Many larger US corporations are re‐assessing their participation in the public policy process and their entire approach to managing public affairs. This paper will attempt to synthesise much of what is happening to US corporate public affairs. It describes the forces driving the changes and addresses the ways corporations are responding to these forces. Finally, the paper offers an argument of the ‘New Public Affairs’ 2000 and beyond model as it will likely be practised in the USA, and perhaps elsewhere, at least early into this decade. Public evaluations of EU performance are not only critical indicators of the EU's output legitimacy, but also shape future support for European integration. For citizens to monitor the political performance of the EU they need relevant facts, yet it is anything but clear that gains in information about EU performance cause change in judgements about such performance. Drawing on two‐wave panel data, this article examines whether acquiring information following a real‐world EU decision‐making event alters citizens' judgements about the utilitarian and democratic performance of the EU. It also examines how this effect differs for people with different levels of general political information. It is found that citizens who acquired performance‐relevant information became more approving of the EU's utilitarian performance but did not change their judgements about its democratic performance. Also, individuals with moderate levels of general political information were affected most strongly by new facts about performance. The implications of these findings for EU‐level representative democracy are considered.  相似文献

This paper assesses the state of higher education in corporate public affairs (CPA) in North America. Educational offerings in many fields have mushroomed in recent years, and many courses of study are currently available that didn't exist even as recently as a decade ago. Is this true in CPA as well? For the most part, CPA offerings are not as plentiful as some observers would previously have foreseen. The paper looks at what educational opportunities are available, identifying areas that show promise for growth or expansion, and outlines a number of factors that have to come into place if CPA education is to become more prevalent than it currently is. A key function of centralized budgets in federal and political unions is to act as an equalizing mechanism to support economic and social cohesion. This is also the case with the European Union's (EU) budget, which operates as a redistributive mechanism that counteracts the cross-national and cross-regional inequalities created by the single market. Despite the limits on cross-national redistribution imposed by a centrifugal system of representation, the net fiscal position of member states – what they pay to the EU budget minus what they receive from it – is very diverse and has changed quite remarkably over the last decades. In this paper, we investigate how and why the net fiscal position of each member state toward the rest of the EU changes over time. We develop a novel panel dataset (1979–2014) to study how key national and EU-level political and economic variables affect the EU redistributive dynamics. We find that redistribution via the EU budget primarily targets developments in inequality within EU member states, and that an increase in domestic unemployment may also improve the country's fiscal balance. Moreover, we find that voting power in the Council is unrelated to a more positive fiscal balance. However, we find that governments with a centre-right profile are in general more successful in improving their redistributive position vis-à-vis the other member states. This may create a problem of budgetary ‘rent extraction’.  相似文献

In the face of the discourse about the democratic deficit and declining public support for the European Union (EU), institutionalist scholars have examined the roles of institutions in EU decision making and in particular the implications of the empowered European Parliament. Almost in isolation from this literature, prior research on public attitudes toward the EU has largely adopted utilitarian, identity and informational accounts that focus on individual-level attributes. By combining the insights from the institutional and behavioural literature, this article reports on a novel cross-national conjoint experiment designed to investigate multidimensionality of public attitudes by taking into account the specific roles of institutions and distinct stages in EU decision making. Analysing data from a large-scale experimental survey in 13 EU member states, the findings demonstrate how and to what extent the institutional design of EU decision making shapes public support. In particular, the study finds a general pattern of public consensus about preferred institutional reform regarding powers of proposal, adoption and voting among European citizens in different countries, but notable dissent about sanctioning powers. The results show that utilitarian and partisan considerations matter primarily for the sanctioning dimension in which many respondents in Austria, the Czech Republic, Denmark and Sweden prefer national courts to the Court of Justice of the EU.  相似文献

The knowledge, skills and abilities (KSAs) to perform this role effectively have undergone a transformation and become reflective of the socio‐political challenges entailed in the fast‐moving, global, information‐intensive economy. The top public affairs officer (PAO) will need to be a strategic thinker who can communicate effectively, have unquestioned integrity, maintain an international perspective, be an effective manager, and have the experience and savvy to navigate the trickiest of public policy processes and structures. A highly politicised arena in the EU has been caused by the 1998 Commission legislative proposal with regard to genetically modified organisms (GMOs). The debate over different interests became more intense. During the EU decision‐making process concerning GMOs, two larger coalitions cutting across institutions and countries waged the fight: one was led by industry and was in favour of GMOs and the other was against and mainly rooted in nongovernmental lobby groups. In mid‐2001, the ‘anti’ movement had gained a (temporary) winning position. In an attempt to explain this, it was concluded that the industrial lobby has been nonchalant in its preparatory work for public affairs management, by not carefully studying the various stakeholders, issues, time developments and the boundaries of this arena. Abstract

