This article summarises the results so far of an international investigation aimed at identifying political strategies that make it easier for national governments to take more effective action against climate change while avoiding significant political damage. The numerous strategic options identified included strategies involving unilateral action by governments, strategies of persuasion, damage limitation strategies, strategies that can be used in political exchange with other political actors, and strategies designed to improve the bargaining position of governments by altering the terms of political exchange. The article concludes with a shortlist of especially promising strategies.  相似文献

The growing call for social policy to be evidence‐based implies that ‘evidence’ possesses an intrinsic authority. Much of the evidence used by governments to formulate or evaluate social policy is signified through statistics and the language of quantification. Evidence presented in this way has the appearance of certainty and a legitimacy that seems beyond challenge. Having an appreciation of the history and sociology of the ‘science of the state’, as statistics was originally defined, helps demystify the authority of social statistics. This enables policy‐makers and program administrators to better discern the policy merit of numerical evidence.  相似文献

This article illustrates how some of the core concepts of social psychology can increase understanding of the practice of policy analysis. Policy analysis is shown to be a form of rhetoric subject to social psychological principles of attitude change. The article argues that policy analysts are primarily concerned with changing policymakers' beliefs about the consequences of alternative policies, but that preferences for alternative policies are largely the result of values. Values are formed and modified primarily by social comparison processes, conformity pressures, and the dynamics of group decision making rather than by rational argument. As a result, policy analysts could become more effective by addressing issues of values in their analyses or by mediating the social processes that might interfere with good policy choices.  相似文献

This article is about the place of lobbying by the Catholic Church in contemporary Australian federal politics. It builds on some previous attention by political scientists to Catholic political campaigning (eg, Hogan 1978, 1993 ; see also Byrnes 1993 ), but it is more comprehensive. Discussion of such lobbying uses various terminology and, like much lobbying, it can be viewed in a normative sense either favourably or unfavourably, as democratic or undemocratic. During the parliamentary debate in December 1996 on the anti‐euthanasia private members bill introduced by Kevin Andrews, for instance, Nick Dondas (Country Liberal, Northern Territory) alleged that ‘the debate has been driven by the Catholic community of this country’. To which his Catholic colleague Tony Abbott (Liberal, New South Wales), alleging that Dondas had blamed the bill on the ‘Catholic lobby’, responded that ‘those comments were beneath him’. 1  相似文献

Liberal Democrat policy has been labelled as social democratic, yet the party has been reluctant to so describe itself. Taking Crosland's The Future of Socialism as a reference point, there appears to be much shared ground between social democracy and Liberal Democrat policy. Meanwhile, the party's tax policy adopted in 2006 takes the Croslandite approach of taxing wealth rather than income. Despite this, the article argues that the party is a social liberal rather than a social democratic one. These two political philosophies have so much in common that it is understandable that some commentators see the influence of social democracy where they might instead perceive social liberalism. Yet the two differ in their attitudes to the state. Both see a positive role for the state in furthering social goods. However, social liberalism shares classical liberal concerns about the dangers of an over-mighty state. This approach underpins Liberal Democrat policy.  相似文献

This article discusses the phenomena of nanotechnology, and notes that despite high investment levels for global research and development, the public presently understands neither the implications of this emerging technology nor how it might be best governed. It considers the notion of the public interest and its place in the public policy cycle, and notes some of the specific challenges posed by this new technology. Adopting a comparative jurisdictional approach, this article maps a range of policy and dialogue activities currently underway within the United Kingdom and Australia and concludes that policy dialogue is an essential component of public policy development for all emerging technologies. While the Australian government is currently beginning this process, compared to countries such as the United Kingdom, such efforts here are still embryonic. A fuller engagement in wide‐ranging public debate is suggested as a part of protecting the public interest.  相似文献

