ABSTRACT

This study uses four examples of bookplates printed in Edwardian Britain (1901–1914) to demonstrate how the adoption of an ethnohistorical approach to social semiotics can vastly strengthen multimodal analysis. It argues that situating choices of image, colour, typography and materiality in archival research and the broader sociohistorical context of the Edwardian period can help to uncover the external motivations for a bookplate’s structure. The case study reveals that bookplate designs were primarily influenced by the social status and wealth of owners, as well as the specific, well-established norms of the bookplate genre. It also highlights the significance of connecting semiotic choices to the traditions of Edwardian society and the ways in which meanings can shift over time. The findings demonstrate the importance of grounding hypotheses concerning the function and form of artefacts in concrete historical documents, in addition to the vast potential of this methodology for exploring other texts within a particular historical period.  相似文献

Kosovo offers a unique opportunity to study interest groups in both a transitional political system and a new country. As the youngest of the Balkan countries, both its pluralist democracy and its interest group system are in the early stages of development. The most significant influence on this development was Kosovo's grueling fight for independence from Serbia in the 1990s. This produced a particular form of interest and interest group activity quite different from most political systems in transition to democracy. As in all such systems, however, Kosovo's group system has also been shaped by its political culture, socioeconomic, including religious, factors, and particularly the international community. This article explains the various factors that shaped early interest group activity, its characteristics, and how it has evolved into a more traditional group system but one that remains bifurcated.  相似文献

Perspectives are divided on whether decentralization can ease ethnic conflict. This article considers whether asymmetric decentralization reforms in Kosovo have reduced tensions between Kosovo Albanians (K‐Albanians) and Serbs (K‐Serbs). We argue that because decentralization has been linked to Kosovo's sovereignty in the years after the NATO bombings, during the final status talks, and after independence, it has not achieved intended outcomes throughout the territory of Kosovo. Instead of assuaging tensions and generating allegiance to the central government, decentralization has re‐inforced ethnic divisions and strengthened K‐Serb ties to Serbia, particularly in northern Kosovo. Concessions to majority Serb municipalities in Kosovo have been seen by K‐Serbs as a bribe to buy acceptance of independence, while K‐Albanians question their leaders' continued policy of asymmetric decentralization. Since independence, there have been some encouraging developments in southern municipalities, where K‐Serbs have participated in municipal elections organized by Pristina. Based on Kosovo's experience, we argue that policy‐makers must consider the impact of decentralization reforms at multiple levels of conflict. Further, although we find that decentralization may engage minorities in political processes if reforms are attempted after the establishment of a central government, we caution that it must be combined with policies to encourage interaction and dialogue between ethnic groups if it is to assuage conflict. Many concerned with how government functions consider creating competition between bureaucracies an attractive option. Others are skeptical of what impact rival agencies have when they are operating within a political context. Reflecting these discrepant viewpoints, some scholars believe that regulators will compete vigorously for resources and responsibilities; others assert that agency members will act passively as they attempt to protect their autonomy. To assess these contrasting perspectives and determine why competitive agency structures might exist, the following analysis examines one of the classic situations where agencies can serve as functional substitutes: the relationship between the United States Forest Service and the National Park Service. The results demonstrate that agencies put far more weight on autonomy than competition. The principal advantage of functional rivalry for politicians—at least where federal lands are concerned—is to expand the choice set of alternatives available to them.  相似文献

ABSTRACT

Twenty years of international statebuilding have made little impact on the ‘stateness’ of Kosovo. This article puts this failure in the broader context of the shift from the liberal internationalist assumptions of the late 1990s to the pragmatic realism of today. It does this through the lenses of E H Carr’s classic work The Twenty Years’ Crisis, UN policy thinking on the problematic assumptions of international statebuilding and the diagnoses in David Lake’s 2016 book The Statebuilder’s Dilemma, which sets out three pragmatic alternatives. The article concludes that all three of these alternatives can be seen in practice in Kosovo.  相似文献

Conclusion A close reading of the United Nations Charter supports humanitarian intervention in Kosovo. While the explicit Charter provisions permitting force do not appear to be applicable, the Charter implicitly permitted and even mandated the action. The strongest justifications for humanitarian intervention in Kosovo are linked to affirmative human rights concerns, subject to substantive and procedural limitations. While the intervention in Kosovo was fully legal at the outset, any claims that the bombing campaign violated the laws of war should be investigated. Meaningful humanitarian intervention does not threaten world order. Rather, it vindicates the fundamental principles for which the United Nations was created. This article evaluates the feasibility of performing natural resource damage assessments under the current Superfund legislation. Using the analyses developed for two recent cases, it explains the sources of the substantial divergences between plaintiffs' and defendants' estimates of these damages. Three factors explain the differences in damage estimates: (1) the time horizon used and treatment of capitalization effects of past damages; (2) the extent of the market assumed in estimating the effects of a release of hazardous wastes on the demand for the affected natural resource; and (3) the character and availability of substitutes for the resource involved.  相似文献

