South Africa, and seeks to explain the authoritarian and racially discriminatory features of the South African social structure in terms of (a) the specific historical processes of change (mercantile colonial conquest, primitive accumulation in mining and farming) and (b) the specific features of contemporary capitalism, notably the capital-intensive structure of industry. The authoritarianism embodied, for example, in the extra-economic coercion of black labour is seen as reflecting the circumstances of the struggle between capital and labour under conditions where capital-labour contradictions exist alongside the contradiction between South African capitalism and the ‘dependent’ societies it has preserved/recreated. The implications of this situation for strategies of socialist change are briefly evaluated.  相似文献

Although sharing institutions for over seventy years, and transition pathways from communism, the two successor states of the former Czechoslovakia have faced distinct challenges in state-building and divergent economic fortunes. The aim of this paper is to investigate the extent to which these differing social economic problems have influenced the ideological bases of party politics and mass electoral behaviour in the two societies. Using data from national samples of the population of each country conducted in the spring of 1994, our analysis points to the existence of distinct issue cleavages dominating party competition in the two states: in the Czech Republic, partisanship relates mainly to issues of distribution and attitudes towards the West; in Slovakia, by contrast, these issues are only secondarily important in shaping voters' choice of party, while the main focus concerns the ethnic rights of Hungarians. The distinctive nature of the issue bases to politics in the two countries suggests one reason for the greater degree of political conflict evident in Slovak politics since the split and, more generally, provides evidence of the role of social conditions in shaping new political systems.  相似文献

This paper traces the ways in which the language of reconciliation promotes and detracts from responsibility. What it means to be responsible and to take responsibility is explored through a reading of J. M. Coetzee's novel, Disgrace . Coetzee provokes a nuanced examination of the nature of reconciliation and responsibility in post-apartheid South Africa, particularly how deep a moral transformation is needed and of whom it should be expected. The tensions between pro forma acknowledgement and deep moral transformation are examined with respect to the competing narratives of reconciliation and responsibility that took place during the Truth and Reconciliation Commission and afterwards in South African civil society. The paper concludes with a warning about the delicate balance between responsibility and vilification, reconciliation and denial.  相似文献

Abstract

There is a growing body of literature on intersectionality and citizenship, with scholars positing a need to analyze multiple identities simultaneously in order to understand both the legal incorporation and embodied experience of citizenship for marginalized groups. Building upon this central insight, I contribute to this literature by articulating the components of an intersectional citizenship framework to better understand the way multiple identities mediate citizenship, with particular reference to black lesbians in South Africa. Based on in-depth interviews with eighteen members of the black lesbian organization Free Gender, in Khayelitsha, Cape Town, I argue that Free Gender’s organizational goals can usefully be understood as asserting the commensurability of the identity “black lesbian” with “community member,” “African,” and “woman.” In applying a theoretical framework of intersectional citizenship to South Africa, it becomes clear that Free Gender’s activism reveals differential access to identities necessary to be seen as citizens entitled to rights. More than just extending juridical citizenship, black lesbians must have socially and politically legitimate access to multiple identity categories simultaneously in order to live free of violence.  相似文献

Negotiated Agreements (NAs) are arrangements between firms and regulators in which firms voluntarily agree to reduce their pollution. This article analyzes the institutional features that facilitate or hamper the implementation of NAs. We illustrate the analysis with case studies on the implementation of NAs in the United States, Germany, the Netherlands, and France. We find that NAs are implemented when regulators are able to commit credibly to the objectives of NAs. Institutional environments marked by fragmentation of power and open access in policymaking reduce regulatory credibility and thus hamper the implementation of NAs.  相似文献