This article analyses the influence that political parties exert upon citizens’ opinions about European Union issues. By measuring at the same time the content and source effects on political attitudes, the article considers the possibility that voters pay less attention to the arguments used in a political message than to its source. Results from an online survey experiment in Spain show that partisan voters use a heuristic model of processing when taking positions on an unfamiliar EU issue, even though the prevalence of the source effect is moderated by the respondent’s political sophistication and party attachment. The results also indicate that some respondents tend to pay less attention to a message’s content when the message comes from their preferred party. Such findings raise concerns about the possibility for EU issue voting to guarantee the accountability of political elites and party–voter linkages.  相似文献

The purpose of this article is to discuss the legal effects of the preliminary agreement between Albania and EU (European Union) on the EU and on the Albanian national legal system. The topic is "The Legal Obligations of Albania in the SAA (Stabilization and Association Agreement) With EU", and the purpose is to address the issue of harmonization and application of the obligation in the most effective way regarding the EU legislation. The method used is systematic, comparative and teleological analysis of the European and national legal systems and inherent principles and reflection on the ways of integration and coordination between them. At first the sources and features of the EU legal system will be presented. Then the application of these principles in preliminary and pre-accession agreement and through them their influence over the EU and over the national legal system of the pre-accession states will be presented. The contribution will be to argue that the preliminary agreement between EU and Albania creates legal effects both on the EU and on the national legal system of the pre-accessions countries. The EU public affairs industry is failing to recognise that political and social change is rendering its traditional approach to lobbying redundant. The key change is the growing importance of public opinion. Politicians are tending to follow rather than lead public opinion. The public is becoming more individualistic and more prone to emotional appeals. Pressure groups are increasingly setting the political agenda. The Internet is reinforcing all these trends and multiplying the number of political actors. To survive and prosper, public affairs practitioners need to adopt a strategic view of public affairs, which is aligned with companies' brand strategies. This view must be based on a holistic view of politics and recognition that winning public trust, acceptance and support is the prerequisite of successful lobbying. In recent years, the topic of differentiated integration in the European Union has become increasingly discussed in both political science research and politics in general. Whereas differentiated integration is viewed as necessary for deeper cooperation, recent findings suggest that it increases the gulf between participants and non‐participants, making it difficult for non‐participating countries to join in later negotiations. However, there is a lack of theoretical and empirical work regarding the relationship between different levels of participation in the EU and national policy outcomes. This article addresses this question by comparing the policy outcomes in fully participating, selectively participating (opting‐in) and non‐participating (opting‐out) EU Member States relative to EU legislation. The findings show that selective participation (opting‐in) increases state conformity with EU laws relative to no integration at all (opting‐out), but it does not completely bridge the gap between fully integrated Member States and non‐participants. The results suggest that countries with flexible arrangements are generally less likely to implement EU laws than full participants, even when they choose to legally commit to the EU requirements. This finding raises some further questions about the rationale behind selective participation and its consequences for policy conformity, if its application expands to other policy areas and more Member States in the future.  相似文献

This paper attempts to go beyond actor‐centered explanations of the European Union's (EU) presence in regulatory politics by examining the role of the EU in the diffusion of regulatory norms and practices. We explore the international diffusion of public procurement policy, to which multiple organizations and especially the EU and the World Trade Organization have made an active contribution. Using the “opportunity‐presence‐capability” scheme, we argue that the EU is actively co‐shaping the global agenda on public procurement, mainly as a result of the “opportunity” and “presence” dimensions of its global actorness and its role in the horizontal diffusion of public procurement regulations between international organizations. For “EU as a global actor” literature to offer valuable explanations, an in‐depth analysis of its relationship with other international organizations, such as the World Trade Organization, reveals significant interactions and the co‐shaping of policy agendas.  相似文献

This paper disentangles the impact of various dimensions of European integration on different aspects of the Belgian federal polity. We discern two opposite trends. While the institutional embeddedness of Belgium as an EU member state results in domestic centralizing tendencies and co-operative political practices, economic integration stimulates political pressures for regional autonomy, contributing to further divergence and hollowing out of the federal level. We conclude by arguing that the EU clearly affects territorial politics in Belgium, but, as the European causes are multidimensional, that also the effects, albeit substantial, will be diverse.  相似文献

As part of the “better regulation” agenda, the European Commission created a semi-independent institution, the Regulatory Scrutiny Board, to monitor the preparation of policy proposals. The position of this Board is potentially wide-ranging. A proposal that is not given the green light by it cannot proceed in the Commission's internal decisionmaking process. But so far, the Board has only received scant scholarly attention. We provide a comprehensive analysis of the impact of the Regulatory Scrutiny Board on the Commission's policy preparation. Using machine learning techniques and quantitative text analysis, we study 673 Board opinions and compare almost 100 draft and final policy proposals. Our findings show that the Board is an active watchdog that is taken seriously by the Commission's departments. A full understanding of policy preparation in the EU therefore requires more scholarly attention to the Regulatory Scrutiny Board.  相似文献

