Firm informality is pervasive throughout the developing world, Bangladesh being no exception. The informal status of many firms substantially reduces the tax basis and therefore impacts the provision of public goods. The literature on encouraging formalisation has predominantly focused on reducing the direct costs of formalisation and has found negligible impacts of such policies. In this paper, we focus on a stick intervention, which to the best of our knowledge is the first one in a developing country setting that deals with the most direct and dominant form of informality, that is registration with the tax authority with a direct link to the country’s potential revenue base and thus public goods provision. We implement an experiment in which randomly selected firms are visited by tax representatives who deliver an official letter from the Bangladesh National Tax Authority stating that the firm is not registered and the consequential punishment if the firm fails to register. We find that the intervention increases the rate of registration among treated firms, while firms located in the same market but not treated do not seem to respond significantly. We also find that only larger revenue firms at baseline respond to the threat and register. Our findings have at least two important policy implications: i) the enforcement angle, which could be an important tool to encourage formalisation; and ii) targeting of government resources for formalisation to high-end informal firms. The effects are generally small in levels and this leaves open the question of why many firms still do not register.  相似文献

Migration studies have been primarily based on the movement of individuals from developing to developed economies, with a focus on the impact of migrants on host country wages. In this study we take a different angle by exploring the labour productivity of migrant-owned firms versus native-owned firms in 20 African economies using firm-level data. We find that labour productivity is 78 per cent higher in migrant-owned firms than native-owned firms. Using the Oaxaca-Blinder decomposition method we find that structural effects account for 80 per cent of the labour productivity gap. Returns to manager education largely explain the productivity advantage of migrant-owned firms over native-owned firms. Interactions with the government, access to finance, informality, and power outages are also considerable contributors to the labour productivity gap.  相似文献

Abstract

Lobbying constitutes a major element in the political strategy of firms seeking favorable regulatory outcomes and is perceived as a source of a firm’s competitive advantage. Recognizing firms’ ability to influence their external environments through reactive and proactive political behavior, this paper analyzes the firm-specific determinants of corporate political activity and intensity. Results from US and Japanese firms indicate that firm size, diversification, and internationalization positively influence the likelihood of a firm being an active lobbyist. While firm profitability influences the "intensity" of lobbying activity, foreign nationality has a negative impact.  相似文献

This article examines the impact of exchange rate changes on Chinese firms’ decisions on export market entry and export share. Using a large dataset for Chinese firms in 2000–2006, we find that changes in exchange rate levels play a significant role on both export extensive and intensive margins of Chinese firms. Compared to studies using macro data, our firm-level analysis allows us to control for firm and industry heterogeneity. Firm size and location matter. We do not find a difference between foreign and domestic firms in responding to exchange rate changes. Industry heterogeneity is also found to be important.  相似文献

In the context of Indian industry, this article argues that in the presence of capital market imperfections and sub‐optimal contractual arrangements, small firms face higher transaction or selling costs in the domestic market. One of the strategic responses by small firms towards overcoming the mobility barriers imposed by high transaction costs in the domestic market is to break into the competitive world market. Small firms that could realise a critical level of production efficiency and possible information externalities that arise through inter‐firm linkages might be the ones that could succeed in exports. The empirical observations derived from the analysis of firm level survey data provide reasonable support to the main arguments.  相似文献

This study focuses on the role of entrepreneurs in the private sector in sub‐Saharan Africa. Using data from the Regional Program on Enterprise Development (RPED) and controlling for various factors, our analysis compares growth rates of indigenously owned African firms with firms owned by entrepreneurs of Asian or European descent, in Kenya, Zambia, Zimbabwe, and Tanzania. We find that after controlling for firm size and age, various entrepreneurial characteristics, and sector and country differences, minority (or non‐indigenous) entrepreneur firms start out larger and grow significantly faster than indigenously‐owned African firms. Our results are consistent with theories that argue that informational and financial networks created by minority entrepreneurs provide access to credit, information, and technology for members of these networks. We also find that within indigenously‐owned African firms, entrepreneurs with secondary and/or university education realise a higher rate of growth; access to education presumably enables indigenous African entrepreneurs to develop managerial skills that serve as a substitute for the informational and financial networks created by minority entrepreneurs.  相似文献