This article examines the political dimensions of Uganda's progress in bringing a generalised HIV/AIDS epidemic under control. The article documents the history of the political processes involved in Uganda's battle against HIV/AIDS and analyses the complexities of presidential action and the relation between action at the level of the state and that taken within societal organisations. By the mid‐1980s, Uganda was experiencing a full‐blown epidemic, the virulence of which was connected with social dislocation and insecurity related to economic crisis and war. Political authorities faced the same challenge as other regimes experiencing the onslaught of AIDS in Africa. The epidemiological characteristics of HIV and AIDS—transmission through heterosexual activities, with a long gestation period, affecting people in the prime of their productive life—meant that action required wide‐reaching changes in sexual behaviour, and the educational activities to achieve this, as well as relatively complex systems to monitor the virus and control medical practices (blood supplies, injection practices, mitigating drug delivery). The centralist character of the Museveni regime was crucial not only to mobilising state organisations and foreign aid resources, but also to ensuring significant involvement from non‐state associations and religious authorities. The Ugandan experience demonstrates that there is a tension between the requirements for systematic action that a strong public authority can deliver and the need to disseminate information requiring a degree of democratic openness. The President was able to forge a coalition behind an HIV/AIDS campaign in part because the virus largely ignored the privileges of wealth and political power. With the development of antiretroviral therapy and the access that the wealthy can gain to these drugs, this basis for the broadest possible coalition to fight HIV/AIDS may be weakened in the future. Terrorism has large social costs that are difficult to quantify for the well-known problems of eliciting people’s preferences for public goods. We use the LSA to assess these costs in utility and monetary terms. Based on combined cross-section time-series data, we estimate the costs of terrorism for France and the British Isles. We find large negative effects of terrorism on life satisfaction that translate into considerable compensating surpluses for a hypothetical reduction in terrorism, in particular for the serious conflict in Northern Ireland. The effects of terrorism are robust and differ across groups in accordance with prior expectations.  相似文献

Transitional justice and security sector reform are critical in post-conflict settings, particularly regarding the reform of judicial systems, intelligence services, police, correctional systems, the military, and addressing systemic massive human rights abuses committed by individuals representing these institutions. Accordingly, the relationship between security sector reform and transitional justice mechanisms, such as vetting, the representation of ethnic minorities in key institutions, the resettlement and reintegration of the former combatants deserve special attention from scholars. This article presents a comparative analysis of the reform of police and security forces in Kosovo, and explores the causes of different outcomes of these two processes.  相似文献

Internal auditing is an essential part of governance and can be a valuable asset to public sector institutions. However, for public sector internal auditing to effectively support management, the internal audit function (IAF) should be capable. The question arises as to how the capability of public sector IAFs can be measured. The Institute of Internal Auditors Research Foundation published the Internal Audit Capability Model (IA‐CM) in 2009 to provide a capability self‐assessment tool for public sector IAFs. The main objective of the study is to determine whether the IA‐CM can be used successfully to measure internal audit capability levels, and a secondary objective is to determine whether the tool can be successfully adapted for a specific public sector organisation and/or country. To achieve these objectives, the model was applied in a South African public sector organisation by means of a case study, where the IAF of the case was ranked against the key process areas (KPAs) of the model. The ranking was conducted based on a documentary review and interviews with applicable officials within the case. The model was successfully tested in measuring the internal audit capability level of a South African public sector organisation; however, a total of eight potential feasibility hindrances or considerations have been identified that could negatively affect the implementation of seven of the KPAs of the IA‐CM. ABSTRACT

Using the concepts of spectres, liminality and aporia as conceptualised by Jacques Derrida, this article offers a critical read to Kosovo’s conundrums with its sovereignty. The main argument of this article is that in the system of sovereign states, Kosovo is permanently entangled in an aporetic situation in that it has to coexist between being a recognised and a contested state; between a legitimate and illegitimate polity; between unequivocally European and permanently detached from the EU. The article relies on longitudinal data gathered from digital and traditional ethnographic research in Kosovo conducted over the past seven years, including a dozen interviews with NGO actors, university professors, and journalists in Kosovo. In its conclusion, the article opens up the debate whether the only way to imagine Kosovo is in it being permanently unfinished, oscillating between meanings, concepts, and statuses.  相似文献

This paper challenges prevailing theories on volunteering which explain participation in volunteer work by the high capital resources of individuals (resource theories). Using care theory and focusing on volunteers working with the frail elderly, the sick and the dying, we ask whether resource theory is a suitable theoretical framework for this particular kind of unpaid work. With a 2012 Danish population survey, we find that care volunteering attracts lower-resourced individuals who are predominantly female. We use this finding to argue that resource theory is unhelpful in explaining this particular form of volunteering and to call for more theory development.  相似文献

Abstract. One of the main ingredients in discourse about British politics concerns the extent to which, and under what conditions, central government can get its own way. Since 1979, the country has been ruled by a prime minister and a government placing at least rhetorical emphasis on the 'politics of conviction'. At the same time we have a well established academic literature giving emphasis to the various hurdles in the policy-making process which face even a government with a working parliamentary majority. The purpose of this paper is to trace the steps in the process towards the government achieving one of its manifesto commitments; the sale of 51 per cent of British Telecom shares to the private sector. In so doing, it is intended to analyse this example of the policy process in terms of the predominant British policy style.  相似文献