Governments have intervened in two basic ways on childcare: via the provision of leaves to care (usually taken by mothers) and the provision or (often only partial) financing of childcare services. These policy options reflect the fundamental debate on how young children should be cared for. Labour has developed both policy areas since 1997, but there is a question mark over how far mothers and fathers have a ‘real choice’ to work and/or to care. Parents' choice in this policy area is a sensitive political issue and, this article suggests, requires a careful balancing of policy instruments. Policy goals may conflict with preferences and there is also the difficult issue that parents' choices may prejudice their future welfare in a work/welfare system that is tending to assume that there will be increasing capacity for self‐provisioning.  相似文献

Numerous researchers have confirmed sharp and punctuated policy change. Newer findings in U.S. forest policy in the Pacific Northwest and U.S. state tobacco policy have found largely nonpunctuated changes. What are the implications for punctuated equilibrium theory? U.S. state tobacco policy‐making from 1990 to 2006 indicates a wide variety of nonpunctuated policy output patterns including: linear and constant, gently oscillating and increasing, linear and increasing, and linear and constant and then nonexponentially increasing. All nonpunctuated policies resulted in symbolic policy output change except state tobacco licensing, higher tobacco taxes, and enactment of clean indoor air legislation, which resulted in partially material and partially symbolic policy output change. Emerging from this research is a new public policy model based on social policy realism. Public policy output change can be quite complex, sometimes punctuated and sometimes not, reflecting the balance of power between sometimes competing and cooperating interest groups.  相似文献

A 'cult of collaboration' is emerging in Australian public policy circles. In this article I argue this reflects a misunderstanding of the concept and its distinctive characteristics. Here I reintroduce collaboration vis-à-vis other forms of 'working together' and question whether we have taken a collaborative turn in public policy. Big data holds tremendous potential for public policy analysis. At the same time, its use prompts a number of issues related to statistical bias, privacy, equity, and governance, among others. Accordingly, there is a need to formulate, evaluate, and implement policies that not only mitigate the risks, but also maximize the benefits of using big data for policy analysis. Principal-agent theory alerts principals to their problematic relationship with agents. The former are encouraged to take deliberate action to counter asymmetries in knowledge, moral hazard etc. To avoid this, principals should determine outcomes and contracts and incentives should be designed to achieve them. This approach has influenced the form of purchaser-provider arrangements, including the Job Network. This article reviews impacts, which include incentives for gaming and increased transaction costs. Another survey highlighted the extent to which innovation in the disability employment sector had depended on collaboration, which competition would end. The article then sketches an alternative pragmatic or experimental approach, which assumes that the centre can never establish outcomes that are other than provisional and corrigible. Program design needs to be built around this fundamental fact. Learning not 'carrots and sticks' is the appropriate form of relationship. The article explores the feasibility of this approach in a Job Network context .  相似文献

It has been observed that countries that implemented new public management (NPM) reforms are currently witnessing growing complaints about a decline in the policy capacity of their public services. Australia is a part of this trend with public sector leaders increasingly voicing concern about policy capacity decline within the Australian Public Service (APS). This article sets out to examine whether there is an empirical basis for this discourse and to assess allegations that NPM reforms have contributed to any related shifts. It draws on rail policy and the Department of Transport as its case study. It finds that the reforms transformed role of the department in a way that enhanced strategic policy capacity. However, the reforms also introduced a number of structural impediments that make it difficult for the new role to be effectively executed .  相似文献

This article builds a taxonomy of the different functions performed by the term ‘harmonisation’ in contemporary policy debates. Four broad functions or domains of use are identified – political, policy, process and program – within each of which there are multiple different uses. Based on this classification, the article then develops a multi‐dimensional conceptual framework through which the term can be better understood and examined, its political uses identified and isolated, and harmonisation initiatives constructed, framed and analysed. The framework should prove useful for Ministers and government departments called upon to determine if, how and to what extent to harmonise regulations in a particular area; regulators called upon to administer and enforce harmonised regulatory regimes; and regulatees, practitioners and academics concerned to understand the impact of a harmonisation task.  相似文献