European Union (EU) referendums provide unique opportunities to study voters’ attitudes toward a distant level of governance. Scholars have long tried to understand whether EU referendum results reflect domestic (dis‐)satisfaction with the incumbent governments or actual attitudes toward the Union. Finding evidence supporting both domestic and European factors, the recent focus has thus turned to referendum campaigns. Recent studies emphasise the importance of the information provided to voters during these campaigns in order to analyse how domestic or European issues become salient in the minds of voters. These studies nonetheless overlook the asymmetrical political advantage in such campaigns. The broader literature on referendums and public opinion suggest that in a referendum, the ‘No’ side typically has the advantage since it can boost the public's fears by linking the proposal to unpopular issues. This article explores whether this dynamic applies to EU treaty ratification referendums. Does the anti‐EU treaty campaign have more advantage than the pro‐EU treaty campaign in these referendums? Campaign strategies in 11 EU treaty ratification referendums are analysed, providing a clear juxtaposition between pro‐treaty (‘Yes’) and anti‐treaty (‘No’) campaigns. Based on 140 interviews with campaigners in 11 referendums, a series of indicators on political setting and campaign characteristics, as well as an in‐depth case study of the 2012 Irish Fiscal Compact referendum, it is found that the anti‐treaty side indeed holds the advantage if it engages the debate. Nonetheless, the findings also show that this advantage is not unconditional. The underlying mechanism rests on the multidimensionality of the issue. The extent to which the referendum debate includes a large variety of ‘No’ campaign arguments correlates strongly with the campaigners’ perceived advantage/disadvantage, and the referendum results. When the ‘No’ side's arguments are limited (either through a single‐issue treaty or guarantees from the EU), this provides the ‘Yes’ side with a ‘cleaner’ agenda with which to work. Importantly, the detailed data demonstrate that the availability of arguments is important for the ‘Yes’ side as well. They tend to have the most advantage when they can tap into the economic costs of an anti‐EU vote. This analysis has implications for other kinds of EU referendums such as Brexit, non‐EU referendums such as independence referendums, and the future of European integration.  相似文献

Abstract

We study the degree of convergence or divergence in fiscal decentralization in the European Union over the period 1995–2015 using a club convergence approach. First, we analyze non-central expenditure and revenue as percentages of GDP, of total expenditure and of total revenue. The results for the EU-15 countries indicate some clustering, with three clubs formed when using GDP and four to five when using total revenue or expenditure. Second, we study the gap between expenditure and revenue as a proxy of fiscal responsibility. This results in three and two clubs respectively, with Denmark as the divergent country with the highest gap. Finally, we analyze potential unions of clubs and transitions. We also interpret our results taking into account variables found in the literature as determinants of fiscal decentralization. These results show how European countries are quite heterogeneous in terms of fiscal federalism and decentralization, with greater convergence in fiscal responsibility than in the other magnitudes.  相似文献

Abstract

The essay is a comparative analysis of APEC and the EU, which looks at the particular sorts of economic orders these institutions are helping to create. It is argued that the two regions display some noteworthy differences that result from different approaches to the problem of economic governance. These differences reflect much more than the relative degree and level of regional institutionalization; they flow from different ‘political rationalities’ that are themselves a function of the very different liberal and illiberal polities in Europe and East Asia. Our key theoretical innovation is to use the framework of political rationality to explain different regional approaches to economic governance; more specifically we argue that the EU and the East Asian members of APEC may be understood as respectively subscribing to broadly conceived liberal and cameralist approaches to economic governance which are in turn reflected in the design of regional institutions.  相似文献

By way of an inquiry into the European Union's border assistance mission to Moldova and Ukraine (EUBAM), this paper articulates two moves. Firstly, deploying intervention to study the relations of the European Union with its self-designated neighbours is heuristically relevant because such a move draws attention to the deployment of a patronizing rationale towards ‘intervened populations’. This is captured in the paper by the notion of tutelage. Secondly, analyses in terms of intervention remain unsatisfying in how they account for the linkage between the planning and ‘programming’ of intervention and its effects. While they work with the idea that intervention like any other practice of rule is a perpetually failing activity, they have yet to articulate this observation analytically. This paper advances the discussion by arguing that the notion of subversion may provide such an articulation.  相似文献

Among public affairs techniques lobbying is by far the most mystifying one — at least in Europe. Lobbying comes from the Latin word ‘labium’ and means ‘entrance hall’ or ‘lounge’. Therein the essential meaning can be seen: today political decisions are not made in plenary assemblies but primarily in the pre‐political phase of balancing the various interests. Lobbying is to be understood as the ‘diverse intensive activities of social groups, chambers and companies in the political and bureaucratic vestibule’ (Beyme 1980). Modern lobbying on the EU level is an intermediary policy for the support of political decision making — even if some critics refuse to believe it. Lobbying at EU level has become a politically realistic dimension. Even if the mass media still take a very sceptical and negative view of lobbying in Brussels, based on the existing European taboo on influencing politics, an in‐depth analysis reveals various lobbies at work in EU institutions. Lobbying today is an essential part of all EU decision areas. This paper describes the functional theory approach of lobbying known as ‘cooperation as confrontation through communication’. For the first time, recipients of lobbying in the EU Commission are demonstrating their acceptance of lobbying efforts.