This paper discusses how urban informality in the developing world has been understood in the West, and how it has been incorporated in the discourse of urban architects and planners in the developed world. It proposes a genealogy of this understanding through the identification of discourses with major ideological currents. It explains the evolution of the relationship between the understanding of urban informality and anarchism; the empowerment of the urban poor and finally the role of this understanding as a neoliberal discourse against state intervention. It finds that, although the incorporation of urban informality in urban architectural discourses is presented as a relative novelty, it is in reality at least 60 years old, dating from John Turner’s writings about the barriadas of Lima. From a progressive and empowering understanding of how the grassroots are able to take their lives into their own hands, it has become a tool for neoliberal discourses defending the dismissal of the state as a valid articulator of urban development.  相似文献

This article constitutes the first study of the employer size wage effect for a Caribbean country, namely the Republic of Trinidad and Tobago. Using a rich micro-level data set we estimate the firm size wage premium in an empirical model of wage determination. Despite exploring a variety of theories, samples, estimation techniques and tests, we find that, consistent with the empirical literature, larger firms in Trinidad and Tobago pay higher wages than smaller firms, for equally productive workers.  相似文献

Using a sample of around 500 large and small firms covering six industries in Morocco, the article investigates the relationship between a firm's training decision in 1999 and labour productivity in subsequent years. The analytical framework allows output to depend on unobserved-time-invariant firm characteristics and assumes that technical progress depends on training. Controlling for unobserved heterogeneity among firms and correcting for potential self-selection and endogeneity bias, the estimation shows that the intensity of training has a significant and positive impact on productivity in small and medium enterprises. The finding is robust to the introduction of various control variables.  相似文献

This paper attempts to test the hypothesis that given the presence of economies of scale which enable regions with larger firms to export more to regions with smaller firms, it is possible to rank a regions's exports according to the extent to which the scale of their production exceeds the national average. Data are utilized covering New Zealand's highly protected manufacturing sector. A rank correlation, significant at the 5 per cent level of probability, emerges between xi and si in twelve of the thirteen regions considered; xi being per capita value added in the i‐th industry divided by per capita value added in the nation for the i‐th industry and si being the average size of firm in the i‐th industry divided by the average size of firm in the nation for the i‐th industry. Such a result suggests that Heckscher‐Ohlin theorizing is of limited use in explaining regional trade flows.  相似文献

The removal of high levels of protection combined with substantial real devaluations have changed the environment in which Ghanaian manufacturing firms have operated in the 1990s. The changes in output, composition and productivity, which have occurred over this period, are examined in this article. Survey evidence for the growth of the sector is shown to be consistent with data from sales tax returns. Analysis of the panel survey shows that, in a comparative context, the rate of job creation in Ghana's manufacturing sector is high. This rate is highest in medium‐sized firms; small firms have not grown more rapidly than larger firms. There has been no underlying growth in technical efficiency and output growth has been matched by a commensurate growth in labour and capital inputs. Labour productivity differs substantially by firm size due primarily to differences in physical, not human, capital endowments.  相似文献

This article examines intra‐industry spillovers from FDI in Uruguayan manufacturing plants in 1988, to determine whether differences in the technology gap between locally‐owned plants and foreign affiliates have any impact on the relation between local productivity and foreign presence. We find a positive and statistically significant spillover effect only in a sub‐sample of locally‐owned plants with moderate technology gaps vis‐à‐vis foreign firms. Our interpretation is that there are firm‐specific differences in the ability to absorb spillovers, and that these may explain some of the contradictory findings of earlier spillover studies.  相似文献

Using firm-level data from Mexico, this paper investigates the firm characteristics associated with participation in credit markets, access to training, tax payments and membership in business associations. We find that firms which participate in these institutions exhibit significantly higher profits. Moreover, firms that borrow from formal or informal sources and those that pay taxes are significantly more likely to stay in business but firms that received credit exhibit lower rates of income growth. These results persist when firm characteristics that are arguably correlated with unobserved entrepreneurial ability are controlled for. Our findings suggest that the significant within-country differences in firm productivity observed in developing economies are due in part to market and government failures that limit the ability of micro-firms to reach their optimal sizes.  相似文献

This article analyses the determinants of individuals’ choice for self‐employment and entrepreneurial success in Cote d'Ivoire. Entrepreneurial activity is found to be undertaken by individuals who succeed in increasing their entrepreneurial abilities and reducing the risk of starting a business through a learning process that takes place through ageing, professional experience, and apprenticeship or, alternatively, formal education. The learning process takes place both before and after entry into the industry, as firms grow into a larger size. However, financial constraints continue to play a major restraining role for entrepreneurship and firm growth.  相似文献

This article sets out to make an assessment of the relationship between Foreign Direct Investment (FDI) and economic growth in transition countries through a review of the empirical record to date. The first part reviews the phases of transition in combination with policy efforts to attract FDI. In the second part, different growth studies across levels of analysis are juxtaposed to better understand the overall growth impact of FDI in transition countries. Since foreign firms have a large direct effect on performance at the level of the firm it is often assumed that they automatically contribute to the economic growth of host countries. The missing link in this discussion is the concept of ‘trickle down’. Superior direct effects in terms of productivity and profitability are hypothesised to trickle down to the host country both as spillovers, or catalysing effects on local firms, and through the expected increase in income that such direct and indirect effects in combination will generate through labour income and taxes. The review shows that such trickle down effects are quite fragile in terms of being demonstrated to exist in transition countries. Combined with widespread usage of tax holidays, subsidies and acquisition discounts, it is not certain that positive direct effects equate with economic growth in these countries.  相似文献

This article serves as an epilogue to the special issue curated by Claire Bénit-Gbaffou and Sarah Charlton with a focus on state power and the concept of informality. In my reflection, I examine the specificity of statecraft in the context of postcolonial government. In particular, I analyse political potency as a relationship between the state and subaltern subjects. Also at stake in this paper is the question of comparative and transnational analysis. This article addresses the use of contacts and informal networks in the political sphere in post-communist states in East Central and South East Europe. It tests two major hypotheses: (i) informality is functional and mainly a result of transition; and (ii) informality is embedded in the national culture and/or a leftover from communism. These hypotheses are tested on findings from 360 in-depth elite interviews. The article concludes that although informality is largely a response to problems and opportunities caused by transition, the manner in which it is expressed, to quite some extent, reflects the national culture and communist experience.  相似文献

This study uses a sample of Latin American firms from four areas to compare the performance and technological activity of transnational to domestic firms. After accounting for scale, age and location of firm, we find few differences in either traditional methods of growth or profitability or in implementation of new technology embodied in processes or products. There are important differences in the sources of new technology. Domestic firms have a relatively higher level of internal innovative activity, whereas foreign firms rely more heavily (but not exclusively) on sources external to the subsidiary.  相似文献

After sabotaging almost every privatization since the 1970s, the Argentine private sector suddenly began to support privatizations in 1991. While public choice approaches that stress the cost impact of policy can explain the anti-privatization behavior of the private sector prior to 1991, they are less successful at explaining this recent shift in behavior. This article explains this shift by focusing on political coalitions. By expanding (or reducing) the set of attainable outcomes, political coalitions shape the political choices of firms. Prior to 1991, the rent-seeking private sector led a huge multi-sectoral anti-privatization coalition that repeatedly preempted the Executive from privatizing. In 1991, this coalition disintegrated as a result of a reordering of economic institutions. Devoid of its traditional allies, the private sector chose to acquiesce to privatizations. Thus, political coalitions can be more important in shaping firm behavior than economic considerations such as the cost-impact of public policy or the size of rent markets. This article also explains why, in many countries confronting comparable anti-privatization coalitions, privatizations are likely to emerge with an unexpected mixture of competition-enhancing and competition-restricting policies. This paper focuses on the effects of financial factors on manufacturing firms’ export participation in a panel of Egyptian manufacturing firms over the 2003–2008 period. Our main results show that financial constraints reduce export participation of Egyptian firms, while financial liquidity improves it. Moreover, financial constraints have a negative impact on alternative measures of export activity, namely, export intensity and the time the firm takes before starting to export. Consequently, adding to the scarce literature on developing countries, our results support an important impact of financial factors on Egyptian firms’ participation in international trade.  相似文献
